Crews have now reopened traffic going eastbound on divisadero and traffic going both ways on excuse me, traffic going eastbound on oak street and both ways on divisadero, which will make a big difference for people on their way home. Now, about this person that was in that trench today, weve learned that the man was a contractor working on a city sewer project. The first calls to 911 started coming in shortly after 10 a. M. A worker was trapped under about eight feet in that trench which had collapsed. City crews rushed to the scene with heavy rescue and urban search and rescue equipment, including a canine which confirmed that a person was trapped under eight feet of sand, dirt and concrete. Their responding crews had a difficult technical trench rescue on their hands, trying to shore that trench up as they worked to prevent another collapse, which could have endangered rescuers. As were effectively performing this rescue, we have debris that has to be carefully removed. So its not falling down. We have softontinuing to come into the hole. Now we have to evacuate, which is what were using the vacuum for. We have to be cognitive of where the victim may be at as were digging around that individual. Now crews on scene had hoped for a rescue, but once they reached that construction worker, crews were able to confirm that he had died. Now, while the initial rescue is now over, the investigation into what happened here is just now getting underway. San Francisco Police and cal osha have launched parallel investigations to figure out exactly how this deadly collapse happened back to you guys. Yeah, certainly a lot of questions that need to be answered. Christian, are we learning anything more about the man who was killed in this accident at this point, investigators and crews are not releasing a lot of information about the man who died, but the citys Public Works Department did confirm that that man was working on a city sewer replacement project. Now, we do have some video because it is the same project that ktvu reported on just a month ago when we caught up with crews then working on the project and spotted some of the same crew members. Today at this trench collapse, the City Department of public works says that contractors and city workers are absolutely devastated and that the city is hoping to learn what exactly happened here so they can take some steps to make sure that it doesnt happen again. And we dont see any future tragedies like this. Yeah, im sure all of the employees that were working on that project are just completely devastated by what happened today. Well, now we go to washington, dc, where congress has little time left now to avoid a Government Shutdown on funding is set to run out in less than three days. Our tom baker has been following the developments in congress and has a look at that, as well as the potential consequences of all of this tom. Well, a lot of it depends on how long a shutdown lasts. But heres the initial read. We can divide. We will solve the problems before us. And every day will be better than the day before. Some days you stumble and some days you get better. If congress stumbles starting at your front door, the mail will be delivered because the Postal Service is not funded by taxes in the death and taxes realm, though irs offices will be shuttered. National cemeteries, functions will continue. However in one way or another, almost all of the 438 federal agencies and subagencies will be affected. Social security, as well as medicare and medicaid and national and s there may not any employees anda processing will continue, but many local offices may be closed almost all of tsa employees and air Traffic Controllers, though unpaid, will be on duty. But expect many sick calls that will slow security lines. So get to the airport early. And on the military side, veterans will continue to receive pension and access to medical facilities, but those still on duty. The nations 1. 3 million active duty personnel will not be paid now were in the middle of a process fight amongst our own, and i think a process fight doesnt really help us, does it help anybody . Because the government is likely to lose billions of dollars in extra expenses because of this. Back to you. Okay. So outside of the federal government, though, tom, who will be most affected here . Well certainly contractors, their contractors provide 600 billion in products and services to the federal government. If theyre not getting paid, they might have to do some furloughs. And then thats going to take money out of unemployment, out coffers for the states and all of that, which is to say, the other major victims here will be the state and local governments that depend on a lot of Financial Aid plus a lot of cooperation from the federal government. So the longer this lasts, the worse that gets. Now, of course, there are some backup monies that many of these entities have, but that would run out very, very quickly. For more now on the looming shutdown and what it will take to reach a deal to fund the federal government, we are joined live this afternoon by east bay congressman mark desaulnier. Congressman, thank you so much for being here. Where do things stand right now . Are there any votes scheduled later tonight there in the house . Yes at 930 east coast time, we just got off the floor here of two hours of voting on amendments. They put in only one of which of 33 actually passed. All right. So we heard today Speaker Mccarthy saying that he wont be taking up Senate Legislation that would fully fund the government in the near term. Are there any indications that you are seeing that House Republicans will be able to coalesce to avoid a in the last few days, republican colleagues and friends, most of them dont like whats happening , but theyre acquiescing to a small group of them who are outside the process. So remember, we had a conflict just a few months ago on whether we would extend our debt limit. We came to a compromise with the president , the senate, the leaders of the house and now they want to renege on that. So and we had a full appropriations process with the republicans having the majority in that process. So this is just at the end really being held hostage. George, you mentioned those 30 plus amendments that you voted on today. I know that a lot of republicans are pushing for a Border Security amendment. Some would like to see more agents, others more physical barriers. Others policy changes. Is there any sort of Border Security amendment that you would support . Well weve come through agreements collectively, as i said on the previous appropriations and the debt limit. Think about this. None of those border patrolmen that tom baker just talked about, they wont get paid. So imagine being on the border as a Public Safety officer as of sunday, and you wont get paid. So that doesnt speak to me to the honest w up and the amendments that they supposedly want, which keep changing hour by hour. Lets talk about one of the one of the impacts here, potential impacts. We know youre a member of the House Committee on transportation and infrastructure, and we know the faa already facing the air Traffic Controller shortage here. Thats causing a lot of issues. And now more than a thousand air Traffic Controllers potentially would be furloughed if congress doesnt reach a deal to fund the government by this weekend. What is your sense about how a Government Shutdown would