The president is trying to coopt some popular themes from white House Democrats are moving through congress. For example, training standards. Everyone agrees that you have to have much better standards and transparency and accountability for police to engage in this contact. The difference is that our legislation has teeth. Some of these things have to be mandatory or they will never happen. A president that relies on a voluntary and cosmetic package of things that frankly wont make much of a difference. I know that you are looking at supporting this legislative action expected to be taken up next week including qualified immunity. Why do you support that and believe its important . The way the qualified immunity works and this is was civil litigation is that an officer cannotwith george floyd. If you remove that doctrine, and officer acting within the scope of their job and just doing their job still would be indemnified by their employer. They will lose their house or their personal assets. Qualified immunity has shielded them even from the most egregious misconduct thats far outside of the scope. Its only fair that others in society when someone goes beyond the scope of their employment commit serious harm on another person, they should be responsible for that. Today the president said that the vast majority of Police Officers are good people who follow the rules. Do you share that sentiment . Yes, i do. I think we can all agree that there are great Law Enforcement officials and we all know them. They do wonderful things in my district and the communities i represent. Do you feel like this goes far enough to address how people of color are targeted . Thank you for having me. A lot of what the president outlined today i havent read the full report. A lot of the things he says needs to be done we do here in San Francisco. And so we do appreciate him stepping up and doing that. These are not going to happen overnight. It is going to be a process. Like i said, we are happy the conversation started. We want to be an active stakeholder here so that we can make sure these reforms get implemented. The president s order among other things encourages Police Departments to meet use of force with financial, but why not mandate that to meet those federals standards . Te past believe so. 8392 which standardizes use of force policies. That law is already in place. A lot of that stuff was modeled after what we have in our own Police Department policy. We want to go to the next level and have that become a National Model that way use of force is the standard and the same across the nation. Let me ask you about this notion of federal database for officers with a history of Excessive Force or misconduct. We have heard those officers will find a way to another Police Department. Is the issue that the other departments do not know about the past history of Excessive Force or misconduct or they just turn a blind eye to what . I would say they definitely dont know. That is one of the things we National Database th personnel files. Part of that is to alert other departments so they do not continue to hire officers with this type of background. In San Francisco, we have applicant sign waivers that allows us to access the personal records which many are protected by law. In San Francisco we do a good job of vetting the applicants. We have a National Database that would allow all departments to have this information as they are screening applicants. One thing that was left out of the president s order and touched on in the earlier conversation, is the idea of qualifying immunity. In most cajob and many people who have been protesting have been calling for. Do you feel like its too difficult for Police Officers to be held accountable for bad behavior in this country . I can only speak to how it is in california. We have very strict standards here. If an officer commits gross misconduct or commits a criminal act, they need to be held accountable. We are not opposing that. I have only seen little bits and pieces of the different legislation as it the qualified immunity. Do not have all the details to see exactly what it says.
