good morning from the cbs 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. a southern california couple is behind bars this morning after police made a horrifying discovery. authorities say they found 12 of their children being held captive, some chained to beds, and starving. the children range in age from 2 to 29 years old. we have the latest. >> reporter: social media posts show one big, happy family. 13 kids with their parents on vacation, often dressed in matching outfits. but investigators say no one could have pictured what was happening inside their paris home. early sunday, a 17-year-old girl escaped from the home and called 911 saying her 12 brothers and sisters were being held captive. some bound to their beds with chains and padlocks. >> it's just crazy to think that people are being treated like that so close to you. >> reporter: neighbors are trying to figure out how they missed the signs. they say the family had lived here for about three years but didn't come out much. this fall the parents and a few of the kids were seen doing yard work. >> looked like they were having fun, like a regular family. helping people. like kind of assembly line together, grabbing things. and it seemed like they were having fun. >> reporter: neighbors say the kids were pale and shy but didn't seem to be in poor health. investigators say all of the children were dirty and malnourished. at first they didn't even realize the seven oldest were adults between the ages of 18 and 29. jameela adams, a neighbor with experience in the foster care system, says she's never heard of a case like there before. >> to see it's right here, it's heartbreaking. especially as a foster parent. that's what we do. we take care of the kids who can't take care of themselves. to see somebody has their own kids like that, it's hard. >> reporter: according to the california department of education, the home was registered as a private school called sam cassel day school. 57-year-old david turpin listed as the principal. he and his wife, 49-year-old louise, face charges of torture and child endangerment. the bail set at $9 million each. the riverside sheriff's department will be holding a press conference tuesday morning. we're hoping we'll learn then exactly what was going on inside this home and how the children are doing now. cbs news, paris, california. under the threat of a possible government shutdown now just days away, president trump and congressional democrats continue to fight over immigration policy. this as mr. trump pushes back against allegations he made a racist remark. we have details from new york. good morning. >> reporter: good morning. with an already busy week ahead of them on capitol hill, the president used the martin luther king jr. holiday monday to attack senator dick durbin for claiming he used a vulgar term while referring to certain immigrants. the controversy has stalled negotiations on a daca deal. president trump returned to the white house last night from his mar-a-lago resort in florida still defensive after allegedly using a vulgar term to describe haiti, el salvador, and some african countries. yesterday he went after democratic senator dick durbin for, in his opinion, blowing immigration talks. the president tweeted in part, "senator dicky durbin intotaled misrepresented what was said at the daca meeting. deals can't get made when there is no trust." there's internal west wing debate over whether the president said "blank hole" or "blank how to," causing discrepancy on why some republican senators deny hearing the president use the specific expletiv expletive. >> i don't know that changing the word from "hole" to "house" changes the impact that this has. >> reporter: the controversy has stalled talks on d.r.e.a.m.ers, children brought here illegally as children. some say they won't green light a budget if daca isn't resolved. the government could face a shutdown friday. >> the only way to fix a problem in washington is to get a bipartisan solution. and i urge the president to lead us to that bipartisan solution. mr. president, close the deal. >> reporter: the daca program ends in march. if lawmakers don't find a solution, those immigrants could face deportation. senator durbin is urging the white house to help set the record straight and release whatever recording it might have of the meeting. >> thank you very much. ahead on "cbs this morning," john dickerson talks about the reported comment with the secretary of homeland security. the sentencing hearing for former usa gymnastics team dr. larry nassar is set to begin today in michigan. his victims will be allowed to speak in court. nassar has admitted to sexually assaulting gymnasts and possessing child pornography. he's pleaded guilty to seven counts of sexual assault. more than 125 women and girls have filed lawsuits against nassar. nassar has already been sentenced to 60 years in prison for child porn. he faces up to 125 years in prison. olympic champion simone biles is the latest gymnast to come forward and accuse gnatsar of sexual abuse. biles, who won four gold medals in the 2016 olympics, joins several other prominent gymnasts who say they were molested by nassar. she tweeted, "i, too, am one of the many survivors that was sexually abused by larry nassar. there are many reasons that have i -- that i have been reluctant to share my story. i now know that it is not my fault." the governor of hawaii delivered a rare address to the state last night, apologizing for the fear, anxiety, and heartache caused by the warning of an inbound ballistic missile saturday. it took nearly 40 minutes to let people know it was a false alarm. he said his administration is taking steps to prevent a similar mistake. >> let me be clear, false notifications and waiting for what felt like an eternity will not happen again. you have my promise on this. >> an employee who hit the wrong button twice, sending out the false alert, has been reassigned to another job. a winter storm bringing snow, sleet, and freezing rain could make a dangerous commute for the morning across the south. winter storm warnings have been issued across central and southeastern texas, into northern louisiana, southern arkansas, and kentucky. the wintry mix caused slick roads, school cancelations, and flight delays in texas. the storm is expected to impact the eastern u.s. through today. and one of southern california's busiest highways will remain closed for at least another week after deadly mudslides. thick mud and debris still covers much of the 101 near montecito. it's the main coastal route between los angeles and points west and south. more than 500 homes were damaged or destroyed in the mudslides. at least 20 people were killed. the number of people missing fell to three after a 53-year-old transient was found safe along with his dog. coming up on the [ bleep ]. newly released footage shows a dramatic fire rescue in georgia. the helmet cam video was shot earlier this month at an apartment complex fire in dekalb county. firefighters lifted a ladder to a family trapped on a third-floor balcony. as flames shot out, they caught babies and children tossed down to them. about a dozen people were injured from the blaze. mostly related to smoke inhalation. there's a push to save net neutrality, and new details about the victim in the casino boat fire. those are some of the headlines on the "morning newsstand." the "tampa bay times" has listed a mother the lone fatality from the shuttle board fire. carr carrie dempsey died sunday at an area hospital. she was on the wooden boat that caught fire. the boat was taking them to an offshore casino in the gulf of mexico. the "washington post" says senate democrats have found 50 votes to restore net neutralitiy regulations. net neutrality bans telecoms from favoring one site's traffic over another's. the fcc repealed the policy last month. congress can reverse the move within 60 days, but that would take 51 votes in the senate, plus support from house republicans and president trump.
