Today hes going to hit the road for his First Official trip as commander in chief, milwaukee, wisconsin, will be his first stop and hes pitching his covid relief plan directly to the American People. Passing relief is at the center of the tug of war right now on capitol hill between democrats and republicans. Not so much nationwide, though. In fact, take a look at this. This is a recent Quinnipiac Poll and it found that 68 of americans support the president s relief plan. Among republicans 47 oppose it. But 37 support it. Washington post headline puts it this way. Biden winning republican support for his 1. 9 trillion Coronavirus Relief plan, just not In Washington. And just a few moments were going to talk to a republican mayor who is quoted in that piece about the real challenges facing his city and so many others right now. And its not just pandemic relief dominating the conversation. Democrats are looking to strike while the iron is hot, so to speak. Later this week, the Biden Administration and hill democrats are expected to release am Immigration Reform bill and less than an hour from now we expect to hear a little bit more about all of this. That is when the White House Press secretary jen psaki will be holding the Daily Briefing. When it starts we will take you there. First, lets go to our reporters on the ground, carole lee at her post there at the white house, ali vitali made her way to capitol hill and Pete Williams is with us as well. Carole, well start with you. President Biden Pitching a 2 trillion plan directly to the people in milwaukee today, at the same time you have a Bipartisan Group of governors that sent a letter as we understand it to the white house with specifics requests for vaccine rollouts. Take us through what the white house is juggling right now, if you can, carroll. Sure. Theyre juggling a number of dynamics. Start with this trip to wisconsin, the president s First Official travel outside of washington since taking office and he will pitch his Coronavirus Relief plan and trying to keep some democrats all together because he cant afford to lose any of them particularly in the senate, and while also maintaining or trying to win over some republican support for his plan. A little bit of going outside of washington to try to create some pressure In Washington for those lawmakers to act. Hes taking care of that. Hes announce something Administration Actions to extend this Foreclosure Moratorium as well as a window for enrolling in Mortgage Payment forebayence until june 30th, showing that hes trying to to do what he can from the white houses perspective, what he can executively and trying to maintain pressure on the 1. 9 trillion legislation to get that passed. Theres that letter you mentioned from a Bipartisan Group of governors who are calling on the administration to do better in terms of its Vaccine Distribution. Theyre raising a couple of concerns, one about the administrations plans to send vaccines directly to pharmacies saying that that needs to be handled better, as well as the way the cdc is reporting some of its numbers in terms of the Vaccine Distribution and the white house issued a Statement Saying that they are working on getting those numbers and their data to be better, to basically put forward better, more accurate data and that they are noting that their coordination with states has increased the number of people who have been able to get vaccinated, craig. Ali, were learning that House Speaker nancy pelosi is calling for the 9 11style commission to investigate the circumstances that led to the deadly insurrection on january 6th. Thats exactly right. We heard the voices, bipartisan, clamoring for a Commission Just like this. Those voices grew louder in the aftermath of the Impeachment Acquittal of donald trump over the weekend and were seeing this legislation actually start to take shape, were told by one senior democratic aide the legislation to create this commission could be introduced as early as this week. That legislation will do things like set the scope of what the mission will investigate as well as their budget and also lay out whether or not they have Something Like subpoena power, something that could be really important as they start digging into the nuts and bolts of what happened here. Its different i think we should point out than the review thats being done by retired Lieutenant General russell honore, something that pelosi asked for. His investigation focuses on capitol Hill Security going forward. S this commission about january 6th, though, would look back and kind of focus on what happened here in the days and hours leading up to the deadly insurrection on january 6th. Frankly, from a political standpoint, its something that both sides are clamoring for, especially when you consider that during the Impeachment Trial, it underscored just how few details we really have about Donald Trumps role in this, what he knew, when he knew it and what he did with the investigation and information he had at the time. Thats something that a lot of lawmakers are hoping this investigation can sus out because Donald Trumps legal team during that Impeachment Trial were asked about stuff like this repeatedly and they didnt give any answers. Pete, lets dig into this for a moment because washington loves a commission but the 9 11 commission was unique in a myriad of ways. What did