that bicyclist was quickly injured. good evening. >> thank you, the hit and run happened in san mateo, and northeastern downtown, at north humboldt street and tilton avenue. we have live coverage with emma goss. about what we know about the victim. emma? >> reporter: yeah, andre, san mateo police tell me that the man was a 60-year-old san mateo president. he was bicycling across the intersection, around 9:30, when a car ran a stop sign and hit him. he left the hospital and is expected to recover. neighbors tell me that area is a hotspot for car accidents, and the problem is getting worse. >> every one of my neighbors has had a close call. i have had neighbors that i don't know particularly well standing out front, yelling at cars to slow down. i have seen accidents right in front of my house, multiple times, in the 12 years i have lived here. caused by speeding. >> reporter: in san mateo, along the busy thoroughfare of north humboldt street, residents, like kevin simpson, don't feel safe walking or bicycling in the area. >> i will not write on humboldt street. you are you sitting duck. many people do, i don't. >> reporter: in fact, in an interview, this evening, a pedestrian crossing the same intersection as the bicyclist, who was hit earlier, was nearly hit by a speeding car. >> what happens is a lot of people need to get tickets and pay those tickets and we need to see enforcement out here. >> reporter: san mateo police agree, and on thursday or rolling out a public online tool that maps, where in the city, the traffic enforcement currently is, and where collisions are taking place. >> that is how we develop our strategy. we look at where our all of the collisions happening? that is where we end up focusing a lot of our efforts, because, you know, we want to not only educate the community, but sometimes we have to do some enforcement too. that comes with giving people tickets. >> police also encouraged residents, like simpson, to report accidents. >> we can't have a cop on every corner, we would absolutely love that, but we can't. so we rely on our residents to call us, and send us emails, through whatever medium they choose. >> reporter: there are officers already patrolling north humboldt, near where today's hit and run took place pit >> they are working their hardest to bring that stuff under control, but, you know, speeding is something that is going to cost life is, and it very nearly did today. and we have just got to get control of it. >> reporter: this evening, the driver suspected in the hit and run turned himself into police, and based on his statement, he wasn't arrested. now an investigation is being forwarded to the district attorney's office, to find out if they will prosecute him or not it andre? >> all right, emma goss reporting for us tonight. thank you, emma. >> reporter: in san mateo matteo county left another neighborhood without power. officers called in to report a car that drove into a house. you can see apg and eat ball into the front of that resident's right there. it was severed in the collision. in this picture, the poll is actually suspended in the air, i live power lines. police say the driver of the red, ford see max, fled the scene, and they are asking to call anyone about the san mateo police department. police say he was a parolee that just burglarized a respite in. he may have gotten away, if it weren't for some bystanders chasing around. >> reporter: 2020 ended on a deadly note, with two women killed in a hit and run on michigan, second street. police arrested 35-year-old troy mcallister, saying he was behind the wheel of a stolen car, trying to flee the scene. an investigator confirmed it is the same troy mcallister associated with this twitter account. a woman watched the deadly incident unfolds from his window. >> first they t-boned that car in the intersection, and then they turned and were spinning around. then they tried to escape. that is when they hit the two people. >> reporter: he says there were two men in the car, one got away, and the driver tried to take off. >> the guy on the right jettisoned out. the driver, you have to remember, the airbags were fully employed, so he had a hard time getting at. because he had to get through the window. >> reporter: but, he says, bystanders stepped in, helping police find that driver. >> as soon as he got out, he went out. there must have been easily 30 people that were chasing them, and the got him, because they were relentless. >> reporter: when women died at the scene, the other was rushed to the hospital. mcallister is now in jail, facing charges of manslaughter, leaving the scene of an accident, and driving under the influence. police say he is a felon, and had a magazine in his position at the time of the crash. eyewitnesses worry it could have been then in that interception. >> it is like run place at the wrong time. i could have been out here waiting for someone to drop something off to me and i would have been exposed to it. >> reporter: supervisor, matt haney, says it is another example of how deadly the streets can be for pedestrians. the supervisor has been closely following this case, and relieved to hear that the suspect is behind bars. >> i think it is important that he is held accountable. at the same time, we also have to take every step possible to make sure that our streets and sidewalks are