Emergency lander at Denver International shortly after takeoff. The boeing 777 traveling from Denver To Hawaii dropped large debris in neighborhoods over denver. Video appears to show one of the planes engines on fire. And moments ago, a firsthand account of what it was like to be on board. I heard this like boom and almost like it me it was like was that planned . Because it was so like right after his announcement there. Obviously something wasnt right because the plane was vibrating hard, just constant, severe vibration. Tom costello has more. Reporter the video terrifying. The right engine on fire while on the Ground Shrapnel and what appears to be the Engine Cowelling in the denver suburb of bloom field and more pieces littering a soccer field. It was just after 1 p. M. Mountain time when a pilot flying from denver to honolulu with 241 people on board declared an emergency. May day, may day, united 28, united 328 united denver, Heavy May Day aircraft, just experienced an Engine Failure. Need to turn immediately. Reporter on the ground witnesses heard a loud bang and saw a puff of smoke as debris began falling from the sky. They heard the boom and heard stuff raining down from the sky so we took shelter. Reporter united says the plane experienced a rare uncontained Engine Failure where the engine fails and explodes rather than containing the failure. Despite widespread debris, no one on the ground was hit. Remarkably we have had no injuries reported yet. So considering how nice the weather is today compared to last weekend, the amount of debris and how far it stretches, the dog park is right here, the turf field behind me and no reports of any injuries. Reporter the incident drawing parallels to an uncontained Engine Failure three years ago that made an Emergency Landing in philadelphia. One passenger was killed when the shrapnel punctured her window pulling her from her seat. Today no injuries and the flight landed safely at Denver International. Pete buttigieg. Ntsb is already mobilizing. An agency can provide information right away as they piece together what has happened. Tom costello joins us. What will ntsb investigators being considering as they look into what happened here . They certainly have a lot of evidence right there on the ground ahead of them but theyve got to consider whether there was some sort of a fan blade problem. There are many issues within the engine that could have contributed to that. Among that would be the potential for Metal Fatigue on a fan blade that would have caused the fan Blade Assembly to come apart. Weve seen that before. Thats got to be number one in terms of possible scenarios. Number two, did it plane ingest a flock of birds, of canada geese, for example, as it took off from denver . Theyve got to look at that scenario. And they have to consider whether it ingested a drone. Or foreign object debris on the ground at the airport when it took off. Theyve got a lot of potential scenarios but chief among them has to be an internal failure inside the engine potentially caused by Metal Fatigue. Thank you so much. We dont know if were going to have any water. So if our pipes are busted, we dont know how long were going to be able to get them fixed. So the water will definitely help us to carry us through another couple of days but, you know, theres just so much uncertainty with the pipes at this time. We just dont know. And they are not alone. Freezing pipes leading to pipes busted by the millions, which has led to a tainted water supply in communities across the state. Millions remain under boil Water Advisories at this hour. Fema is providing hundreds of thousands of meals, blankets and liters of Drinking Water and sent generators to support Water Treatment plants. On the federal level help is happening but on the state level a different story. Since this all began, Texas Governor greg abbotts story has changed several times. The story he tells depends on the network hes speaking to like local News Stations across texas where he called for an investigation into the electric Reliability Council of texas. That council manages the States Energy flow and he called on the Councils Leadership to resign. Then on fox news he pointed his finger elsewhere, drawing a line to his states Power Failures on Renewable Energy and a Green New Deal, which is still a proposal, not a law. This shows how the Green New Deal would be a deadly deal for the United States of america. Our wind and our solar got shut down and they were collectively more than 10 of our power grid. What you just heard is a blatant mischaracterization. The president of the electric liability council said multiple Energy Sources failed during the storm from wind and solar to coal and gas plants. Experts have been warning for years this could happen but say leaders across texas failed to take action, leaving the state with a standalone grid highly vulnerable to extreme weather. Of its what leadership can look like in a time of crisis. You have mixed messaging by a government and State Senator who helped to cancun while congresswoman alexandria ocasiocortez and Sheila Jackson lee are heading in to help. Joining me is congressman joaquin castro. Its good to see you. First of all, how are you and yours doing . Im doing okay. My family like a lot of others went without power for a while. We were without power to are fo hours. Today was the first day in the san antonio area where the weather warmed up. Up have millions of people throughout the state that are dealing with water damage to their homes, pipes that busted, they