that Commission Look like . How could that shape what we see with a commission on the capitol riot . Well if the congress is serious about having a 9 11style commission there are things to bear in mind. That commission spent roughly 20 months doing its investigation, a fulltime staff of 80 people, it had a budget of what turned out to be 15 million after an initial tranche of 3 million to get it going. The leadership of the former republican governor of new jersey was scrupulously bipartisan. The two had a deal where they would always appear in public together. It produced a report thats 585 pages long. I referred to it often and got my little page markers in here interest when it came out 14 out. The commission interviewed Something Like 1200 people, had 19 days of public hearings. It is a model for how to do this right if congress is really serious about having this kind of a bipartisan effort. Ali, beyond Video Covid Relief and this commission, were learning on the hill they plan to unveil another Immigration Reform bill this week. What do we know . Thats right. On things like Covid Relief Democrats will be going it alone because they decided to take this Budget Reconciliation Route where they dont need the help of republicans to get that Stimulus Package passed. On Immigration Reform this is going to be a bipartisan push by the Biden Administration and hill democrats expected to release a bill some time later this week and this is an issue that has vexed administrations in the past, both republican and democrat. Still the Biden Administration wading into this fight in the early days of its administration and a few of the things that are in here, we can pull it up on the screen and walk your viewers through it, a road to citizenship for 11 million undocumented individuals in this country and deploying more technology along the southern board and improving Immigration Courts that we know are so backed up with cases. Look, people are clear eyed this Immigration Package is going to be a bumpy ride. Biden has long touted his ability to get bipartisan support on board. This is going to be one of the first real tests of that. I will say there is talk of splitting up the different parts of this bill, making it so that parts of it that can pass can actually pass. As one Immigration Reform advocate told our Team Reporting on this, the issue here is making progress. Ali vitali on the hill, carole lee and Pete Williams, thanks to all of you. Oklahoma republican mayor david holt says this to the washington post, quote, in a sense were the only employer that hasnt been able to make an application to anyone to save our jobs and save our sfsz. The mayor goes on to say, support for cities and states is way over due. Oklahoma mayor david holt joins me now, mayor, good to have you, thanks for your time this morning. You have publicly noted the financial hit to your city, revenue down in Oklahoma City i understand at least 5 , unemployment 15 in april, now just under 5 . What are the Biggest Challenges for Oklahoma City right now . Well, like many local governments, were highly dependent on sales tax so we felt the covid recession faster and stronger than maybe other levels of government and many cities are dependent on sales tax. So as you said, were down about 5 for this fiscal year and weve had to freeze hiring, and cut services that people depend on and, you know, referencing my quote that you shared, we are a major employer, one of the largest employers in Oklahoma City. We have 4800 employees and most cities are the largest or near the largest employers in their city. Though were very grateful for some direct funding that went to large cities back in the spring through the cares act, that could only be used, as it should be, for Covid Response and we used it that way and helped our Small Businesses and helped our local, city, county health department. That funding was not allowed to be used for our Revenue Shortfalls. As i said were kind of the only employer that hasnt been able to turn to ppp or any other programs that have been available and so we need that help for our employees so we can maintain our services and our employees provide very valuable services to the community. Its kind of a double benefit to the people of Oklahoma City to see more ben fifths come forward from the federal government. Considering all of that, do you support the president s 1. 9 trillion covid relief plan . Well, im like all mayors, a one issue voter. I care about whether its going to help cities or not. I support the 350 billion that is slated for city and state governments. I understand theres a lot of other elements to this and im not as in the weeds on that and i leave that to the congressional delegation and the president to figure out. From the perspective of the local Government Support we have never gotten local Government Support we can use for our Revenue Shortfalls throughout this pandemic and most cities have never gotten any support at all because the previous support only went to large cities. So that i strongly support and i stand in lockstep with all the mayors and governors around the country who support it as well. The compromised plan as you probably know proposed by some relationship senators includes no money for city or state relief, some republicans have called bidens plan a Blue State Bailout. What do you make of that Blue State