Governor newsom held a briefing today at a warehouse where the state stores and distributes millions of masks and other ppe. The governor gave an update on the states increasing number of cases and deaths. He said over a 7day period, california has averaged 90 deaths a day from the coronavirus. And 7day period, we have averaged 90 lives lost. Thats compared to about 98 lives in the previous 7 days, but nonetheless 90 lives lost, and so its just another reminder, if i need to remind anybody of the magnitude of impact that this virus continues to have. Governor newsom also said the states 7day Positivity Rate has increased to 7. 6 . Thats well above the 5 benchmark recommended by the cdc. Well, now to the outbreak of covid19, and the rising death rate in san quentin print in marin county. More than 2,000 inmates have been infected, 200 staffers, and 14 deaths. I want to start with the challenges that san quentin faces, because being in a kind space like a prison, talk about how the virus can easily spread, similar to what were seeing in nursing homes. Good afternoon to both of you. What were seeing in a two month period of time, no covid cases at all in the prison, but in two months, were up to 2,000 inmates infected, 200 Staff Members, 14, 15 deaths, and its spreading in a congregate setting, and we know thats possible, because we saw just yesterday in walnut creek that 12 folks died in a Senior Living facility. So what happened in san quentin is when there was an outbreak in chino, they transferred patients from that prison to san quentin. At that point, there were no prisoners actually diagnosed with covid19. They tested the chino inmates before testing. They were all positive. When they arrived at san quentin, they put them in tiers in a building on the 4th and 5th tier. That building started to tier, but the floors that were infected, the virus either spread through dropletlets down, or through the ventilation system, and now youre seeing patients being Early Released, Field Hospital on the baseball field. Youre seeing the furniture shop in the prison converted to a covid19 treatment facility. How do you think that the response could have changed or should have changed here . We now have those 14 inmates that have died, and its possible that more inmates could die, as well. That is true. What we do know from state Senate Hearings regarding the outbreak in the prison is when they transferred the patients, the test had taken place four weeks prior, and we know that those tests were probably only valid for 24, 48 hours, and exposure, you can it have, be asymptomatic and that was number one. As they transferred the patients, there was a lot of focus with regard to the ability to handle in terms of capacity. Where is the room for patients to try to minimize the congregate spread in chino . So they transferred them over to san quentin. Unfortunately that was probably a prison decision about spacing, not so much about health. So what weve seen is the local elected official from marin county, mark levin, is talk about trying to put an epidemiologist in terms of the outbreak and command center, so there is more focus on the Health Impact instead of just prison spacing. Some people may hear about what is happening at san quentin and think why should i care . Or may think its contained within the walls of san quentin, but there are implications here, and it does affect the community, right . Yeah, well said, it certainly does. We know there are 36 prisoners under Early Release that are in a facility in the San Francisco bay area, trying to minimize the spread in the hospital. We know that onethird of the beds in marin county are occupied by san quentin prisoners. They dont want community spread, but we have Staff Members and guards comes and going from that prison. What were seeing although we think its contained within those walls, its very easy to spread to the community. We know that not only marin county hospitals, but there are 22 inmate patients in San Francisco county hospitals, san mateo has 24, Alameda County has 4. So you can see that theres potential for that to spread. Although theyre taking measures to minimize it, its not contained withe four this conversation far from over, but were going to have to leave it there. Mark, we always appreciate you coming on. Well, first of wall, there are well established norms, as well as legal requirements for foreign stations, for essentially consulates and embassies. What they are supposed to do. How they are supposed to operate. The rules on which they are supposed to operate. One of those basic tenants is is you dont conduct espionage on the host country. So in this situation, what was going on, apparently, in that houston consulate, violated those norms. In terms of where things go, its entirely possible that the Chinese Government will retaliate in some way that could include additional sanctions, for example, on u. S. Officials. It could include the closure of additional u. S. Diplomatic facilities. You already noted in your package leading up the possibility that the u. S. Government will go ahead and preemptive he shut down the wuhan consulate which the u. S. Operates in china currently. So there are a number of things the Chinese Government could do to retaliate, but i think it signals a greater amount of tension between the u. S. And china, something thats weve seen over these last several week was growing amount of tension. Absolutely. U. S. China relations, as you said, have gotten rost over the past few months and over the past year or so. We have the escalating trade word, the human rights abuses in that country, and now we pile any top of that, the coronavirus outbreak and the accusations of china trying to steal our Vaccine Research in that area. When you step back and look at it, how much has the relationship between our two countries detieriated . And what is next in terms of diplomatic relations .