safe. >> reporter: the district attorney also weighing in on this incident, saying in part, quote, we will hold the men who did this accountable. san francisco police also saying that they now believe mcallister is involved in a burglary that occurred, just minutes before that deadly crash. christien kafton, ktvu, fox 2 news. a statement issued tonight saying in part quote, our hearts go out to the families and victims from the hit-and- run accident. the senseless tragedy shouldn't have happened. house speaker, nancy pelosi's home was vandalized overnight. most of the damage was done to her driveway, and garage door, which has since been covered up with plastic. someone had spray-painted the phrases, cancel rent, and we want everything, in large black letters. a fake pig's head, along with fake blood, was also staged in front of her garage. police responded to the home, around 3:00 this morning, it is unclear though, if they have any suspects. criticism and frustration continues of the rollout of vaccine, as california continues to crack under the strain of a growing number of cases that we are dealing with. with subdued new year celebrations behind us, fox news takes a look at where we stand in the fight against this pandemic. >> reporter: is the final minutes of 2020 ticked away, celebrations around the globe reflected the various responses to a pandemic that defined the year. in new york's mostly empty times square, performers entertained a small crowd of mask wearing essential workers. other major cities canceled or weeks. with people 30 to 49 years old, driving the spread of the virus. los angeles county more than doubled its record of one-day deaths, in just a week. 290 new deaths were reported on new year's on a first-come, first- served basis. the country, falling far short of the 20 million vaccinations the administration hoped to get into american's arms by the end of the year, with just 25% of available doses actually being administered. meantime, more confirmed cases of that more contagious british strain of covid 19. three men, in san diego, who had no known contact with each other, and a florida man in his 20s, with the recent travel history. the cdc has joined the investigation into how the mountain stream got into this country, where experts say it is likely spreading. in los angeles, claudia cowan, fox news. republican senator, mint mark romney, of utah, sound the alarm today about the lack of strategy at the federal level, for distributing the vaccines. in a statement, senator romney said, the current program is woefully behind, despite that it encompasses the two easiest populations to vaccinate, front- line workers, and long-term care residents. unless new strategies and plans are undertaken, the deadly delays will be compounded as more broader populations are added. britain allowing people to mix and match vaccines. "the new york times" reports that if a second dose of the vaccine, a patient originally received is not available, or the manufacturer of the first shot is not known, another vaccine may be substituted. some medical experts say it is still uncertain, whether the vaccines are interchangeable, britain also decided to allow the distribution of as many doses as possible of the vaccine. experts say this could delay second shots up to 12 weeks. the u.s. hit another grim milestone in the pandemic. the number of confirmed cases, nationwide, surpassed 20 million. that is nearly twice as many as india, the country with the second most cases, and it is nearly 1/4 of the more than 83 million cases, globally. the death toll in the u.s. is now nearly at 347,000. california also had a record today, with 585 covid deaths in a single day. there were 47,000 new cases reported today alone. the stay-at-home order for the sacramento region will be extended. the icu capacity dropped for a second straight day to 11.1%. that's below the 15% threshold needed to end the lockdown. state health officials say they will release updated information tomorrow, but based on today's projections, the order will most likely be extended. doctors say, in rare cases, the coronavirus can cause heart failure in children. researchers say the roots of covid related to heart failure, stems from multisystem inflammatory syndrome. roughly 1200 children in the u.s. have developed the implement inflammatory condition, which will appear 4 to 6 weeks after being inspected with the coronavirus. business in martinez. an explosive left by a motorcycle, this morning, blew a hole in the gallery's window. ktvu's jana katsuyama, was here about what he saw on the surveillance video. >> reporter: country, so discouraging for the store owner. he said though, you could actually see the motorcycle rider's license plate, as the motorcycle stopped to light the fuse, and they say though, this is a reporter: on new year's day, he never expected to get a call. >> they called me and said i had a hole in my window, so i assumed it was a rock or something like that. >> reporter: his store's surveillance video showed something more bizarre. about 5:30 in the morning, a motorcycle rider passes by and then circles back around, making straight for where perry's gallery storefront in martinez. the writer looks around and then pulls something out and begins taping it to the store window. cameras inside show the lighter lighting the fuse. and