>> the community is doing a lot better within the last 24 hours. as you already highlighted, basically as a suburban, growing in the nation, one of the fastest growing in the state with about 55% hispanic. 25% african-american. you know, having to go out and try to hunt down contacts for the water companies, for the energy companies, having heard from senior leadership that make decisions at the state and federal level to even give a, "what do you need?" and when they do ask you what do you need, they don't follow up. fortunately, our community has come together, as it has within the last three disasters, in this last 12 months, to come together and to work hard. we have one community that's out in the county. it does not belong to us, but we are doing everything we can do to try to bring water to it, to try to figure out what's going on with the electricity. right now you're seeing a lack of ownership, a lack of leadership, bake leadership, and you're seeing a lot of blaming and pointing fingers versus trying to figure it out. >> secretary castro, you and i have not talked for a long time, about the time you were mayor of san antonio when you and i first met. your city has been hard-hit. you, yourself, were hard-hit by this but there were images yesterday of a fire. it was devastating. a fire that firefighters got to and couldn't put out in san antonio because as they went to use the hhydrants, the water wa frozen. had to bring in water from water tenders. difficult images to see in 21st century america. >> well, they are, ali, and they're redemonstrative of the cascade of failure that has happened as the mayor spoke to. the cascade of failure in the state, you know, it got cold. colder than usual, and the energy system here, the electrical grid was not prepared for that, and that was really by design. this was not a system breakdown. this is a system that is broken down by design. there was no requirement for these energy reducers to weatherize. there was no incentives for them to do so either. that caused obviously power outages that also caused pipes to burst, problems with the availability of water, as you mentioned. under a boil-water notice and problemance with inability to put out fires, including a very large one at an apartment complex that completely went down on the far north end of san antonio. today the san antonio water system has set up seven different locations where they're distributing up to five gallons of water per person who comes and gets it, because people still need clean drinking water. the san antonio food bank has established five different sites distributing 25 pounds of food to each family who comes that needs it. they served 24,000 families over the last day or so. so this is still very much a challenge, a crisis, for a lot of families. >> mayor wallace, in light of the things that have been going on in terms of the leadership, you tweeted, the rules shouldn't change because of the leadership level you hold. execute to the full extent of your title especially when the situation is at your level to rectify. if you jack something up, acknowledge, rectify it and get back to work. it's a simple sentiment but shouldn't be one you had to tweet this week. >> honestly. i agree with you, and, yes, i did say that, and i say that again. i've seen that we're going now almost a week in, and the only people that are really boots on ground down here fighting the effort are the informal community leaders and those that are elected like myself and my council, that are going above and beyond to help in areas that we don't even oversee. we don't even have authorizations for. we don't receive tax funds or any type of funding to provide support for. you know, these are basic concepts i've learned in the military. it's that you have a role, you have a responsibility. being a public servant, you stepped up to take on that role and responsibility. there's no greater time than right now to actually produce, and we have people flying off, we have people basically trying to pass the buck rather than making phone calls. right now most of us just need someone to give us the contact information and ask questions about why is the electricity not on? why do we still have 2,600 people with no water? you know? it could be simple things as a water pipe breaks, or the tanks aren't full already. or a couple transformers blew. that's all the people want to know. but nobody's willing to ask those questions, and when i can't get them, i'm expecting state to get them for me but state can't get them, expect senators and congressmen to be able to get that. that's not happening. >> secretary castro, you and your brother are trying to raise money for the rest of us out here who would like to do what we can to help. you are trying to get to a $300,000 goal i believe by end of the day? >> absolutely. we're confident. we filed the suit, as you indicated. we look forward to having our day in court. i was sitting in the gallery, at the beginning of the counting. i was interrupted as a member of congress from doing my job. so were a number of other senators and representatives prevented otherwise. the danger by that insurrection proudly put forward and bragged on by a number of individuals, we have to stop this. this is not who we are as a country. we -- we defamed our reputation all over the world. we can't tell other fragile democracies, do like we do any longer, because this is a stain on our reputation in the world. we have to fix it. but the other thing i want to point out is because it's a civil matter, there could be penalties associated from a personal standpoint that would put these organizations out of business. they are right wing domestic terrorists. we have to make sure that in america, surely you have freedom of speech and assembly, but as you are showing on the tv now, this is not freedom of speech nor is it freedom of assembly. >> does the decision to charge six more members of the oath keepers, does that help your case? does it play into your case as all? >> oh, absolutely. i'm excited about it. as you know, a number of their leaders actually participated in charging through the doors. a number of them broke windows coming in. they provided security for some of the other people around. they are a bad group of people. you can assemble, but, you know, it's peacefully assemble. what we saw on january 6th is not a peaceful assembly, but as you know, there was no permit for the march to the capitol. the former president encouraged the group to come to the capitol and stop the steal. we have to say to former president trump and others, you can't do this in america. you can't equate what is freedom of speech with what went on that day. a lot of people were put at risk. a number of my