Relief. Listen, its only about a third of what the president wants, right, but straight ahead we have new details on what exactly republicans are offering. Just in in the last hour and why democrats say its not going to cut it. We will get the inside perspective on what President Biden might do next from one of his top economic advisers at the white house, joining us live. All of it as the hill gets ready for something else, that second Impeachment Trial and the last minute legal team former President Trump has now assembled just days before arguments start. Coming up, what im hearing from sources about why other attorneys set to defend donald trump parted ways with him instead, in part over his insistence they push his false Election Fraud claims. And that nbc news exclusive with andrea mitchell, the first sitdown with Secretary Of State Antony Blinken who says that january 6th attack complicates our mission on the world stage. The attack on our own democracy creates an even greater challenge for us to be carrying the banner of democracy. Andrea will join us live in a bit on that. Im Hallie Jackson on this snowy monday morning here in washington with the rest of our nbc news team, geoff bennett, mike memoli covering the white house, leanne canned we will on capitol hill, Chuck Rosenberg former u. S. Attorney and msnbc contributor. Jeff and leigh ann, let me start with you. We have some new details in the republican plan and the interesting potential Sticking Point that i think a lot of people are interested in seems to be those Stimulus Checks, right . The president said one thing on the Campaign Trail before he entered the white house, republicans are offering something very different. Reporter a great way to characterize it, hallie, is that this group of ten republican senators what theyre offering across the board is just significantly less. You look at the Top Line Number, theyre offering 600 billion in their counteroffer to President Bidens 1. 9 trillion proposed package and the biden team has been saying for weeks now that thats not an arbitrary number, that 179 trillion they arrived at that because they looked at the need, came up with the solution and priced it all out. Look at the components. Look at that. Okay. Biden is offering 1400 in Direction Payments to americans, you add that to the 600 you have 2,000. Increase jobless benefits to 400, boost the minimum wage to 15 an hour and 416 billion for convenience and reopening schools for inperson instruction. The republican counteroffer you have 1,000 to direct payments for americans, thats 400 less, 1,000 less overall, they want to keep the jobless benefit at 300 a week, so thats 100 less than what democrats are proposing, theyve got 4 billion in there for health and Substance Abuse services and 160 billion for vaccines. Doing the quick math thats, what, 250 billion less than what democrats are offering. Nowhere in their plan do they call for increasing the federal minimum wage and theres no money direct to states and local governments. As we know a year into this pandemic youve got local government coffers that are depleted and states and governors are doing the heavy lifting and hard work of making sure the vaccine gets out. That is the sort of opening position here with this meeting set to happen at 5 00 eastern. President biden im told is keenly aware of the fact that the American People will hold him to account, his ability to deliver, that theyre focused more on that and less so on the process, but democrats do have this Insurance Plan of sorts with democrats in congress prepared to use this Budget Process to potentially pass this thing with just democrat votes alone, hallie. And it sounds like all ten of those senators are expected to be there. Of course, geoff, as we see behind you it is a snow day in washington to tbd on the travel for everybody. Leigh ann, geoff laid out the High Wire Act potentially for President Biden here. There are some democrats on capitol hill who are making the point, listen, you got elected, right, based on this issue, based on what you told voters you would do, so why water it down with this unity bipartisanship piece of things even if its not what you promised now. Im paraphrasing the context of course but tell us more about that. Reporter well, republicans are saying the opposite, theyre saying joe biden ran a campaign on unity and they should, in fact, be part of this process. It is notable that the first Public Meeting that the president is having with members of congress are ten republican senators. Lets listen to senator rob portman, one of those senators who will be at the white house today, and him talk over the weekend about this upcoming covid relief bill. If you look at the administrations plan you could have a family with three kids making almost 300,000 bucks a year getting a check and many of these people have had no impact from covid, some are doing quite well, others are struggling. Lets focus on those who are struggling. Reporter so as geoff mentioned, they are wanting less money in bucket areas, want more targeted relief, especially on the Stimulus Checks, but democrats most democrats any way are saying that is not what the country wants, thats not what the country needs. Senator brian schatz of ohio tweeted last night what he has actually told me three times over the past week which is the fact that people dont care how legislation gets passed, if its bipartisan or not, all they want to see is results and thats where a majority of the Democratic Caucus is. They want a big, bold bill, something that senator schumer has said many, many times and seems reluctant to wait around for republicans to come on board and spend months trying to negotiate a deal. But there is another factor here, hallie, and that is if democrats move forward with the Reconciliation Process which just means they need just 50 democratic votes, they need every single