cant get a plumber to come see them because everybody is too busy. So people are very angry particularly at governor and state leadership. They were warned in 2011 that this kind of event could happen and they did almost absolutely nothing to prevent it. And so people are very upset about the whole situation in texas. What would it look like to have a proper response in this moment of crisis from the State Government . Well, the State Government i think should be doing several things. Number one, they should be tapping into the Rainy Day Fund. That Rainy Day Fund is upwards of 13 billion. While the governor has asked the federal government for an emergency declaration, which is appropriate, the State Government, even at this point, has not said theyre going to use any of the states Rainy Day Fund to help people out in texas, which i think is a dereliction of duty right now. And also Going Forward theres several things that need to happen. Number one, the texas grid needs to be better integrated with the rest of the country. Its a standalone grid right now. This was such an overwhelming weather event, it basically hit the entire state. And so when that happened, the grid was within seconds or minutes from totally going down. All of the state of texas would have been without power at that point. So there needs to be mandatory weatherization and we need to invest in resilient and reliable infrastructure and integration of the texas grid. I do want to come back to that question of resiliency. The texas tribute reports lowincome texans of color bore some of the heaviest weight of the Power Outages as the inequities were exacerbated in crisis and already more impacted by unemployment and devastation of the pandemic. Their troubles wont end after the storm clears and the heat is running again in their homes. I wonder how you see this both in terms of the decisions that led up to this crisis, specifically as it relates to communities of color and what they are going to need in order to make sure they are not forgotten as they begin to rebuild . In the immediate aftermath and like i said, its still going on but starting to clear up a bit. In san antonio, there were seven major Food Distribution sites. There were water distribution sites. A lot of people have gone without food and some people literally without water for a bit or scarcity of water. And so my brother and i were at the Main Food Bank today and there was literally about a mile long of cars waiting to come get some food just to take home and eat. As you said, this is going on in the context of a pandemic that is still running through the community. And so people have immediate needs that need to be taken karp care of but there was not hardly, given the severity of the storm and what happened, there was barely a warning to people of what was going to happen so people could prepare and stock up on food and water and other essentials. What you had was a lot of people in lowincome communities who didnt have a whole stock of food or water who ended up some of them dying, literally freezing to death, diabetics that couldnt get their medication, could hardly cook their food because the power went out. This was very much a humanitarian disaster all around. You take that humanitarian disaster and then you overlay on top of it that in the aftermath of this you have nbc news reporting some households are facing Electricity Bills as high as 10,000 writing electric country prices are controlled by the market and are therefore vulnerable to sudden swings in the demand, energy usage as soared pushing up prices up to 9,000 per Mega Watt Hour compared to seasonal prices of 50 per megawatt hour. Thats unreal that people are going to have to now be worried about the electric bills coming in. What can the government do . Fema started taking applications today at disasterassistance. Gov if somebody wants to make a claim about damage to their home or property. But youre right, unfortunately the Texas Energy Market is the market that gave you was enron. So youve got to watch what happens with the suppliers and the providers there and it looks pretty much like there was Price Gouging going on and people are starting to get these energy bills for over A Thousand Dollars and i dont believe that the people of texas should have to pay these outrageous bills. The State Government is going to have to step in and basically hold people harmless, in other words, make sure that those exorbitant costs are not passed on to the customer here. I think theyre going to see theres going to be a movement throughout texas of people who are liberal and conservative and across the political spectrum who are refusing to pay 2,000 when for two days they didnt even get power and theyre not responsible for the poor planning that went on by state leaders. I want to loop back to something you said, which is this idea of resiliency that when you have a crisis like this, there is the opportunity to not just build back but fundamentally reimagine a city or states infrastructure. What do you have see as the opportunity that could be presented by this crisis. I see an opportunity, as joe biden has said, to build back better. Hes talked about a resilient infrastructure program. Thats exactly what we need in texas. There is too much dogma around this state. Folks that are married to doing things in ways that have been done for decades just because thats the way that weve always done them and they refuse to that was one of the reasons i think they refused to weatherize because theres this idea that cold weather is