Fairfield. San francisco, it is warm in the city, but a bit of a breeze kind of keeping this temperatures and check right now the coast and the shoreline. Lots of 90s for fremont and evened in san jose. Im looking for potential records of the north bay for santa rosa and in san jose. We will get the official report during the 5 00 hour later on today from the National Weather service. This is kind of as those records begin to, possible records begin to push into portions of the bay area. It looks like we are having a few issues with the weather computer in terms of advancing it, but i will i think we overheated the weather computer. Mark, we appreciate it. We will head now to the south they were about the normal amenities are not open as they usually would be during the heat wave like this. So how are people finding relief . Lets bring in ktvu right now. Joining us live at some of the strategies people are using here and maureen, the change that may be coming. Well, alex. We have to open that door and step outside and get hit with the heat. We are in the upper 90s right now. Interesting to see those record numbers what is reached today. And a homeless advocate spoke out concerned that the cooling centers in san jose, the city said it is considering opening some as soon as tonights. But if it does open cooling centers, there would be some changes because of covid19. Tuesday morning in san jose, it was already in the 80s by 10 00 a. M. And whether working or walking, when a heat wave hits while a shelterinplace order is in effect, encourages me to stay inside and turn the air conditioning on and work from home and not go out. Finding relief is a little harder for some. Just trying to find a cool spot because i dont have air conditioning. So either in the house with the fan, or sitting out on my patio in the shade. While the wildlife can cool off and Santa Clara County popular water features like the fountains in downtown san jose remain off. And the city pools, libraries, and Community Centers remain closed. With those, not an option right now, we really want to reiterate some of those important things that residents can do to protect themselves. There is still 7000 people out on the streets that have no place to go in a heat wave. Tuesday, a slight sign of change concerned about seniors and children in the homeless. The city of san jose announced it is considering opening several cooling centers which would mean reopening some of the 11 Community Centers that have been closed since march. But from staffing to spacing, opening the facilities is complicated in the covert era. We have a nest in the space. Can we host people 6 feet away from each other . Is the air conditioning on in the facility . Those cooling centers would come with rules that require visitors to wear a mask, stay 6 feet apart and ask if you or someone in your home is sick to stay home. As for prevention, the San Jose Fire Department is advising people to stay indoors if possible, especially in the heat of the day. And remember to hydrate. Pointing out last weeks distress call to help a hiker at appletons quicksilver park. The water in the park was turned off and this hiker you know had gotten lost on the trail and did not have adequate water with him to stay hydrated. We are still awaiting official news from the city of san jose about the cooling centers but i am told it could happen as soon as early as this evening. I will have an update for you at 5 00 with what the hours would be in which locations would be opening for cooling centers. Alex . Yeah. Folks we will be looking forward to that im sure. Maureen, thank you. San francisco authorities today gave an update on the investigation to the massive fire at pier 45. Ktvus tom baker monitor that earlier today and he joins us live with what investigators have found so far, including tom, any evidence of a cause . Indeed. In fact that was the big question. Unfortunately we did not get an answer but are very good reason to, how did that fire start . This is how the northeast and of San Francisco pier 45 looks four days after fire. It remains way too dangerous to begin an investigation due to flareups. We have seen it numerous occasions, as ive just described from saturday at 2 00 to today. The Fire Department hopes to have this continuing nature resolved by weeks end before any investigators can go in. Then, they will begin the tedious and scientific process of taking the collapsed layers off of the pile, and then determine the fires cause and where to begin burning. At this time, our investigators have compiled a list of individuals that they are going to be talking to. As witnesses or people who observed this incident. Is it possible someone perished inside the barn and collapsed shed . Our rescue teams enter the building to do quick rapid preliminary search with negative findings. They were pushed out of this fire by the heat, and by the flames themselves. Millions of dollars worth of fishing gear stored inside belong to sf bay commercial fishermen went up in smoke. Also damaged, a Fish Distribution Center apart and away from the main Processing Companies on the other side of the peer, which was an operations after sanitizing for smoke damage. At this point, we have about 30 or so tenants in those facilities, and we are working methodically to clean each bay before we resume fish processing. One more thing. The historic liberty ship, the jeremiah obrien, the last original condition world war ii cargo ship of its class was slightly damaged in the fire. It has been hauled away and will be placed in temporary storage down the road there at pier 35. Reporting live, tom vacar, ktvu, fox 2 news. The investigation will continue and hopefully we will find out some more answers. All right, tom. Thank you. Governor newsom today gave a majority of the states hair salons and barbershops the go ahead to reopen. Hairstylists and barbers in 37 of the states 58 counties can now get back to work. Those counties are being given the green light because they have specific plans in place for covid19 testing. The availability