i, by the way. i think we won by substantially. i don't think that would have happened to a democrat. you would have had riots going all over the place if that happened to a democrat. we don't have the same support in the -- at certain levels of the republican system. all right. so joining us now, ashley parker, white house bureau chief for the "washington post." and an msnbc political analyst. and anna palmer, founder of punchbowl news. ashley, let's begin with you. you heard the former president there complaining there about not having, quote, support at certain levels of the republican system. we saw that coming after the attack he leveled against mitch mcconnell. what could he mean by that? >> well, first, i think it's just important, again, to restate that the president is incorrect. the election was not stolen. he lost both the popular vote and he lost the electoral college which is how our nation chooses presidents. what he seems to mean by a lack of support is that there were not people, democratic or republican, who were willing to do his bidding and overturn the election results. subverting, you know, the will of the people in a free and fair democratic election. he could very well be referring to what happened in georgia. but in general, none of what he's saying is based in any sort of fact or reality. >> anna, i remember throughout the impeachment trial, the second one, one point his attorney, michael vanderveen was asked about whether or not he thought the president won the election. he said he wasn't going to answer that, said his opinion was irrelevant. the question, given what we just heard, how are republicans going to react to the former president showing no contrition about the lies about the election and even continuing to spread them? >> i think there's a lot of exhaustion on capitol hill among republican senators, in particular, of donald trump feeling like -- i think there was a hope, whether it was well founded or not, that he was going to go to mar-a-lago and maybe sunset his political career and focus on other things. they're tired of answering for his what was every tweet but now it's statement or interview on fox news. i think there's also that section of the republican party that the lindsey grahams of the world who say that it is the party of trump and they're looking for him to play a role in 2022. this is really that internal party warfare coming up, continuing to bubble up, and i think it will continue as long as donald trump kind of is at odds with the establishment republican party. >> yeah, so speaking of mitch mcconnell and lindsey graham, here's what -- we'll play a few, actually, a few of what the senators, fellow republican senators, colleagues of mitch mcconnell, had to say about this ongoing fight between him and the former president. look. >> kevin mccarthy is leader of the house republicans. he's taken a different approach than president trump. i advise senator mcconnell to do that. we don't have a snowball's chance in hell of taking back the majority without donald trump. >> leader mcconnell speaks for himself. in this case i don't believe he speaks for the conference. i think he needs to be a little careful. >> anna, you're reading of that, is this a sign that mitch mcconnell is beginning to lose control over his caucus? >> i don't think it's a sign yet that he's starting to lose control over his caucus. i think ron johnson is a longtime ally of the president. so is lindsey graham. all mitch mcconnell cares about and has for a very long time is winning. donald trump when he was president lost not only the house, the senate, and then the white house. and so when you're talking what mitch come's been talking about and saying, it's really looking to who are the republicans that can win statewide in a lot of contests where donald trump, his support is probably not helpful. but i think there are a subset within the senate republican conference and that is what's been weighing on mcconnell. right? was weighing on him throughout this impeachment. second impeachment trial. is how do you keep all of these republicans together when there is that faction that is going to be loyal to donald trump. >> ashley, president biden is set to meet with labor leaders this hour. how is the biden administration doing in building support for his aid package and other domestic agenda items? >> well, that is just their relentless focus. they have been trying to sell this coronavirus relief bill since literally he took the oath of office. basically. he walked off the capitol steps, signed executive orders having to do for coronavirus relief. that's what we're seeing today with labor leaders. that's what we saw yesterday with the cnn town hall. joe biden's promise, and trump is related to this, is to try to ignore what they would say are the distractions of someone like former president trump, his predecessor, and talk directly to the american people who are hurting as they grapple with, you know, what the biden white house says correctly in many ways is not just one challenge but is the coronavirus challenge, the economic challenge, it is the racial equity challenge. and then set aside the climate challenge, but that we are very much seeing in texas right now so that is their approach. that's what we'll see today. that's what we've seen in the past. that's what we'll continue to see until we're able, they hope, to muscle this bill through. >> to that point, anna, president biden has not tried to be confrontational at all with senate minority leader mcconnell. he suggests he wants to work with him but mcconnell says opposing the biden agenda, quote, will help unify