never going to hit texas. This is a hot weather state. We have to really think about the needs of the people of texas and take actions to protect people in a way this state has not done in a while. I so appreciate your time. Continuing fallout from the january 6th insurrection, nine more people affiliated with the oath keepers are charged in the attack. The Capitol Police also announcing six officers have been suspended with pay and at least 29 others are under investigation. This just days after officersish officers issued an overwhelming vote of confidence and nancy pelosi called for an 9 11 style investigation into the events of january 6th. Theres really strong support for us to seek the truth, find the truth but also understand how we have to protect the American People from what might be out there in terms of domestic terrorism and the rest. Malcolm, both the oath keepers and proud boys are facing conspiracy charges related to the insurrection. How does the fbi build cases against Extremist Groups as opposed to individuals . Well, the oath keepers and proud boys are relatively lowhanging fruit. Lets look at the oath keepers. You showed an image a few minutes ago of them coming down the steps from the capitol. Virtually every person in that photograph has been arrested or is sought by the fbi. They dressed in very similar tactical gear, they had very distinctive patches and flags on them and they worked in like a military unit. Those and the proud boys, who were also there well in advance of that attack were people that are relatively easy to get. Now the conspiracy charges stem from the very fact that they were communicating among themselves on a National Scale about what they were going to do there. It only remains to be seen whether they go after the Senior Leadership of the oath keeper, like stewart roads, knowing they would be bringing all this battle gear, experience and then plots to actually bring guns across from virginia into d. C. To carry out a mass gun attack if need be. You also then have this investigation, the Capitol Police union calling it an investigation into 35 officers a witch hunt designed to deflect blame from leadership. What have we learned about Security Failures at the top and among rank and file officers during this riot . You would expect to hear that from a police union because thats their bread and butter is to try to protect the organization at all cost and burn the leadership. But leadership did have horrific failures. The chief himself, who resigned, didnt think there should be any preparations he should have had. They ignored the warning from the Capitol Police Intelligence Unit saying this was going to be massive. So the leadership will be investigated on its own accord. Theres a lot of evidence of individuals that appeared to be sympathetic to the cause. Im not talking about the officers who opened the doors and stood by. Were talking about the people who opened barricades, who were taking photographs, putting on maga hats, giving directions to people in the capitol. Those individuals are under investigation. There are six on suspension and 35 others who are in there. But the question thats really on the mind of everyone is was there conspiracy . Did they know about this in advance . Were they communicating the locations of members of congress or facilitating this . We dont know yet. Youre going to testify on the rise of domestic terrorism. President biden and democrats took more steps this week to move ahead with reforming our broken Immigration System. Just yesterday 25 Asylum Seekers were welcomed into the country after months of waiting in mexico, part of bidens reversal of the previous administrations remain in mexico policy. The Biden White House is also working to draw down the number of families held in i. C. E. Detention facilities. Thursday they unveiled a sweeping reform bill, including a fast track to citizenship, it boosts the Diversity Visa Program and replaces the term alien in Immigration Law with the term noncitizen. Not all democrats are hopeful it will become law, however, feeling its too much or could impact democrats current majority in congress. Joining me is the Outreach Director for Hillary Clinton president ial campaign. Lorella, you have been organizing around this legislation. Big picture, what stood out to you about this bill . So many things stood out, alycia. Its really Ground Breaking. It has an eightyear path to citizenship for 11 million, a threeyear path for d. R. E. A. M. Ers and farm workers. Ills a Paradigm Shift away from the fail quid pro quo, the formula for an Immigration Bill that has been that in order to legalize people, you must do something in enforcement, more detention, more deportation, more Border Patrol agents. That has been the model, that is our history. This bill does not order new enforcements as a tradeoff for a path to citizenship. Its a testament to decades of movement work, especially at the state and local level to expose the brutality of the detention and deportation machinery. Republicans have effectively declared this d. O. A. In part because as she said, there is not a ton of talk here about enforcement or about security. Why there is also this talk, this pivot to doing it piecemeal, what would it likely look like if democrats do decide to do this in pieces . To your point, the reality is that historically republicans have not been on board with comprehensive Immigration Reform. Democrats have crafted bills that try to be these compromises with Border Security and it didnt pan out. So were seeing a