Bailout label . Yeah. I dont know of a single state or city that hasnt been negatively affected in their tax revenues by this recession. That includes blue states and red states. It may be that different states and cities have varying effects and im fine with some kind of formula that tries to incorporate that, but no support based on the idea that some states or cities have been hit harder than others, i dont think is reasonable. I think there is a reasonable middle ground, perhaps, between the position of no support and maximum support, you know, that may not be thats up for congress to figure out if they can find that middle ground, but if they dont find it obviously we support the 350 billion as has been proposed. No support is not a reasonable position. There is no city or state, regardless of politics, that has not been negatively affected. You mentiond, congress, have you been in communication with the senators from oklahoma with representatives In Washington about Oklahoma Citys needs and how important another round of covid relief would be for folks there . Yes. We have had going back to june, this conversation going on for a long time, zoom calls with our senators and with our members of congress to express and when i say we, its not just Oklahoma City but all the cities in our state that feel this way and weve expressed our desires. I understand they have other issues to think about and you referenced some of that. Theres a lot more to this package than just state and local support, but as i said earlier were one issue voters and we want a package that has state and local support and we will continue to maintain that position with our delegation. Before i let you get out of here, your city is dealing with extreme weather. You just warned folks that downtown Oklahoma City skyline could go dark in an effort to save electricity and ease the strain on the power grid because of that Winter Storm Warning there in a large swath of oklahoma. The city had a historic ice storm i believe a few weeks ago. How real is that possibility youre going to have folks in Oklahoma City that suffer some of the same rolling Power Outages weve been seeing in a good chunk of texas . Well, its very real. In fact, my power was out until about ten minutes before this interview, so we yeah, here at my home so i was chairing our City Council Meeting which occurs every other tuesday on my phone and virtually because of the pandemic and i didnt have wifi because i didnt have power. I chaired the meeting via my phone until our power came back on. We are experiencing the Rolling Blackouts. Thats a regional thing not an Oklahoma City. Thats a multistate region that is trying to conserve energy and yeah, obviously well also be encouraging our residents and downtown Property Owners as you mentioned to conserve energy in any way so we can get through this. Its a remarkable storm that were experiencing and a double whammy of a lot of snow and cold temperatures, a hard freeze like we havent had in a long time. Mayor holt, best of luck to you. Not just Oklahoma City, that storm that we were just talking about includes texas, millions of folks there woke up without power because of that massive winter storm. As Health Officials scramble to get Covid Vaccines into peoples arms, when the freezers that were keeping them cold lost power. We got an email saying there are 1,000 doses available. I dropped everything, got everything on, and sprinted here. And apparently everyone else had the same thought as me. I woke up and my roommate told me hey, theyre handing out vaccines we need to run because theres already like hundreds of people there. College students move fast to get those shots. The state has its own grid and its using Rolling Blackouts now intentionally turning off the peoples power so the system doesnt fully crash. What are you hearing from people who live there about when they can expect their power to come back . Yeah, craig. What were hearing its an absolute guessing game. Rising levels of frustration across the entire State Of Texas due to the fact that these Rolling Blackouts are in effect and important to note, i spoke with a Utility Worker earlier today who runs a company in dallas that treats some of the damaged lines to try to get power restored. He says one of the problems theyre seeing is that whenever they see Power Outages occur they dont if theyre associated with these planned Rolling Blackouts or if theyre suffering from some weatherrelated problem. So essentially they have to wait until power is fully restored until they can key in on these areas that need to be repaired immediately. In the meantime you mentioned 4 million texan households without power. Every household about two people, so looking at upwards of 2 million trying to get through day two of single Digit Temperatures that the majority of these folks simply arent prepared for the infrastructure in place to take care of these people. Warming shelters have been opened in major cities across the state but right now as it stands a lot of people feel like the power grid was not prepared. On the roads and at the airports were seeing this trickle down and the fact that we know that the san antonio and Austin Airport closed down, Houston Airport is closed down and here in dallas there are delays and cancellations rising as a result of this weather. For their part officials are