our party. is he right about that? is he going to have a harder time working with the biden administration than his caucus will allow him to? >> i think republicans are going back to the playbook of 2009, basically, where they went against barack obama's stimulus package in unison. that's what they ran on. the question for democrats is, are they willing to kind of push this through? it appears that it's going to be a very party-line vote in this first covid baggage and they seem to be fine with that. the real question is, what happens on some of these other areas? jobs package, for instance. or infrastructure. is there a place where biden could try to find some support within the moderates, that gang of sweet 16 that we've been calling it that want to try to get together and do something. there's been pent-up frustration with the trump administration not looking to congress and not looking to find bipartisan deals. so, i think the president is honest and does want you to -- he does want to find ways forward to work with republicans, but the politics are such that for right now, republicans are saying, it's better for us to unify around this because they've been pretty much in disarray with whether or not they support donald trump going against the covid relief package is one of the things that could unify them. >> yeah, 70% of the americans want to see something done on that front. ashley parker, anna palmer, thanks to both of you for starting us off this hour. now to the breaking news. a deadly situation that is unfolding in the south. at least 32 people have died as a result of the massive winter storm that's left millions in the dark in subfreezing temperatures. in texas more than 3 million people are still without power at this hour because of the overwhelming demand for electricity. and more people could lose power, heat and even water with the state's largest energy provider saying more reductions in the electric load are needed. there is no real timeline for when the power will go back on. and there's another round of freezing rain on its way tonight. officials with the council that manages most of texas' grid says that outages are due to the state's natural gas suppliers not being able to tolerate such low temperatures. the situation so desperate, for some, that they're resorting to boiling snow for water. nbc news' gabe gutierrez joins us live on the ground in houston where there is a line of people waiting to get their hands on some propane. gabe, tell us what you're seeing, what you're hearing from the folks that have had to endure this. >> reporter: hi there, ayman. this is something we've seen over the last couple hours. they line up behind me then go back in their cars to keep warm. and they're waiting for any sort of propane at this point. something we've seen throughout the houston area, as more and more gas stations are closing. you mentioned a boil water advisory in houston. that's also in effect. just a short time ago houston city officials said more than a million people throughout this region are without power. but ayman, you mentioned this is not just the houston area. we've been hearing from the situation in dallas where they've dealt with snow. right now in houston it's not snow that's the issue, it's rain that authorities fear could once again turn into ice overnight and create even more problems. now, ayman, in houston the need for power is immense and what we're seeing right now is the culmination of that. many people we've been speaking to are frustrated at how the electric company -- that the electric grid here in the state of texas did not see this coming. officials were pressed on this earlier today. they basically did not give a timetable for when power might return. they did credit their operators for seeing the rise in demand on monday and implementing those rolling blackouts and say if they had not done that, this blackout and this situation with the electric grid could have stretched on for months. this is little consolation for people standing in line for propane. they're wondering how they did not see this coming. why they could not beat this demand. and even with the low temperatures that were forecast for days, saying that it broke their forecast even back in 2011 when they had a significant winter there, that this was much worse than that. we have some people here in the houston area, throughout texas, comparing this disaster in some ways to that of hurricane harvey. now, here in houston, the flooding issues in harvey, of course, were much worse but i got to tell you, ayman, i've been reporting in houston for quite a long time. driving through the city yesterday, such a large swath of it with no power at all and people trying to figure out where they're going to get heat. older houstonians as well trying to figure out how they're going to deal without heat. again, lines of people waiting for propane are now increasing and they have no timetable for when they might expect their power to be restored. ayman? >> all right. gabe gutierrez live for us in houston. quite the image behind you. stay safe, my friend. joining us now from dallas is democratic congressman colin allred. congressman, thank you so much for your time. let's start there with just what we've learned from our colleague in houston and also ask you about what we see in dallas. 