New this morning in berkeley, the City Council Approved a Police Reform plan during a meeting that just ended at 3 00 a. M. The mayor proposed whats called the Community Process to reimagine policing. Cities across the country are talking about reforming Police Departments in a National Effort for Racial Justice after the death of george floyd. The act includes hiring an auditor for police calls and responses, creating a specialized care unit for noncriminal crisis response, and reducing the Police Budget to allow funding for community programs, health care, violence prevention and other programs. A wellknown accomplished bay area sculptor is hoping a new piece will send a message about the black lives matter movement. The hands grasping for air. This is the pain and the suffering. The bottom line, it inspires people. A potential Coronavirus Vaccine is showing promise in the next round of testing in less than two weeks. The treatment is produced by Massachusetts Firm moderna. 55 men and women volunteered for the most recent study, taking two doses of the potential vaccine, and all developed coronavirus antibodies. Side effects were mild flulike symptoms. Out of all the candidates, moderna is probably the most advanced. The next phase of testing is the final phase before regulators consider whether to make the vaccine available to the public. California Health Experts want to streamline covid19 testing and reduce wait times. And test sites want to prioritize who gets tested first. Reporter covid19 testing has hit a bump in the road. The one issue we are running into is getting First Responders testing on a rapid basis. Many of the test sites by noontime are out of tests for the day. Reporter across the bay in San Francisco, a similar issue. If you try to get a test in San Francisco, it can take up to 12 days or longer. Reporter when limited testing began months ago, only those at high risk got them. As more started to get tested, they are averaging 105,000 a day. Now cracks are starting to show in the system according to the secretary of California Health and human services. We have seen the increased turn around time issues that we want to address. Reporter to ramp up testing and reduce the backlog of results, new guidelines were released on whos tested first. At the top, hospitalized individuals with covid19 symptoms. Tier two, those living or working in care facilities, retail and manufacturing tier three, all others tier four. And doctors and pharmacists are being called onto provide the testing. We will also share the updated guidance and new regulations that will require health plans to pay for the cost of tests in most instances. Reporter and test results . Testing and turn around times have dramatically worsened over the last three weeks. Reporter Carbon Health has had several bay area testing sites impacted. We went from 24 to 48hour turnaround time, to now five to eight days. Reporter the California PublicHealth Department secretary also said the task force will explore the possibility of pool testing, where samples from multiple people are analyzed at once. Testing of course is a benchmark that needs to be met for life to return to some sense of normalcy. Time now 4 40. Lets talk about starting off in the 50s for much of the bay area, and i saw some fog coming in, steve. A lot of it out there. Looks to be more of a southerly surge up to santa rosa. You can see this up and down the coast. Last week we were starting a stretch of very hot inland temps. Concord last week 97, 98, 102. Monday was 85, tuesday 86, today going 86 and tomorrow 85. So those are big changes. The weekend doesnt look like its going to bump up much as well, not expecting upper 90s or hundreds there. Good west wind for concord and oakland, a lot of 50s around the area. 55 for the hills and a low cloud deck keeps the coast in the 60s there. Morning low clouds, clearing back to the coast. Inmates at san quentin can no longer go into the recreation yard or make telephone calls. They are done in shared spaces and create a high risk for covid transmission. You will have to pay at all parking meters and garages. Street cleaning restrictions will also be enforced. The San Mateo Police department, like many others stopped enforcing parking restrictions when the pandemic first began. Bay area transit agencies will offer reduced their prices to low income writers. The clipper Start Program gives discounts up to 50 percent. It begins on the writers income. Tickets will be good on golden gate transit. Writers who want the discount, you will have to apply for it through the metropolitan Transportation Commission website. Bart is asking for emergency money. They have seen a drop in ridership, because of stayat home orders a, and the shutdown during the pandemic. Other transit agencies are seeking 36 billion in emergency federal funding. We need help, covid19 has created a crisis that threatens Public Transit in the bay area. Statewide, and california, the California Transit Association says that local Public Transit agencies need 3. 1 billion in emergency funding to prevent permanent cuts. This is one of three full refrigerators operating on private property and oakland. They are maintained by a grassroots Community Group that has recently been called town fridge. Organizers declined interview requests but sent an email saying when we start the project we were not expecting this much attention for the time being, we focus all of our energy on getting the project off of the ground and installing fridges. The group had asked not to reveal the locations of the refrigerators for fear of a stampede. There are two rules, take what you want, leave what you dont. The city recently removed a refrigerator from franco plaza because permits are required on public property. In a statement, the city said that we are actively working to help them realize this worthwhile project and ensure potential health and safety issues are addressed. Comments on social media are overwhelmingly supportive, many suggest the refrigerators should go up and other communities.
