The Top Republican in the senate says President Trump is practically immorally responsible for the january 6th attack on the capitol. If he really feels that way, the question is why did he vote to acquit. Plus, the Impeachment Phase is over, but possible criminal investigations may just be heating up. The question, who gets the final word on whether donald trump is to blame for the capitol riot. And the cdc releases new guidelines designed to get students back into the classroom, but they dont include teacher vaccinations. The question is should they . Its Way Too Early for this. Good morning and welcome to Way Too Early, the show that is marking a president s day unlike any other. I am kasie hunt on this monday, february 15th. Well start with the news. The u. S. Senate acquitted former President Trump for a second time this past weekend. The vote was 5743, and that was ten votes short of the 67 that would have been needed to convict. The seven republicans who voted to convict made it the most bipartisan verdict in a president ial Impeachment Trial ever. The wall street Journal Editorial Board calls it trumps nonvindication, writing in part this. The senators who voted to acquit make clear that he escaped conviction mainly, perhaps only, because he is no longer president. President trumps dishonest challenge to the 2020 election even after multiple defects in court clearly broke those bounds and culminated in the january 6th riot. Mr. Trump may run again, but he wont win a national election. And heres what the seven rupps who voted to convict donald trump had to say about their decision. I voted to convict President Trump because he is guilty. Senator ben sasse said in a statement, quote, if we were talk about about a democratic president , most republicans and most democrats would simply swap sides. Tribalism is a helluva drug, but our oath to the constitution means were constrained to the facts. Senator mitt romney said, President Trump also violated his Oath Of Office by failing to protect the capitol, the Vice President , and others in the capitol. Each and every one of these conclusions compels me to support convex. And lisa more cowky stated in part, quote, the nations elected leader, the commander in chief of our armed forces swore an oath to defend america and all that we hold sacred. He failed to uphold that oath. Meanwhile senator richard burr said by what he did and by what he did not do, President Trump violated his Oath Of Office to preserve, protect, and defend the constitution of the United States. And Susan Collins explained her decision this way. The abuse of power and betrayal of his oath by President Trump meet the constitutional standards of high crimes and misdemeanors, and for those reasons i voted to convict donald j. Trump. Finally senator pat toomey added, quote, unfortunately, his behavior after the election betrayed the confidence millions of us placed in him. His betrayal of the constitution and his Oath Of Office required conviction. Pretty strong words for those who were actually willing to come out and say no. Senate Minority Leader Mitch Mcconnell pivoted away from his vote and called trump morally responsible for the january attack on the u. S. Capital. Theres no question, none. President trump is practically and morally responsible for provoking the events of the day, no question about it. January 6th was a disgrace. American citizens attacked their own government. They used terrorism to try to stop a specific piece of Domestic Business they did not like. President trump is still liable for everything he did while he was still in office. As an yordsnary citizen, he didnt get away with anything yes. Mcconnell voted to acquit as we mentioned due to constitutional concerns, he said, stating, quote, we have no power to convict and disqualify a former Office Holder who is now a private citizen. But make no mistake, this was an extraordinary speech from Mitch Mcconnell and an indication that he now as the highest ranking republican In Washington is going to try to lead the party away from President Trump, even seeming to encourage the possibility of criminal inquiries into his conduct. Heres how senator Lindsey Graham, a trump ally, reacted to mcconnells speech. Mcconnells speech, he got a load off his chest obviously, but unfortunately he put a load on the back of republicans. That speech you will see in 2022 campaigns. I would imagine if youre a republican running in arizona or georgia or new hampshire, if we have a chance to take back the senate, they may be playing senator mcconnells speech and asking you about it. If youre a republican incumbent, theyll be asking you if you eat support mcconnell in the future. I think his speech as an outlier regarding how republicans feel about all this. I guess were going to final out pretty soon. Democrats, meanwhile, were forced to defend their decision not to call witnesses at the Impeachment Trial, even after the senate had voted to allow them. Impeachment managers argued that the addition of witnesses would not have made a difference in the final result and may have cost them the republican votes that they did get. We could have had a thousand witnesses, but that could not have overcome the kinds of silly arguments that people like mcconnell and capito were hanging their hats on. Theyre trying to have it both ways. Just so the American Public is aware, witnesses in a Senate Hearing do not come and stand before the senators and make any statements. Its a deposition. Its videotaped. And that is brought before the senate. So i know that people are feeling a lot of angst and believe that maybe if we had this, the senators would have done what we wanted. But, listen, we didnt need more witnesses. We needed more senators with spines. Hmm. After his acquittal, donald trump released a statement that reads in part, quote this is a rare statement