Anguish will prevent another family from feeling the same kind of pain. Welcome everyone tonight, im heather holmes. And im frank somerville. The warning comes out of a long Holiday Weekend. Temperatures over 100 degrees are expected to bring a lot of people to bay area beaches. New at 10 00, tran once amber lee is in Santa Cruz County where beach hazards can prove to be deadly. Reporter with the Holiday Weekend coming, mom wants to warn others about the potential dangers at the beach. She tells me her daughters trip started with a visit here at the Santa Cruz Beach boardwalk, before she headed north to another beach. The promise of a beautiful sunset here at Panther Beach in Santa Cruz County drew her for the first time here in july. It would turn out to be her last time. Sometimes its like im living in someone elses world. You know you cannot believe that this is happened. Its like sheer devastation. Reporter she describes the void that is now her life without her 19yearold daughter. She was with friends at the beach, mom tells me the group was sitting on a rock on a large wave suddenly swept them into the ocean. Her friends survived, there was a massive surge, but shoogie was gone. Nair shared with me the video shoogie had taken on a phone in a duffel bag she left on the beach. 10 days later a summer at Monterey County beach discovered shoogies body. I couldnt believe it, shes gone. She was our only child and she was the absolute love of our life. She was our absolute everything. Reporter nair says shoogie had an exceptionally close relationship with her mother and father. Nair says her daughter sent her this video , just to let mom know how much she loves her. Nair tells me shoogies passion for life led her to graduate from the emt program recently, with dreams of becoming a paramedic to save lives. Where are you . Like, how did this happen . How did this happen . This is our life. I just, i just dont understand. Reporter nair helps to warn others about the dangers of rip currents and what could happen in an instant. She just left one day to go to the beach and never came back. If another mother, justin there had, be more aware than i was. Reporter mom now wheres the ring shoogie was wearing when she was found , a gift from her parents. Nair plans to start a scholarship in her daughters name and she also plans to help out at homeless shelters, where shoogie used to volunteer. Now to the heat that is set to big california this Holiday Weekend. It has prompted calls to conserve power and an excessive heat warning. Our chief meteorologist is tracking this warmup for us tonight. The warmup is here mainly on saturday and sunday. We have all day tomorrow to get through and then saturday it will start to warm up your by saturday and sunday as well hot. We have the excessive heat warning that goes into effect, as well as a heat advisory for parts of the bay area. Thats the graphic. Again, big Holiday Weekend, some beaches open, some closed. Ocean beaches open and you have nearly 1 Million People who have close access to that beach, so a lot of folks will be heading out of the coastline. There is a little bit of south swell on the water, she will want to be careful there. The south swells are tricky because they had places. There is a lull, its real flat and then you get a bigger swell. Its not huge, but it is 3 to 4 to five feet. Here is the forecast land for saturday, sunday and into monday. Or pardon me, saturday, sunday and monday. The yellow area represents the heat advisory, the excessive heat warning in red. It is a big deal that these temperatures in the excessive heat warning zone are going in excess of 90 to 100 degrees. Some areas up to 108 degrees in heat is the thing. Eight is the thing that really causes problems for people. Its the most dangerous form of weather. It kills more people than tornadoes or hurricanes. Here is their quality too. We have extended the air quality alert into tomorrow and into saturday as well. This thing just keeps expanding until those fires are out. Airquality will be an issue. With that intense heat in the forecast for this upcoming weekend, the operator of californias power grid has issued a statewide flex alert. Everyone is being urged to conserve power saturday through monday to avoid rolling blackouts. Customers are being asked to precool their homes in the morning and set the ac to 70 degrees after 3 00 p. M. And to also use fans until at least 9 00 p. M. The entire west is competing for supply. Governor newsom today signed an emergency proclamation to free up Additional Energy capacity amid extreme temperatures. The proclamation allows power plants to generate more energy by suspending certain permitting requirements. Energy managers asking that you dont use washers, dryers, dishwashers or pool pumps until at least 9 00 p. M. They also urge you to put bottles of water in the fridge to help maintain a consistent temperature. Dont use ovens, because of course they treat heat. Also a good idea, charge vehicles and electronics in the morning to save power. New numbers from state Health Officials in the coronavirus show new cases are trending lower. More than 5000 new cases were reported in california yesterday. The total is now above 717,000. 