>> the top line is, of course, that the cia and this happened back in 2018, we reported it at the time. it is finally being released. the cia deems that the crown prince of saudi arabia, the de facto leader of saudi arabia, the 35-year-old crown prince mohammed bin salman is being held responsible for the operation to kill or capture jamal khashoggi who was of course the washington based saudi dissident, journalist, regular columnist and contributor to the "washington post." we know he entered the saudi consulate under false pre tenses, lured there to get a visa for his wedding and never emerged. it was later discovered by the cia and the u.n. investigators that he was murdered, dismembered. his remains never found. what is so important in terms of the top lines here is that 76 saudis, including members of what are described as an elite hit squad including what they described as the ring leader, the former deputy intelligence chief of saudi arabia, are being sanctioned. they are going to have their visas restricted and several of them now by the u.s. treasury will have their assets frozen and the assets under u.s. control, which would include not just assets in the united states but as i understand it, the asset controls as applied by treasury will be any u.s. banks around the world in which they've invested, or property, property held by u.s. people, family members, the like. but not against mohamed bin salman. and this does conflict with what joe biden promised and a question i asked in that debate on november 20th, 2019. the msnbc debate when i said that president trump has refused to punish saudi arabia for the killing of khashoggi, and i said would you? and he said yes. he said i believe that bin salman ordered this, in effect, i'm paraphrasing, and he said saudi arabia needs to be held a pariah around the world. is this enough? already some reaction from members of the hill is that it is not enough. but it is certainly more than donald trump ever did. for years, donald trump disputed the cia findings. he and his son-in-law jared kushner will have a i shalled attention on mohamed bin salman, as you well know. had him in the oval office, even before the killing. then went to riyadh in subsequent trips. jared kushner most recently. the treasury secretary was there in january on the day of the insurrection, rushed back from that trip. was there supposedly in his function as outgoing treasury secretary steefl mnuchin. according to the "washington post," has subsequently filed papers to start an investment fund so that's a revolving door. so a lot has changed from donald trump but it may not be enough for khashoggi's friends and colleagues at the "washington post" and others around the world who care about the torture and murder of dissidents. >> we should report they are calling for the u.s. and allies to sanction the crown prince. it does not seem the u.s. is prepared to go. in direction. also, they've been in contact with this administration. we understand he's had some conversations with the u.s. defense secretary. >> that's because, also the defense minister and that is considered, the white house is trying to keep it only level. not at the presidential level. but clearly, they still need the relationship, they feel, and they're trying to balance it. >> thank you very much for that. andrea mitchell start us off this hour. joining me for more, the chair of the foreign relations committee, senator, thank you so much for your time. i'm sure you've had time to read this report probably even before it came out. what did you take away from it? >> well, ayman, this was never about who were the assassins of jamal khashoggi. this was about exhibiting the courage to ultimately identify that individual in public based upon all of our intelligence reports. and of course, that personal is the crown prince of saudi arabia. and so you know, i appreciate that president biden did what president trump failed to do. at that time, bob corker, the chairman and myself as a ranking member of the senate foreign relations committee, invoked a provision of the law to seek such a determination. president trump basically was in a cover-up for mbs to bob woodward that he saved mbs at the end of the day but here's the truth at last. now the question is, beyond what the administration has done, and i applaud the administration, making this public, observation the rule of law, following our own domestic law, and some of the preliminary actions. i believe there has to be more done. >> and that's the important question. let me dig into the report for one quick second. specifically the assessment. it says this decision, this assessment, that the crown prince was responsibility was based essentially on two factors. one that the crown prince is in control of all the security and intelligence agencies. country, and the involvement of a key adviser and members of mohamed bin salman. do you think more evidence should have been released as to what was implicating the crown prince? does this go far enough in what the u.s. knows about his involvement? this is an assessment of what we knew several years ago. we reported on it several years ago but it doesn't provide specific evidence about these assessments. >> the challenge always is to reveal information that might ultimately also reveal your sources and methods, which we need to protect in order to be able to continue to do these assessments throughout the world. and giving as much as possible to make the determination. i know that there is more. i would simply say that i think it is rather clear, and that the united states would actually do what the previous administration did not do for years, to put the assessment out