o'clock is the air show followed later by baseball and basketball, and they're expecting people to come in by car, train and ferry. as fleet week blasts into the weekend. the tens of thousands of eyes on the sky will also mean thousands of cars and big crowds on san francisco streets. too many people is very full, very crazy. yeah very crazy. crazier because the weekend air shows from 10 to 4 aren't the only show in town. the san francisco giants playoff games friday and saturday against the l. a dodgers are sold out with nearly 42,000 fans coming to oracle park downtown each day. uni is expanding service. we are running extra trains, express shuttles to get people to and from the ballparks and just a mile down the road. the warriors will be hosting the l. a lakers at the chase center friday night at seven p.m. bringing thousands more fans downtown probably to be a gridlock, traffic gridlock and potential parking problems. meters will be set to special event rates of $8 an hour and some lots near the ballpark in arena are seeing prices top $100 a spot. congestion some locals plan to avoid. we'll probably try and go around the main events and try to make sure that you know, we avoid the traffic in times, um, really the crowded times, many people are turning to public transit, one reminder about pandemic safety. it is a federal requirement that people do wear a mask when they're waiting for mew knee on immunity vehicle or in one of our subway stations as well. bart will also have expanded service, with trains running until midnight. for fleet week. we are going to aircraft. the american public has been absolutely fantastic. this year. the blue angels are flying new f 18 super hornets. well, giants fans, they are just ready for the postseason. karen the only time i've cheered for the dodgers, because i like them to see him come up here. why do you want to see the dodgers? just a rivalry. it's one of the best rivalries other than the red sox and yankees. it's the they're probably the two best rivalries in baseball. so jim and quiano neil came to town all the way from bozeman, montana, just to see the giants and dodgers play tomorrow and on saturday. it's not just fans are ready to take on their rivals. we were going to have to go through them and they're going to have to go through us to get to the world series. so, um, you know better better get prevention. santa clara county health officer, dr sara cody says a three phased metric system is being adopted by all counties except solano. the move is a pathway to end the use of masks while indoors and one that is easy to follow. under the plan, community covid transmission rates must be low and stable, no higher than the cdcs yellow phase. hospitalizations also need to be low and stable relative to capacity limits and is determined by local officials and vaccination rates at 80% or eight weeks after children aged 5 to 11 begin getting vaccinated. i think people appreciate understanding the metrics that help us no. when we can relax our use of masks. well it's a relief for sure. um and i do look forward to that day. currently the city of berkley is meeting the new thresholds. it has an overall population vaccination rate of 81.7. solano county is not included because officials there didn't initiate mask mandates. san francisco is aligned with the other counties. it has an overall vaccination rate of 75% but officials there said in october 15th date for loosening mask rules at certain indoor venues with no more than 100, people. the settings. what they have in common is that there is a fixed and continuous, uh, sort of people. group of people that are coming to these settings. these are not settings that are open to the general public officials stress this is the beginning of a weeks or even months long process. still many bay area residents say they're encouraged. the end is in sight. going out every day with the mask. did i have it? do my kids have? it's kind of a pain. and plus, i think it's kind of nice to see people's faces right together. i hope that we can get to the other side of this pandemic is quickly as possible because of the time it will take to get all of the children vaccinated and reached 80% vaccination levels, officials believe will continue to use masks indoors through the rest of this year and perhaps into the early part of 2022. in san jose jesse gary ktvu, fox two news. now any changes to the mask mandates will not affect public schools here in the bay area. the california department of public health says the guidelines for classrooms and the state is not expected to review the face covering requirement in school settings until november. 1st well today five star asked the fda for emergency approval to use its covid-19 vaccine on children between the ages of 5 to 11. the request comes after months of testing the vaccine on children, including 3000 blind study participants at stanford university. their experiences were documented and are now in the hands of us regulators. who will make the final call and expanding eligibility during the study. stanford reporting no major incidents only some experiencing similar side effects to adults, low grade fevers and mild flu like symptoms. what remains to be seen, though, is how the vaccine will be doled out if it's approved. it is a third of the adult dose. so the question is, how will it be administered? will it be the same dose vials that we're using now or will they be, uh different vials with smaller amounts. so right now, many parents say they are ready to get their children vaccinated once a shot is given the green light. hopefully most people get it done and our teachers feel safer now. a decision by the fda could come as soon as october. 