republican national convention next week. hundreds of people are under evacuation orders tonight in napa county were three large fires are burning along the two smaller ones. you can see a barn being consumed this afternoon by the hennessy fire east of st. helena. cal fire says at least three structures have been destroyed. lightning strikes have been blamed for these fires that have grown to 32,000 acres in all. napa county has set up an evacuation site at crosswalk church in downtown napa. there are new evacuation orders tonight. a group of wildfires is burning along the san mateo and seneca is county line. about 1200 homes are now threatened. people in north santa cruz county and apple boulder creek areas are under evacuation orders. residents in the area of going, state park are being asked to leave. dearborn park in the hills above pescadero are also under evacuation warnings. and in sonoma county evacuation orders are now in effect from the coast all the way to the community of burnsville on the russian river. >> reporter: another apparent lightning caused fire and now granville, jenner, monterio and other areas north of the russian river are under evacuation orders. the river area is full of dry canyons ready to burn. >> it is definitely grown. you can see the billowing smokes in the breeze. >> reporter: eager for updates, residents of austin creek recreation area evacuate as a fire on the parks edge and north of armstrong wood state reserve exposed to more than 500 acres. early evacuations clear the way should fire crews need in and people need out. >> i saw the smoke from my house, but the road is long and winding. >> we deal with hundreds to thousands of people per day in a park like this. >> reporter: it was a scramble finding and evacuating hikers, campers and households. >> four or dues five different sites. >> reporter: this fire is called 13-four. with so many starts, cal fire is keeping track by number instead of name. >> to arrive from around the state to bolster the bay area firefight. right now there are evacuation orders in five area counties and a complex in napa and selma counties is still at 0% containment >> a businesses conserve enough energy to avoid outages. there were other power problems around the bay area. >> reporter: when looking at the pg&e outage map just now, thousands of customers in san jose are without power, many residents in the east bay city of livermore were also left in the dark for most of the day. at the height of tuesday's triple digit heat in livermore sean siobhan was charging his phone in his car, keeping his elderly dog cool after the power went out for the third day in a row. >> people are so frustrated. >> reporter: since early sunday he and his neighbors on the city's northwest side have been dealing with intermittent outages lasting for several hours. he says it's forcing them to leave their homes to seek relief. >> you are jumping into anything that has air- conditioning. your car, costco, target. >> reporter: shontz neighbor, 11-year-old rhea, is worried about school. >> i can't log into my school account and my teacher keeps asking me to try to see my classes, but i can't, so it's really hard. >> reporter: pg&e has cited equipment failure caused by the heat wave. but is also frustrating, some residents not only dealing with unannounced outages, but were notified they could be subject to a rolling blackout. luckily none of those were triggered tuesday night. cal iso noting high wind energy production and consumer conservation kept the electricity flowing. >> the last time this type of power outage happened was almost two decades ago. >> reporter: energy analysts say really outages are rare. at too early to tell us this week issues were caused by or planning of grid operators. >> we understand it is extremely frustrating when customers lose power. we want to make sure that we keep our customers energized >> reporter: pg&e has set up the tool on its website where customers can type in their address and see if there area is scheduled for a rotating outage, should it be necessary. and another part of livermore this resident without power for four days, relying on a generator and demanding answers. >> is it poor design, poor maintenance or a lack of a rates? 100+ degrees are normal for a city of livermore. >> and cal iso has a warrant of roaring packets could occur tomorrow with another hot day. hopefully residents will conserve and the demand will flatten, like today. 