since he left office. Our historic, patriotic, and Beautiful Movement to make America Great again has only just begun. In the months ahead, i have much to share with you, and i look forward to continuing our incredible journey together to achieve american greatness for all of our people. Joining us now, Senior Correspondent grace panetta. Thanks for joining us. I want to talk about Mitch Mcconnell and the way he tried to, depending how you look at it thread the needle or have it both ways. Hes clearly made the decision he wants to have the republican charge in the senate. He opposed the majority of his own conference, but he clearly is trying to rid his party of donald trump. How does this play out Going Forward . Yeah. Absolutely. So the difficulty is mcconnell is trying to hold together a coalition. He has a very, very narrow minority in the senate, 50 50. As weve seen with liz cheney, its very difficult to lead a caucus when youred a odds with the majority of the members as you are with this. I think he was trying to send a message to the colleagues saying, listen, we lost the white house, senate, and the house. This is not the road you want to go down in 2022. Its a difficult position hes putting himself in, a position hes trying to morally steer himself in and away from trumps actions even though hes out of office. One reality here that i think sometimes got a little bit lost in our daytoday efforts to cover the trial, and there were some lastminute surprises thrown at us on saturday before the vote, but the overarching idea and jamie raskin talked about this with chuck todd on Meet The Press over the weekend, saying they actually did lay out for history the account of what happened that day, and the very act of doing that significantly damaged former President Trump. You do think and what are you hearing from the people youre talking to about the damage that may have been done to trump even though he was acquitted in the end. Yeah. I absolutely think the Impeachment Manager is presenting a case dependent on time lines and video footage. I think they were trying to speak not only to the senate but to the American People and how the long days of history will look. When children learn about the insurrection in school, how will they react . You cannot look away from domestic extremism and terrorism and most of all that this election was stolen. There are still millions who believe that and its going to be a long time before Society Comes to terms with that, comes to a reckoning with that. As far as hurting trump, i think its significant, but it remains to be seen in 2022 what role he plays. As he said in a statement, he plans to go back on the Campaign Trail up against those who were againsted him. It was, you know horrific, but things moved so fast, some voter mace be willing to overlook that or excuse it away. All right. Insiders grace panetta. Thank you very much. You have set us up for the next story. Donald trump still faces significant new legal threats. According to the wall street journal, the manhattan d. A. s office is zeroing in on the financial dealings of the former president s manhattan properties. Prosecutors are looking at several loans trump took out on a hotel and condominium building. This is the latest in the Manhattan District Attorney cyrus vances probe. He could still face investigations In Washington over the capitol riot. And in georgia prosecutors are investigating trumps efforts to pressure State Election officials. Still ahead, the latest n the covid virus. Scientists say the british strain is more contagious. Now to the major Weather Concerns across the country right now, especially in the south where this is all pretty unusual. Oklahoma city is under a state of emergency, while parts of texas are expecting subzero windchills. Lets go to Meteorologist Janessa Webb for a look at the forecast. Janelle, good morning. Janessa, im so sorry. Its okay. Were seeing a storm system taking over the deep south. Right now we have over a Million People dealing with rolling blackouts. Weve had reports of about 11 inches of snow across central texas. Right now its not over. Were still seeing those heavier bands. Theyre starting to shift to the east. Were dealing with the snow and rain mixture entering new orleans all the way into baton rouge. This is a quickmoving system. Its going to travel north to the midwest and drop a bit of snow to the tennessee valley. Could see a foot in some areas in northeast ohio. Look how expansive these Winter Weather alerts are from texas all the way into maine with 26 states impacted and 146 Million People under some kind of Winter Weather alert. Right now we do have some areas across the northeast where windchill warnings, theyre currently in place due to the colder air that continues to seep in. So theres many factors with this storm system. The Northern Tier is dealing with the heavier snow, but the bigger story is the Ice Accumulation thats going to travel up pretty quickly with the cooler air in place. Look at this from memphis to west virginia. You could see about a quarter of an inch of ice on top of that snow. Along with new york city, were going to continue watching this for tuesday morning. Widespread outages are definitely going to be a problem. This starts to race in here by tonight and then well exit the northeast by tomorrow afternoon. Kasie, thats just the beginning. It will include universal mask use, physical distancing, hand washing, cleaning and disinfecting school facilities, and contact tracing. Yesterday walensky stressed the importance of following these five strategies to actually be able to get schools open. We have work to do, especially when the country remains in the red zone of High Community transmission. As the transmission comes down, well be able to relax some of these measures, but the real point is to make sure the signs is consistent