of personal protective equipment, and other health and safety measures. Hair salon workers and barbers must wear face masks and goggles , require physical distancing inside their shops, and regularly sanitize their equipment. Giving you a sense that we are making progress, we are moving forward, we are not looking back, what we are walking into the unknown. The untested peer literally, and figuratively. And we have to be guided by the data that brought us to this place in the first place. The other counties where hair salons and barbers can reopen right now are napa, solano, and sonoma counties. After a twomonth shutdown, because of the coronavirus, the Contra Costa Superior Court reopened today with some changes. Everyone entering the court houses will have their Temperature Checked. Facemasks are now required, and social distancing will be strictly enforced. These new rules are for court houses in martinez, richmond, pip, and walnut creek. And if you were summoned to jury duty, the court wants you to know that they have taken precautions to keep everyone safe. We have taken extreme measures to make it safe. So, we stagger the amount of jurors that can come in at any one time. So you noticed that the lines are very small, which limits the amount of their exposure. Court Officials Say any prospective juror over the age of 60 or anyone who does not feel safe coming to court will be excused by filling out a form on the courts website. And you can use the ktvu news app to check the county by county information on reopening. There is a running list of what is open and where right top of the homepage. The National Hockey league is expected to move straight into the playoffs if it is able to resume play sometime this summer. Nhl commissioner gary bettman said today they are hoping to organize a 2014 playoff. That is tough news for the San Jose Sharks and their fans. They are one of the seven teams that would not make the cut. Workouts could begin in early june with threeweek camps, possibly in july. Games will be played in two hub cities that have yet to be determined. Things are evolving rapidly and when we decide on location, we wanted to be on the best available information at the time. That we need to make that determination. In a statement, the sharks said they are disappointed, but they understand and respect the nhls decision. They say they are working with ticketholders on credits or refunds for all of the games that were canceled. We are approaching the first of the month, which means of course that rent is almost due. Coming up here on the four, but at least three bay area counties are now considering in order to prevent evictions during the coronavirus crisis. Plus, a big day on wall street as the Trading Floor partially reopens, and stocks soar. What is behind the consumer optimism. Up next here on the four. Stocks rallied on wall street today with traders feeling optimistic about the economy and coronavirus vaccines that are in the works. The dow was up 529 points. The nasdaq was up 15, and the s p was up 36 points. Airlines rose along with banks and tech stocks. As Jackie Deangelis told us, this comes as the New York Stock Exchange Trading Floor reopens today for the first time in more than two months. An important day down here on wall street. The New York Stock Exchange reopening in a limited fashion. Only about a quarter of the floor traders will be allowed back in the building. No media, no guest to ring the bell, except for Governor Cuomo this morning to mark this historic day. Its an exciting morning for many people in the building. They are excited to be back to work and it back to the things that feel more normal for them. We are all taking the precautionary measures that we have learned so much about over the past two months. The Stock Exchange has been closed for nine weeks due to the coronavirus pandemic. Closed only for four days, for example after 9 11, and two days after hurricane sandy. Theres going to be a lot of new rules here, as i said. No guests, nobody necessary to be in the building will be allowed in. And Temperature Checks will be enforced at the door, as well as social distancing policies, and mask wearing. All of these things will be implemented. The inside of the building has been outfitted with plexiglass dividers, and traders will not be able to shout orders at one another the way that they have. Certainly in the past. No eating on the floor, deep cleanings taking place every single day as well. Its going to be one day at a time process as the exchange figures out how this goes, and if they can slowly bring others back into the facility. But having said that, this is an iconics bowl of not just america, free markets, but also , it is sort of historic to show that if the New York Stock Exchange can do this, the rest of america can do this as well. In new york, Jackie Deangelis, foxbusiness. All right. For more on the economy, we are joined now by financial analyst james right. It is always good to have you here. Obviously, the trading force crack open partially at least. A big news for morel. Also, bank stocks were upcoming united southwest with some big gains. Mgm resorts saw its stock rise as well. You think investors are feeling pretty good about the pace of reopening in this country . Right, i think thats exactly whats going on. You saw that, like you said in the bank stocks. So, we are seeing people respond in a very positive manner to the economy reopening. As you mentioned, the New York Stock Exchange for trading opened up today at apple announced they were opening up 100 stores. When you combine that with some very good news about a human testing with the covid19 vaccine. Starting in australia from a Company Called novavax. And then youre also seeing the really good Consumer Confidence index numbers. Yeah. And that is certainly key. We should also point out even new home sales were up in april. So clearly, people are willing to spend money on whatever it is. Becoming more and more willing to do so. I mean, if businesses continue to reopen in at this pace, are we going