one of those democratic votes and there are some democrats who arent yet on board with reconciliation, including senator joe manchin of West Virginia who was quite frustrated over the weekend that Vice President Kamala Harris gave an interview in his state without notifying him. So there are tensions that are brewing even among democrats, hallie. Leigh ann caldwell live on the hill, geoff bennett, thank you both. Elsewhere on capitol hill things are happening behind the scenes on the trump Impeachment Trial, same goes for palm beach where donald trump has picked two new attorneys, david schoen and bruce castor to defend him. That selection coming days before the trial begins, just a couple days before tomorrows deadline for the pretrial briefs. While the strategy so far seems to be to call the whole thing unconstitutional on the part of the former president that wasnt the case even a few days ago. Thats because donald trump wanted some other lawyers to focus more on his false claims of Election Fraud in their arguments. According to sources talking to myself and my colleagues. Those other lawyers ended up saying thanks, but no thanks. Mike memoli, Chuck Rosenberg are with us now. Mike, what else do we know about the new trump legal team, why the other lawyers decided to drop out . Im told its because they wanted to make this argument of constitutionality, the former president was very focused on trying to make this very public case that, in fact, did he win the election which obviously he did not. Which some republicans, hallie, as you know, want to get away from that argument. Think in, were now just days away from that Senate Impeachment trial beginning, thats complicating of course President Bidens legislative and his nomination agenda that he wants to see move ahead, but those House Democratic Impeachment Managers have had weeks now to begin preparing their arguments for that trial next week and were seeing the former president is still scrambling to assemble who is going to be there in the well of Senate Making the Defense Argument for him. Who are these new members of his team . We have david schoen, he is a former attorney for Trump Confidant Roger Stone and he also interestingly was a consulting with Jeffrey Epstein before his death. We also have bruce castor who served in Pennsylvania State government but also was the Montgomery County District Attorney most notably for deciding not to go ahead with the prosecution against bill cosby in 2005. An interesting cast of characters. What we will get some of our first clues about what that defense is going to look like as you mentioned when we begin to see the pretrial arguments filed as soon as tomorrow, its going to be an interesting signal, especially for those Senate Republicans because this is another question, hallie, how much do those Senate Republicans act in some ways as a defense for former President Trump if not in the trial itself but in public all across the board around the trial because certainly theyve largely focused their arguments against moving forward with even the trial itself let alone conviction on these sort of process arguments, whether this is constitutional, not defending the president , his conduct at all here. Thats something that clearly they want to stay away from, hallie. Mike memoli live for us outside the white house. Thank you much. Chuck, let me bring you in on this. I am not a lawyer, it seems like having a week to get ready for an Impeachment Trial is not a particularly robust amount of time. Am i misreading it . Whats your sense . No, you dont have to be a lawyer, hallie, to understand that its not a lot of time, but, look, a lawyer has an obligation to her client, thats absolutely clear, a duty of candor, a duty of confidentiality, but a lawyer also has an obligation to the court or to the tribunal. Also a duty of candor. So she, in this case he, cannot advance any argument that they dont believe is legitimate. If the president is insisting that the defense be centered around the election as a fraud, i understand completely why a lawyer would drop out. You cant do that. Even though you have that obligation to the client, you also have that obligation to the tribunal. So my guess is with these new lawyers and youre quite right, this he dont have a lot of time to prepare, theyre going to advance the Unconstitutionality Argument meaning theyre going to meet their obligation both to the court and to the client. And we also know, hallie, that that argument resonates with some number of republican senators so it will likely succeed. Let me ask you about this strategy were learning more about but the house Impeachment Managers. We heard some of this previewed by Chuck Schumer over the weekend, the Washington Post reports theyre looking for new Cellphone Footage of the siege on january 6 basically to try to put together a case that is emotionally charged, right . Quote, the effort to present new Video Evidence and witness testimony appears designed to make republican senators as uncomfortable as possible as they prepare to vote to acquit trump as most have indicated they will do. Chuck, how effective do you think that could be from just a Strategy Perspective . Well, i think its the right strategy, whether or not it succeeds is another question, but my view has always been tell the story, tell the whole story, tell the truth, tell the full story. What you have to do here is paint a picture and that picture as much larger than the peach that the president gave On January 6th which touched off the riot. It was before the election, it was right after the election, it was in the weeks after the election, it was in the time leading up to the January 6th Speech that the president was inciting a riot and insurrection. So i think its wise for house Impeachment Managers to tell the complete story because even if senators choose to acquit, even if they choose not to