Im greg lee. And im christina rendon. The Bayview Community says they wish police would have used deescalation tactics before opening fire on 41 year old ryan bluford late last month. Police say bluford interrupted an arrest and pointed a gun at officers, forcing them to shoot. New at ten s amber lee was at a vigil for bluford tonight where Community Members called for peace. Amber gregg relatives tell me the men had been struggling with Mental Health issues, but that he didnt deserve to die. This way. They questioned if police could have done more to deescalate the situation on relatives, friends and Community Members gather for a celebration of life to remember. Ryan bluford, who was shot and killed by police here at the intersection of catalina and fairfax in San Franciscos bay view. I was looking out my window, i said, shot him. I was in my window. This neighbor tells me shes traumatized by the Police Shooting. I dont feel safe with police. I asked them myself before. I think they take care of me. Around 3 00 in the afternoon on july 26th, police say bluford approached and engaged officers while they were arresting a man in. Investigators say bluford was armed with what appeared to be a gun. They say he pointed it at officers and thats when police opened fire. Bluford was hit by gunfire and taken to the hospital where he died. Police released body cam video friday during a Virtual Meeting regarding this incident. We do not condone violence. We are peaceful family. Unfortunately, the circumstance did happen. But as you know, the police make mistakes as well, and so do human beings. Relatives at the Community Gathering friday night say they have not seen the Police Body Cam footage. They tell me bluford had been struggling with the loss of his mother to cancer last year. Family members say theyd like to see police use tactics other than deadly force. I really wanted to learn what deescalation strategies they employ out of all of those Police Officers. I wish one of them would have just took the time to say, hey, lets talk. I worry about nobody knocking on my door and gunshots and all. Im tired. Relatives say the 41 year old bluford leaves behind four children, ages 3 to 20. They say theyre still waiting for authorities to release his body back to his family so they can make funeral arrangements. Greg live in our newsroom tonight. Amber, thank you. San Francisco Police released that video today coming up at 1030, what investigators said about the incident during a town hall meeting today. Drivers wont be able to drive a stretch of interstate 80 this weekend. Heres a look at the closure area. Its between highway four in hercules and coming skyway in crockett. The closure is for a major repaving project starting in just about an hour or an hour ago, rather, crews began the work of repaving eastbound lanes of the interstate, which caltrans says are in poor condition. This project started two weeks ago with another closure. At that time, caltrans says they saw a more than 50 drop in traffic in the area, showing that people were getting the message about the disruption. Once this project is completed , motorists will experience a smoother ride along the interstate 80 along here in contra costa county. This will also extend the extend the lifespan of the roadway, which will mean minimizing the labor work for maintenance crews to go out there and make those repairs. In the long run. The main detour begins at highway four in hercules, going to 680 and rejoining 80 in fairfield. Drivers can use 780 westbound to get to benicia and vallejo. The chp is investigating a shooting on an east bay freeway. Officers say shots were fired on interstate 80 westbound near Central Avenue in richmond just before 130 this morning when persons car was shot. But nobody was hurt. Anyone with more information about what happened is asked to contact the chp. Police in concord say they have arrested a juvenile that they believe is responsible for a rape at a bart parking garage. Authorities say it happened just after 1130 this morning at the parking garage at the concord station. Our cameras captured investigators collecting evidence and placing markers in an empty corner of the structure. Police say they were able to arrest a suspect near sun valley mall after they allegedly got on a county connection bus and took off. We spoke with bart riders who say they are always cautious while riding bart. Investigators have not commented on the condition of the victim. A gruesome discovery in the south bay tonight. A woman and child have been found dead inside of a san jose apartment. Dave etling joins us now live from that apartment complex in the buena park neighborhood. And dave, we understand this all started with a welfare check. Absolutely, christina. We still have a very Large Police Presence here. Still unclear who placed that 911 call about that welfare check. But talking to a Family Member of the victim, she told ktvu that the victims are a 70 year old woman and a six year old boy who were shot and killed by a man they reportedly knew. Still a lot of people in this community have questions about why someone would do this. Its kind of like a why or what, you know, like what happened. Neighbors in and around the vista apartment complex off park avenue in san jose wanting answers as to how two of their neighbors died friday morning. We hope everything is well with the families and yeah, its pretty its a pretty big shock to the community. Police arent saying much, except they were called to the complex for a welfare check inside one of the apartment units. They found two bodies throughout the day. Officers processed the scene. Its messed up. Yeah and so i dont know what else to say. Jeanette jenkins told ktvu the people found dead are part of her family and that her boyfriends brother is to blame for the killings. She says she saw him a few days ago agitated and unsettled, likely due to an addiction because he has a mental problem. If he doesnt have any drugs, he acts crazy. Police havent said if they have a suspect in custody. Obviously, my heart goes out to, you know, the victims or whatever, whatever transpired. We dont really have a whole lot of information now, but i do you know, they were interviewing quite a few people. There was a lot of tears as a safety precaution, Property Management sent out this message alerting people of the situation, adding a 24 hour Security Service has been hired and is available to assist people if they feel theyre in danger. Its just very surprising, you know, especially because we live here and its just we have to be more careful. And the San Jose PoliceDepartment Says it will not have any more information at least not until monday. Meantime investigators are asking anyone in this complex with homes Surveillance Video to review it. And if they see anything that could help them with their investigation to submit it to police. New at ten, San Francisco supervisor matt dorsey is urging the mayor to shift funding from proposed wellness hubs to the jails. Dorsey said in a letter to mayor london breed that nearly 19 million budgeted for Harm Reduction would be better used to care for detainees arrested for drug use. The wellness hub plan called for six small sites across the city. That would include supervised consumption of drugs. But dorsey said it has been narrowed to a single site in the south of market neighborhood. Dorsey says he supports supervised consumption sites. But he added, quote, it makes little sense to me that we would fund and staff limited services for voluntary drop ins by drug users at a time when we are endeavoring to engage with an involuntary population of drug users whose lawless conduct suggests a far more acute need for life saving care and robust Overdose Prevention services. San Francisco Police say officers have seized more narcotics so far this year than in all of 2022. They say more than 123kg of narcotics have been taken off the street, including 80kg of fentanyl in the tenderloin alone. This announcement follows a town hall meeting last night attended by the police chief District Attorney and sheriff, as well as concerned residents. Police say they have made 533 narcotics arrests this year in the tenderloin. Firefighters were busy today in the east bay battling flames in the hayward hills. This fire started around 130 on harder road near cal state, east bay. The hayward fire Department Says the flames were contained around 2 00. About five acres burned. No evacuations were ever ordered. What sparked this fire is not yet known. Firefighters have put out a fire at long running bakery in north beach in San Francisco. The fire Department Says an oven caught fire at the 112 year old liguria bakery just before noon today. The oven is designed to normally heat up to more than 1000 degrees to make the bakerys signature breads. Firefighters say they were able to put the fire out quickly and confined the damage to the kitchen. No other buildings were damaged.