to see the markets continue to do well, even if the unemployment numbers are where they are . And obviously, they are dismal. I think its fair to say that the markets are ahead of the economy, but i also think its important to point out the s p 500 is not the economy. Its the stock market, and its a great economic indicator, but really not the economy. The economy is the whole ball of wax, the gross domestic product, employment, unemployment, gas prices, everything. So, the market is probably ahead of the economy, but theres nothing unusual about that. But i do think the market is responding in a very positive way to the economy reopening. That is the most important thing. And some of this good news about testing for a vaccine for covid 19. Yeah. That obviously gives people a lot of hope and optimism. I am curious what you think the recovery is going to look like here, because i was reading a political piece, and former obama Economic Advisor jason furman has predicted that we likely wont see one of these slow, difficult recoveries like we saw with the Great Depression or the great recession, but this might be more of a quick bounce back. Businesses reopen, they rehire people, and you sort of see this explosive Economic Growth here. You think that might be the case question rick i think thats a possibility, but my experience, and this goes back 30 years, is that the markets never move in a straight line. So i do think that we have seen the bottom on march 2013 i think things will get better, but its typically, and i expected to be uneven, and like i say its never a straight line. There are things that can knock the bottom out of this market, and that would be that no vaccine testing is successful, and even in particular, there is a resurgence of covid19 in the fall. So, its not smooth sailing, but i do think, and i agree it will be better than the recovery from the great recession. And certainly from the Great Depression. But not for every aspect of the economy. If you look at the airlines, traffic is down over 90 . And as we saw after 9 11, it took three years for the airlines to come back. And i would not be surprised if we are in for a threeyear time crank for the airlines. And some of the ancillary business to the airlines you may have noticed that yesterday hertz car rental declared bankruptcy, and also today, toms announced they were giving a 10 billion bailout from the german government. So if you look at travel and leisure, its going to be a long haul before they come back. Yeah. And obviously as you pointed out, any sort of outbreak or reemergence of the virus in any significant way could knock things any sort of recovery, could knock it off track. We believe the conversation there. Always appreciate you coming on. Jim smith ride, financial analyst, thanks for joining. Thank you, alex. The county board of supervisors unanimously approved extending the moratorium on elections for residential tenants until the end of june. As ktvus allie rasmus tells us, this afternoon moran is one of three counties here in the bay area considering extending the ban on elections because of the pandemic. People are hurting. Rosemeyer reporter so for the next three months, at least, people are safe. People are housed. Back in march, the board of supervisors but a twomonth hold on elections because of the pandemic. Maureen county did the same and today the board of supervisors discussed putting a pause on all evictions in that county until at least june 30th. In Santa Clara County supervisors will vote on a similar measure this afternoon. Theres calls for a stop to evictions until august 31st. But supervisors say they cannot finalize that order unless governor gavin newsom extends the statewide moratorium on evictions. It is set to expire next week. If the state does not extend the moratorium, the challenge we have is that we are going to see a significant number of people becoming homeless, and our plan is to have the governor do what he can, because no local government, not Santa Clara County or anybody else in the state is going to be able to handle the implications of that happening. Its not a good idea. Because basically what youre doing is youre telling the tenant you dont have to pay rent, and at some point, thats going to have to be paid. And when it is, its going to be a potentially bigger problem. The Housing Association and is 22,000 members say they believe it official government moratorium on evictions goes too far. What im hearing this Property Owners are working with their customers, and they are working through the issues together and cooperating. People on both sides say they are waiting on word from governor gavin newsom about whether that temporary moratorium will be extended eons next week. Santa clara county leaders say they have word from the Governors Office that he will make some sort of announcement on housing during the pandemic sometime this week. Allie rasmus, ktvu fox 2 news. Up next here on the floor, exploring the future of silicon valley. We are going to speak with the dean of san jose state school of business who is leading a summit on the topic. We will get his thoughts and how you can participate, next. And then stick around for the 10 00 and 11 00 news right here on ktvu. There are a lot of questions about how cities, businesses, and entire industries will emerge from the pandemic. He is dean of the Lucas College and graduate school of business here at san jose state. Thank you so much, dan for being here. This is an annual event, but obviously it will take on added significance this year. Good question. Kind of the discussion is. Yeah, talk a little bit about what will be discussed. So, a couple of key things are participating is kim marsh who is the economic record state at san jose. And economics one of the most entertaining i have ever heard from will talk to a both the regional and state yeah, and so what can people who are attending expect to hear . Obviously we know that the pandemic has taken a huge economic toll. But do you expect to hear some positive news as well . Yeah. I think