26th meantime, doctor maldonado says her team is already working on a study of children under five. with the hope of having a vaccine for that age group available as early as next year. and now we go to hayward tonight, where the school district is looking to close. five elementary schools come next school year, the district says it is all because of declining enrollment. getty's azenith smith spoke to teachers at one of the schools on the closure list. glass brook elementary asthma. well heather 18,000 students will be affected in some way, either moving to a different school or welcoming new students. school communities are doing what they can to save their schools. my heart is broken. i feel that this is a direct attack on our community. um. i'm not happy about it. christina aguilera is a bilingual kindergarten teacher, a glass brook elementary and he word, she says the district surveyed the 65 year old school. asked what was broken, teachers thought repairs would be made. instead they're learning the district wants to close it. they turned around and use that information against us. this is my home. um. it's not only my home, it's all of our homes. in addition, a glass brooke, the district is proposing a close four other elementary schools bowman, eldridge, strobridge and faith ringgold school of the arts and sciences, and that's just the first phase of closures. we are built here in hayward to serve over 24,000 students. and so, essentially, we're built to serve many more students in facilities than we need, a district spokeswoman says. in the last two years, the district lost 2000 students. two thirds of them left the bay area. the district is now facing a $14 million deficit. there's less money to really service and improve the facilities, but i do really want to emphasize that this is an initial proposal. the plan is to move students tomorrow. modern facilities. for example, students at glass brooke would move to schaefer park elementary, less than a mile away. this parent has two kids that glass brooke. i feel sad. yeah sad and then having the kids transfer turn of the school. they don't know an area they don't know if they're at a large school. they won't have the same security and safety. they won't have anybody looking out for them. school staff say the school is more than just a building but a sanctuary for immigrants and refugees where we already have relationships with the families. we have relationships, the students, we have a legacy of caring and a legacy of support. above all, they say the school is a family. we want to do what we can to save our our school to save our community. save our family. and the district spokeswoman says the district does not anticipate any teacher layoffs. the board is expected to make a final recommendation next month, and heather a rally is scheduled for this wednesday at 12 45. in front of glass brook elementary. i'll write some tough decisions for that school district azenith smith ank you. cracking down on illegal side shows the new law signed by governor newsom that hands out a big punishment for people who participate in this dangerous and illegal activity, plus. and temperatures continue to cool today. it's going to be that way for a couple days now, with a chance of a few sprinkles as we head into friday night, all have that forecast when i see you next. a mural to honor frontline workers and those who lost their lives during the pandemic, hear from those who were involved in this project. ie workers to the community they serve. the artwork highlights how people's lives were impacted by the pandemic. ktvu amberleigh joins us down every you spoke to the people behind this project. tell us about. andre the mural is a collaboration between artists and healthcare workers. it's located on a building on york street, just off of 24th street. butterflies are actually symbol for people we've lost during the pandemic, a mural in san francisco's mission neighborhood honoring frontline workers, their contributions and sacrifice. we wanted to commemorate the lives affected by covid, commissioned by health care workers from the richard find people's clinic at sucker, berg san francisco general hospital. many of our patients are essential workers. um there are farmworkers, healthcare workers, construction workers shown in this mural, and it also commemorates the work of frontline workers in our own clinic and our own hospital. seed money for the mural came from three nurse practitioners who volunteered to work at shelter in place hotels. the money was gifted to them by grateful co workers who wanted to honor their sacrifice. i really see this as a testament of resilience and hope. the painting created by artists with proceeded eyes muralist, a nonprofit with help from others as health care workers. we rarely get to come out of the hospital into the community collaborate with artists, so this was really special. the mural illustrates the devastating impact the pandemic has on communities of color. latin x african americans and native americans are disproportionately more likely to get sick with covid to disproportionately have complications of covid and far more likely. to die of covid's a mural chronicling the stages of the pandemic. a grandmother's sewing masks a corporate, replacing an in person, high school graduation and now two people in an embrace. we haven't been able to be that close to loved ones and that that hit us pretty hard. i think everybody was affected by that. moving forward, planting the seeds of change and hope as devastating as covid has been to our community. we've also seen people coming together in a very loving way in a very supportive way. taking care of one another. health care workers say they're raising money to help pay for the mural. they say it is a bridge to the future and hope it brings joy as we emerge from the pandemic. amber lee we comfortably ignored it. at her address, ayodele and zenga said that society cannot return to the status quo and said that oakland can help build the future. the world needs oakland because it needs. people brave enough to imagine. and then to pray with their hands moving. to build what they need. tonight's celebration of the new poet laureate featured music and readings, noting in zynga's many accomplishments as an actor, director, playwright, educator and community advocate. what caltrans says it is closing