11:00, pg&e has settled its civil lawsuit involving the deadly ghost ship warehouse fire in oakland. the amount of the settlement has not been disclosed. mercury news reports an attorney for pg&e says the matter is resolved, but the company disputes liability. the fire, back in december of 2016, killed 36 people. the building was being used as an art collective. court filings allege pg&e was negligent for not monitoring power usage and should've known the defective nature of the electrical systems in the building posed a threat. after the break, riding a bike without a light leads to a violent confrontation with a police officer. now we are police officer and a bicyclist after body camera video shows a san jose police officer using his patrol vehicle as a battering ram. >> the incident happened last december and the case is now working its way through the legal system. >> reporter: officer david lezama's body camera shows him making a fast-paced u-turn near oak hill cemetery trying to stop cyclist gabriel gonzalez who was riding without a light on his bicycle. seconds later the officer used his patrol vehicle to ram gonzales, sending the 26 euros lying into a chain-link fence. >> stopping a man for the crime of not having a light on your bicycle of more than a 2000 pound vehicle, to me that is beyond us. >> reporter: days after the number 2019 incident gonzales, nursing wounds to his knee and had, lane he was wearing earbuds and didn't hear david lezama's initial orders and then feared for his life due to the officers anger and aggression. >> two seconds before i thought it was going to die. >> reporter: witnesses back his claims, saying the officer sped into a u-turn and then plowed into the cyclist. >> why did you hit me? >> i told you to that. >> reporter: attorney robert powell is suing him, personally, saying he deprived his client of his civil rights. is as qualified humidity, which routinely shield law officers from suits, shouldn't apply. >> the problem is, it is being used to basically let off schools and higher risk businesses can reopen. >> reporter: santa cruz county became the first in northern california to come off the governor's covid-19 monitoring list , effective friday. san diego county followed suit tuesday. the new designations are a welcome sign and a signal of hope for some. >> it would definitely be great to see. i'm excited for the next phase and for things to slowly [ laughter ] >> reporter: santa cruz county is now the only county from the bay area to the monterey peninsula not on california's watchlist. >> we are thrilled. >> reporter: but the updated status doesn't change anything yet, because counties need to stay off the watchlist for 14 days before some potential reopening can occur. california's health and human services secretary says the state is still working to change the july 13th health order to potentially allow some business sectors to reopen. >> we are working through that. >> reporter: santa cruz county's health officer says she knows one thing for sure, kindergarten through 12th grade students are one step closer to being back in the classroom. >> if we stay off the states county data monitoring list for a full 14 days, so through the 28th, we will be allowed to classroom education should we do so. >> reporter: but she says they are not ready for schools to open yet. for one, saying testing has to improve first and eventually there will be a joint decision with the county office of education. mayor london breed announced a new order today that paves the way for children to participate in some in- person activities. the plan allows educational and re-accretion all childcare programs to operate beginning immediately if surgeons hundreds are met. standards include wearing masks, practicing social distancing, health monitoring and cleaning protocols. the order also allows city run learning hubs to restart on september 14th for thousands of disadvantaged students. starting tomorrow, public and private elementary schools in contra costa county can submit applications for in person and traction. school districts will be asked to detail how to safely conduct classes, while also preventing the spread of the coronavirus. applications will go to the county office of education for review before being sent to the contra costa health services. a reminder, we have put together a school survival guide on records and a record set in gilroy for 104 degrees. san jose tied it 97, monterey 81 and gilroy set the record at 104. we have had four or five days in a row of record he. an excessive heat warning stays in effect for all areas in red. that means fremont, barely, san jose, los gatos, vallejo. and excessive heat advisory through tomorrow, that should be the end of it. temperatures are already a but on august 18, 1920, tennessee became the 36 states to ratify the 19th amendment. it was the last date needed to achieve a two thirds majority. the federal government certified the amendment on august 26 which is now known as women's equality day. and president trump announced today he plans to pardon susan b anthony who was arrested for voting in 1872. the president made the announcement this morning at an event at the white house. anthony, along with elizabeth caddy stanton, were among the most prominent leaders in the fight for women's suffrage. in san jose notre dame high school held a dedication ceremony today for their new center for women's leadership building. the private all-girls school fixed today specifically because it is the 100th anniversary of a woman's right to vote. the principle of notre dame, marybeth riley, says a new three-story office holding will serve as a beacon for the school and the city. it embraces all of those ideals of developing women's skill
