Investigators say he shot and killed a man. He is accused of shooting and injuring another deputy and hitting him with his car. And a press conference, the sheriff described a chaotic scene playing out in the neighbors backyard. He asked the man armed with an ar 14 what he was doing and then he wrestled him to the ground and he tried to ignite a pipe bomb. And then he pulled out a pistol, police say. Neighbors help to hold him down until police arrived. He is expected to be charged with murder. He is dangerous and an angry man intent on bringing harm to Police Officers. The fbi was part of the press conference today. They are looking at a possible link in the driveby shooting death of a federal officer outside of a federal building. The Presumptive Democratic nominee propose 300 million in funding and his criminal justice plan. At the white house there has been talk of President Trump giving a speech on racial inequality, but so far, nothing has been planned. Joining us now to talk more about the idea of defunding the police, this Law Enforcement consultant and retired chief of police at Bakersfield College is joining us. First of all, lets talk about minneapolis. I am having trouble to put my hands around getting rid of an agency that protects people. There are crimes that will continue. Restructuring, to reform, absolutely. I can see a need for that. But you do not say the one entity that protects people you want to get rid of. You need to update, modify and restructure how they do their complete, pleasing and training taking place. It is a radical idea to be sure. In austin what they did there was a started having one operator thats one idea. Camden, new jersey is handing out more warnings. What are some of the ideas that you have heard pets, and do you think some of these ideas are worth looking into . I have developed a strategy called transformation of policing model. We have used that with the San FranciscoPolice Department and i think in this restructure of police agencies, more of this training should take place. Academy spend maybe 10 hours on diversity training the historical training and they should spend many more hours. It should be just as important to take a History Lesson in diversity and my air is distracts, distressed. This is what i am advocating and supporting. We do a pretty good job in california, but we have some work to do on reforming and transformational policing models. I have to ask you this. The Minneapolis City Council voting to define their Police Department, they say they have tried and nothing has happened and that is why they are considering this drastic change. If they have tried many things to reform the Police Department, do you see the point for making a radical change as an exLaw Enforcement officer . I submit to you that clearly they havent done everything they could have. Persons like myself were never contacted and i do it in one of the largest cities in the United States where we do joint training. Half of my classrooms are with Police Officers and half with Community Members. They listen to the historical lessons about why there is this trust in america. I do not believe they have exhausted all means. And until you have, you dont talk about getting rid of the police agency. That is a catastrophic and what a paradigm shift. Substantial restructure i get and i understand and i would support and assist with that. So what you are saying is what we need is to ramp up the training looking into bias that is carried within certain Police Departments or people that could help in the future. Absolutely. The training that i perform is Community Collaborative training where we talk to Law Enforcement officers about the history of distress going back to the civil war and all the way up to affirmative action. We explain why there is distress. We have what i call the criminal justice education where we talk about why we have courts and police and why the amendments are taken the way they are and the meaning of the amendments. You would be surprised that on both sides of the aisle that they do not understand what the Fourth Amendment is. And my training, i go through this. It gives the real context as to why that understanding is the way that it is. Until agencies are doing that nationwide like we are doing here in california, there will be concern. It is a radical idea for sure. Perhaps it needs to be delved into some more. It is such a controversial issue, and minneapolis seems to be moving ahead with it right now. The who releases statement and i will quote this, from the data we have it seems to be rare that a asymptomatic person transmits to a secondary individual. It may not be the main driver of new infections, but asymptomatic people can infect other individuals. So we still need to be cautious. We need to maintain social distancing and we still need to wear a mask. No one will fault us for being overly cautious. So youve got the asymptomatic people who may not feel anything but you also have presymptomatic people who are infected but they just havent started to get the fever yet and they are contagious. Exactly. With coronavirus, these people are going to be symptomatic in a few days. They are infectious in the few days before they present with their first system. So they dont even know they have the infection. It is significant in terms of if are talking about reopening like i went to the Dentist Office and they were taking everyones temperature. The only thing we can monitor his symptoms unless you have an instant test that gets created. If this, i would imagine more Research Needs to be done to delve into this. If it is very rare then when people go back to school or into society if we know it is minimal it does allow for at least some movement in that reopening it may be a more positive direction. Right. If this were truly to be completely accurate that would be good news for all of us. We have to treat it for what it is. These are preliminary data and it is from a few countries and not all countries or a majority of countries. We are doing most of our studies on symptomatic people. Those are the people we know have coronavirus and we can isa light and traits. We have to take this new data cautiously and i cannot stress enough that there has been no change to guidelines. There should be no change made to our behavior as of right now. So dont let your guard down. This can put you in a difficult position and doctors in general. We want people to know that usually at this stage of the game, maybe it doesnt get as much exposure and more research is allowed before they really Start Publishing some of these details. Right. Like you said, it puts us in a hard place. We want to provide hope that things will get better, and they well.