164 more people ended up dying yesterday. The death toll now stands at 13,327. Test positivity has fallen to 5 . Hospitalizations and icu admissions are also continuing to go down. The state reported 27 more deaths yesterday in the bay area, including 17 in alameda county. And mercury news is reporting, that is the highest one day to pull in the bay area since the pandemic began. No information on specifically where those deaths happened. Alameda has the highest total number of deaths in the bay area at 274, followed by santa there at 250. Alameda county is easing some restrictions on businesses. Starting tomorrow barbershops, hair salons, Retail Stores in malls will be able to operate indoors with 25 capacity. Outdoor Recreational Activities such as miniature golf, batting cages and driving ranges can start to open again tomorrow. Businesses say these changes could not come soon enough. We are thrilled. Its been almost 6 months and its been a really long, hard journey and we are open now and we are ready and we know that we are safe and we are really just hoping that this is an opportunity to prove everyone wrong. The salon owner said working outside was not giving her clients the best service and that the heat of wildfire smoke made it even more difficult to walk outside. Some students will be heading back to class last next week in marin county. Newsday guidelines are allowing counties to grant waivers to some schools that meet strict guidelines. We talked with Public Health and School Officials about the balance of risks and rewards. Reporter 15 schools received waivers from the Public Health director in marin county. Most are small and private, with a little focus on the students who have the biggest needs. Stick back we have two children, a son philip who is eight years old. Reporter like so many parents, jenny novak knows heading back to School Next Week and wont be back to normal. They have a stack of facemasks determined to the backpack and her eightyearold son philip will be returning to a special education class of eight students after the county approved a reopening under newsday guidelines. It has been a long five and half months since School Closed and we are thrilled to be going back. Reporter novaks fouryear old daughter, who is in a class of start 30 students, will stay home. We are choosing to keep her home because for her we dont feel like the risks outweigh the benefits. Her program is a lot larger. Reporter its a balancing act that family stbe fine, but what about all the people the kids come in contact with who wont . Every step is been guided by Public Health both at the state and local level. Reporter the Marin County Office of education says they have been working last for nonspecific protocols to keep students and teachers safe. Protocols related to distancing, making sure all of our schools are stocked with ppe and having guidance in place when a scenario would come up with someone testing positive. Reporter the first wave focuses on students with special needs for inperson learning. Marin is one of several bay area counties that can qualify for reopening later this month if the coronavirus transmission rate drops from the purple tear to the reds here. We are still vulnerable to losing the gains we achieved, especially if we relax too quickly. Reporter marin countys Public Health director says they anticipate there will be , the key is to be as we reope like finding children back in schools, the volume of testing to do that safely goes far beyond what Health Departments can offer. This will be with us or at least a year. Reporter dr. Willis says right now the counties capacity a 700 test per day and they will need several hundred more. Part of the goal for this fall is to really diversify responsibility for testing into the Healthcare Community so we can make sure all the teachers and students are being tested together. Reporter county Health Officials say that means its essential for hospitals, clinics my private practice and pharmacies to ramp up their covert testing to keep the students and community safe. Analysts say the lower number of names is because the Labor Department is changing the way they adjust seasonal swings and unemployment. If they were using the old method, claims would have risen slightly compared to last week. In the meantime, concerns are growing as possible friday californians unemployment agency. There have been several reports of people receiving unsolicited debit cards from the agency in their mailboxes. The Employment Development Department Says it is developing methods to stop and prevent fraudulent claims from being paid. State lawmakers have called for an emergency audit of the edd. This just in, a man suspected of shooting and killing a supporter of a Pro Trump Group in portland last week was killed tonight as investigators moved in to arrest him. A doj official says the man, 48 yearold Michael Reynolds was killed as a federal task force attempted to take him into custody in washington state. The official says he pulled out a gun and was shot by law enforcement. He was the prime suspect in the killing of 39yearold Aaron J Danielson last week. Vallejo is on pace this year to pass the record for previous homicides. 21 killings so far this year, two of them last night. One of those cases has really hit a nerve. Reporter a lot of people are upset about one moms experience. She drove her dying son to the hospital, but found no one in a hurried out. The ambulance never came. Ive been here trying to get somebody to get my son out of the car. Reporter a frantic vallejo mom daughter 21yearold son wounded on the street and drove him to the hospital herself. Her husband, who was the sales agent, received a commission of over 65,000. Protesters gathered today outside the home of House Speaker nancy pelosi in San Francisco. Is a her visit to a hair salon this week, in violation of covid19 rules, represents a double standard. The white house also took aim today at the House Speaker. Pelosi or her team about any of this, and jonathan is the only one that communicated with them, if there was a set up it couldve only been jonathan who orchestrated it. In Santa Clara County, salons, barber shops and malls allowing customers inside. Next week the county may get the green light from the state to resume more indoor operations. We are in the purple tier at this point in the calculations are being done at the state. We expect to be in the red tier by next tuesday. Reporter Santa Clara County is in the lowest tier, in purple with widespread risk. They could soon june San Francisco and napa counties in the red, meaning less risk, based on adjustments to Santa Clara County is coronavirus case rate. Red means museums, places of worship, movie theaters and Indoor Dining could reopen at 25 capacity. County Officials Say thats unlikely. The local order is more strict in some areas, so there