completely different approach that says lets start with the progressive proposal that we want and work from there. Senator bob menendez, who is leading the effort in the senate has said hes not under an illusion it will necessarily pass looking at the way it does right now but have to start in the place you want to be. With this piecemeal approach, nobody is saying you have to pick one route. One of the things thats unique to this moment and how the Biden Administration and congress is handling this is theyre doing multiple tracks. This is something ive talked to lorella several times, this reality where lets get something done where possible. If we can do it in a piecemeal approach and move in the next month for dreamers and tps recipient and farm workers, well do that first. Lorella, i understand this legislation is what this is what it would actually take, our best bet of what it would take to fundamentally fix the system, understanding that it might be more likely that this goes through piece by piece. What is then the baseline . What must absolutely get done in the next six months . We got to legalize essential workers. We have to have a path to citizenship for young immigrants in this country, also known as d. R. E. A. M. Ers, tps holders, farm workers. We really have an opportunity here. We dont actually need 60 votes. Were going to work to get those 60 votes but we have an opportunity to move significant reforms. Sometimes people look down at piecemeal approach but lets look at it from a Power Building standpoint. Progress that moves us towards our goal. If we legalize 5 Million People today, were talking about a very different moment. Were changing millions of lives. So this is really about changing peoples lives, its about ensuring that our nation is really engaging in a different conversation on immigration and we have an opportunity to do that in the next Recovery Package via reconciliation if democrats decided to overhaul our filibuster, we would be moving forward this exact bill. But for now weve got to make progress and weve got to have that Progress Move us closer to a path to citizenship for the 11 million. Is it your sense when you talk about democrats that they have the support they need in their own caucus even to just get this done piecemeal . I mean, overall there is a popular, you know, there is a consensus in the Democratic Caucus right now that something needs to be done. Bidens campaigned very much on creating a fair and humane Immigration System and that happens through partially passing comprehensive Immigration Reform and creating this pathway to citizenship that nobody has been successful to doing in the past in reality. There are some people that are doubtful or concerned right now about what this looks like on the border, is it sending the wrong message, are more people going to be coming trying to seek asylum. Thats something congressmen along the border have had these concerns but they are not the majority on this. The majority is supportive of these efforts and wants to so a bill go through finally. This is all happening as the Biden Administration is actively phasing out trumps remain in mexico policy. At the same time, i think there is concern that it is even more complicated than people understood and that it is going to be more slow going than advocates and anyone who cares about this issue would like to see. Do you have think the Biden Administration understands what theyre up against . Do you think they can be moving even more quickly than were watching them move . Absolutely. And let me just before going to whats happening at the border, let me just build on sabrinas point here. The most antiimmigrant candidate of our lifetime ran against joe biden. Joe biden has the most progress uf platform in the history of president ial politics. He is now President Biden. We won. Not only did we win but the politics of immigration, the organizing on the ground by immigrant communities helped to power our victory in places like arizona, colorado, georgia. That is the reality. So my message to all democrats because we often Start Talking about moderate democrats is act like you won. Claim your power. The truth is this administration has a tremendous amount of Executive Authority to Act On Immigration and what is happening in our border is it speaks to our need as a country to truly live up to our values. Theyve got a lot to do. They also have to rescind title 42. This is the order that trumps cdc issued under the guise of Public Health in 2020 that authorized deporting Asylum Seekers and other migrants immediately without giving them a chance to protect humanitarian protection as required by international law. It essential that the administration embark on a complete overall and transformation of our Asylum System that is more welcoming and treats people with essential dignity. This year gave way to the first ever Black Girl Freedom Week created to champion the leadership of black women and girls and invest in their future through the black Girl Freedom Fund. Joining me now dr. Monique morris, cofounder and Executive Director of grant makers for girls of color, and author of push out, the Criminalization Of Black Girls In Schools and also with us actor, producer and director Rashida Jones. Great to see you both. Dr. Morris, you describe what black girls are up against as, quote, insurmountable odds. How do those odds show up in the lived experience of black women and black girls . Thank you for having us on during this first ever Black Girl Freedom Week. It is important for us to