find that the president ought to be convicted and removed, we still need to see the entire story. Greene is defiant and beyond that shes pointing to support from the former president now. Other republicans mostly quiet but the partys Identity Crisis on full display as sources tell me former Vice President mike pence is trying to carve out his own path without donald trump, hes look to go Form A Policy Oriented Political Group that should be coming out in the next few weeks. Adam kinzinger unveiling what hes calling a new movement for republicans creating his own new pac that aims to bring back what he considers conservative prime ministers. Let me bring in now nbcs Garrett Haake who is on capitol hill and all over the story. We didnt know if we were going to see a live shot, its going to start in ten minutes or so, a resolution to try to basically strip Congresswoman Greenes committee assignment. That is separate from this other push to expel her from congress. It has a lot of people thinking about what happened with steve king, right, who made racist remarks in the past, the gop took action eventually against him. Talk us through what could happen here. Reporter well, this is at least the second i think its actually maybe the third different attempt by a different democratic lawmaker to find some way to punish Congresswoman Greene for her past comments even by censuring her, expelling her, in this case by stripping her of Committee Assignments. The difference between these efforts and the efforts against congressman steve king were the length of time over which former Congress Bhan king was making his controversial and racist comments and the fact that he made many of them after becoming a member of congress whereas misgreenes transgressions largely occurred before she was elected which limits the willingness sometimes of congress to take punitive action here. The other interesting element is the politics of all of this. Speaker pelosi said late last week that it was incumbent upon republicans to figure out how to handle Congresswoman Greene, it was up to them to police one of their own. We know that Minority Leader mccarthy is expected to meet with her later this week but so far he has had more to say about liz cheney and sort of negative words about liz cheney and her comments and vote for impeachment than he has about Marjory Taylor greene, Taylor Greenes vote or her tweet of support from President Trump probably also ties Kevin Mccarthys hands here. Democrats may decide its better to let Congresswoman Greene be an albatross around the neck of republicans until they decide how they want to handle her and run against hundreds of Marjorie Taylor greenes all around the country in the midterms. There has been a State Of Emergency in effect in New York City since 6 00 this morning. Travel is limited to nonessential, nonemergency workers or nonessential travel, Nonemergency Travel only so that if people who have to be out those are the only ones out on the road as snow plows try to keep up with this snow that just keeps going, it is expected to just keep going all day. Schools in New York City are closed for inperson learning, everything is virtual today. So not technically a snow day, but school has been impacted by this. Back to washington and a big test this afternoon for President Bidens unifying message calling for bipartisanship. You know that in just about six hours from now hes going to meet with ten republicans to talk about their trimmed down covid relief counteroffer. But theres not a ton of time to negotiate here. With extra unemployment assistance set to expire next month. So joining me now to Jared Bernstein a member of President Bidens council of economic advisers. Mr. Bernstein, good morning. Thanks for being on the show. My pleasure. Thanks for inviting me. So we explained at the top of the broadcast here what is in this gop proposal versus the one that the white house has put forward. I want to pull that up on screen for folks. Really one of the biggest things smaller Stimulus Checks called for by republicans. So is that something President Biden is prepared to accept . President biden is going to fight with every fiber of his being to make sure that an adequately sized rescue plan gets out there and that is the rescue plan that he has proposed. This is a plan that was conceived by summing up not trying to hit some Top Line Number. I find a lot of this Top Line Number stuff to be a distraction. Its conceived by summing up what it will take to control the virus, distribute the vaccine and to finally get businesses and families the help they need to get to the other side of this crisis. You know, ive been watching these noreaster clips that youve been playing and theyre very dramatic and its very snowy here in alexandria. Let me give you an analogy if i might that i think would be helpful. Is that okay . Sure. Go for it. Okay. Imagine that the mayor of the town given this noreaster said, were going to plow all the roads so that everybody can get back to work, back to commerce, Back To School and weve got a plan to plow all the roads and the republicans came in and said, well, you know, we have a plan to plow half the roads, we might leave some of the roads unplowed but it will be okay. Thats not acceptable. If republicans came to the table and said we have a better plan to plow all the roads, its cheaper, its more effective, its more efficient of course thats precisely what President Biden has said hes open to discussing, but whatever plan comes to the table youve got to plow the roads, which, by the way, a noreaster is tough, but a Global Pandemic is much tougher, much more fatal and obviously a much bigger deal in terms of arresting this virus once and for all, getting covid19 behind it, thats the American Rescue plan. I appreciate the analogy, sir, for sure. I think republicans might argue that theyre saying to belabor the point a