with our science, which is consistent to say that until we can ensure we have all of those measures happening, the schools wouldnt be safe. It sounds to me like youre asking for 100 Mask Compliance and a number of measures were never going to be able to achieve, and that makes me feel like, boy, i dont know if the schools are ever going to reopen until everybody is vaccinated. Theres literature out that suggests that when over 90 people wear their masks, they will reopen schools. We have more flexibility and opening schools as our disease rate comes down. I would say this is everybodys responsibility to do their part in the community to get disease down so we can get our schools opened. This is, of course, rapidly turning into the central political problem that the Biden Administration is going to need to solve in the short term. And the sevenday Rolling Average of covid cases this is actually some good news fell below 7,000 for the First Time Since november, an effort that america may be showing some signs of progress. Both fridays and saturdays numbers dipped down. Compare that to december and january when the average was dipping into 100 to 250,000. Were still at about 100,000 cases a day. Were still at around 1,500 to 3,500 deaths per day. The cases are more than 2. 5fold times what we saw over the summer. Its encouraging to see these trends coming down, but theyre coming down from an extraordinarily high place. Keep wearing those masks. And scientists are now sounding alarms that the british variant of covid is likely more lethal than the original strain. British government scientists updated their characterization of the strains deadliness on friday with a change to its website saying that the virus is likely linked to an increased risk of hospitalization and death. Its unknown what the reason is for the increased death rate, but some evidence suggests that people get infected with higher viral loads when they get the uk variant. So far this strain has reached at least 82 countries and is being transmitted 35 to 45 more easily here in tu stalgts and its expected to be the main strain by next month. Another reason to keep wearing those masks. And still ahead, backlash against some of the republicans who voted to convict donald trump. Were going to have reaction from their home states. Seven republicans who voted to convict the president already facing heat from their own party. Louisiana gop unanimously voted to censure bill cassidy. He tweeted at cassidy, writing part, quote, you are part of the problem with dchl c. Dont expect a warm welcome when you come home to louisiana. Heres how Senator Cassidy responded. Im attempting to hold President Trump accountable, and that is the trust i have from the people that elected me, and i am very confident that as time passes, people will move to that position. Meanwhile republicans in North Carolina seem to be follow suit. The States Republican Party committee will hold an Emergency Meeting tonight to vote on censuring senator richard burr. Heres what senator Lindsey Graham had to say about his friends vote. North carolina, the biggest winner, i think, of this whole Impeachment Trial is laura trump. My dear friend richard burr who i like and have been friends with for a long time has made laura trump almost certain the nominee to replace him if she runs and ill certainly vote for her. Fox news highlighted the identity crisis. Graham showed his allin for trump, saying taking Back Congress in 2022 cant happen without the president , but bill cassidy doesnt think. So watch this. I spoke with him last night. He was grateful to the lawyers, appreciative of all the help that was provided. Hes ready to move on. Hes excited about 2022. And im go doing go down to talk with him next week, play a little golf with him in florida. I said, mr. Trump, this Maga Movement needs to excited we need to reignite the party. Hes mad at some folks, but i understand that. Will he remain a force in the Republican Party . What does that mean for the Republican Party . I think as force wains, the Republican Party is more than just one person. Joining us now, the cofounder of Punch Bowl News and a longtime veteran of capitol hill reporting, john bresnahan. John, good morning to you. Theres nobody i would rather be talking to than you over the weekend and where it goes from here. Mitch mcconnell in particular, a very interesting figure here. How do you explain why he did what he did and what it means for how they go forward . Mcconnell is trying to defend or winning back the majority inform 2022. Hes got 50 seats. Hes got a couple of tough races. The North Carolina race, a pennsylvania race. There may be more retirements. Chuck grassley has to decide in iowa whether hes going to run again. Hes 87 years oil. Mcconnells whole focus is to win back the majority and his whole issue is electability. He doesnt think that anybody whos tied to he thinks trump is toxic for electability. What happened in georgia . They lost two seats. That cost republicans the majority. So mcconnells one focus is to try to win back the majority. My thing, though, is how can anybody talk about getting back to normal . We still have 10,000 troops guarding the u. S. Capitol. I mean, you know, theyre going to be there for weeks more. Lets Set Aside Normality now until the Security Situation on capitol hill gets reset. Theres no normal right now for congress. So when do you think that that happens . One of the things i was hearing privately ahead of the impeachment vote, Physical Security was of real concern. There are plenty of people criticizing senators who voted to acquit for that reason because they were afraid for their own lives, but the reality is the level of threat, the feeling of insecurity, the Death Threats that members on both parties are receiving is really at an alltime high. People are really, really nervous