160,000 customers, i believe, in dallas county are without power right now. similar to that in houston. have you been given any indication at all when the power authority might get everything back on track in your district? >> well, thanks for having me on. we are facing a real crisis here in dallas where folks are worried about things like hypothermia, carbon monoxide poisoning. it's really an unprecedented situation for us. we have some folks who have been without power since sunday night and that's really unacceptable. we don't have, i think, an accurate idea of when all the power will come back online. we've been told in the next day or two we'll switch from these large blackouts that we've had to more of a rolling blackout process. we've been told that before as well and it didn't happen. >> you have described it, as we've seen as well, a pretty dire situation. share with us what you're hearing from your constituents directly. right now about the situation and the frustrations they're dealing with. >> there's a couple components to this. first of all, the communication has been terrible. folks were not prepared for this. they weren't given adequate notice that something like this might happen. and throughout the crisis, they haven't been giving clear signals about what they can expect. it's extremely hard to plan. there are families who don't know where they're going to have their kids sleeping at night. i think that's one of the things that's led it so much of the frustration. but there are also very, very real dangers for many, many north texans here. we have subfreezing temperatures. we've gone down into the single digits during this crisis at night. and when you don't have power, you have pipes breaking and flooding apartments, flooding homes, and you're in these very, very low temperatures, it's extremely dangerous. and we have folks who are facing real health consequences from this. it's a terrible crisis at the moment. >> yeah, not to mention it's happening against the backdrop of a pandemic. who do you blame for what is happening right now? when you look at the totality of the lack of preparedness, the response, the lack of electricity, when you have to -- when you have to analyze this, how do you see this -- how do you see this playing out? who do you see is ultimately responsible for it? >> i think the thing folks have to understand across the country is texas is the only state that has its own power grid. for most of texas we're on our own grid. and so these failures are failures of our state government, failures of our regulatory agencies, and failures of our power generators to prepare for this. i was on call last night with erkot, the agency that's supposed to oversee thee things. i was asking them why were our power generators not prepared for this crisis? we knew this weather was coming. this actually was not a surprise storm. and while it is extremely severe in terms of the breadth of it that so much of the state is impacted, we've actually had worse weather than this. and really don't have a very good answer for why so many of our power generators, whether it's natural gas, whether it's coal or nuclear, solar, wind, have gone offline at the same time as demand is spiking as folks are facing freezing temperatures. so we have to get answers there. and we're going to have to prepare in the future our grid to be much more hardened, able to deal with crises like this because this is not probably going to be the last time we have a severe weather event of this kind. >> last night, sir, your governor, greg abbott, wrongly blamed frozen wind turbines for the shortage of energy in texas. watch this. >> this shows how the green new deal would be a deadly deal for the united states of america. texas is blessed with multiple sources of energy. such as natural gas and oil and nuclear, as well as solar and wind. our wind and our solar got shut down and they were collectively more than 10% of our power grid. it just shows that fossil fuel is necessary for the state of texas. >> however, it is the fossil fuel that is the main power source that is actually failing at this time. you just talked about communication, information, getting to your constituents. how problematic is it that the governor is going on national tv and using this messaging? >> you know, i don't have much patience for officials who are using a crisis to push some kind of political talking points that they want to press on, you know, maybe advance their own agenda. i don't know. i know that we have texans dying and that the governor should be spending his time telling texans the truth. preparing us for the -- we are not through this crisis. that we're still in it. and looking to take steps to make sure this never happens again. it's absolutely not true that this is because of wind energy. that is absolutely not true. over two-thirds of the power outage that we have is from thermal energy sources. that's natural gas. coal. nuclear. and that's -- that's the real situation here. is that the majority of the power we've lost is from those stations going offline. we have had some wind turbines go offline and had some solar capacity go offline. that's not what has led to this crisis and the governor should not be saying that. >> to your point, again, emphasizing texas is on its own power grid. it's not part of the federal system, therefore, not subject to federal regulations on that. congressman colin allred of texas, sir, thank you so much for your time. we wish you and your community the best of luck in all of this. >> thanks for having me. all right. the first coronavirus vaccination center in the world to open in a refugee camp is up and running with the first of tens of thousands of syrian refugees in jordan getting their shots. we're getting reporting back from inside that camp after the break. you're watching msnbc. ching msn. y godmother alice. and long-lasting gain scent beads. part of the irresistible