frame what black girls experience when we do not invest in their futures. We certainly see them experience increased risk of harm, the adultification, poor health outcomes, disproportion at exposure to violence, educational marginalization. The criminal marginalization but when we invest in black girls, we uplift the dreams, power, leadership emerging and their Adult Champions such that future generations are safe, free and thriving. When i talk about these conditions be insurmountable, i want to explain this is not only about shaping the conditions by path ol path ol jazzing black girlhood but changing. What will it take to change those odds . I think to really find a kind of collective feeling of support towards resources is a place to start. And then also also a lot of narrative, dangerous narratives that have to be undone. Dr. Morris, the black Girl Freedom Fund has a goal of raising 1 billion. Where are those investments that need to be made . Thats right. The billion dollars is part of the freedom fund which we actually launched in September Of 2020 when i was joined with black or by black Women Leaders in calling for this deep investment in black girls over the next ten years. This was really in response to a Ground Breaking study that found that women and girls of Color Account for 0. 5 of the 66. 9 billion being granted by foundations totaling just 5. 48 per woman and girl of color in the United States. We know we can do better, and we thought immediately imagine how different their Life Outcomes would be with a proper investment. And, so, what we have done is engage in the full campaign, which includes the black Girl Dream Fund as well as the black Girl Freedom Fund to Map Resourcing of black girl futures. It is our intention that, you know, when we examine what is possible with this engagement we will partner with black girls, including those who are marginalized that determine grantees, black girls with disabilities, Black Trans Girls and girls touched by Child Welfare systems. All their voices are important. We got some of that information from the activities that were part of the Black Girl Freedom Week, you know, over the past seven days their Policy Priorities included heading, wellness, immigration and racial justice. Our girls are experiencing their lives at the intersection of multiple oppressions and they want to engage us in investing in their futures. Talk about having the stakeholders at the table. How much of this do you see as a question of policy . And how much of it do you see as a question of cultural shift . I think those things always work in tandem to create real lasting change. I know from being in hollywood and being a story teller that story matters and narratives matter and, you know, with the exception of these breakthrough stories about black girl magic, there are dangerous narratives and stereotypes throughout the history of this country, in hollywood and otherwise that have that this fund feels like a perfect antidote to because it is investing in a future that is positive and supportive in a way that we may not have seen in the past. Earlier we had Heather Mcgee on. We were talking about her new book. One of the things she challenges us to do is when we talk about investments in communities of color, to not just think of that as an investment in that community but to think of it as a broader investment, right . I wonder in the context of making this investment in black girls, in black young women what then is the benefit that everyone stands to gain . You know, we often say that those of us who are engaged in this work that every issue is a black girl issue. Climate change, reproductive justice, economic justice, all of it. So what we stand to gain by investing in black girls is the deep investment in the wisdom that comes from uplifting those most marge yallized by multiple systems and yet still show up. When black girls show up and they show up as black women and they show up even as black girls, they engage with a rigor that is often missing when theyre absent. Our investment in black girls is about exploring all the deep, rich ways that we can benefit collectively from the wisdom of black girls but not to do so in an exploitive way, to do so in a way that promises within them this opportunity for them to be part of the freedom narrative. Probably the most important narrative for us to disrupt is the one that marginalizes black girls and doesnt include them. Im struck by the fact that most often when i get a chance to speak with dr. Morris it is because something has happened in our culture, in the news that has articulated this criminalization of black girls. So it is so refreshing to sit here and talk about freedom and talk about a celebration of black girls. What do those stories look like, right . What would happen if you began to center those narratives . Well, gosh, i feel like we have started to see it. Were starting to see it. But i think i love this connection dr. Morris makes between the resilience, the Fortitude Of Black girls when they do show up and then actually giving the kind of support that they need and deserve in order to show up with that resilience and fortitude. So to me i think, you know, with that help, with that support, that focus and that positive focus, its kind of, you know, the its endless. The amount of story telling that can be done when black girls can really be themselves and they dont have to feel like they are marginalized or have to hide who they are or protect who they are. I think they will be unstoppable. Thank you both so much.