and upset. Do you see a path out of that incredibly tense borderline violent political reality in the next, i dont know, six months or not . I think so. I mean i would hope in six months or the next couple of weeks, well see them start to draw down some of the troops. Let me tell you this though. I heard from somebody in the House Democratic leadership, there was a member who got a pack and at their office and there were two bullets in it and it had names of Family Members on it. Thats what members of congress are facing right now. Thats what that wing of the Republican Party, the trump wing in the party is doing or trumps supporters are feeling right now. Thats how angry they are. Theyre upset. Thats how dangerous they remain. I think, you know, were going to see some kind of supplemental spending, additional spending on security. Youre going to see a lot more members get security, rankandfile members. Youre seeing it now, members of the squad, people who have had to have it at certain points. Senator rubio, venezuelan Death Threats. Youre going to see a lot more rankandfile members get security, enhanced security on capitol hill, enhanced security back home for these members. I think this is really a toxic situation. Congress has to wall itself out. National legislature has to wall itself off for the national public. Its a scary situation. I think in six months well see a gradual lessening of Visibility Security in some ways. Were not going to have National Guard troops there forever. This is going to go on for a while. Its Move Management or whatever you want to call it wains. Thats the thing, right . There were so many republicans who would tell us, well, we dont need to make a huge deal about this because its going to be fine in the long run. Were going to be the ballast and then they saw them sack the capitol and now we all have a responsibility to try and focus and make sure and underscore that violence is unacceptable in our politics. It was the largest Impeachment Conviction Vote in u. S. History. It was by far the most bipartisan majority thats ever assembled in the senate to convict a president , which has traditionally been a bipartisan thing in american history. Weve got seven republicans. And if you look at the ten republicans in the house who joined us, it was by far the most bipartisan decision and a complete repudiation of the president s conduct. Now, unfortunately it didnt reach the twothirds majority in the senate. Were explaining this to foreign journalists who cant understand why he wasnt convicted with 5367 vote. You need a twothirds majority. As long as hes out there attempting to wage wark on american democracy, hes a problem for all of us. I can completely understand why foreign journalists would have trouble wrapping their heads around this. That was House Managers lead, jamie raskin. Joining us now Congressman Conor Lamb of pennsylvania. Good to see you. Im not sure weve spoeng at length since i was covering your race in pennsylvania. I know some of the lines have changed since we had the last conversation, but youre still in part of the state where youre likely hearing from a lot of voters who have different opinions about what the house should have done about donald trump. Im interested what youre hearing from them. Do you feel like your constituents are anxious to move on from what happened on january 6th and away from the trump era, or are they still angry and frustrated that he hasnt been held accountable . I think its a mix, but for people in the middle or right of center, i think there was kind of a double burden in this trial to show why is impeachment necessary, why are you guys still focused on this. Its over. Do your job. Legislate, bring us some more covid relief aid, whatever. You know, you showed jamies clip before he came on. I think he did an incredible job satisfying both burdens. He continually returned to how serious this attack was on our democracy, everything it represented, why the accountability is necessary, and the result that he got of seven republicans in the senate and ten republicans in the house is unprecedent and it validated why we need to commit to our institutions and the democratic process because although it is slow and painful, we got real results at the end of the day. The nation understands better now what it is were up against Going Forward. We were talking earlier in the show with bres about all the security around the capitol and also the personal security threats i know a lot of your colleagues are facing. Whats that like behind the scenes for you . Have you noticed an uptick in violent rhetoric directed at you, and what do you think we try to solve ratchet that down . Yeah. As you probably remember from three years ago, ive had a fair amount of violent rhetoric at me in the First Campaign i ever ran. It hasnt been too different for me. To me, i think its significant, but it also carries with it a real risk, which is we dont want the American People to believe were more focused on ourselves internally and on our own security and needs than we are on them and their safety and security. I think one of the points jamie and others made throughout the trial is like the attack on january 6th, it affects everything in the country. If we dont respond to it, its ruled by the most violent. Thats not going to work out for the middle class. The whole interest is to make sure the average person is represented. I think its incumbent on all of u, despite the fact we have these new threats personally, to continue to show the American People that this response were making is about them and its about their government and we work for them. You know, thats a challenge in these times because of the misinformation thats out there, but i think the managers did a great job at it. Its a great point about the focus on folks some of many reasons to be focused on their