some mountain roads, with the storm predicted to move into the sierra monitor pass on state route 89 sonora pass on route one away too, and route 1 20 there. lee vining were closed this afternoon. take a road through yosemite also being closed. the roadways could reopen, though this weekend. and closer to home. the national weather service has issued a fire weather watch for next week. it will be in effect starting 11 a.m. on monday until five pm on tuesday in the north bay mountains and east bay hills and valleys. forecasters say they could refine the weather watch over the next few days. and could issue a more serious red flag warning. we'll keep an eye on it for you. provide continual care to drug overdose survivors in the hopes of preventing another overdose. the program launched just back in august and has already responded to more than 300 calls. the team that also includes a street medicine specialist and a fire department community paramedic has distributed things like fentanyl test strips and narcan to more than 115 people, and it's also helped more than 20 people to start taking it. opioid treatment medication last year. san francisco san francisco saw more than 700 overdose deaths. well governor gavin newsom signed a new law today targeting people who participate in illegal side shows. drivers now face losing their driver's license for up to six months if they participate. the new law also clearly spells out what side shows are giving police more ability to crack down on lawbreakers. the law says a sideshow is when two or more vehicles block or impede traffic to do vehicle stunts, speed contests or drive recklessly for an audience. last told her she needed to listen to him and blocked her path. well, that girl was able to get away and call police if you have any information or security video of the incident. you're asked to call berkeley police oakland police are investigating a road rate shooting that left a 15 year old girl dad tonight we're hearing from that girl's mother, who was pleading to the community to help find her daughter's killer. she was awesome daughter show is going to give hugs and kisses and smother me with attention and. just a world loving girl. i like to community to know that this. this is senseless, and we need to get together and find out who did this. and put them where they belong. because we don't need people out on the street who are just killing for no reason to get them off. that mother says her daughter should borrow was a great daughter and sister. who was protective of her younger brothers. as ktvu crime reporter henry lee tells us her death marks oaklands 109th homicide this year. citizen video shows oakland police at the scene of a road rage shooting that took the life of a 15 year old girl. it happened at about 11 30 wednesday night near 51st in bancroft in the east oakland as a father. of daughters. uh it really hurts to say that today i come here for you and speak to you about the death of a 15 year old young lady from the city of oakland. yeah. oakland police chief laurent armstrong became emotional as he described how the teenage girl died as a result of road rate as he rode in the car with her uncle. her uncle began to have dialogue. and that dialogue led. uh arguing from one car to another. and then the other vehicle, someone in the other vehicle fired multiple rounds. at the car. striking this innocent 15 year old child. oakland please first realized what happened when the girl was driven to highland hospital with the help of shot spotter gunfire detection system. officers then found shell casings and shattered glass at 51st and bancroft. this is insanity where we're going through right now. council member noel gallo says the city needs to do more to protect its citizens. you know, we're harming killing our own children, our own neighbors, our own friends and. and that has to stop to give you a comparison. there were about 75 homicides in oakland back in 2019 before the pandemic. clearly, we have a few more months to go in 2021. henry lee ktvu, fox two news. for the fbi is now responding to clai the infamous zodiac killer, the fbi, san francisco office tweeted today quote the fbi's investigation into the zodiac killer remains open and unsolved. due to the ongoing nature of the investigation and out of respect for the victims and their families. we will not be providing further comment at this time. now as we reported yesterday, a group calling itself the case breakers said that gary francis post told six people that he was the zodiac killer. they say that post had scars on his forehead that match a police sketch created with the help of a witness post died three years ago, zodiac was signed to at least five killings in the 19 sixties, including one in valeo and others in san francisco. not at orange county, where a massive cleanup continues at the sign of the offshore oil spill joint news conference today, the coast guard reported a minimum of 588 barrels of oil leaked from that pipeline. that's just under 25,000 gallons, far less than the original 126,000 gallons initially reported. authorities also said today that the oil has now drifted as far south as san diego. very concerned about the oil moving anywhere, and so it is a concern that it is moving to san diego county. we did anticipate that in the early days just given the initial trajectory, the initial projections of oil movement southward into san diego county. and so we are prepared. we've been coordinating, uh, for far ahead of this essentially from day one with my sandy oh, counterpart, knowing that this was a possibility. today laguna beach waterfront property owners filed a lawsuit seeking damages against the owners of that oil rig and pipeline well, the german cargo ship that's part of an investigation into that oil spill in southern california was docked at the port of oakland. and we learned that the u. s. coast guard boarded and inspected the vessel while it was here. as ktvu tom vacar tells us authorities are looking at the possibility that a boat anchor