scent collection from gain! >> singers: ♪ safelite repair, safelite replace. ♪ we are closely following the coronavirus parent demmic. here are the facts as we know them at this hour. department ofejandro mayorkis wrapped up a news conference. dhs announced the seizure of approximately 10 million counterfeit 3m n95 respirator masks including hundreds of thousands of masks from an east coast warehouse discovered during raids today. the biden administration announced new measures to expand testing today. $650 million to increase testing in schools. $885 million for manufacturing. and $200 million aimed at ramping up the genome sequencing that identifies new strains of covid-19. after initially turning away a shipment of 1,000 vaccines to the gaza strip, the israeli defense ministry approved transporting them this morning. gaza has reported nearly 54,000 coronavirus cases and more than 500 deaths. according to johns hopkins university, 183 million covid-19 vaccines have been administered around the world. meaning less than 1% of the global population has been fully vaccinated. there is a bright spot. the refugee camp in jordan is now the first refugee camp in the world to begin vaccinations. joining us now from london, nbc news foreign correspondent molly hunter who's been covering this story for us. molly, what have you learned? >> hey, ayman, that's right. really good news. a huge milestone. so they're starting slow. about 50 people a day. but, look, jordan hosts more than 660,000 refugees and many of them in camps like zatri. look, basically those refugee camps are like small cities and the u.n. is pointing to jordan hoping other countries do what jordan is doing. so, ayman, the jordanian health ministry is running the show and basically they are treating the refugees as part of their national population. so refugees are registering on the same health ministry website. they have to hit the same category. right now, over 65 and have to be front line health care workers or with severe conditions. now, the unhcr, they're sending messages of encouragement to the population. so far, they say the uptick is parallel to the jordanian population. earlier today the u.n. security council held a briefing. we heard leader after leader emphasize that we are not through this, as the developed world, until we are all safe. now secretary of state tony blinken weighed in on the challenges ahead. take a listen. >> organizing and implementing mass vaccination campaigns amid violence and conflict, we know will be immensely difficult. but we have to do it to prevent humanitarian crises from getting worse and to stop the pandemic's secondary impacts from degrading fragile, political situations. >> now, ayman, many of the countries that host most of the world's refugees will be receiving their vaccines from the covaxx alliance. now, 160 million people right now are at risk of being excluded from national vaccine programs because they're refugees, because they're migrants, because they live in war zones. the other big push we heard from world leaders including secretary of state tony blinken is a global cease-fire, once covaxx starts distributing and rolling out that vaccine we're hoping next week, they'll actually be able to get to the people who may not otherwise have access. ayman? >> all right. molly hunter on that important story for us in london. thank you as always. joining me now, infectious disease epidemiology, director of -- excuse me, new york city health and hospitals. dr. madad, it's great to have you back with us. thanks for your time. let me start with this coronavirus briefing today. dr. fauci brought up a new study from israel that suggests those who have been vaccinated show a decrease in transmission. here is part of what he had to say about that. >> the study from israel, it looked at the following question. if, in fact, you assume that decreased viral load is due -- will result in decreased transmission. when you follow breakthrough infections in the individuals in israel who had been vaccinated, compared to infections in individuals who are not, there was a markedly diminished viral load in those individuals who were vaccinated but had a breakthrough infection compared to individuals who were not. >> all right. so if further studies to, in fact, back this up, doctor, these findings, how significant could this be? >> it certainly is what we call a game changer. this is kind of the question we've been looking at, you know, transmission of the virus for -- with those that have already been vaccinated. we know that it, you know, in totality it diminishes, you know, the ability to obviously transmit to other people. we know that also those that are asymptomatic, what we're seeing in the studies, you know, have a less of a chance of transmitting to other people so these are really, really important studies and i think what we're looking at in terms of the end point is what does this mean for those that have been vaccinated and can we have guidelines for these individuals in terms of the different types of activities they can now participate in and i think that's really important to start having those discussions and having a set of guidance for those people that have been vaccinated to see what they can and cannot do. because everybody's been asking, i've been vaccinated, i know we have to continue with covid safety behaviors, how long, what can doi? >> to that point, as we've shown on the screen the number of daily vaccines continues to increase. last night president biden said vaccines with will be available to all americans by the end of july, at least implying the supply will be there if