Ktvus melissa harington has been following this story all morning long. What is the latest here . Reporter we are getting new information. The shooting happened behind some condos and residents heard 10 shots and two bangs. I want to show you the video from the scene. We had a photographer out there and able to get the pictures you are seeing. This is the dead end street where the shooting occurred. We have been that scene all morning. Bullet casings on the grounds and several bullet holes in the vehicle and broken windows. All of the vehicles were just towed away and i reached out to police and they said they are not releasing

but the shooting is related to a hitandrun that occurred just before this. The shooting happened at 9 30 last night, there was a demonstration outside of city hall around the same time. The victims were transported to the hospital where one of them died. The other does have life threatening injuries. That got me out of the bed. The screaming. I looked and saw and this kid was laying on the ground. Two other victims drove themselveses them to the hospital and no word on what provoked the fight in the 7eleven. Seeing the biggest one day spike in 6 weeks. There are 113 cases right now up in napa county. Medical specialist started an online petition calling on police to stop using tear gas saying large gathering in and of themselves could lead to a second wave of infections but the problem is made worse because tear gas and pepper spray cause people to cough. Certainly we understand that tear gas causes coughing and when you cough you are expelling what is inside of you on the person next to you. So if you have covid19, and you are asymptomatic and mild symptoms, getting pepper sprayed can make you cough and shout and scream. All of these behaviors project the virus much further than 6 feet. Because people are standing close to each other for many hours that gets multiplied by the time. Then there is a group of people who are not infected and getting sprayed can make you more susceptible to getting infected. Tear gas always weakens the respiratory system and make a person more susceptible to illness. Not today or tomorrow but down the road. So there is data from people who have been you know, recipients of repeated tear gas and have chronic effects like bronchitis. When you spray something and you make it inflamed you break and disrupt that barrier and potentially make it easier for the virus to setup you are irritating and rubbing and touching your face, and things we are told not to do. A man at home and recovering after he said he and his van were attacked by looters. The man supports the peaceful protest but said he cant believe he has become a victim this way. With his face covered in bruises, george breaks down. He is reliving a traumatic experience where chaos erupted. Looters across the street causing mayhem. I said can you move. A looter exchanged words with me and they turned their anger against my truck, they busted out all of my windows while i was in my truck. They decided to get me out of my truck. Take a 2 by 4 and i remember waking up unconscious. When he finally came too. He drove to where
Police Officers<\/a> were standing guard. Our fox 11 crew captured video of him pulling up with his truck windows busted. I asked for help. They saw that i was bleeding 3 officers looked at me and waved me on and said get out of here. I said i need a rescue uss to me, they dont care. When it happens to you, you will understand what that feeling is like. Abandonment of your safety. He drove himself back home in his wrecked truck and went to the hospital. I was there overnight. But i wanted to come home. I was so up set and so angry. Still angry and confused but more than anything he is grateful to still be alive. I am very lucky they didnt use the sledge hammer they used on my window on my head. I am very lucky. All right. Back to the situation here,

Law Enforcement<\/a>. Sarah here to give us the update. Reporter i had technical issues but we are back and i want to start taking a look at the video of the
National Guard<\/a> presence. Now the city did enlist the help of the
National Guard<\/a> after several nights of unrest. 50 guardsman with instruction to keep their eyes on high risk areas. The
Sheriffs Office<\/a> and
Police Department<\/a> are also helping out. City officials reported dozens of calls for looting, burglary and shots fired. There were up wards of 15
Police Chases<\/a>. The driver of a uhaul left the area where shots were fired. The driver went the wrong way on i80. Video shows someone handcuffed and led away by an officer. The violence and crime is just one part of a bigger story. Hundreds of passionate people spent hours marching through the streets. They demand justice for george floyd and all of the other black people who died in
Police Custody<\/a>. They said they will not be silenced when protests end. They encourage others to keep learning and educating themselves on the issues. One man said he is physically and mentally exhausted. I got up at 4 30 in the morning. I went to work. I got up to come out here with my people. Because we tired. We tired of the deaths. We tired of the killings. A city wide curfew is in effect every night from 8 p. M. To 5 a. M. All right. Thank you for that. Efforts under way to hold
Law Enforcement<\/a> officers more accountable for their actions. The
District Attorney<\/a> of
San Francisco<\/a> announced a resolution that would prohibit sfpd and the
Sheriffs Office<\/a> from hiring anyone with a history of excessive conduct. The
Police Officers<\/a> association said the screening process already takes that into consideration. When we give officers a badge and the power to enforce it is essential we vet those individuals. It would have been nice have been part of the conversation. It seems like a knee jerk reaction a political stunt on their part. The measure not yet a law even though they are taking steps to make it legally binding. Police departments looking to change training and implement deescalation tactics. Michael Brown<\/a> in 2014 and it really took off and a call for there to be more of this training. The idea is you treat people with respect and find ways to create time and distance between you and a possible perpetrator. So things dont spiral out of control. The things that civil rights leaders are up set about that, that was 2015 when these reforms and trainings took off and here we in 2020 and we are still seeing videos that are very reminiscent of what were seeing in 2014 and 2015. Let me ask you, when i watch some of these protests, some of them are violent and many are peaceful. What stands out to me is the
Police Officers<\/a> shaking hands with the protesters or taking a knee. The whole idea of improving the perception of officers. That appears to be the key moving forward. We hear that is important and if i am walking down market street. If that person is treated humanly, to me that is improved perception of officers. Is that something departments need drive heme . Yes i think you see the this is the thing, deescalation when you have
Police Department<\/a>s coming out and taking a knee, talking to them. Extending a hand. Saying we are here with you. Not treating them like an enemy. However i was in ferguson and we are seeing, although there are many departments that are doing that. Which is a great move, i am seeing a lot of
Police Department<\/a>s using excessive force. Tear gas, rubber bullets, unfortunately right in front of the white house the other day, journalist are being arrested even though they are identifying. Reporters being arrested. But i am seeing escalations of that. They are being tougher on the protesters and reporters that are there to document the protests. So it is the argument i have heard the argument. I know
Police Officers<\/a> and they say look, mike, if we loosen up, if we look too soft our lives can be in danger as well. Have you heard that argument . Absolutely. I think with the
Guardian Training<\/a> there is a misunderstanding with that. With this guardian style training that and have covered and witnessed i went to the
Training Academy<\/a> in
Washington State<\/a>, and the truth is they spend more time on physical conditioning, more time on how to effectively end a violent encounter. It is not that they are not being taught how to be a warrior. They are being taught how to create situations so you infrequently have to be a warrior. Where you are not rushing in and dominating when the best thing is to stand back and wait for more people. More police to respond or whatever it is. But not being you know automatically a warrior when the situation doesnt come to that and that is what americans are tired of seeing. The video the other die was taken of a man who tried to pass fake currency. There were 3 officers there with the other officer, you know, i talked to people and they said if 4 officers couldnt take down a person who was unarmed and not committed a violent act there is something wrong with that training. Employees at a black owned business are speaking out after looters stole much of the stores merchandise. One of many businesses recently hit. She is angry about the damage but understands the frustration. As black people our frustration is 2 prong. We upset that our things got destroyed but we are tired of the killing and brutalizing and getting awaway with it. Take better care of your communities. Those connected to the boutique say it is hard to deal with so many negative events in such a short amount of time.
