FAIRMOUNT, N.D. — A man was arrested after a five-hour standoff with Red River SWAT at a home in Fairmount, ND Thurs. The Richland County Sheriff's Office was attempting to arrest 24-year-old Adam Prochnow for a Tues. night fire at the Richland County Law Enforcement Center when he started his garage on fire. No one was hurt during the standoff. Negotiators were eventually