speeding away. 10 seconds later there is an explosion, blasting a hole in the window. the smoke outside drifts over the camera. love perry says he spent his new year's day cleaning up the glass >> there was glass amateurs, their last appear, this still a couple of pieces of glass. >> reporter: he says glass shards damaged some original frame's as well. >> it has been hard, it has been a tough year, here i am, i'm a nice guy, i've been here long time, try to donate, try to treat people the way i want to be treated and be kind to everyone, and then a senseless act like this happens. >> reporter: latinas police say patrol officers of the damage at 10:00 in the morning. investigators found no remnants of plastic or metal that would indicate it on. they believe it was fireworks, and signatures on the license plate showed the motorcycle was stolen from pleasant hill. gwendolyn munro was operations manager for a furniture store, and said she had seen the motorcycle rider. about a half-dozen times in the past two months. >> early in the morning, about 5:00 or 4:00 in the morning. he just uses the street like his own little dirtbike too. >> reporter: martinez business owners say the attack stinks, after a string of break-ins early last spring. >> i don't know why people would target small business, because we are just trying to get by. we are just trying to make it. >> it is just really unfortunate. it is new year's day, i was hoping for a good year, 2020 was rough, all of the businesses down here have had a tough time. >> reporter: police say it appears the suspect was wearing gloves, so no fingerprints. but they are hoping that anyone with information, or perhaps more surveillance video, will call martinez police. andre? >> that is very, very scary stuff. thank you, janet. president trump today vetoed a bill that would have gradually ended the use of large mesh nets off of the california coast. the president said ending the practice would increase the country's reliance on imported seafood, and worsen a multibillion seafood trade deficit. he said the band wouldn't provide the conservation benefits laid out in the bill. environmentalists though say that the net often harm and kill whales. in a statement, a sponsor of the bill said we must protect marine life from dread deadly illness, i will reintroduce this bill on the first day of the new congress and will push for quick enactment, once president biden is in office. turning your attention to weather, we have got a little bit of rain out there, rolling through the north day, and one across the richmond bridge and the golden gate hours. 7:00 a.m., still unsettled and a few showers out there, by the time we get to saturday afternoon we should see less of that. that there still might be some sprinkles, and as you can see, we will remain cloudy as we go throughout the day saturday. as far as totals are concerned, many of you will just have a trace of rain, but we are seeing like 3/100 of an inch. but i have got a bigger in san francisco is celebrating the first baby born in the bay area here. parents laura and liza lottie welcomed the project, and 12:06, this morning. ucf sent us this picture of the family and the team that helped bring jack safely into this world. ucsf says it is happy to liberate the baby's beginning to a better year. at 12:00 a.m., thomas was born at kaiser permanente. he was due december 25th, but his parents believe he was a week late for a reason. they hope his birth symbolizes a fresh start, in which kids can start enjoying a normal life this year babies under his said to be the baby third born baby, the second baby was born in o'connor hospital, in san jose, two minutes earlier. coming up, a light show that was anything but sanctioned. see the illegal fireworks display that happened around the bay area this morning, and how firefighters responded. up next, congress votes to override a presidential veto. it is a 1st for the trump white house, and the final act for a new congress, which will be sworn in on sunday. it was an eventful new year's day on capitol hill, where the senate was mostly in agreement. today, senators decided to override the veto of the national defense bill. the first override of his presidency. fox's rich edson has more from congress. >> reporter: congress has sidelined president trump's demands, and instead offered this. >> the bill on reconsideration's past. >> reporter: the first veto override of the trump administration to the senate voted this afternoon 81-13, to override president trump's veto of a massive defense policy bill. >> it is our chance to ensure we keep pace with competitors like russia and china. it is our chance to remind brief service members and their families that we have their backs. with facilities, resources and support. benefiting the finest fighting forces in the world. >> reporter: the 740 billion act injures national security spending. the president vetoed it to protect the name of federal offices on u.s. military installations and over the bill's limits on his ability to withdraw certain troops overseas. the president also wanted congress to change in unrelated law that gives tech companies liability protection. congas delivered none of that. and then there are those covid relief payments. >> we have progressive democrats, conservative republicans, the president himself, and not