This morning, parts of the bay area are lifting those overnight curfews and Elissa Harrington joins us now with the reasons behind that decision. Good morning. Good morning. I should mention that both san jose and San Francisco no longer have curfews. They were lifted this morning at 5 a. M. Those curfews were put into place to deal with looting and violence at some of these protests. San jose mayor said the city is now reevaluating ways to deal with protests. We want to use tools that are minimally intrusive on our community. In san jose the city Council Voted to amend the curfew after some residents argued it violated their civil rights, including the right to assemble. The San Jose Police chief said the curfew was a tool to help keep the peace and crackdown on crime. Some Business Owners are worried about more looting. Today the city police chief will provide information on arrests of looters and Police Tactics like teargas and rubber bullets. Some Restaurant Owners and managers told ktvu a curfew does her latenight business. How theyre worried without it there businesses will be safe. We did lose a window even while being boarded up. If this weekend we have an increase in protest again then we have to worry still of the damage to the businesses. And San Francisco mayor london breed announced the curfew on sunday after looting and vandalism in the city. Yesterday she announced an end to the order saying the city will facilitate any peaceful demonstrations. The two counties will keep curfews. Contra costa counties 8 p. M. Curfew will st reporting live with ktvu fox 2 news. More protests for social justice planned across the bay area today. Police are reporting no major problems from large rallies last night in oakland and San Francisco. Video here from overhead shows how big and how massive those crowds were. Oakland police announced a short time ago they only made one arrest and issued no citations and there were no reports of looting or vandalism from that big demonstration thats with gathered near city hall at the intersection of 14th and broadway just before eight a clock curfew. They were challenging the curfew and supporting useful demonstrations and those that were hit by teargas in oakland monday night. Last night officers stayed several blocks away. Officers did not have to move in, but the police chief says they were ready to take action and disperse the crowd if violent agitators begin disrupting that demonstration. Its really important our Community Knows we dont want to use these, but when we do they are judicious and we need to ensure the protection of those who are protecting our community. Oakland police say the past demonstrations violent agitators have tossed bottles, rocks, and more at Police Officers. The protests in San Francisco went past the 8 p. M. Curfew, but like oakland, the demonstrations stayed peaceful. What i want to see is what happens after this moment. Is the continued engagement of allies to dismantle the system that is disproportionately killing us . The demonstration began late in the afternoon as people of all ages, backgrounds, and ethnicities gathered at mission high school. They rallied and marched for hours and eventually ended up at the hall of justice on bryant street. Equality should be everywhere, not just for some, but for all. I think its important that we think about the people. Particularly black people. Demonstrators say they were happy to hear that all four officers in the george floyd case are now facing charges for protesters say they now want to see convictions. Long sentences and real change made in the justice system. We now know the identity of a suspected looter who was shot and killed by Police Officers in vallejo. Outside a walgreens on oast of redwood street. An officer shot him after thinking the looting suspect was reaching for a gun in his waistband. Investigations later revealed the weapon was a long 15 inch hammer tucked into the pocket of his sweatshirt. He was a well loved member of the community. This wasnt a person that was committing murder. This wasnt a person from a all of Information Available to us, this wasnt a person that should have ended up dead on monday night. Police say there has been widespread looting in vallejo this week. The unrest has led Solano County to call in the National Guard to help prevent looting at businesses considered high risk. At least 50 National Guard personnel are stationed in vallejo. Law enforcement experts say the looting that has coincided with protests over the death of george floyd has been carried out by well coordinated criminals reportedly many of the looters have used messaging apps to communicate their targets using protests and other tactics to show how to throw police off their trail. In the past people who broke into the stores did so as crimes of opportunity where as they say the recent looting has been planned and coordinated. Hundreds of people have been arrested during the recent protests. Around the bay area, how prosecutors will proceed with those cases still remains unclear. Police and San Francisco have arrested or cited at least 146 people. Alameda county Sheriffs Office has arrested 156. San jose police have arrested 180 people so far since friday. Legal experts say many of these cases probably wont see the inside of a courtroom. The difficulty with these mass protest arrests is that they are easy to make, but very difficult to prosecute in court because of the level of proof that is required in court. Stephen clark is a former prosecutor at Santa Clara County and said the primary focus of police during the protests is simply getting the people off the street rather than building an airtight case.
