>> reporter: good afternoon, what a day, so much anticipation all morning long, and the unveiling just took place because it took a 15 years, 15 years, to get to this point. and i'll move out of the way so you can see what everyone was waiting for. this memorial has three categories, including five pillars, ballot box, free car, of course, 12-foot sculpture of octavia valentine catto, all created by an artist who is haitian american, here today. now, who was he? a lot a lot of people don't know him. he grew up in south philadelphia. he was educated, at the institute of color view, predecessor of cheyney university. he was a member of saint thomas episcopal church. he was a major in the national guard. he helped recruit black soldiers who fought in the civil war, and once came back from the war he began the fight for civil right. he helped to desegregate public transmission, across pennsylvania, also helped to galvanize the black male vote, when black men won the right to vote. in addition to all of this he was a shortstop, organizer of all black baseball league here in philadelphia. and let me tell you, the mayor jim kenney has been so passionate about this effort, and he says that he hopes that this statue will inspire next generations. here's what he had to say. >> my hope is that some day every child in philadelphia and every child in america will know as much as catto as they do about george washington, ben franklin, and doctor martin luther king. (applause). >> yes, and i have to mention that octavia catto was killed in election did a day 1871 nearly 150 years ago, i mean, this is very historic moment for philadelphia at a time when this country is talking about the purpose of monument, this one of course is making history with the hope to inspire, and i should mention to you, jim, rahel, there is also curriculum in the public schools. so they're hoping this legacy of catto will live for many, many generations live at city hall, cherry craig, cbs-3 " eyewitness news." >> in other news today the cowboys and the cardinals did not kneel during the national anthem last night, but their respects -- actions did get the president's attention. took knee at mid field before the anthem, then stood up with interlocking arms just like the cardinals. president trump took note on twitter saying quote the booing at the nfl football game last night when the entire dallas team dropped to its knees was loudest i've ever heard. while dallas dropped to its knees as a team, they all stood up for our national anthem. the cowboys owner said that they kneel to show the need for unity, and equality. this effort by senate republicans replace and repeal the affordable care act, they'll meet in a closed session to decide what to do next. correspondent weijia jiang more now on the healthcare battle from capitol hill. >> president trump's slammed republican hold outs to oppose the gop healthcare bill. acknowledging it may not pass this week, as planned. >> at some point, there will be a repeal and replace. but we'll see whether or not that point is now or will it be shortly thereafter. but we are disappointed certain so-called republicans. >> monday at least 4gop senators said they could not support the revision to the grand cam did i proposal. senator susan collins of maine joined senators john mccain, ran paul and ted cruz, pointed to the bill's massive cuts to medicaid t would have changed the program in a way that would have put healthcare at risk for some of our most vulnerable citizens, including disable children, and low- income seniors. >> now the big question is whether the senate will still hold a vote even though it appears the bill will be defeated. >> it is okay to vote. it is okay to fall short if you do, for not -- >> already in the unanimous no column, democrats say they want to work on millions of hurricane maria victims are struggling for basic needs, six days after the storm hit. many people on the islands are without food, clean water, fuel and electricity. critics say the recovery effort has fallen short with aid trick inning in too slowly the governor of puerto rico says some ports will be opening soon it, should help get more supplies in from the us mainland. >> satellite images to show just how massive the power problem is in puerto rico. the first image was taken july . now, compare that to the second image taken on monday, it shows the island in near total darkness. >> summer like weather coupled with dangerous rip currents made for a a touch and go weekends at the jersey shore. taking a look at the current surf conditions in ocean city more than 100 people had to be rescued thanks to rip kinds churned up by hurricane maria off the coast. three people died after getting swept up in the current. katie fehlinger live keeping an eye on the rough surf from the cbs-3 skydeck. katie the rip countries social security ongoing. >> it is. we've had multiple tropical systems rolling past us here, thankfully not doing much more than providing glancing blows when it came to where they ended up with their track. but you had jose. now you've got maria, it does seem as though this continues. but that's the reason with these multiple systems out there. let's take a look, in fact, at the storm, which is still category one hurricane barely hanging onto that status by