asking people to try and conserve power. Theyre going to get it turned back on as soon as they can, yet that said, theres still no timetable and as you mentioned we have more snow coming this evening, several inches worth, thats only going to complicate this problem over the next 24 hours. Craig . How can folks conserve power if its like 20 degrees . What are they supposed to do, turn the heat off . Right. Ive been without power myself since 6 00 p. M. Yesterday. My mother in houston has been without power since 2 00 a. M. Monday morning. And were staying in touch with my grandmother who is in an assisted living facility thats also without power. Geez. They will have heat come on temporarily and then shut off and whenever it does you put that pot of water on the stove to fill up a thermos with hot water you can conserve and close the doors and try to conserve every ounce of heat that you can. Yeah. Because theres no guarantee as to when its coming back. How cold is it right now in dallas out of curiosity . Its single digits, i think were running at 9 degrees right now. 9 degrees in dallas. Might as well be negative 20. Morgan chesky, good luck, my friend and best of luck to your family as well. Stay safe. Lets turn now to the mayor of arlington, texas, jeff williams, a republican. Mayor williams, lets just start with what we just heard from morgan, the power grid in texas, was it prepared for this storm . It would seem as if from the outside it was not . Well, we here in texas, we are not used to having sustained temperatures of 9 to 11 degrees. That is the difference. Normally were in the 20s when we have snow and ice here and you can imagine the amount of Power Consumption that were not used to having here in texas. Definitely our Power Companies are working overtime and i just have to compliments the hard work that our frontline Power Companies are doing and also our Water Departments. You know, there are Water Line Breaks and our Water Department people are out taking care of that in the midst of very severe cold. Im a skier and even 9 to 11 degrees is tough to ski in when youre prepared, but you can imagine having that here in a state that is not used to having but maybe one or two freezes and lasting for a day and then this is overtime with 9 to 11 degree temperatures hour after hour. Its a huge concern. And a lot of people are working right now and, of course, here in arlington our city forces are all on alert and police, fire, Emergency Services are all there. Weve opened up warming centers, Salvation Army has take an lead in our community. I cant imagine that you guys are using your salt trucks and snow plows very often in arlington. How is that process going and in the middle of a pandemic, by the way . Well, to give you an idea, there are no snowplows but we have contractors used to moving dirt that are now moving snow. In fact, a lot of our contractors have switched over from being Excavation Contractors to cleaning off our roads, our Airport Runways and our parking lots here in the mix of that. No snowplows in arlington, thats news. While i have you, mayor, i want to ask you, i know that you were one of the mayors who met with President Biden on friday to talk about covid relief. The president s plan as you know includes a lot of money to help state and local governments. Do you support the 1. 9 trillion relief plan . I support the fiscal assistance to state and cities and appreciate President Biden recognizing all of the negative and social economic and social impacts to our city that theyre going to last long beyond the pandemic and the fact that cities are so critical in being able to help with this pandemic. Right now, in our community, we have set up a Mass Vaccination Center and because we knew we needed to take care of our citizens, saving lives and getting them or keeping them at work and helping to get our students back to school, so we are bearing that expense and its over 400,000 a week, but its the right thing to do here in the mix of this, but we need resources. Much like a city after its been hit by a flood, weve been hit by a pandemic that not only creates Health Problems but it also guts our economy, the economy of our homes and Small Businesses. We need those dollars to be able to actually move out of this pandemic and to have to get past these economic and social negative impacts that are happening. Very critical. Our citizens are crying out, our cities across america are ready to take more action, but were shy of resources and very hopeful here of receiving that. This has been the same message from mayors since all the way back in may when this began. Mayor williams, well leave it there, mayor of arlington, texas, best of luck getting through this storm. Covid easily one of the top issues if not the top issue for about every american, but its not the only one. What else are you hearing from folks there . Yeah, craig. Covid definitely is the top issue and there are plenty of issues that people bring up when you have these conversations but they do want to hear President Biden talk about getting past the Covid Pandemic that were in right now and you heard that from a wide variety of people. I spoke to a republican who voted for President Trump who says, President Biden is not even a legitimate president because he stole the election, but said he supports President Bidens plan to reopen schools within