own safety and security, securi otherwise. Congressman, while ive got you, John Fedor Man jumped into the Pennsylvania Senate race to replace pat toomey. Are you considering running for senate coming up ahead here . We will look at it. For me it is about the work. I feel lucky to get to serve In Washington, d. C. And have some impact on legislation. Ill spend some time trying to figure out where can i do that most effectively and where can i help people. We are doing that in the house. This bill last week is going to help a lot of people and im proud to be part of it. My focus is there at the moment. Does Chuck Schumer want you to run . Youll have to ask him that. I havent spoken to him about that. All right. Congressman conor lamb, thank you very much. We appreciate you getting up early for sure. Have a great rest of your week. While the final vote did not lead to a conviction, the substance of the charge is not in dispute. Even those opposed to the conviction, like Senate Minority leader mcconnell, believe donald trump was guilty of a disgraceful dereliction of duty, and practically and morally responsible for provoking the violence unleashed on the capitol. Biden adds, this sad chapter in our history has reminded us that democracy is fragile, that it must also be defended. That we must be ever vigilant. That violence and extremist has no place in america. And that each of us has a duty and responsibility as americans, and especially as leaders, to defend the truth and to defeat the lies. Joining Us White House correspondent carol lee. Good morning. Good morning. Thank you for being up early with us. The impeachment is behind us. And i want to talk about covid relief in a second. But, first, how is the biden team thinking about how to move forward in the way that they underscored in that statement, which is that this ecosystem of conversations about the election being stolen and the way the conservative media works, thats not going away. Its still going to be putting pressure on republican members of congress. How does the Administration Plan on working behind that, trying to overcome that as they try to push their agenda forward . Well, i think, kasie, broadly speaking, their view of that is the truth matters. Im speaking this is what you hear from white house officials. If they just say what is out there, what is accurate, that that will somehow break through, whether or not thats going to be the case remains to be seen. But part of it is just for the president that he is committed to trying to get some kind of bipartisan support. But just change the tone so its not necessarily bipartisan support for a piece of legislation is going to bring the country together. But the idea of talking to republicans and engaging them and having them over to the white house, thats all signed to send a message of sub text of what hes actually saying, here we are sitting together in the oval office and we can actually have a civil conversation. That policy is trying to sort of shift the thinking and the way the countrys political kiss course has been the past few years. Really mother than the past decade. And thats sort of where their thinking is, that it is trying to demonstrate that through the president s actions oven gauging people from across the aisle. Of course all of that culminating on the attack on the capitol january 6th. Right. Carol, lets talk about what happens next with the covid relief package. Democrats obviously moving forward with setting up a way to pass this with just democratic votes. What is the white house thinking about how quickly they can get this package done, what they definitely want to see included in it, and whether they do think they get some republican votes for it, even if they use a process to allow them to do it without them . Well, in terms of their timing, their goal is to meet that march deadline when the benefits expire. So a little less than a month now from trying to achieve that goal. And the strategy is, kasie, they would still like some republican support. Some in the white house are cleareyed about this and say its unlikely to happen. The president wants to try, so they are going to continue to make that effort. This is something the president will play an outside game a little bit this week, traveling Outside Washington For The First Time to try to pitch his plan. He will be in wisconsin, a cnn townhall thursday, going to michigan to visit a Pfizer Vaccine plant. They still have an inside game. Within the inside game In Washington, they have their own inside game, as you know well, with democrats. He has to keep democrats on board with what happened to the minimum wage increase. Thats in there. There is still this delicate dance. They are trying for republicans but expecting it is not necessarily going to happen. All right. Nbcs carol lee, thank you very much for being up early with us this morning. And on this monday, with this Impeachment Trial behind us, i have been thinking a lot about the fact that it feels finally like the end of 2016. But the reality here is President Trump lost reelection. Republicans lost control of the senate. Republicans no longer hold the house. They have lost everything that republicans warned about donald trump when he became the nominee, it happened. It was worse than we ever imagined at the company toll. Now its on all of us to try to rebuild and change this attitude of zones that has come into our politics. Thank you for getting up Way Too Early with us this monday morning. Dont go anywhere. Morning joe starts right now after hes out of office, you go and arrest him. So there is no opportunity where the president of the United States can run rampant january to the end of his term and go away scotfree. The Department Of Justice does know what to do with such people. President trump is still liable for everything he did while he was in office as
