This is ktvu fox two news at noon. Good afternoon. Im andre. We begin with developing news in the east bay now. Several antioch and Pittsburgh Police officers have been arrested in connection with an 18 month long fbi investigation into an alleged criminal network of Law Enforcement officers. According to the east bay times, the fbi rounded up the offices early this morning in a series of raids around the bay area. The raids followed, indictments handed down by a federal grand jury in San Francisco. It accuses the current and former officers with a wide range of offenses, including criminal conspiracy. The indictment is sealed until 330 this afternoon. Now the arrest marked the end of an investigation that started early last year after a tip to the fbi and contra costa district attorney. That probe widened to include alleged violent crimes, Drug Trafficking and scandals after seizing several officers cell phones. Investigatsages involving dozens of antioch Police Officers shedding light on racism within the department. Its resulted in about 40 of the department being put on paid leave. In a statement to kctv this morning, antioch mayor lamar thorpe says in part, quote, today is a dark day in our citys history as people trusted to uphold the law allegedly breached that trust and were arrested by the fbi. As our city absorbs the tragic news, we must come together as one. Todays actions are the beginning of the end of a long, arduous process. Well keep you posted. We have an update now to a story we brought you as breaking news yesterday at noon, san jose Police Officers were officer remains in critical condition, but stable right now after she was shot in the line of duty. We are now learning about the heroic actions of her partner who helped pull her to safety. Bailey ocarroll reports. What followed next was an act of undeniable courage that few of us will ever experience without hesitation or consideration for himself. The officers partner extracted the victim officer from the line of fire to a place of safety, according to cupertino assemblyman evan lowe, his brother ryan lowe, responded to a call on wednesday morning for a domestic disturbance with his partner. That partner who has not been identified yet, was shot in the upper body. Less than 30s after arriving, one of the officers attempted to call up to the front door balcony and announced announce themselves as san jose Police Officers. The suspect exited onto the balconies, landing and from a position of concealment discharged a firearm, striking our officer lowe, whos now being called a hero, pulled his partner to safety and started treating her injuries. No Family Member of someone who is in Law Enforcement wants to get that call, especially when that Family Member is on duty. But this hits home and this is a reminder for that. Number one, let us make sure that we keep in our thoughts the officer who was shot, but a clear reminder that Law Enforcement officials, public servants, Community Members, these are human beings. These are loved ones. These are brothers, sisters. And we must not forget that these two are human beings in our communities , putting on the uniform and keeping our Community Safe. His brother says he wasnt surprised by lowes selfless actions and said that his brother has a decade of Law Enforcement experience. As the assemblyman who was in sacramento, said, he rushed home to be with his brother last night. You can imagine that the next days and hours for him and so many will be very perilous to relive and to think about what actually happened and do the play by play. But, of course, lets also think about his partner who needs our thoughts, who needs our support. This marks the second time in just a year that a San Jose Police officer has been shot while on duty and marks the first time a female officer has ever been shot while on duty here in san jose, im bailey ocarroll, ktvu fox two news. Moving to this story now, San Franciscos City Attorney is now asking california regulators to halt its approval of driverless taxis in the city. Just last week, the California Public Utilities Commission voted to allow cruz and waymo to expand their services and start offering driverless rides. But theres been some pushback and safety concerns, too. Amanda quintana spoke with a professor who is confident the technology is safe. All of my experiences, personal experiences have been have been amazing and it works very, very well. Ron padilla says hes taken many waymo rides in phenix long ones about 20 miles each way. Waymo has been operating there for about three years. Ive had no issues whatsoever with the technology. Every ride has been smooth. Every ride has actually involved me multitasking. So after about five, five ish minutes, im actually not paying attention anymore. Hes an engineering professor at Arizona State University Researching transport nation and the implication of autonomous vehicles. Although he admits San Franciscos traffic patterns are more complex than those in phenix, hes confident Driverless Cars like waymo and cruise will do well here, too. Theres like ten of them, but incidents like this one, where about ten cars stopped in north beach last week have City Attorney david chiu convinced the city will suffer serious harm from the expansion of these driverless taxis . He wants the Public Utilities commission to halt its approval from last week. In a motion filed wednesday. Chiu lists dozens of similar incidents, including a time when a driverless car blocked fire trucks for nearly ten minutes. A viewer sent us this photo of cruise cars. Apparently blocking a school bus just this morning. Chiu fears adding more of these cars will mean more interference with First Responders. Public transit, construction and the general flow of traffic. Padilla says those instances are rare in phenix. Theres a lot of pedestrian activity. Theres a lot of students just running around, you know, in a rather chaotic manner. And these vehicles are navigating all of that just fine. He says the headaches are caused because the cars are overly cautious and programed to stop when they come across an issue. Will there be annoying situation as these roll out and so on . Absolutely there will be. But i think no technology has ever rolled out without a quirk or an annoyance. He says his waymo rides are reliable and usually about 30 cheaper than uber and lyft. And for his special needs son, who cant drive these cars, give him the potential to travel with this technology. He could be really a game changer for such individuals and for such families. If you download the waymo or cruise apps right now, youll need a special code. You can be added to a wait list. But waymo is reportedly going to start charging drivers on monday in San Francisco. Amanda quintana, ktvu, fox two news. Well, Tropical Storm hillary has now strengthened into a category one hurricane in the Pacific Ocean and it is on track to pass along mexicos baja peninsula on saturday. And if it stays on its current course, its expected to bring heavy rain to Southern California by the end of the weekend. This is something to be ready for now. Exactly what that means for our area. Theres a lot of uncertainty, but the potential exists for those dangerous conditions to work their way into the area. Well, right now, the hurricanes path has it moving east of the bay area. The tahoe area could see a lot of rain and thunderstorm activity when it does eventually make its way to that area. And ive got to tell you, ive been keeping an eye on this myself, just being through so many hurricanes myself, not too many actual hurricanes have actually hit california. But the remnants of them have affected our state. Exactly true. Because our water is too cold. So it starts to shear off and lose a lot of its energy and support. Right. It needs the warm bath waters like its receiving right now just off the Baja California coast. Water temperature there is in the 80s right now. You could see the welldefined eye of hurricane hillary. This is a potent hurricane. Its gathering some intensity very rapidly. Currently, its 600 miles just south of that Baja California coastline there. And by 6 00 tonight, i strongly believe it will be a category two hurricane on its way to be a cat four. Thats extremely powerful. So theres a lot to be said about a hurricane. It has a mind of its own. It determines its own path. And this is why computer models are suggesting a lot of different alternatives. But one thing is certain, Southern California will bear the brunt of the Tropical Storm force winds and potentially flash flooding as well. And this hasnt happened in 80 years. Now whether it comes into Southern California and drifts up to northern california, it depends on the area of low pressure thats off the coast. So we are going to have to keep you updated on that. It will change hour by hour. I think strongly adversely affected will be san diego well into palm springs and even in las vegas. Now, we will keep that update by later on this afternoon, even in our 12 00 newscast, which we are in right now, about 1245. This is the finger of fog that continues to linger over the city of San Francisco, where our current air temperature sits at 66 degrees. It is now 84. And walnut creek, 87 degrees.