to mention of course, the majority, the vast majority of the american people singing from the same songbook, in support of these checks. >> reporter: accept a significant number of republicans save half trillion dollar cost of the president's request, increasing the checks from $600-$2000 is just too much. likely blocking the larger payments. >> this proposal is a shotgun approach. >> reporter: and now the president is targeting him, tweeting this afternoon, that south dakota governor, christina holmes, should challenge them in the 2020 primary, and if not, quote, others are lining up. gnome said last month, she is friends with him and declined the challenge. the senator laughed it off, saying quote, finally an attack tweet, what took him so long? i'm not sure what i did to be deserving of all of that, but that is fine. the politics of larger checks in the election results are dividing republicans ahead of a joint section of congress next week, where republican senator, josh holly says, he will object to certified state presidential electors. joining house republicans, forcing a debate and a vote. >> if you are going to retry the case in the senate, it has already been tried in the federal courts, it will be hard for me to basically take over the federal courts role. >> reporter: on a call this week, senate majority leader, mitch mcconnell, pressed holly about his plans, which requires republicans to take a bit difficult vote. holly missed the call. at the white house, rich edson, fox news. southern california supporters, president trump departed a corporate parade in pasadena. organizers say they decided to plan the event, after the annual rose parade was canceled, due to the pandemic. the caravan of cars took the same route, traditionally reserved for floats and marching bands on new year's day. at least 600 cars were said to have taken part. president-elect, joe biden, and dr. joe biden, delivered a new year's address from new york's times square, but not in person. they appeared on jumbotron's from their delaware home, during ryan seacrest's new year's eve special, that appeared on another channel. the president-elect talked about his plans for his presidency and discussed his optimism of the future. >> i am more optimistic about america's chances than i have ever been, and i've been around this for a while. we have the most productive workers in the world, we have vaccines that are available, and they're going to work and we just have to get a better way of getting more out there quicker. >> seacrest also asked the bidens what message they have work all americans about the vaccine. they encouraged americans to get vaccinated, saying the shot is safe and does not hurt. coming up, family members honor a man shot around the bay area, filled with pups and booms. illegal fireworks went off for hours last night, what officials had to say about them today. i just lost my job. with the kids at home and less money supposed to. police and firefighters were busy responding to reports of illegal fireworks. ktvu's melissa harrington has the details. >> there was no official firework show along the bay to mark the start of the new year, because of the pandemic. instead people lit up the sky with displays of their own. this is video from ktvu's camera, and the video is not sped up. illegal fireworks, clearly a big issue this new year's holiday. in oakland, it started even before midnight. booms heard all over the city. >> definitely, you could hear it and see it as you drove across the city last night. it did set off car alarms, in people's residential alarms. >> reporter: italian chief with the fire department says they got smoke noise and ruminants of firework on the street, but luckily there were no injuries or fires caused by them. >> when it comes to fireworks, it is more about the potential for individuals to hurt themselves medically, by having the fireworks go off in their hands. we have had communal chemicals over the years, where people have lost digits, and limbs and things of that nature. >> reporter: firefighters and law enforcement try to get the word out early, the new york police department sent out a safety message, urging people to stop setting off fireworks or engage in celebratory gunfire, reminding residents, that's type of activity puts people at risk. other bay area residents also cracked down. they doubled fines for those setting up illegal fireworks. officials reminding that those fireworks are illegal. i melissa harrington, ktvu, fox 2 news. also overnight, the historic courthouse was covered with graffiti, and this-- not even a day after the san francisco landmark closed permanently. crews were out today, painting over the black spray paint. the restaurant stopped in-house dining, back in march and never reopened. just yesterday, the sign was removed from the building. 