little bit, your analogy here, were not asking not to plow roads, were just saying people with more shovels can shovel their own roads, if you will. All that said youve been emphatic that the president believes what he has put forward is the thing that will work. So is todays meeting just a formality. Sths a photo op to show that joe biden is willing to meet with people across the aisle . I dont think anybody listening to joe bidens word and watching his Body Language on this would conclude that this is a photo op. He is earnest about cooperation, earnest about negotiation, but he is more than earnest about the reluctance, the absolute insistence that theres no delay, that theres no inaction, that negotiation doesnt become an excuse to actually do something. Okay. And i think also, hallie, i think we have to appreciate this is a far more bipartisan plan than is often recognized. We know that the business round table, the chamber of commerce, we know that the exists for former President Trump and former president bush have signaled their concern and the urgency of getting this plan out there. So i dont think this should be a matter of, you know, argument about whether were going to help people, i think its going to be whats the best way to help people most quickly. So if President Biden is earnest, then, about trying to work across the aisle, as you are talking about here, as long as its done quickly with urgency, get specific for me. Where are you willing to give . Where is the white house willing to give a little bit to try to get support from at least a few of these republicans who are coming over . Lets say not Stimulus Checks, right, it sounds like that might not be room for negotiation here, where else specifically . You know, im not going to get into specific negotiations now, especially ahead of that meeting, and i think the key there is that we will be willing to the key is not to think about which negotiations, you know, are open before they begin. The key is to think about what is it that we cannot be flexible about. So we cannot be flexible about controlling the virus and distributing the vaccine with alacrity and speed, we cannot be flexible about reaching the folks on the bottom leg of the k who have been left behind. Checks, unemployment insurance, help to families and businesses, we cannot be flexible about reopening schools. We can be flexible about the best ways to do that and we should sit down and talk about that, but we cannot be flexible about the urgency of getting this out the door. Okay. Very quickly before i let you go bloomberg has been reporting about a potential, you know, perhaps divide among people who advise the president as you do on the economics of this, Heather Boucher among those who has privately expressed reservations according to bloomberg about the size of the Stimulus Checks, what level they would phase out for people who make more money with the fear that checks will cost so much there wont be left over in the relief bill to support other priorities that are important. Where do you stand on that . Do you agree with those concerns, mr. Bernstein . Where i stand on that is that theres nothing there. Ive been in meetings all day with the Economic Team, every day, saturdays and sundays, with the Economic Team on all of these issues and our oars are in the water rowing in the same direction. We are pushing as hard as we can to enact the president s vision. Jared bernstein, thank you for being with us. The fact that he is going to have so many issues on his plate, but in russia what we saw yesterday was the most brutal crackdown yet from Vladimir Putin against the protesters all sparked by Alexei Navalny. Vladimir putins toughest show of force yet, thousands arrested across russia for demanding the release of Opposition Leader Alexei Navalny from a moscow jail. You have condemned this and the russians have responded saying that this is gross interference, suggesting that we are behind it. The russian government makes a big mistake if it believes that this is about us. Its not. Its about them. Its about the government, its about the frustration that the russian people have with corruption, with krep tok kraes. Should the u. S. Sanction the backers of Vladimir Putin as punishment for what has already happened to navalny. We are reviewing a series of russian actions that are deeply disturbing. Is there there is no doubt especially when covid19 first hit but even today, china is falling far short of the mark. Should they pay some price for that . The focus we have to have is both getting full understanding and accountability for what happened. And, hallie, a very clear reference to the way the State Department was hollowed out and demoralized during the trump years, the new Secretary Of State says he wants a more diverse department, he wants to recruit and retain career diplomats, he will promote them as well and hes banning political influence from the white house and also going to have an independent Inspector General that of course is the law but that wasnt the case, an Inspector General to hold him accountable. So its a big change obviously. It sure s andrea. And quickly here we know that there was supposed to be a major Foreign Policy speech today, that got basically called off because of what weve been talking about here, the snow, the weather here in washington. What do we expect to hear from him and do we know when or if thats been rescheduled. Its been rescheduled for wednesday. Tomorrow is immigration day, thats when theyre rolling all of that out. Theyre going to do it on wednesday and thats basically its partly a pep talk to the State Department, to the demoralized, as i said, diplomats who have been overlooked or purged, forced out, the whistleblowers all really quit in frustration, but also its to tell the world that america is back, america wants to work with nato, wants to rejoin of course they have