The fire season. Good evening, everyone, im frank somerville. And im julie haener. Red flag conditions are back with the highest warning for fire danger set to go into effect at 11 00 tonight. Debbie begins our coverage. Well, julie, this red flag warning runs through 8 00 wednesday morning, and Governor Newsom said the next week is critical. Up there you can see just solid brush field and stuff that would really burn. Reporter and where fuels are dry, even this close to the ocean, during august, lightning, a free strike, started a fire, kept small, but crews worry about this canopy with homes in the forest and what could happen. The wrong fire on the wrong day would be something that would be almost impossible to stop if it got going. Like everybody, were concerned that weve entered this new world in which fires are more intense. Reporter this resident moved to mount tamm slopes during fire season, quickly accepting the need to be proactive. That means being prepared, keeping on top of all of the warnings from the state, and working closely with local officials to make sure we evacuate if necessary. Reporter for firefighters, winter rain can come anytime. It starts from being a spark to 20,000 acres in a day. When i first started, you would go to a 20,000 acre fire, and that would be the biggest fire of the year. The governor noted 12 major firers fire complexes are still burning right now, is and it was not only the hottest august on record, julie, but the hottest september, as well. Deborah, thank you. Now to chief meteorologist bill martin who is tracking the conditions that prompted the red flag warning. Bill . I think the big thing that is prompting this warning is certainly the lack of rain. Its been dry, as it always is this time of year. But these warnings were hyper vigilant now, and these warnings are coming more frequently, and they will until we get some rain in here. That red flag warning is in red, obviously. Thats until wednesday morning for the north bay hills. This is north baycentric. This could turn into a red flag warning, but i say this all the time, red flag warnings come in varying shades. Theyre all scary and need to be taken seriously, but lets say the Oakland Hills was a 10 red flag warning. This is probably about a 5 or a 6, based on the computer model winds im seeing. It doesnt mean its not dangerous, just means were not seeing 70 mile an hour winds. So we will see 35, maybe 40 mile an hour winds, less than with the last event last week, but still something to be concerned with. In the north bay, the winds right now are relatively light. Air quality has been good. Weve got fog back at the coast, and that fog certainly helps the coastal conditions, but up at the higher elevations, above the inversion, its warm, and its going to be breezy, starting a little bit tonight, but i think will be more noticeable tomorrow night, and north bay hills, a red flag warning above 1,000 feet. Pg e is warning customers that Public Safety power shutoffs are possible later this week due to gusty winds in the forecast. About 50,000 customers in Northern California have been put on a psps watch. Thats one level below a warning. Pg e said shutoffs are possible for part of six counties in the north pay, eastboy bay, and the south bay. In addition to the wind, they are also worried about hot, dry conditions. The resident tells me she hung up the figure last wednesday night here in newark. Now, starting the next day, she received complaints. We had a hangman, and i guess people took it the wrong way. Reporter this mother of two spoke with me on the condition we not identify her. She said she made this figure as part of the halloween display she put up last wednesday in the front yard of her home in newark. We just put it up, because we wanted to make it look scary. Reporter she tells me this is the first time shes. Up a halloween display during the 15 years her family has lived here. A way to celebrate halloween during the pandemic. We just did it for our kids, for them to have a good time, because theyre not going to be able to go out trickor treating. Reporter she said the day after the display went up, police came by and said they had received complaints from neighbors. In response, she put a mask on the figure. A spokesperson for the city said workers hauled away at least 30 truckloads of trash and debris yesterday. Police have arrested two men who hay say kidnapped and sexually assaulted a woman in san leandro. Police say the woman was walking near his pairian boulevard yesterday when the two man forced her into is a car, drove her to another location and sexually assaulted her. They plan to release the names of the two suspects after they have been booked into jail. In San Francisco, Police Released body cam and Surveillance Video showing the deadly shooting of a carjacking suspect by officers earlier this month. Police say the suspect had a knife and kept moving toward the officers who repeatedly ordered him to stop. More now from ktvu Crime Reporter henry lee. Reporter body cam Footage Showing Police officers chasing caesar Antonio Vargas moments after he allegedly carjacked a woman driving a prius with a knife. Mr. Vargas took steps backwards and then sprinted towards the officers with a knife in his right hand. He yelled ill kill you, racial slur. Officers discharged their firearms and mr. Vargas fell to the ground. Officers immediately broadcast they had been involved in a shooting and requested medical assistance. Reporter vargas died at the scene. This happened moments after police say he carjacked a woman of her prius by junk on the car. The windshield was that iser and caved in as a result of his actions. Glass from the windshield fell on to her as she sat in the vehicle. Reporter officers chased him before fatally shooting him.