colleagues tested positive from covid after being forced to assemble in a crowded area for their own protection. this is not what it's all about. we had over 140 capitol policemen injured. we had one who lost his life. two who committed suicide after this event. this is not who we are. we had gallows being assembles on the, the grounds of the capitol with a noose hanging over it. again, ali, this is not who we are as a country, and this civil suit imposes positive assign liability and punitive damages to those individuals. as you know, suits have been brought like this in the past that have put branches of the ku klux klan out of business. we want to put those organizations who desecrated the capitol on january 6th out of business. >> congressman, thank you for joining me. representative bennie thompson, democrat congressman from mississippi. appreciate your time this morning. and that capitol insurrection was breaking point for one top arkansas republican saying he's leaving the grand old party after "many sleepless nights." abandoning the gop to become an independent. he make this statement. >> i watched as members of our own party and former president tried to overturn the results of a free and fair election. there have always been disparities and inequities in health care. it's been said e if america gets a cold then the black community gets the flu or pneumonia. practically what that's meant is a lot of black people are frontline workers. they could not stay home. they were essential, and so they made up a large proportion of the cases, but even more so, a lot morbidity, sickness, a lot more death and so i think it's -- overall it's an example of how much work we have to do in our country to make sure that, you know, we can reach, you know, health care equality. >> i'm a small business owner. we own a gourmet kettle company here in birmingham. naughty but nice kettle corn and we are almost considered frontline workers. i mean, we kind of would be in the sector of the food and beverage industry, and many of our team members had to make sacrifices. early on we had to kind of, you know, furlough, i guess you could say, most of our team. my husband also lost his corporate job, which made us have to lean on this growing company even more. it's sad to say that it took a pandemic for more financial resources to be available for small business owners. prior to that, as the doctor mentioned, the disparities in the lending practices, and when it comes to areas of equity and collateral, those are the things that really, really helped to prop up a small business, and if people of color are not living in affluent neighborhoods that have that equity, a lot of times in the past it was hard to get funding. so fortunately for us, we've been able to take advantage of many minority grants, a lot of corporations have jumped in to really do their due diligence, to be more conscious of the attributions they can make to the black community, especially small business owners. >> in the last year, with covid, we've definitely seen a huge impact within the salon. actually, within the beauty industry as a whole. there's been gains and some losses. when they said alabama could open back up and we could open our salon back up, they were ready. tired being at home trying to do their hair. tired of trying to figure out what to do with their hair. so they were ready to come back and so we were ready to welcome them back but had to create order so that they felt safe and we felt safe to be able to service them. >> and when do you think things get back to normal? >> we would never go back to what it was. i've already expressed that with my clients. that we will never go back to the way it was. it will forever be like this. >> when i met you and asked what you did, you said i'm just an iron worker. iron worker is the history or a very big part of the history of the city. we're at an iron works in the city. tell us about the history in birmingham? >> i work in the industry -- excuse me -- that's created an opportunity for us to take what we see here and convert it in something usable. normally iron is just a piece of metal laying on the ground or something. and us, with the help of engineers and designers have been able to fabricate, erect, install and build. if you look at the city you can understand the importance of iron work here, as well as the rest of the areas of country. >> shirley, possibly the unspoken tragedy of coronavirus has been mental health. this is actually the business you're in. >> uh-huh. >> tell me what you see. >> you know, as a suicide attempt survivor and as one who continues to suffer from depression and anxiety, the pandemic has taken a toll on my mental well-being. it has take an toll on the adolescents that a nonprofit of my serves, their well-being. before the pandemic, i met with adolescents weekly, monthly. did meditation with them, journaled with them, mentored them. when covid hits, okay. no more. you cannot see these adolescents in-person. everything is virtual. now you have adolescents who are experiencing an array of things. a drastic change in all of their schedules. they didn't go to school interact with friends. can't participate in programs that promote their mental well-being. they're isolated at home. many times their parents are not at home, because their parents have to go out to work. so it's just adolescents taking care of adolescents. idle minds continue to be idle, that can increase the risk of suicide and not being able to reach those adolescents has been heartbreaking to me. >> may i ask you as a suicide attempt survivor and someone who continues to struggle with depression and anxiety, speaking to my viewer, what is your advice for them? >> first they should know, you are not alone. you know? one in five adults suffer from depression, or will have a mental illness of some kind. so seek help. you know? parents start having these conversations with your adolescents. these conversations are difficult to have, i know, but they must be had. >> the black community, talked about, we suffer with depression and anxiety at the same rates as everybody else, but our willingness to reach out to those resources, our willingness to acknowledge that we need help you know, we sometimes can stigmatize it and say, well, i sometimes tell my parents sounds like you may be suffering from anxiety or depression. why don't we get you with a therapist or counselor. the rhetoric is, no. i'm not crazy. having people understand that your mental health is equivalent to your physical health. you know? that's a dove bar. dove cleans effectively, cares beautifully. the centers for disease control released a report this week that found in 2020, life expectancy in the u.s. declined by levels that