12 years ago today, oscar grant was shot and killed by bar police officer, at the fruitvale but station come in oakland. as ktvu crime reporter, henry lee explains, 's family honored him today, and made renewed calls for the district attorney to charge a second officer in the case. >> on new year's day, 2009, oscar graham was shot in the back and killed by a bart police officer in oakland. >> keep fighting, buddy. >> 12 years ago feels like today. that my son was killed. >> reporter: the officer, johannes, said he mistakenly pulled out his gun instead of his taser, he was charged with murder committed convicted of involuntary manslaughter. >> my family and i, and the community, have continued to not have justice. >> grant's family said another officer there, was charged as well, for restraining him before he was killed. >> we are here to be heard throughout the world that we demand that tony perrone be charged for felony murder. this guilt would eat at him like the two, if he does not surrender. he knows what he did. he knows that his murderous soul would never rest. >> reporter: but director, latifah simon, directed in order, that perrone, who is no longer an officer, be charged. >> no longer can elected officials fear what true justice should really look like. >> reporter: alameda county director, o'malley, assigned veteran prosecutor, terry wiley, to review the case. while he is experienced prosecuting police officers, he was part of the team that retried the riders, a group of oakland officers accused of misconduct. earlier this year, the same prosecutor files manslaughter charges against san leandro police officer, jason fletcher, who shot and killed stephen taylor, inside a walmart store. the board will consider that resolution, urging the da to charge the second officer in a couple of weeks. and really, ktvu, fox 2. news. police chief has died after being infected by covid-19. sandy died on christmas eve, from complications due to the virus. he was 83 years old. sunday was a sheriff's deputy with carol costello county for two years. he became the first police chief, back in 1982, with the town contracted with the sheriff's office to provide police services. sandy lee leaves behind several children and his half life is in the hospital with covered. a number of new laws took effect in california today. still had, some of the changes to policing as lawmakers tried to legislate reform. in two all of the details. a number of businesses were damaged in downtown portland overnight. police say a group of about 80 to 100 people gathered at a federal court has rented:00 last night. but the situation quickly escalated, when commercial grade fireworks, and molotov cocktails were set off. police say the vandals smashed storefronts and attacked officers with bricks and frozen water bottles. several people were arrested. a number of government buildings were also vandalized, with similar similar unrest the night before. first responders in san jose had a disney wedding. working several scenes from crashes to fires. a ktvu reporter boxes how san jose firefighters spent the first moments of 2021. >> never a dull day in san jose. always something going on. >> reporter: the new year, barely a result, in san jose first responders rushed to at least four separate incidents. around 4:00 a.m., a three-car collision, with one vehicle, smashing headlong into a tree. on monterey road and skyway drive. this witness was the first on the scene. >> the front vehicle, with the most damage, there was actually three occupants in there, and they all bailed out. as soon as they hit the tree they took off running right away. no time to even think about it. two additional victims and two trailing cars were not hurt. san jose police are investigating. the public works department removed the tree from the roadway. at 4:30, the most amazing and creative park job of 2021 so far. san jose police say the driver of this white car complaint his windshield fogged up, as he sped into the parking lot of a 711, near berryessa road and lundy avenue. the driver clipped the parked car, and flipped his vehicle upside down into a parking space. there are no reported injuries. also in the predawn darkness, crews cleaned damage from a fire that erupted on the outside of the covid shuttered, san jose museum of art. >> a small fire involving the plywood there. the engine company that arrived on scene pulled an attack line, and made quick extinguishment of that could >> reporter: san jose fire officials say the blaze is suspicious. a museum spokeswoman says there was no damage to the museum and that we have devoted our programming to move online, due to the covid-19 pandemic. run 7:30, new year's day, in traffic, speeding on northbound highway 85, lost control as he passed another motorist at the almaden expressway exit. his 2005 cadillac deville, rolled several times down the embankment. chp investigators believe the 26-year-old man, behind the wheel, was driving under the influence. >> whether there's a lot of cars on the road, whether we are in quarantine or whether there is a pandemic, it is just not safe to do in any type of situation. >> reporter: the chp says the victim in the single crash suffered significant injuries. he is in stable condition in the south the hospital. they say, once he is discharged, they will fire paperwork with the district attorney's [80's music] what? i was an 80's kid. it only gets better when you switch and save with geico. a new year means plenty of new laws all around the country. many, a direct result of the massive medical a social and political protests that changed our world, in 2020. fox's laura ingle takes a look at changes in store for 2021. >> reporter: the biggest news of 2020, has helped shape the biggest changes and new laws we will see going to affect this year. including the death of george floyd, and the