Reporter huge plumes of black smoke billowing into the sky as flames burned six buildings in san franciscos intermission district. The flames were three times as high as the building was. I mean it was fully engulfed back there. Reporter firefighters said the fire started on erie street, the backside of a wholesaler that sells steeled fabricated building supplies. In 10 minutes the whole building was gone. Reporter bruce bartfelt tells me the business was started by his father 75 years ago. This is what it looked like before the fire. The 73yearold says he arrived to open up shop, only to see fastmoving flames destroyed his building. The experience isyou cant describe it because your whole life is gone. Reporter two buildings destroyed in four damaged. Business owners suspect the fire may have started at the homeless in yemen behind their buildings on erie street. I have had home in their tent environment building bonfires for warmth. Reporter the Fire Department tells me there was a mattress fire behind bartfelts building at 11 30 monday night in the same area where this five alarm fire started. It is too early at this time to determine if that had a nexus to this fire or not. Reporter lieutenant Jonathan Baxter with the Fire Department says, by chance a fire crew drove by Tuesday Morning about 15 minutes prior to the fire breaking out. He says there was no smoke or flames then. This is really a whole other level. Reporter Business OwnerScott Perkins tells me he saved what was most important to him, his dog. We stayed safe. Reporter fire danger, first and foremost, i met other complaints. For many of those camping in fremont park, near downtown, this is the latest in a long string of evictions. Tonight im hurting, tomorrows going to be worse. Reporter julie is preparing to move. This is her last night in santa rosas fremont park, were close to 100 homeless campers have been told to clear out. My anxiety has spiked up. These people are traumatized , sad and scared. Reporter advocates say if the city provided more sanitation and Garbage Service the camp would have been cleaner. Volunteers came regularly to help, but the park, not even two acres, became overwhelmed with tents as other sites, a popular trail, pastureland and downtown overpasses were all swept. This is a family out here, a community. This is like rousting people from their homes for no apparent reason. We are seeing a lot of signs of open fires, cooking, discarded burned debris. Reporter the reason, officials said fire danger, alarmed by campers nestled in the shady groves. A lot of the fuels in here will determine there is a significant risk. Reporter santa rosa fire as i did dalles numerous other fires recently, brush and structure places, originating in or near homeless camps. So the threat is real. Whether its recreational fires, warming fires, burning fires, that with close proximity to the homes here is a risk we cant allow to continue. Theres been a lot of fireworks going off in the middle of the night. It was like two a. M. The other night. Reporter fremont park is lined by residential areas, where neighbors are concerned. Its also across the street from the middle school campus. Neighbors complained of drug dealing and paraphernalia, fights and erratic behavior that keep them inside, afraid of the park. It has become out of control. And it isnt safe. And, you know, i want everyone to be safe. Its pretty stressful doing this over and over and over. Reporter preparing to move, many campers are trying to stick together wherever they end up next. Its also a feeling of exhaustion, but im trying to keep going on ed 3000 Homeless People. More than half of them are in santa rosa and about 1000 sheltered beds are there. Outreach workers have been in fremont park this week trying to find placements for people ahead of tomorrows eviction which is expected at about 7 30. Police in lafayette say a 10yearold boy has died after being hit by a delivery vehicle this afternoon. And happened around 12 45 on the 500 block of marywood drive near Burton Valley elementary school. Police say the boy was riding a bicycle at the time. He was taken to the hospital where he died. Police say the Delivery Driver is cooperating. So far the boy has not been identified publicly. Now to the latest data on coronavirus cases in california. The state says 6000 new cases of coronavirus were reported yesterday. That number is actually smaller than the average number, although that may be due to a delay in reporting for the weekend. The seven day average is generally around 9000 cases. 73 people also died yesterday, but thats down from the seven day average of 108 deaths per day. The rate of positive tests also ticked down slightly to 7 1 2 . Hospitalizations are down about half of a percent and icu patients are down nearly 2 . State democratic legislative leaders have released a 100 billion stimulus plan. It comes after millions of californians received their last 600 supplemental unemployment benefit. The states stimulus package calls for california to borrow federal money to fill gaps in Unemployment Insurance if the 600 payment isnt reinstated. And also extends the benefit to undocumented workers and allows for help for small businesses. The Contra Costa County board of supervisors approved an ordinance today that allows people and businesses to be fined for failing to follow Public Health orders. Contra costa joins marin and napa with similar enforcement policies. The new ordinance allows the county to Issue Citations to people who are not Wearing Masks in public, or social distancing. Fines for repeat offenders range up to 500 for individuals and up to 1000 for businesses. Sonoma county is ctnance next week. The Alameda CountySheriffs Office is gaining a handle on the coronavirus outbreak at the santa rita jail in dublin. The jail currently has 22 inmates with the virus, nearly 150 ever covered. The Sheriffs Department says it was able to isolate the outbreak in two living areas and that helped contain the spread. Santa rita has also implemented a Testing Program and released more than 1000 inmates since the pandemic began. A new free coronavirus Testing Program is set to begin tomorrow in san francisco, aimed at reaching people in the citys latin community. Starting tomorrow ucsf will offer free tests at the bart station wednesdays and fridays. Priority will be given to workers living in the area, along with commuters and employees. The program runs for the next three weeks and is believed to be the first of a transit hub. The city of berkeley is opening a new test kiosk at san pablo park. The kiosk will be staffed tomorrow and thursday. Tests are free to those without insurance. The hope is to get results to people in one to two days. Reporter the Oakland Police departments Court Appointed federal monitor, tasked with seeing how the agency performs, following major issues of the year involving crooked cops, questionable shootings and a sex scandal, released his latest report tuesday. There has finally been a slight improvement after a steady decline. Reporter the details were not all bad, according to civil rights attorney jim shannon, his lawsuit against the department 20 years ago landed them under federal monitoring. There has been a marked decline in the number of African Americans being stopped by police officers, while noting there is still a lot of room for improvement. The ratios are still off. That is the number of African Americans who were stopped proportional to other races is still out of sync. Reporter also out of sync is the wave of how the department responded to the demonstrations sparked by the death of george floyd. Like other departments across the country, the response was put to a test. But oakland is under much worse correnti scrutiny because of the use of force during protests. And one of the more controversial encounters on june 1st officers are seen firing projectiles into a crowd of protesters. Among those projectiles, teargas. After years and years of progress in crowd control, in my view, the department has slipped significantly backwards by their performance. Reporter shannon and other attorneys say the department violated its own policy when it used teargas before using other techniques, which it is required to do. The day after the june protests, Oakland Police defended their actions, saying the crowd began throwing rocks and bottles at officers. But later officials so they will launch an investigation to review actions more closely. Shannon says the federal monitor will be closely watching how the opd investigation veers out. Only then will we know the impact it will have on the departments federal oversight. The Oakland City Council approved renaming part of a street in the downtown area after journalist Chauncey Bailey. He was assassinated on his way to work in june 2007. 14th street from oak to broadway will be renamed Chauncey Bailey way. A gunmen shot and killed bailey to try to keep them from publishing a story that he was working on about financial problems at a black muslim bakery.
