That is after the us Senate Quickly approved a bill last night that the house had wrangled over for days. Democrats and republicans have come to an agreement and the government will remain open. Bipartisanship, which has been the trademark of the senate, has prevailed and the American People can breathe a sigh of relief. But that approval may cost fresno congressman Kevin Mccarthy his position as secretary of speaker of the house. Mccarthy had to work with democrats to get that deal finished. He is calling the 45 day funding extension a victory. I dont know how many times youre going to count us out, but if theres one thing you should start, understand ing. Not just that ill never give up , but im a type of conservative that wants to get things done. But at the start of this congressional session, mccarthy gave fellow republicans the power to call for an election of a new House Speaker as part of his trade off to win his leadership position. Now, hard line republicans could exercise that right now, we are at this point because Kevin Mccarthy made multiple contradictory promises about the budget top line, two different groups of people. He made one promise to house conservatives in january to secure the position. He made another promise to president biden. He made a third promise altogether to house appropriators. Well, its still not clear when or if House Republicans will call for a motion from mccarthy to vacate that chairmanship. As democrats point out, there, still not a long term federal budget in place. And democratic congressman jared huffman, who represents the north bay, released a statement saying, quote, while we have averted a maga Government Shutdown for now, this is not a Mission Accomplished moment. Speaker mccarthy was forced to work with democrats who remain unified throughout this spectacle of gop dysfunction and who ended up providing most of the votes to pass this stopgap measure. So the signing of that funding bill has an Immediate Impact here in the bay area. If it had not been signed, San Francisco would not be celebrating fleet week this week since military units would not have been allowed to attend Public Events in an official capacity. Well, all green lights are given and systems and shows will go on as planned, though with a tiny bit of a delay here. We did hear from folks over at the us navy who were planning a First Responder fly out. They were planning to have some of those Us Navy Ships dock here a little earlier this morning, but we seem to have some hours long delays. So dont expect to see that early today here in San Francisco. Were not too far from pier 30 where all of that is expected to happen here. Now, those spokespeople tell me that has nothing to do with the impending Government Shutdown or rather formerly impending Government Shutdown. Here they were already planning for things to for the show to go on and for all their events to go as planned. Very much confident in that shutdown would be averted. And now that it is, they are going on going further with their plans and really just trying to fight through some delays, some natural delays, really. So well show you a little bit of what fleet week looked like last year. We know that this morning congress did pass that 45 day spending bill to fund the government just a little bit longer, as you mentioned, if that didnt happen , those navy ships would not dock here in San Francisco. They would not be available for public tours as they will be later this week. And the blue angels show that so many people from all across the country come out to see would not happen. But all those plans are in place and all those plans will move forward. Now, the last time the federal spending became a problem for fleet week in San Francisco, that was back in 2013, where a Government Shutdown forced the city of San Francisco to miss out on all of what fleet week has to offer. A plane from the president s military fleet carrying the body of the late senator Dianne Feinstein to sfo on saturday. For on board the plane. The late senators daughter, elizabeth and close family friend, former House Speaker nancy pelosi. I loved her very much. Friend and neighbor and just for decades. Among those on the tarmac to meet the planes San Francisco mayor, london breed. Later, joining the procession as senator feinsteins body was guided by Police Escort to sinai Memorial Chapel in San Francisco. Outside an emotional nancy pelosi reflecting on her friend , her colleagues trailblazing political career, she has been a champion for california, whether its as an appropriator or in bringing resources here, whether its a champion of our environment. He says the Fund California would have to use to pay for these benefits is already 20 billion in debt. Money for this fund comes from a tax that businesses have to pay on each of their workers. Lawmakers can still attempt to pass that legislation, but it has been decades since a vetoed bill was overruled in california. For time now, 709, the unions representing more than 75,000 Kaiser Permanente health care workers, says a strike this week is now likely. The deadline set for 1159 last night has come and gone, and Union Leaders say they are still very far apart. And reaching a deal with Hospital Management on a number of key issues, raising the possibility of a strike on wednesday. The unions say kaiser has failed to address a staffing crisis that led to dangerous wait times for patients. Kaiser says the unions claims are misleading. And it was a case that sparked major changes in how these types of cases are both investigated and prosecuted. 30 years later, emotions are still high. Ktvu henry lee takes a look. October 1st, 1993, the date 12 year old polly klaas was kidnaped during a sleepover at her home in normally quiet petaluma. She was found dead two months later. Her killer sent to death row where he remains today. It makes me so angry. You know, it really does. You know, im still dealing with major anxieties 30 years later, as her mom slept in the next room, polly had two girlfriends over at her home. A man suddenly appeared in the doorway with a knife. He told the girls to lie on the ground. Asked who live there . And when . Polly answered up, he took her and left pollys father, longtime child advocate mark klaas, says the pain has subsided, but will always be there. The whole idea when people tell you to get on with your life or to get over it is ridiculous. Its absurd because you cant put Something Like that behind you. Cherished photos on his walls, replacing the ones once plastered on missing posters across the bay area. A painful reminder of the tragedy that will always be part of petalumas past. Just a lot of more stranger danger and lots of doors locked. Shannon russell was ten when polly was kidnaped. The two had been in the same soccer league, so it definitely defines petaluma. Ive traveled all over the world and people will hear the word petaluma and theyll say, oh, polly klaas. And they live in other countries, other places. Pollys killer, Richard Allen davis, was identified after investigators realized Sonoma County sheriffs deputies had contacted him hours after the kidnaping when his piano got stuck in a ditch. Hes been sentenced to death, but the Death Penalty now on hold in california. If there was any justice in the world, hed be hed be in the ground and shed still be walking around. Vale belo worked the investigation as a detective sergeant with the Petaluma Police department. The fact that that davis is still here, the fact that hes still alive and being taken care of by our state dollars, you know, it it doesnt just bother me. It bothers a lot of us. Davis led investigators to a shallow grave near cloverdale, where he had left pollys body. He was smoking a cigaret with his hands cuffed in front of him like he didnt have a care in the world, says he actually thought about shooting davis right there. I started to reach for my shoulder holster. I had i had my pistol there. And my now good friend from the fbi reached over and like, hey, man, hey, hey, thats, you know, not worth it. Polly hartline, pollys case has spurred many changes. Theres kidnap protocols now. Theres things like megans law, which notify the public about sex offenders living within their community so that they can use that information. When we have an amber alert. Now, hes a sociopath. Hes a walking embodiment of why you have a Death Penalty and, of course, this case spawned the three strikes law, ktvu. Political analyst brian sobel was vice mayor of petaluma at the time of the kidnaping. Hes visited davis at san quentin prison, where he refused to admit that he had sexually assaulted her at one point, he got very frustrated and he said, you know, if i ever admitted to that, id be dead. And i said, rick, youre dead anyway. Sobel and klaas say california has yo yoed with respect to its criminal justice policies. From three strikes to progressive das calling for reforms. Its not just das. Its politicians as well. The politicians seem to have seemed to be doing everything that they can to empty out the prisons, and that includes putting dangerous people back on the street. In some ways, petaluma seems to ha