the way. with time this will get swept out to sea. much mower on the track later in the show. what this does, churns up the sea. so as that surf is getting churned up, you will have to deal with not just potential maybe even for some minor coastal errosion and flooding but yes the rip countries being remains, it can be so tough to pick those out, when you look along the shore line. so my advice is this, even though we do have pretty great beach weather right now, it feels very, very warm outside, stay on dry lands. that's just the hardest way to avoid this. this is the storm system, primarily under the influence of high pressure for now, but that is about to change with time. it definitely feels steamy out here, it definitely feels like summer, we're on pace with our current feels like value to feel like the height of summer in the afternoon here. already in fact feeling like the mid 80s around portions of our outlying suburbs, to the north and west, had bit more cloud cover here in the city so feels more like 81, but even here, seeing the sky brighten up nicely. much more on where maria is tracking but also the ends in site of the summer like pattern, can't last forever, guys, we'll let you know when it does draw to a close little later on. >> all night at schuylkill township inside his park car. appears he shot himself. felt man was wanted for shooting 48 year old amy herman at her limerick home last friday. investigators say herman is recovering and is expected to survive. >> well, philadelphia health officials have unveiled new campaign to keep some of our youngest and most vulnerable resident safe. >> priorities. >> oh, boy. >> all right, so christmas trees? >> doesn't feel like it. >> it is getting cooler. >> soon, will feel like pumpkin weather. so excited. lynn ville, a here we come. a lot going on out there. two separate disturbances we want to talk about, one, hurricane marie arc where that is shed dollars bringing indirect impacts -- i am packs to us, the mechanism for the change that's about to take place. also, why maria is not going to be a direct threat to our area. a lot to get to. movement in the atmosphere taking place in the next few days, pretty substantial impact to our area. out to the maps where you will notice this very wide zoom you do still have hurricane maria churning out there. it is making it path to the north carolina coastline. in the bringing in just some showers, steady rain certainly as you get to the immediate shore line. and the cape area. but for the most part this storm system is a glancing blow for north carolina, then it will move out, see more on the track later. here is the frontal boundery, the trough, that has two purposes, a, send our temperatures plummeting, but also helps here maria. and when you look at the difference in the thermometer reading, behind this front, versus out ahead of it, real can i see very clear cut view as to where this is crossing, as we speak, so, here are actual temperatures right now in the city. 79 degrees, should have about 4 degrees here before the afternoon is said and done. in the lower or mid 80s, all the way back to little rock, even 87 in st. louis, but see the colors starting to change over iowa, parts of kansas, much cooler air already nudg ing in there. and talk about a gradient, go from near zero nine st. louis, to 57 in omaha. that's cool front right there. and that is the kind of cooler air that's going to be headed our way in time. so, serious change-about, change every pace hereby the time we reach that time frame here locally. now, we also will have to deal with wet weather. jump to you tomorrow morning. more clouds than anything initially. and i think we are going to see some sun. will likely be a shower around , not huge deal. this is really just again that trough starting to cross through, and also, maria making its posted path. come thursday morning we should be in the clear, breeze picks up, humidity drops, temperatures drop, that change really starts to take place. here is where maria is headed that seconds, the way that this front is moving through the second way it will have change in our area. it really helps take the storm out to sea, still barely hanging on as cat one hurricane, really can't, not any match for the front that's coming along, that's going to steer it out of here. and thankfully not even a issue for atlantic canada. getting that out to sea. that will will become memory in time. again the rip countries, continue for few more days. outside palmyra cove nature park, definately breitbart ends up since early this morning. you can make out a lot more of the center city skyline than you could earlier this morning with all of thing into we had. some clouds out there, not as breitbart as recent days, certainly not as hot either. we ended up at 91 yesterday after all, so not quite as harsh today, certainly well above average. we would normally top off at 75. we are very much above that for the next few days. but here is your dose of reality, guys. friday looks beautiful. it is one of those crisp, clear, breitbart sunny fall days. saturday, maybe a shower, with reinforcing cool air coming in but all-in-all the weekend looks real nice. >> much easier to run in that kind of weather. >> oh, boy, all right, katie, thank you. >> prepping for a marathon?