haven't been seen since world war ii. life expectancy among white americans fell by a year. latinos by two years. the biggest drop in life expectancy, black americans, falling by three whole years. the cdc's report is unsurprising, honestly. we've seen how covid has disproportionately hit black communities. the cdc itself reporting black americans are dying at three times the rate at which white americans are from covid. given how many of them live in places that are underserved by the health care system. a common and recurring theme for black communities. but all of this is ultimately a result of structural racism that has defined life for black americans for centuries. joining me now is dr. ebony hilton a critical care physician and associate professor of anesthesiology at the university of virginia. she's also the cohost of the b-word unpacked podcast. dr. hilton, good to see you. you talk about this a lot. you've discussed it. this new finding by the cdc is absolutely not news to you, about the fact that african-americans who did not have the same life expectancy as white americans to start with before the pandemic are now suffering more seriously than white americans are. >> yes. for sure. what we know, dr. martin luther king said it best, of all forms of inequality, injustice in health is the most shocking and most inhumane. and what we're seeing with this pandemic is really, strangely reminiscent for me of the tuskegee experiment, really, to be honest with you. because of the fact that we've studied black and brown people dying at higher rates for the last 12 months. and when it came down to writing the protocols about which we're going to give interventions, this vaccine that could potential save their lives, we are largely left out of the protocol on who is prioritized in getting that intervention. and it's something i really hope we stop now and pause and say, is what we're doing right, particularly when we're losing life expectancy of three years and six months for black men. >> yeah, the distinction -- i'm going to ask my controller to put that graph up again. the distinction between black and white people and the rate at which they live is remarkable. and there was a time period during which we were starting to close that gap, but we don't do that anymore. and what's frustrating is because we've been talking about this for a year, since the beginning of coronavirus. we've been discussing the lack of access to testing, the lack of access to diagnosis, and likely lack of access to vaccination, yet it's all happening, despite the fact that we've been talking about it for years. how does it actually change? >> it changes by making equity a priority. when we're talking about the phased rollout, phase 1-a and phase 1b, but 60% of health care workers are white. nursing home residents, 78% of nursing home residents white. it costs money to place your family members into those facilities. if you look at phase 1b. we initially say 75 years and older, the life expectancy for black people was only 75. for black men in virginia, the life expectancy is 72.l exclusi for them. and even if we go further and look at employment. if we say, you have to be an essential worker, unfortunately, just like we had a health crisis, we had a financial that's caused unemployment for millions of americans and if you are african-american, you are more likely to not have a job right now. so we base this criteria, this life-saving intervention on age and on unemployment. two of which don't line up for black and brown people. and it's just simply not right. >> one of the things we've talked about as we got closer to a vaccine was inherent hesitancy at a greater rate amongst african-americans to taking that vaccine than not. than there was in the general population. how much of the issue is that versus just access to the vaccine? because i've heard from people like dr. ayla stanford in philadelphia who says, you can give her every last dose of vaccine that you give her hands on and she'll make sure it gets into arms. she's got a lineup of black people waiting to get that stuff. so how do we make sure we don't associate the hesitancy of some to get the vaccine with those that want the vaccine and can't get it. >> this narrative of hesitancy was pushed out there. and of course we have to talk about the impact of tuskegee. that ended in 1972, which was just ten years before i was born. but in looking at the words of tuskegee, it was withholding of a medication, not the giving of a medication. so for one, putting that education out there. but also, when we're talking about hesitancy, that's a scapegoat that's used for the african-american community, but it's rarely, if ever brought up about hesitancy for the white american community. we know anti-vaxers are largely white educated women. we know we just had this huge movement of covid hoaxers and anti-maskers, that 74 million people voted for donald trump, right? that said that this was a hoax and i don't want a vaccine. but that's not used as a scapegoat as to why white americans won't get vaccinated. i asked the medical community, if we know our structures about which we're facing, whether we're rolling out these phasings don't include black people. if we know that registration requires wi-fi and we know that black children back in august could not perform their school duties because they did not have wi-fi access, if we know that in black communities, you're twice as likely to not have a hospital and that 70% of all pharmacies are within predominantly white communities, then we have to stop blaming the victims. we have to stop saying it's just hesitancy. and we have to actually fix the system and make sure that equity is mentioned in the foundation of these protocols and not an afterthought. because that's what we're seeing. only 6% of the 42 million doses of vaccines that have gone into the arms of america has actually gone to plaque people who are dying at higher rates. >> dr. hilton, thank you for your time this morning and thank you for the work you're doing to get the work out. dr. ebony hilton is a critical care physician and an associate of anesthesiology at the university of virginia. tomorrow, join me for a special black history month edition of velshi across america. you'll hear from more birmingham natives, activists, and policy makers about america's civil rights history and its present, tomorrow 8:00 a.m. eastern right here on msnbc. . earlier, former secretary castro mentioned how you can help the people in texas having trouble right now getting the basics like food and water. there are many ways to help, but you can start with feedingtexas.org. do not touch your dial. i guess you probably do not have a dial on your tv. you get my point.