not necessarily the delivery. dr. fauci said it might take until august to actually get everyone vaccinated. does that mean by late summer or early fall things can start returning to some kind of normalcy or should we not be getting our hopes up yet? >> no, certainly, i think that there's a couple of different things. these vaccines are really good at preventing severe disease, hospitalization and death. so when we're looking at covid-19 vaccines we talk a lot about herd immunity and threshold of herd immunity. we can start seeing an impact to the vaccination and to the general, you know, risk-production strategies earlier. we're starting to see that in terms of case and hospitalizations that are decliing right now. certainly by summer we're going to have some form of normalcy and get guidance and guidelines from public health partners. i think it's also important to state, as you've been covering this in a previous segment, while we're talking about the united states we also have to look at it from a global standpoint. as we are vaccinating our population, we did also look at vaccinating the world and right now, you're only seeing vaccination programs in about 79 countries when we have over 200 so really important to have that type of lens. >> really important not to lose sight of that perspective. here in the u.s. the big debate has to do with schools. as you're aware the latest cdc guidelines saying teachers getting vaccinated was not a prerequisite to returning to in-person lessens. vice president kamala harris was on the "today" show this morning and addressed that. watch this. >> teachers should be a priority along with other front line workers and we're going to make them a priority. >> the white house is clear that there's no daylight between those two positions. those two positions are congruent. as teachers, though, and students, return, from your medical expertise, should teachers be given a higher priority for vaccine eligibility? "the new york times" points out that there seems to be strong republican support forsentee ba mail-in ballots with technical errors and ending a grace period before receiving ballots received by election day. joining me is democratic election attorney general josh shapiro, also a former member of the pennsylvania state legislature. mr. attorney general. thank you so much for your time. less than a year, year and a half ago, a majority of pennsylvania republicans voted to change the laws to relax registration deadlines and allow voting by mail for everyone. what has happened? how are we getting to this point? >> yeah, not only was it a majority of republicans, more republicans voted for what is commonly referred to here as act 77, or vote-by-mail statute. more republicans voted for it than democrats did. and your question is what happened, well, donald trump happened. donald trump began railing against vote-by-mail, even before a single ballot was cast. he filed, by the way, 19 different lawsuits to try to make it harder for people to vote for a single vote was cast. we beat him every single time, by the way. and then, of course, the election results turn out the way they did. we had a safe and secure election. donald trump lost pennsylvania and these republicans, as part of a broader effort to disenfranchise certain voters in this commonwealth and, indeed, across the country, are now engaged in an effort to try and undermine the law that they voted for in the first place. they will fail. this will not be successful. and we need to make it easier for people to cast their lawful votes, not harder. >> and it's not just laws that they're trying to implement. they're going after the judiciary as well. and i want to focus on that for a moment because the gop proposal would replace the current system as i understand it of statewide elections for judges with judicial districts drawn by the republican-controlled legislature which, as the "times" notes could empower rural predominantly conservative areas and particularly rewire the state supreme court which, again, as you know, has a 5-2 democratic lean. if this happens, what would be the impact and is there any way your party can fight it? >> well, again, part of a broader strategy to disenfranchise people. they try to make it harder to vote in elections. now they want to take away your ability to elect your judges here in pennsylvania and, instead, replace it with a system where really the politicians pick the judges as opposed to the people. what they're really trying to do, let's be very real about this, is rig the system in a way that throws out the delicate checks and balances that exists in our commonwealth today. they want to put them and their interests and their corporate backers and their trump backers -- >> yeah. >> -- in charge of the decision making as opposed to the people. and so while they work overtime to try and take away the power of the people, i'm working just as hard, we got a very strong track record, as you know, here in pennsylvania, of standing up for the people, for enfranchisement, and for making sure that this proposal goes absolutely nowhere in harrisburg. >> okay. so that's a great point about what you're doing. i wanted to ask you specifically about investigations. you obviously know there's an investigation under way in georgia into then-president trump's interference in their election. you talked about the efforts in your state. in december the "washington post" and others reported that trump had asked the pennsylvania house speaker for help overturning the election results in pennsylvania. we should note speaker cutler said he didn't view the calls as pressure to do