the first 100 days or at least that push to reopen most kindergarten or elementary and middle schools within his first 100 days. Spoke to a Business Leader who says he wants the focus to be on Small Businesses in terms of covid relief, but then i asked him what does he want to see after that . Listen to what he told me. We go to work. We have a lot of work to do. We have we have central cities, inner cities around this country that for generations have been neglected and under capitalized. We need to go to work in rebuilding those central cities. We have a Justice System that has unfairly targeted people of color for generations. We need to go to work in fixing that. Reporter another Union Democrat, selfdescribed Union Democrat told me he wants to stop worrying about trump at this point and go and worry about getting the vaccines out to as many people as quickly as possible. Ill tell you one Common Thread that you heard from all the people i spoke to while they may not know it, they do support different elements of bidens plan. Thats part of the reason why youre going to see the president come here to milwaukee to make that pitch directly to voters. He wants to make clear what all is in that plan. Theres so many elements in there and he wants to make that pitch and help people kind of bring it together as he comes to milwaukee, snowy and cold milwaukee. Craig . How cold is it there in milwaukee, out of curiosity . I try not to think about it but last time i checked it was 4 degrees below zero. Democrats there putting pressure on a potentially vulnerable republican senator in that swing state. There is a Wisconsin Labor group that spent 1 million on tv ads slamming senator ron johnson. They feature two wisconsin residents struggling to make ends meet during the pandemic and urge senator johnson to support covid relief checks. Then you have the group taking out this fullpage ad in johnsons hometown newspaper criticizing him for supporting former President Trumps tax cuts but not covid relief, writing that senator, quote, gave a boatload of tax breaks to his wealthy corporate donors. Johnson up for reelection in 2022, angela. How do you see this playing out . Well, i think theres something more maybe not more imminent than covid19 but just as imminent and that is the most recent Impeachment Vote, second Impeachment Vote for donald trump. Where was ron johnson then . On the wrong side of history, right. He could have stood in solidarity with the seven other republican senators that did the right thing finally and he opted not to do that. So at this point, cold wisconsin, as your colleague just said, has an opportunity to correct and write history themselves. Its two years or a year away at least is a long time away, year and ten months if you count election day, but, you know, its time for folks to really step up and do the right thing. Were not seeing that. I dont know what it will take on capitol hill, i dont know what it will take in some of the State Legislatures or for some governors, but there needs to be real relief. Folks are seeking relief not just around covid but economic justice, certainly around Criminal Justice and Police Violence and certainly around what happened on january 6th on capitol hill. Another person who may run in 22 former georgia senator david perdue, lost to democrat jon ossoff in that runoff, now perdue has filed to take on georgias other new democratic senator raphael war nof. He came close in november and how worried should senator warnock be . Senator war knock, the historic senator warnock should focus on, is what his legacy is. What does he need to accomplish in the United States senate. Where have there been shortcomings because the south has not had a black senator since reconstruction. Where does he need to show up and how can he perform in committee and vote in the interest of georgians and the whole of america. The best way for him to run against senator perdue or senator perdue to run against him is with the Stealth Record and what we know is that senator perdue did not serve georgians well while he was elected. This may feel or sound a little too soon, but if its going to change it needs to happen early, the idea that that iowa goes first in our caucuses and primary system. The New York Times recently asked former dnc chairman perez whether he thinks iowa should keep its first in the nation status. Perez said, quote, a diverse state or states need to be first. The difference between going first and third is really important. We know the importance of momentum in democratic primaries. What say you, angela rye . Well, i think, you know, Julian Castro said it best during the democratic primary. I couldnt agree with tom perez more. I wish he would have been more of an advocate of this while still sagts in the chair, but you know your homeboy from South Carolina, Jamie Harrison, now occupies that seat and i know for a fact Jamie Harrison will absolutely fight for this, its the right thing to do. When you talk about ensuring that people of color finally get their just due in the democratic party, the first way to ensure that is to make sure that our voices and our votes count when they should and thats at the very beginning of a primary. Who do you think should be first . Georgia, South Carolina . Well, South Carolina is the first of the black states right now so i think that would be fair.
