Lawyers say NYC gun case no reason to jail Brooklyn parolee

Javaugh Higgins, 34, is sitting in Rikers Island after police reported finding a gun in the basement ceiling of his East Flatbush home on April 28 — a violation of the terms of his parole in his sentence in a string of robberies in 2005. It’s the second time in his life that Higgins, 34, finds himself in a controversy over the state’s rules for jailing people accused but not convicted of a crime.