disrupt air travel in this country . Well, weve talked about this a lot. Youve had me on often about the faa and air safety, having just been in the tower at sfo. Ive been there at multiple times. Those are very professional, important people for the traveling, flying public. They wont get paid or as you say, theyll be furloughed. So imagine adding that to the stress and then the tsa and the security people also wont get paid. So we know from previous shutdowns, some of them went to find other work temporarily so they could pay their rent and their mortgage. So this is the thoughtlessness of this this process. Its really quite awful. You mentioned you mentioned those Border Security agents that wont get paid. The folks at the airports. I mean, millions of federal workers would not get paid until congress eventually passed a new appropriations bill. Speaking a little bit broader, though, how disruptive do you believe a shutdown will potentially be . Well, as your previous lead in story said, it sort of depends on how long its bad already. I mean, we already know from how disruptive to the rating agencies it was when the us rate rating credit worthiness was downgraded because of the last performance on the debt limit. And now we have a second one indicating that they are going. So that actually costs us more money. Youre adding to the credit, the debit deficit, i should say. When you do these kind of things. So its completely thoughtless. And i dont understand, although ive tried to engage with people who are in that small group that are Holding Things up, they just seem to want to shut things down and be as disruptive as possible in a thoughtless way about how it would affect their constituents and average americans. All right. Finally congressman, you know, we talk about all the workers potentially being furloughed, not getting their paychecks. You know, it feels that we should point out here that members of congress would still get paid during a shutdown. You and your colleagues will still get paychecks on time. How do you explain that to folks at home . We shouldnt get paid. I went through this in the legislature when we were up there, when we changed the provision where members of the legislature didnt get paid miraculously, you didnt have this. So i dont think we should get paid. Unfortunately its ten people who would make the other 425 people pay for that out, but they shouldnt get paid, certainly, and we shouldnt get paid. Okay. Really quickly, you mentioned those four votes scheduled for later on this evening. How optimistic are you about the outcome of those votes . Well, theyre all performance votes, in my opinion, that the speaker still doesnt have something that would actually avoid the shutdown. Affordable child care is expected to get harder to find for millions of americans when covid era emergency funding expires at the end of this month. The American Rescue plan signed by President Biden in 2021, includes 24 billion in child care stabilization grants that funding is set to expire on september 30th without the aid child care providers all across the country say they will have no choice but to close doors or raise costs for parents. Yes, im very concerned that theyre not going to be able to afford this and im going to lose them and i wont be able to replace them. And i will close because i have to be able to take care of my family. Going over the child care cliff could cost parents 9 billion in earnings and cost our nation over 10 billion in economic activity. Senate democrats are pushing for an annual 16 billion in child care funding for five years. The initiative, though, faces an uphill challenge in a republican led house that is looking to cut what they see as runaway spending. Well, republican president ial candidate ron desantis is campaigning today in salinas. Desantis is meeting with agricultural leaders during a roundtable and fundraiser. Now it comes just a day after the Florida Governor and six other republican president candidates debated there in Southern California last night. Did you send them back . Its the state department. Well, boy, that was just one of the many clashes among the candidates that we saw during last nights debate. That was held at the reagan president ial library in simi valley with seven candidates on the stage. It was challenging to get, in a word, but it was clear that their main target was President Biden and i refuse to be a passive bystander sitting in the white house like the hollowed out husk of a current president. We have joe biden doesnt belong on a picket line. He belongs on the unemployment line. Biden nomics has failed. Wages are not keeping up with inflation. Biden showed up on that picket line. But why are those workers actually there . Its because of all of the spending that he has pushed through in the economy. Thats raised the inflation. Well, the candidates second target, former President Donald Trump, who as the clear gop runner once again skipped the republican debate. Families who else is missing in action . Donald trump is missing in action. You keep doing that. No one up here is going to call you donald trump anymore. Were going to call you donald duck. The candidate spoke on topics including immigration, crime, school choice, cracking down on tiktok and the chinese government. Plus the possibility of that partial Government Shutdown that we just talked about with congressman desaulnier happening potentially this weekend. Well, according to ktvu, political analyst brian sobel, if you cut through the one liners and the jabs against each other last night, one candidate, he says, had some of the most substantive statements consist now through two debates. Nikki haley is impressed. She is a policy wonk. Shes fair. She can battle Florida Governor ron desantis could have a big advantage in the third debate. Its set for november 8th in miami. Donald trump will not be there. In fact, the Trump Campaign issued a statement minutes after last nights debate saying there shouldnt be any more debates. While Governor Newsom is set to debate, one of the candidates who was on the stage last night, Florida Governor ron desantis. That debate is set to happen on november 30th. House republican is moving forward with that impeachment inquiry of President Biden. Their allegations that the president personally profited from his familys foreign business dealings. Also, California Fast Food Workers are getting a pay raise, the new minimum wage for cooks and cashiers. The port claims the restaurant owes more than 300,000 in unpaid rent. Tarantinos restaurant on the same block also got an eviction notice for owing more than 140,000 neighboring restaurant told us that customer volume is just 30 of what it was before the pandemic. Governor newsom signed a bill into law to raise the pay for fast food workers. The bill establishes a 20 an hour minimum wage for cooks and cashiers. Right now, the median wage for fast food workers in california is 16. 31 an hour. The law will also create a statewide Fast Food Council that will develop standards for minimum wages, working hours and workplace conditions. 557,000 people at 30,000 locations. This is a big deal. 20 an hour. Eight. 80 of the workforce is the majority are breadwinners and we have the opportunity to reward that contribution, reward that sacrifice and stabilize an industry in turn. The pay increase goes into effect for fast food workers on april 1st. All right.
