Knew, the Berkeley City Council worked until early this morning during a nine hour meeting, and they had approved a new Police Reform plan. Good morning sara, you have the details . Reporter good morning dave, the meeting wrapped up at 3 00 this morning. This is what came out of it. The omnibus bill approved by the council includes the goal of defining the Berkeley Police department by 50 percent. Unarmed city workers and set up Police Officers focusing on traffic enforcement, and shifting officers away from nonemergency calls related to mental health, homelessness, and other shelter and place orders among other things. It will allocate 100 from the general fund to develop a specialized care unit. 160,000 for an auditor to audit police calls before responses. Councilmembers abstained, saying this is not what the people want. The omnibus bill is a revised version of an original proposal that was introduced. The proposal called for defining Police Departments in the 2021 budget was shot down by the council. We heard from residence after the vote who are disappointed in the councils decision. I want to start by saying i am not surprised, it is disappointing to see the council vote this way. Defining the Berkeley Police by 50 percent. Not a single reason why this could not be voted for was given. There is a lot of flush out with a newly passed bill. But the they will be addressed in future meetings. Reporting live, mornings on fox 2. Thank you, sara, the attorney for George Floyds family plans to announce a civil lawsuit against the city of minneapolis after he was killed in police custody. This comes as body camera video from two of the officers involved is also being released today. A judge says the video will not be released to the public , but members of the media and the public will be watching the video by appointment at the courthouse. San francisco supervisors approve a measure permanently banning the city from profiting off of jail inmates and their families. The legislature called people over profit would make a jail phone calls free. It would and price markups on commissary items. Supporters of the legislation say that the fees are most often paid by the families of inmates. One report by the Baker Centers said that many who pay the fees are women and low income women of color. And a couple of days, the state will decide whether or not Alameda County will get special permission to allow certain businesses to operate including out door dining. Alameda county supervisors unanimously approved the request, by the Health Department for more local authority. Businesses like the idea, but one person at yesterdays hearing said the easing of restrictions should be more focused. In east oakland, there are much higher rates of infection than the rest of Alameda County. So, to have onesizefitsall, and a variance that applies to the entire county, it is probably not a good approach. Alameda county is the only bay area county that did not apply for special permission back in may. Without that permission, Outdoor Dining would not be allowed in places like fairyland and oakland, and the oakland zoo cannot reopen. Contra costa county extends protection for renters that are affected by the pandemic. The supervisors unanimously voted to extend a ban on evictions through september. They freeze ran through january of next year. Tenants will have to show that they lost income because of coronavirus, like being laid off for a business being shut down, or medical expenses. Contra costa county is trying to crack down on anyone who violates safety orders like not wearing a face covering, or social distancing. There is a proposal to allow county workers to hand out tickets to businesses, houses of worship and other groups that do not comply. County supervisors also want to set up a hotline to report violators. Defying the states order to close, she keeps her business open and allows independent stylist to keep working. Some of them have said that i will be down, i am packing my stuff, and they will go underground. There is a phrase that was coined a long time ago. That is what is going to happen, they will be at home beauticians, they will have people coming to their homes. It is unfortunate because this is the safest place to have a service done. They will start august 17. Also today, the superintendent of schools will talk about schools reopening. Tony thurman will discuss with reporters what the state is doing to help districts make the difficult decision on whether or not they will hold classes on campus, or continue with distance learning. A month from now, school is expected to start for millions of children and parents. Bay area schools are already planning for online learning. Some districts are trying to come up with a plan for the new year, school officials, parents and tech executives have a lot to think about. We do not know what is around the corner. We do not know what will happen and fall. We need to be flexible and show our children that it is okay. Sometimes we do not have the answers. Is a way to help teachers, zoom announced an academy later this month. The first day of the academy will be featuring experts that talk about improving distance learning. The Trump Administration is now giving up on a plan to require International College students to leave the united states, unless, they are in at least one facetoface in person class in college. The rule would have allowed foreign students to take online classes, and go back to their home countries. Harvard and mit filed a lawsuit. Many other schools join the effort. Students say that they worry about spending weeks and thousands of dollars to get ready for when classes begin. It is inhumane and unfair, most of us have already paid full tuition. The outage generally from San Francisco city hall all the way to alamo square park, before it hits castro, p janney does not know what caused a power outage, but they estimate the power will be restored by 7 30 am in the next hour or so. The proposal is being called a Community Process to reimagine policing. Cities around the country talk about reforming Police Departments, it is a nationwide effort for racial justice, after the george floyd keeling. George Floyd Community safety acts include hiring an auditor, for police calls and responses. It creates a special care unit for noncriminal crisis response, and reducing the police of budget to allow for funding for community programs, healthcare, violence prevention and other programs. Another part of berkeleys newly passed proposals would allow unarmed city workers to conduct traffic stops instead of the Police Officers. The Police Review commissioners say they are among supporters of it. The head of the Berkeley Police union says that removing police from this does not make sense. The vast majority of cases, are unarmed individuals. They can lead to a better outcome than someone who was armed. What if a driver is dui . What if a driver is combative . What if the driver does not pullover . What if a driver is armed with a weapon . This would be a new way to stop cars and berkeley. A lot still has to be worked out. Berkeley city council is now working on the details in future meetings. Happening today, city leaders will host a meeting about police procedures, the city council and the police chief want to hear ideas about how they city can battle handle social services that are often handled by the police. The police chief will also talk about his departments antibias training. The use of force policies as well as hiring and discipline procedures. A potential Coronavirus Vaccine is showing promise, and the next round of testing begins in less than two weeks. 45 men and women volunteered for the most recent study, they took two doses of the potential vaccine, and they all developed coronavirus antibodies. Side effects were mild. They are part of a group that develops our dna vaccines, out of the candidates there, they are the most advanced. The next phase of testing is the final stage before regulators will consider whether or not to make the vaccine available to the public. California is establishing new guidelines for coronavirus testing to try to help speed up results. Increase testing has led to delays, and backups and recent weeks. The new guidelines released yesterday will give priority to people who are hospitalized with symptoms, or living and working in healthcare facilities. Only those at high risk were tested. And now we see an average of 105 tests a day in california, which is causing the backlog. Many academic partners, and some of the mediumsized commercial labs have capacity. We are working to maximum out. The state also wants to increase Testing Capacity by having pharmacists and doctors offices conduct tests. Officials say it would allow test sites to help underserved populations. Inmates at san quentin prison will not be able to make phone calls or go out into recreational yards anymore. Prison Officials Say both are done in shared spaces, and increase the higher risk for covid19. Inmates will be given three stamped envelopes a week in order to mail letters. Food and medication will be delivered directly to an inmate cell or living area. San quentin has 3700 inmates, and half of them have contracted covid19 within the past six weeks. The cdc says increase use of facial masks has been very effective at helping to prevent transmission of coronavirus. Researchers studied two hairstylists, both had contracted the coronavirus. The cdc had said that facemasks that stylists were on the job help to prevent transmission of the virus, between them. The cdc also says that 76 percent of americans now say that they support a recommendation to wear a face mask in public. The border to canada and mexico will stay closed for at least another month, because of the pandemic. The two borders have been closed to nonessential travel since the beginning of the pandemic.
