The state Attorney Generals Office announced it is planning to review the Vallejo Police force. As follows a deadly officer involved shooting on Tuesday Morning while officers were responding to looting at a walgreens. An officer shot 22yearold Sean Monterrosa when he thought s reaching for a gun in his waistband. It turned out to be a hammer. The attorney general says it could helps to improve and increased public trust the Vallejo Police. This will be an expensive review. It will be undertaken by our policing experts with the support of expert consultants. It will be improvements in fillet host use of force procedures and their antibias and in their accountability. A City Council Meeting is calling for an investigation into the shooting of Sean Monterrosa and all shootings that end in death going forward. The suspect shot was from San Francisco. A protest is taking place right now in the Mission District. His family says he was murdered while kneeling and surrendering to police. This protest started the 24th and mission and demonstrators plan to march to the Mission District police station. For more, we are joined by our legal analyst michael cardozo. The police chief said the suspect turned toward the officers crouching down as if in preparation to shoot and moving his hands toward his waist area there what appeared to be the butt of a handgun. We learned that it was a hammer. What do you make of that explanation . Well, first of all, they have a recording device i assume that captured exactly what happened. Every time the police delay and putting that out, they become suspect. If that is what happened, let us see that recording device. Let sc that video so we can make our own determination. One of the first things that jumped into my mind was here you have an officer rolling up to looting a walgreens. You have this young man coming out and he apparently has a camera which would indicate that your part of the looting. The officer did not know that he had a hammer. And then he begins to kneel down and was kneeling down. The reports i read, his hands were above his waist. If he was going for something, it would beg the question why would he reach for a hammer when a Police Officer at is he hammer . So thats why say the recording device will be very important. Secondly, how far back was that officer . How close was his patrol car to Sean Monterrosa . Because i do not believe that officers, at least the ones i have talked to, are trained to shoot through their windshield. That would indicate to me that the officer panicked or thought he saw something. That would be affected by how far back he was. So there are all sorts of unanswered questions. There certainly are. I want to go back to this particular time when the shooting came. This was in the wake of George Floyds death. Do you think the officers will pointed this chaotic atmosphere as potential justification for the shooting . Well, they can point to that but notwithstanding, they should be trained enough not to respond to the chaos of the particular situation. In this case you have a 22year old young man moving away from walgreens. I think its a good and friends for the officer to say hes one of the looters. And then the young man starts to go to his knees. Did he reach for the hammer . Ive got to tell you, throughout my career, vallejo doesnt have the best reputation. They are involved in a lot of Police Shootings, an awful lot of them, more than normal Police Departments. The chief up there has a difficult job because he really has to change the attitude of that department if that is in fact true. To have that many Police Shootings out of is suspect. That means theyre either not welltrained, or they have a bad attitude when they go on the streets. I that is what the losses will be about. They are going to look at their training and the atmosphere of the Police Department. That is why the attorney general is launching this program. The new chief has already responded to the shooting and has implemented some changes effective immediately. Thank you. Stay healthy. Struck a protest for george floyd happening across the country with renewed questions about Police Brutality coming to the forefront. Lauren blanchard has more on the nationwide protesters calling for racial equality. Tensions with Law Enforcement remain high. The new york governor reacting to this video of two now suspended buffalo Police Officers shoving a 75yearold man to the ground later claiming he tripped. As a nation prepares for another night of protests, police are facing criticism for use of Excessive Force against peaceful protesters. Protesters are not backing down. Not just black and white racism but black people fighting for their basic human rights. Reporter protesters are calling for rejection of funding for police and redirecting those funds toward minority communities in minneapolis, some city councilmembers are pledging to dismantle the Police Department and replace them with the transformative new model of public safety. President trump saying the radical left democrats is defined the police. Remember that when you dont want crime, especially against you and your family. He continue, more money for Law Enforcement. Outside the white house, the dc mayor and feeling black lives matter plaza while writing to President Trump to request the withdrawal of military presence in the district. Lauren blanchard, foxnews. Several bay area leaders are part of the call across the country to pervert money away from Police Department budgets and instead spend it on programs benefiting black communities. The San Francisco mayor support this idea. They say it could help to make up for decades of disinvestment in the africanamerican community. And next week congressional leaders are scheduled to consider a bill sponsored by congressman Eric Swalwell that does not call for taking away money but instead would focus resources on Law Enforcement training. We need continued de escalation training of implicit bias training and also every officer in america should wear a body camera for not only their own safety before the communities accountability. The Labor Department says the Unemployment Rate actually decline to 13. 3 from 14. 7 in april. Analysts had been predicting a jobless rate of close to 20 . Employers added 2. 5 million jobs in may. Economists were estimating as many as 20 million more jobs might be lost. President trump touted those numbers at the white house. We were able to close our country, save millions of lives, open and now the trajectory is great. The Labor Department says the secure hit hardest by the outbreak of the virus is leisure and hospitality and accounted for almost half of those job gains. Those workers were able to return to their jobs last month. For more analysis we are joined by james mcbride. James, it is good to have you on here. I want to get into what these numbers mean, but first, this was a shocker to so many people. No one seemed to see this coming. So how did economists get this so wrong . We are in uncharted territory. No one has ever been throh pandemic before. It is hard to find out where the starting point is and calculate the trajectory and this did just come out of the blue. Economists were predicting maybe a 20 Unemployment Rate and we came in at 13. Job losses came in at 2. 5 million. That is a 10 million swing in the right direction. You have to give these folks credit. This is a difficult thing to predict in the middle of a pandemic. Absolutely. Economists are rely on past trends but theres nothing, we have nothing to compare this pandemic to. Does that mean we need to change how we gather Economic Data cracks perhaps. I am certainly not an expert a to do the best they can. If we look deeper into the numbers its not all that rosy. 13 sounds a lot better than 20 . If you think about it too, the highest unemployment level in the Great Recession which was the worst weve had since the depression was 10 . So they are 30 higher than the best or the worst numbers depending on how you look at it. What that 30 increase means is tens of millions of people are out of a job in a difficult Economic Situation for them and their family. Absolutely. Its important to keep it in context. 20 million jobs lost since the beginning of the jobs numbers h us any sense of the length of this recovery . I think we are seeing a dichotomy between the stock market and the economy. What we are seeing in the stock market is a vshaped recovery. The stock market has come back incredibly fast from the follow up between february 12 and march 23 with the dow drop 10,000 points. And this is great. I do not think that will be the case for the economy. The economy will be more of a u shaped. The brackets are the virus on one size the cost of the and a vaccine on the other side and until we get there, unfortunately, there will be a lot of people out of work and the airlines for example will take a long time to recover. Signs of optimism here but millions of americans out of work. Always good to have you on. Door this afternoon, partly sunny to partly cloudy around the coach and along the bay.