will not be indoor theaters or restaurants. Reporter activities deemed too risky, given contact with people and length of time indoors. When the weather does turn and get colder it will be much more difficult to want to be outside and to dine. Reporter the owner of sv to in san jose is planning to buy tents, tarps and heaters for the fall months, not anticipating to reopen indoors until after flu season. North Valley Baptist Church in santa clara was fined thousands of dollars for holding Indoor Services and will likely continue to be fined for their resistance. The county executive sisk Santa Clara County is reviewing if personal care services, hotels and gyms could reopen indoors with distancing protocols when the state gives the go ahead. The positive test rates for covid19 continue to rise in predominantly latino communities. Test results from uc San Francisco so alarming infection rates in the Mission District, compared to the rest of San Francisco. Ucsf will soon expand its testing to oaklands fruitvale district. Reporter while the overall covid rates are starting to decline in the bay area, not so here in San Franciscos predominantly latino Mission District. I know one case that the father got infected and theres 13 People Living in the house. Reporter Mission District resident Roberto Fernandez is a resident on the task force. I know people who have caught the virus that show up to the mission for food and i have to send people home and we deliver to the their home. Reporter such anecdotes are pieces of a troubling picture. Uc San Francisco was released the results from testing one and 2000 people at the mission at the 24th street bart station in august. The rate of positive tests and latinos was 11 , more than four times the Positivity Rate in all of San Francisco. Those on the Task Force Said the government is not doing enough to help people here once they test positive. We are being provided what is comparable to buckets of water to fight a five alarm fire. Reporter the San Francisco Public Health director said in part, we must continue to expand investments in our covid 19 response, including the latin x community. But the funding in the community so we can do the work ourselves. Reporter ucsf plans to conduct similar testing in the fruitvale district, which has a higher infection rate than most of the bay area. Its an effort to better understand how covid19 is spreading. Messaging needs to be different. The way we approach things, the way we do business here in fruitvale and hopefully this will give us the tools that we need to really get that message home. The czu in santa cruz and san mateo counties is 51 contained. Close to 1500 structures have been destroyed with more than 86,000 acres burned. The scu fire burning parts of santa clara, alameda, contra costa, san joaquin and stanislaus countys is 80 contained. More than 391,000 acres burned here. Despite the damage, Santa Clara County has not yet been approved to receive help from fema. The county supervisor has asked Governor Newsom to request federal aid. In the north bay firefighters are battling the lnu complex fire, its more than 86 contained. More than 375,000 acres have burned so with nearly 1500 structures destroyed. In pleasanton a group of seniors is enjoying, if you will, the fruits of their labor. Resident gardeners at the stoneridge creek Retirement Community have crafted and planted unusual fruits from all over the world. Reporter lets just say the seniors at stoneridge creek in pleasanton have a lot of gardening experience. I remember gardening, my dad had a Victory Garden during world war ii. Reporter its not just how long theyve been doing it thats unusual, its what theyre growing. This garden is overflowing with rare fruit, from russian pomegranates to brazilian guava to the cross between a plum and a cherry. Its all thanks to the teaching of one resident who is a member of the california rare Fruit Growers association. To be able to see things i have never seen before and watch them grow before our eyes, its pretty cool. You might see three or four cherries or plums all grafted together in one tree. Reporter about 80 of the Stonecreek Ridge residents worked in the garden. Sometimes, like with their great harvest, there is enough bounty to share. They were added in our salads, those pretty special to be able to have grapes added for all the residence to enjoy. Reporter for a while covid get the seniors away. Staff at the Retirement Committee was charged heaping the plants away alive. When i came back the radishes looked like beets, my beets looked like potatoes [ laughter ] they got watered, but no one picked them. Reporter the gardeners said they are glad to be back. Reporter believing in great weather presents a greater temptation. Pacific officials announcing their beaches, parking lots and waterways are offlimits for the Holiday Weekend. It San Mateo County is not closing all of its beaches. Alameda and marin counties in San Francisco are keeping beaches open, but officials ask residents to visit parks and trails, instead of packing beaches. Any public Health Officials say spikes in covid19 cases are common following warm weather holidays, such as memorial day, fourth of july and labor day. There is still a lot of covid in our area and people are getting infected every day. Reporter Santa Clara County Deputy Health officer dr. George han says people should celebrate the holiday either at home or in areas where there arent crowds. Get up early before everyone gets out, handle my business and get back to closing the doors. Reporter santa cruz and monterey counties have closed most beaches. The exceptions are the main and cal beaches, both open for four hours saturday and sunday. With the daytime closure itself, it will be discouragement for people traveling here for long distances. We believe this exception, that we caught that on saturday and sunday, is a good balance. Reporter Health Officials say new covid cases have been on a downward trend the past couple of weeks and they are eager to see the success continued.