ruptured that pipeline. the rotterdam express, a 960 ft long german container ship was boarded and inspected by u s. coast guard investigators at the port of oakland on wednesday. adam dietz practices maritime law in seattle. they don't need probable cards. they don't need a warrant the coast guard can going vessels pretty much whenever they care to key question. did the 30 ton anchor and chain ripped into the concrete encased steel pipeline, causing a 13 inch gash and the spill, according to the associated press. the ship first anchored in the area on september 22nd about 2000 ft, away from the pipeline. but the next day with the tanker apparently still on the bottom. the ship moved several times thousands of feet to the southeast directly over the pipeline, 100 ft below. the ship's owner denies that the ship moved from its anchorage or passed over the pipeline. you are continually maintaining a watch whenever you're at anchor 24 7, the crew must make sure the anchor stays put. and then it's chain keeps the ship inside a circular area well away from other ships or bottom hazards, such as pipelines because of that pipeline strikes or frost advisory up in the eureka area i know that's a ways away, but just gives an indication of how. early in the season is cool air is kind of filtered in. there's a live camera. that's oakland. not up out there. and so it's very encouraging. the idea that we do have that much energy up in the pacific or out in the pacific that will eventually break loose and bring us some real rain. we might be seeing some sprinkles and parts of the east bay now, but. the officers relatively dry, so a lot of this it comes. it's coming out of the clouds. it's called virga comes out of the clouds but evaporating before it hits the ground. um and you see that as you look up, you see a cloud and you'll see that, um kind of that shadow under it. that's usually rain trying to hit the ground. it evaporates. cooler by a couple degrees in parts of the bay area tonight than it was last night. breezy to 23 miles an hour out in fairfield, um, up in san francisco and out in san francisco at the airport, just 13 miles an hour. it was windier. earlier, we had some 25 mile an hour gusts. in the inland bay valley. so kind of breezy, uh, the forecast for tomorrow greens sixties and maybe a couple of 70. that's yellow. so it's going to be like today, but a little bit cooler. i mean, it's fall weather, so just keep the jackets handy. don't change your plans. even on this friday night, saturday morning thing, i mean, if you got early golf game or something like that, just play it. it's not going to be. it shouldn't be enough. i hope that i'm wrong. i hope it rains a lot, but. it's not gonna be enough to shut you down. it's going to be a kind of just a cool kind of fall like winter. we do have a fire weather watch. it will be in effect early next week. we'll see what happens getaways to go on that one. we'll see if that thing changes at all back here at 11. mhm as we celebrate hispanic heritage month we look at efforts to help day laborers here in california ktvu james torres reports from san francisco's mission district about the new rides for domestic workers. the day laborer center here behind me in san francisco's mission district kept a number of undocumented immigrants working during the pandemic, but it's documents filed in the state legislature that is now giving them more protections than they've ever had before. preparing food is just one skill under the belt of jose. we saw dominguez casinos. i like the kitchen and i like learning from others. jose speaks little english. he spent most of his life in mexico until he moved to san francisco in 2015 family members gave him the idea us. our there. i was without a job in mexico, so they invited me to come to san francisco just to try it out. and here i am. here he is a day laborer. that means he's hired to do odd jobs for people. anything from cooking, cleaning to painting or moving furniture. the normal son normally there 2 to 3 hours. rarely, some clients will pay for four hours. jose is one of hundreds part of this day labor association in the mission. francisco herrera is its co director in its 30th year here. you're representing here. the united states, nigeria, honduras, nicaragua, el salvador, mexico, he helps coordinate jobs for undocumented immigrants, though he likes to use a different word pretty documented. why, because sooner or later. we're going to win the immigration reform and people will have documents these day. workers lost their domestic jobs during the pandemic. herrera says he was able to get people some work during covid-19 for testing and vaccination sites to make money. but one big gain for the organization came last week. it's all spelled out in the writings of senate bill 3 21 signed by about extending cal osha health and safety standards to domestic workers before the bill. there were no standards. they were ecstatic. um they were there was celebrating the bills authored by state senator maria elena durazo of los angeles. she says the idea came from workers who would help clean homes affected by wildfires. those workers would be exposed to dangerous toxins without any protection. they were not being provided with, you know, masks or any kind of equipment. what kind of cleaning? uh nothing. you know, we had many, many instances where that was not provided. a committee of workers and employees will create rules and standards for what is considered. a safe workplace for day laborers. they'll test ideas and present them to cal osha before the start of 2023 jose says he's often work jobs where he's taken advantage of. in most of those cases, he says, people wouldn't pay up after the job is done, he says a law like this will help him and his colleagues relax that fear and not allow their many skills. to go to waste, which tried to help each other out. there are many colleagues who were sleeping on the streets. they don't have an apartment. there are very few privileged ones who haven't apartment reporting in san
