âNeighbors oppose ...â Iâve heard these words so many times in my seven years in South Bend: Neighbors oppose allowing rehab facilities, supportive housing for the homeless in a half-dozen places (most recently at the former Madison Center on the East Bank), and of course neighbors oppose unregulated tent cities, too. And theyâre not too fond of our existing shelters or of people sleeping by the river or on the sidewalk. Where exactly are people who are already in a situation of homelessness and addiction supposed to go? And at what point are city and county officials going to stop letting a few people derail good, professionally planned and staffed projects because of these vague and free-floating fears?