there in public with a high degree of confidence, which is generally talk about it before. i think it is a critical first step. >> no doubt the transapparentlicy is important. as up, more needs to be done. should the crown prince be sanctioned? do you support the sanctioning of him? >> i understand we need a relationship with saudi arabia. our interests in many respects may be aligned. whether we look at weapons sales to saudi arabia, also engaged in yemen in a war that has created a humanitarian catastrophe. whether we look at magnitsky sanctions, and there's a wide array, it my hope we would send a clear message. otherwise, the message we send to the world, ally or foe, that you can assassinate an opponent and really face no consequences at the end of the day. >> you're the chair of the senate foreign relations committee. would you meet with mbs if he came to the united states? >> no. >> bundle willing to say that he should be sanctioned for his involvement in this. >> i said that maybe magnitsky sanctions should be considered against m.bs himself. >> let me ask you about syria. tim kaine from virginia is criticizing president biden's. he said festival military action without congressional approval is not constitutional absent extraordinary circumstances. congress must be fully briefed on this matter expeditiously. do you share his concern? do you believe there was a legal basis for last night's military actions? >> well, i haven't come to a conclusion whether there's a legal basis. and the administration needs to come speak to their action. but i will say that the strike limited in the context in which it was, i think it is appropriate considering the iranian backed militias that had been striking at our troops and facilities inside of iraq. and we cannot allow that to happen without consequence. now that the administration should have come, sought an engagement with congress before, certainly should have given it a heads up, i think is critical. and the follow-on of coming to congress and explaining what they decided to do is something that is critically important. the strike itself at the end of the day, had they come to us and asked for approval, i certainly would have voted to approve. >> okay. let me ask you while i have you, the decision ruling against that 15 minimum wage provision in the covid relief bill. should the senate hold a stand-alone on the bill and do you anticipate it getting 60 votes? >> a stand-alone vote on the minimum wage? >> yeah. >> is that your question? >> yes. >> look, we could try that. the question simply is, i have two colleagues that have suggested that they won't vote for it even if it was part of the covid relief bill and we know how urgent the covid relief bill is to american families. so if they're willing to erase the whole covid bill over minimum wage, i doubt they would stand for it although i would vote for it. >> thank you. greatly appreciate your time. >> thank you. now to breaking developments on capitol hill, joining us, jackie spier of california. congresswoman, thank you for your time. let me start with those air strikes we were talking about with senator men end dez. jen psaki says there will be a full briefing next week. what have you been told? how soon will congress get more information? >> we haven't been told anything. my understanding is that the gang of eight was in fact briefed but briefed just before the air strikes took place. so i think that the administration needs to recognize our role in this process, and the classified briefing is necessary. having our base hit and one government contractor killed and then seven strikes is a question mark for me in terms of the appropriateness and whether it was proportional. >> do you have any doubt about the legal use of force and whether or not the president had the appropriate authorization? or do you want to see these times of strikes come to congress for authorization before they're actually carried out? >> i believe they should come to congress before they're carried out. i believe that kind of offensive act is one that triggers war. and i think that we should be part and parcel of that decision making. >> let me switch gears for a moment. the capitol police chief says militia groups want to blow up the capitol when he gives his joint address to congress. given what you've heard from security officials, do you have faith the capitol members of congress can be adequately protected? >> i think the jury is still out on that. i believe that we were woefully unprepared, obviously. but i don't know that we have the kind of intelligence that we should have about domestic terrorism. and those that engage. in kind of conduct. we know the ones being charged by the fbi and the u.s. attorney now, when you have a reservist in new jersey who is also an employee of a defense contractor at a naval deepo who has a top secret clearance, being one of those individuals that stormed the capitol, we have a problem. we need to do a better job of screening individuals who get clearances by looking at social media posts which they donal do yet. and we need to do that in a recruiting process as well. >> the leader of the proud boys was asked earlier about lawmakers fearing for their lives on january 6th. watch this. >> i'm not going to cry about a group of people that don't give a crap about their constituents. i'm not going to sympathize with them. i was celebrating and i'll celebrate the moment the government fears the people. i'm not going to worry about people, that their only worry in life is to be reelected. >> what is your reaction to that? knowing that then president trump waited days to denounce this group. is this how you can get republicans to