anything. we know about georgia because there was a recording of the phone call that is now the basis for that investigation. are there any plans by your office to investigate what president trump may have done or allegedly did in your state to overturn the elections there? >> well, look, i appreciate your question. i'm not going to comment on that in this setting. i can tell you, we take very, very seriously our election laws. we worked overtime to protect and secure and ensure that every lawful vote was counted here in pennsylvania. we will not stand for any interference in that process by anyone including the former president. >> okay. i appreciate that. let me ask you, finally, if i can, about your political future. are you considering a run for senate in 2022? [♪♪] when you have diabetes, managing your blood sugar is crucial. try boost glucose control. the patented blend is clinically shown to help manage blood sugar levels. boost glucose control products contain high quality protein and key nutrients to support immune health. try boost. to support a strong immune system, your body needs routine. centrum helps your immune defenses every day, with vitamin c, d and zinc. season, after season. ace your immune support, with centrum. today the fbi's washington field office released new photos as the bureau tries to track down more individuals allegedly involved in the violence at the capitol on january 6th. 1-800-call-fbi, or go to the fbi website. in six weeks since the deadly riot on the capitol, as the country moves forward, a new conspiracy theory that falsely claims that president trump will be reinstated on march 4th, is winding its way through qanon platforms. joining me is ben collins who is covering misinformation, extremism and the internet. what is the state of qanon now? how have they reacted to joe biden's presidency, and what may come ahead? >> well, they are sort of in a holding pattern still. you know, they hold on to these little nuggets, they hope in the future there are -- they believe right now there's two presidents and this will all get sorted out on march 4th. they lose hope along the way. for example, last night when joe biden boarded air force one, the real one, for the first time, that was a blow. they felt betrayed against by this. they thought that air force one was still being used by president trump in secret. of course, they will explain this away, but here's the thing with this. this is winding its way through text messages, through churches in the united states, who are preaching sort of the gospel of q without the qanon branding, and they are saying march 4th is a big day for them and one of the them said today they're halfway through this. they are planning for this to be a year's-long thing. >> so we ignore this at our own peril, and certainly nobody want something like january 6th happen again. do we expect a mobilization for this so-called march 4th deadline? >> the good news is they are into trusting the plan. they very infrequently go out as a group. they're disorganized as a group. the worry with q aknown is lone wolves who take this too seriously. we have seen lone wolves for 2 1/2 years now, we've seen real criminal acts, murders. while i don't expect some massive outpouring on march 4th, we have to be on the lookout for desperate qanon believers in the future. >> speaking of desperate qanon believers, marjorie taylor greene, what was the effect of the debacle surrounding congresswoman marjorie taylor greene's belief in qanon and her subsequent public denouncement of it? did people buy it? did her supporters believe it? has that strengthened the movement or weakened it? >> the qanon people are looking for some sort of savior, someone to replace donald trump in the private ice. for a few days marjorie taylor greene was that, and she has moved back away from it. but they do this digit camouflage. q, at the center, said don't tell people you're a qanon believers, but keep pushing this narrative forward, that there's a cabal at the center of government. >> she was interviewed on "the view" this week. here's what she said. >> it wasn't starting off like these celebrities are drinking these kids' blood. i was like, yep, i'm going to believe that. it doesn't tart that way. it was really small. >> so what about the people who have left qanon behind. they've been alienated from friends and family by their beliefs. how did they come back from that? >> from some people, the 6th or the 20th was a shock to the system. this was a guy lying to them all along. >> where a big event drags them back, or for some people they dig in deeper. there's a book "when prophecy false" from the '70s that followed a cult. they just pushed back the doomsday. we have two different arguments, but what ashley said was interesting. she didn't think she was following a cult. they think they're doing a positive thing for society. if you have somebody in your life that is pushing this sort of thing say, look, i know your intentions are in the right place, and start from there. if you can start from good intentions, you might be able to wind them out of this. obviously those are all very different, but some of them fall into this shared space of qanon. do we see any other copycat conspiracy groups like q aknown popping up, but ultimately similar in mannerisms and objectives? >> yeah, so, you know, as people have the platform like facebook and twitter, they have to create their own ecosystems. there's a reddit clone that's it specifically qanon information. >> ben collins, always a pleasure. thank you, my friend. that wraps up this house for me. i'll see you back here tomorrow.