coronavirus pandemic. george floyd, who died at the hands of a minneapolis police officer, while in custody, in may, sparked widespread protests and demonstrations around the world, calling for police reform. states, including california, delaware, iowa, new york, oregon, and utah passed bans on police chokeholds. in georgia, two new anti-biased laws are now in effect. one, imposing more penalties for hate crimes, while the other protects police from biased motivated acts of violence. meanwhile, voters in arizona, new jersey and south dakota, improving measures to legalize recreational marijuana. many hope this will help bring some much needed revenue to state economies reeling from covid. >> there are enough people that are already using it and doing it illegally, it is better that the state gets tax revenue from it. >> reporter: some of the coronavirus related laws going into effect this year include those offering to help essential workers and bolstering and implement benefits and requiring time off for sick employees. the state of alabama passed a resolution to encourage fist pumps over handshakes to help stop the spread. lawmakers on both sides of the aisle, planning to work on legislation in 2021 are focusing on pandemic response. including issues, ranging from school reopening's, two governors emergency powers. in new york, laura ingle, fox news. in addition to the ban on certain chuckles, several other police reforms lost effect today, some little 1506, requires a state attorney general to investigate an incident involving when an officer kills an unarmed person. and ab 846 requires officers to screen based on race ethnicity and gender. they say this is already done so, to a backend investigation, prior to being hired. to address issues of inequality, lawmakers passed a bill to create a task force to study the history of slavery in california, and develop proposals for reparations, for african-americans. another new law requires corporations in california to have at least one person on their board of directors, from an underrepresented underrepresented group by the end of this year. those directors could be people of color or identify as lesbian, , bisexual or transgender. another new law unless people trained at state fire camps, while in prison, to petition to have their criminal record wiped clean. they have long relied on volunteers from its prison system to battle wildfires. but once they are released from prison, their records often prevent them from becoming emts, which is a certification required to pursue a career in firefighting. a frigid winter storm is causing headaches for drivers in the midwest and beyond. heavy snow stranded drivers in oklahoma city. what started out as freezing rain last night, turned into snow in the early morning hours. crews, with snowplows, sent spent much of the days clearing highways as thousands of residents were without power. while most people were wanting to stay inside, this dog couldn't resist playing around in the snow. at least somebody is having a good time with that, right? we don't have snow, but i'm happy to say that we do have precipitation happening tonight. we will have snow hitting the sierra, when we get into monday. start with where we are tonight, we have light showers rolling through. i'm going to zoom in here, show you where we are. east bay on the peninsula. very light, not exactly where you are. but as we will roll through throughout the night tonight, you will see this at the tail end of a bigger system that has been bringing rain to the pacific northwest as we so often get, not quite making its way down to us. so that is where we are at tonight, with those showers tonight. those temperatures now, 51 in san francisco. we are in the upper 40s for the most part, to that 52 remark did so, not bad. and tonight is going to be better for those in the inland valleys, which could kind of chilly this time of year. last night, we were down about 32 tonight. we will take that up to 38. not bad. about 40s around the bay, and 40s out around the coast, so pretty mild. speaking of the coast, however, we do have some danger out there. we are under a high surf advisory, which goes until 9:00 a.m. on monday. we've been having that risk the last few days and rip currents, expecting 20 to 25 foot high breakers, as we get into tomorrow. just not a good time to be at the coast. you have to be very careful. that water is awfully cold this time of year, so you don't want to get dragged into it. let's take a look at temperatures tomorrow. we will be cloudy tomorrow so we will was the rain and sprinkles, but we will be cloudy throughout the day tomorrow. so, 57 at the coast, 59 around the bay, and is led looking to 60 to 61 degrees. let me show you this future cast. not a big deal, less than a 10th of an inch. there is tomorrow at noon, so we have the clouds with us then, and it goes right through the day, until saturday night, you notice there is moisture around us, but we should stay relatively dry. sunday afternoon, maybe a few breaks, and then, check this out. this is early monday morning, 5:00 a.m.. rain coming in, but watch what happens here is a call into the day. that is the noontime hour. we will have some heavy downpours, we will have some wind with this system as well. and then we are going to get some serious snow out of it. how much rain?