agree to a january 6th 9/11 style commission? by focusing on the attack on the people behind the attack like enrique? >> so his comments speak volumes about the demeanor and the focus. persons like the proud boys, like the 3 percenters, like the oath keepers. they have a disdain for america. i think that 16 of the proud boys have been charged speaks to the fact that they are, they are a domestic terror organization and need to be fully vetted. >> and he was not charged although he was detained by d.c. police the day before that protest and insurrection. >> let me ask but the jamal khashoggi investigation. should the crown prince be sanctioned? >> it was a heinous crime and the crown prince should be sanctioned. if we are going to once again be the beacon of human rights around the world, we've got to show it by our actions. >> all right. and then let me get your thoughts on the covid relief bill. the house is set to vote on it. the $15 minimum wage can't be in the bill. senator bernie sanders said he is drafting an amendment to take tax dollars away from corporations that don't pay $15 minimum wage. what is the next step trying to get that increase? all of that is fodder for the conversation. in the case of this j & j vaccine, the numbers are good. it is 86% effective against the most severe forms of the virus. we know it is 100% effective in keeping people out of hospital and preventing death and it is also effective against the new variants of the virus. in the macro sense, it gets into the minutiae of numbers and data crunching. i won't bore you with the details. in the macro sense, it may be somewhat less effective than pfizer and moderna at preventing mild illness. but there is a lot of nuance and caveats to that. the bottom line is dr. fauci reiterate what health experts have been saying a long time. this is a very solid candidate. a very solid vaccine. if you get the chance to get this vaccine, you should not forego that opportunity, hoping that you're going to get another vaccine with a higher efficacy rate. because j & j's vaccine is very, very strong and can literally save your life or save the lives of people you know. >> let me ask but the lab working on the astrazeneca vaccine. i understand that's where you are today. how confident are they in terms of the quantities that they can put out? >> reporter: cpac this year is a story of notable messages and notable messengers. you pointed out josh hawley is among those speakers. trump allies and maybe even people who would like to take on the trump mantle if he doesn't run in 2024. you look at the messaging. the panels read like a list of the former president's grievances. you have seven panels alone on end forcing election security and relitigating the 2020 election, even though we know there were no credible instances of widespread voter fraud or election theft in the same way that trump and his allies have repeatedly said over and over after election day. but those kinds of claims and that kind of misinformation trickles down to voters. i met some of them today. i want to you listen to what they told me. >> is joe biden the president right now in your mind? what kind of response do you think this requires the international community at large to do? >> well, he should be sanctioned in the same way the other individuals that have been named by the u.s. government for a number of years now, in fact, since the murder. 17 persons have been named as being implicated in the killing of jamal khashoggi and they are all the object of sanctions. so the implication of what happened today, the u.s. government has named mohamed bin salman as directly involved in the killing of jamal khashoggi, that he should receive the same level of sanction as the others. his travel abroad, must be made complicated. his bank accounts should be frozen and i think what is also important, he should be ban i shalled from attending a number of international diplomatic gathering. >> as you're probably aware, "the new york times" is saying that president biden has decided the price of penalizing mbs personally is too high and would it risk the key relationship between the u.s. and saudi arabia. realistically, mbs isn't going anywhere. how many does that limit the united states response in. >> well, we've always knew that it will be complicated. now that the administration, the u.s. government has released a report which had been called upon them, urged to do so by a bipartisan congress, it is incumbent upon them not to stop the process at just releasing the report. it will be first of all, the report itself is rather disappointing because it is not providing much empirical evidence. and secondly, by naming mohammed bin salman and then saying we can't do anything, i think this will be sending exactly, the exact opposite message that the u.s. administration, that this new administration should be sending to would be killers of journalists the world over. it is not acceptable. there are minimum steps that must be taken now to sanction the crown prince for his role in the killing of jamal khashoggi. >> let me ask but that point on a brawleder levelful are additional investigative mechanisms necessary to protect journal. is and dissidents from future attacks? not just in saudi arabia but around the world. how can the u.s. be taken seriously and take the lead creditably on this if they don't take actions against mbs? >> that's it. you're putting your finger on the very important issue. my hope, and the hope of many others, is that this new administration will make freedom one of the leading objectives. not only domestically but also internationally. tooled so, it has a range of options. for instance, there is currently