rejoined the wto, the Paris Accords and a message of course to adversaries, russia, iran, north korea, that america will be strong because it will work with allies. So the biggest part of the answer to how can america be trusted again is look at this new team, theyre extremely experienced. I will draw a line under one other member of it, nominated to direct the cia, ambassador bill burns, former ambassador to moscow, wellknown in russia. They are indicative of the quality, experience of this team thats coming in. We will get back where we need to be. How important we talked about whats happening in myanmar, the military take over there. How important is the u. S. Response going to be for frankly the Biden Administration here and setting a foundation for what happens moving forward . Yeah, the bottom line here is its been a bad couple of weeks for democracy, right . We see the capitol of the United States of america stormed, we see the russian thug Police Forces clubbing down legitimate protests after an attempt to poison a political adversary, we see myanmar where an elected government is now locked down by the military, im particularly sorry to say to see that. So its been a bad couple of weeks around the circuit, if you will, and i think that i and many others will, therefore, hallie, be living very closely on wednesday when the postponed first big Foreign Policy speech by President Biden comes out. He will do three things, international, he will hit that hard, interagency, getting the State Department back and working, and also private public cooperation. I think those will be three big themes and will add to that we havent talked enough about it china and how we create a real strategy to deal with china. This morning, officials in rochester, new york, are looking into an incident captured on video that shows officers handcuffing and Pepper Spraying a 9yearold girl in the back of a police car. The Rochester Police Department Release the tape and blurred the childs face. Its disturbing. We will only play it once. Here it is. [ screaming ] i got her. I got her. It went in my eye. Officials say the police were responding to a report of family trouble. We dont know what happened after that or what led to it. The Deputy Police chief said the 9yearold was taken to the hospital and was released. Ron allen, what can you tell us about this . Its emotional because it involves a 9yearold girl. You can see on the video shes in some emotional distress. Police were called because she was threatening herself and threatening her mother. On the tape, you can hear her screaming for her father as well. Its unclear what led up to this. Again, because its a very delicate situation involving a 9yearold girl, you can see the police are Making Efforts to try and get her to get into the car. Shes resisting that. Eventually, they spray her with mace or chemical spray to try and subdue her. They are able do that. They take her to the hospital where shes treated and released. It seems difficult to understand why you use a chemical irritant on a 9yearold girl. Theres a Police Accountability board investigating this. In rochester, a year or so ago, there was a 41yearold black man named daniel proud who he was taken into custody. He was fitted with something called a spit mask which covered his face because he was in some sort of Mental Distress as well. He ended up suffocating. The cause of death was asphyxia. The bottom line is that here is another situation involving a civilian in distress, some sort of Mental Health episode or something, and she is subdued. A 9yearold girl. As you know, across the country, there are departments trying to send Mental Health professionals along with the police or instead of the police to deal with these situations. Unclear why that did or did not happen in rochester. Because this is another incident happening a year later, a lot of scrutiny and investigation and calls for accountability and trying to understand exactly why the police chose that they had to deal with the situation in this particular manner. We are getting chilling new statistics. More than a fifth of all covid deaths in the u. S. Were recorded in the past month. That means in january, covid killed somebody every 28 seconds. You have frustration growing as the effort to get vaccines into the arms of people who need it, elderly, proves to be slow. In massachusetts, people over 75 are facing a supply shortage. Whats being described as a frighteningly impossible signup system. I want to bring in from fenway park nbc news gabe gutierrez. Talk through whats being done where you are. Reporter good morning. This is fenway park. The iconic home of the red sox. Its a little surreal to see Concession Stands to my left and to my right you see this long line now of people getting vaccinated, many of them 75 and older. This is the first day that seniors 75 and up can get vaccinated here in the state of massachusetts. As you mentioned, a senator told us its like the wild west. They have been having trouble getting some of the Vaccine Appointments ready to go by signing up on the website. Some of the people we spoke with say the process here at fenway has gone very smoothly. They got the this morning. They rushed over here. Officials here say that they plan to get about 500 people vaccinated today and ramp that up eventually to more than 1,200 and hopefully they hope to do more. We have coordinated with the state. We only ramp up inasmuch as already those vaccines have taken have been taken into account. Were not worried in terms of accessibility of the vaccine. Reporter again, people 75 and up getting vaccines today. You can see they plan to finish that up by 1 00 today. The weather is affecting things here. They have been asked to move the appointments to the morning. That way as a noreaster rolls in, they dont have to have people here in the afternoon. Back to you. That makes sense.