a discussion around the khashoggi act which would enforce sanction on those that perpetrate human rights. such a khashoggi act in my view should be implemented by the u.s. administration and it should invite other governments to do the same. importantly, i think they could be taking the lead in establishing the standing instrument for the investigation of journalist killings, or the killings of dissident or human rights defendants. the world over, those killings are on the increase and we as an international community do not have proper instruments. this new administration can make a big difference. and they are facing right now an important test. i home they are not going to lose it. >> 37 days in. we'll see what they do with the rest of it. thank you so much for your time and your reaction. >> thank you very much. we're also following more breaking news. the u.s. air strike on buildings in syria that the pentagon says were used by iranian backed militias. they call it an appropriate military response to coalition and personnel in neighboring iraq. joining me now, good to have you with us, what more have we learned about these strikes? >> reporter: well, we've learned the strikes happened in the early hours of this morning along that very sensitive border line between iraq and syria. the u.s. military struck shia militia fighters on the syrian side of the border. they targeted facilities that they use to transport themselves back and forth across the border. apparently they also hit some trucks that were carrying ammunitions and weapons to the mill i shall a fighters in syria. it is a very strategic point, these militia fighters ferry back and forth. it is a very strategic location for them. i think what is important to point out, the messaging around this attack that is arguably more significant than the attack itself. this is president biden saying he want some sort of diplomatic resolution to the nuclear deal. but at the same time they won't tolerate any attacks on u.s. assets or those of their u.s. allies in the region. >> all right. thank you. joining me now, richard haas, the author of the world, brief introduction. no better voice to cover both these big stories for us. how does the use of force impact a diplomatic process between the united states and iran that they are trying to get underway at the moment? [ bleep ] [ bleep ]. for more, i'm joined by one of the top members of the democratic leadership, house majority whip james clyburn of south carolina. thank you so much for joining us again. i want to saw with what we saw there, acting police chief pittman told lawmakers yesterday that militia groups present at that riot wanted to blow up the capitol and kill lawmakers at the next large joint session. what actions are being taken to preserve safety of our officials? >> well, thank you for having me. first of all, let mess make it clear. most of the police officers here, most of the capitol police are good people, they are hard-working people, and we saw signs of that all day on january 6th. as in any other profession, there are bad apples. this is one of the reasons i find it very hard to condone so much of what police unions are doing. every time a police officer does something, irrespective of what it might be, they find any criticism as being uncalled for. what this shows you, what so many people have been saying about some police officers, not all, but some. we have got to get to the bottom of this. the same thing is happening in the ranks of our military. i think austin is the person we need at this particular juncture to clean this stuff out. we are all about security in this country, from all enemies, foreign and domestic. i'm looking forward to general austin doing what he can on the foreign level, but when it comes to domestic, we have gone to clean our own. that to me is what we are doing. now, we don't -- every time we do something. there would be a meeting of leadership this afternoon. this will be part of our discussions, but we are doing the things that are necessary to put in place the kinds of processes that i think will help us clean house. >> let's switch gears for a moment and talk covid relief. as you are aware, the senate parliamentarian's ruling essentially means it will have to be taken out from any final legislation. is it possible that this will end up slowing down the relief bill? >> i hope not, and i don't think so. look, i think what had to do on the house side is our business. the senate will take care of its own business. there are several ways around the parliamentarian's ruling. i don't think that president biden will want his vice president to overrule the parliamentarian, but i'm not too sure president biden is going to allow a filibuster to stop this pay increase. the filibuster is an anathema to so many i represent. it was used to denied voting right. the filibuster was used to deny civil rights. we are not going to see the filibuster being used to deny economic security. i suspect that we will find a way around what the parliamentarian's ruling was. i certainly hope so. >> should it be a stand-alone vote? when can we expect something from the house on that? >> well, i'm thinking the house is going to pass it today in this bill. who knows? the senate may not eliminate the $15 an hour thing. they may do what is necessary and have a work-around. i would rather not speculate on what may or may not happen. >> will it have republican support today when it leaves the house, do you think? >> um, i thick it could have. i'm not counting any of those. >> congressman james clyburn, thank you for your time. always appreciate it. >> thank you. i'll sieve you back here monday at 3:00 p.m. eastern.