you know, what we have done in the past years and what i expect we will get, particularly second to the market, that we have more optimistic forecasts about and realistic about the Market Segments that are struggling now and will continue to struggle for quite some time. You mentioned that you have more than 1000 people who are looking to attend this event. What are you hearing from those who are planning to take part about what they are hoping to hear . I think a lot of our team is medium sized companies. Looking for any thing to help them make Better Business associates. So much uncertainty as you know about so many areas and so were hoping that our panelists will provide guidance that will sized businesses. Yeah, dan, was there any thought at all about canceling the event . Originally we were not sure what we would do it virtually, but since i think everybody got really comfortable with it and we have multiple sponsors. I think they recognize that this was a really good format with our client base and just in general. So its a great connection. And will those who are attending have an opportunity to ask their own questions as well . Absolutely. There will be a q a feature. So, absolutely. People can come register. People who do register there will be a q a available to them and we will do our best to answer their questions. I you mentioned, a whole lot of interest in this event again coming up tomorrow. One more time if you are interested in attending, just register at sjsu. Edu. Really looking forward to what those economic analysts have to say tomorrow. Thank you. Thank you. For bundling made easy, go to geico. Com researchers are continuing to look into using uv light to help the spreader code 19. Foxs Grady Trimble has up a sign behind the scene look no from champaign, illinois. Usually when you think of uv lights you think of this as long long cylindrical bolts. That is what they are assembling in this portion of the shop, and then if you look over in the distance there, they are pumping gas into the light. And when that gas reacts with electricity, that is what forms the uv lights and over in this part of the shop we have some examples of the finished product. I am with the ceo of the company. So, you really see this as something that could be extremely widespread in helping kill the coronavirus . We sure do. Allowing people to get back in publix places and get back to the community. And what other uses for uv light right now is the subway system in new york. All the subways are closed with no people in them, they are using the light to clean it. But what is interesting about this product, and i have a larger example here i just turned on. This does not cause any harm to humans. So these could be on subways for example with people in the cars, killing the virus in the air and on surfaces. Right. So this is a very specific part of uv light. So far, all the testing has shown it to be safe with no ramifications. Other uv and things like that are shown not to do any of that and this could become extremely widespread as we talk about the different applications in restaurants, on airplanes, those are just a few of the examples. You might see this wherever you go next out in public. In champaign, illinois. Grady trimble, foxbusiness. In fact, more triple digits as we head into your forecast for tomorrow for wednesday. Lets talk about whats happening right now. Check out some of the current numbers. Triple digits. Weve got 104 in fairfield. 100 in brentwood. Livermore, 101. San jose, 94. Look whats happening in San Francisco. A little more of a sea breeze kind of keeping those temperatures in check. Its warm in San Francisco, but not talking about extreme heat in the coast or the bay shoreline. Heat advisory until 7 00 thursday. All the areas in red. That means san jose, morgan hill, livermore, concord, antioch, santa rosa, healdsburg, and cloverdale. Theres a chance it might expire tomorrow night because thursday temperatures will cool off a little bit. But right now, its still officially in place until thursday evening. You see our story here. Went to cool things off during the bay locations tomorrow little bit. Cool and then on thursday but the real cooling that you will definitely feel, that will be by friday and into the weekend. Still, a forecast for tomorrow. You can see this area of low pressure out here in the pacific. This will be approaching the bay area drifting closer by the weekend. And we could be tracking the possibility of a few showers as we head toward saturday. Just amazing, triple digits for today and a few days away we could be talking about a significant cooldown. And possibly a few showers. We will have to keep an eye on the thunderstorm chance as well because that could also be an issue with fire danger. Right now, you see some showers and thunderstorms popping up at least in the southern sierra out toward the eastern portions of the californian. For us we have lots of clear skies. A few high clouds drifting overhead, and was kind of keeping the coastal temperatures in check. Even the bayside locations, those onshore winds. So those winds were coming in hot. The northeast even more northerly direction. We have a big warm up for San Francisco as well. Heres a live look at San Francisco. Still unclear, just a few high clouds paying a visit for today. It will be warm. A hot wednesday. 70s, 80s, 90s. Hotspots topping 100 degrees. The heat advisory continues. We will fly around and show you the bay Area Temperatures for tomorrow. Most areas, a little bit cooler but cooler is not being cool. Triple digits in fairfield. 89 degrees, right around the bay, mid80s and triple digits out toward livermore, antioch, and brentwood. Temperatures is still very hot inland. Just take it easy outside. Its one of those deals where it looks excellent and feels okay, but there is a rapid warm up. San jose, 92. In San Francisco in the 80s tomorrow. Cooling things off into the upper 70s. Still a fairly warm temperature, and the beaches mainly in lower 70s. Here is a look ahead. Your wednesday, still very hot inland, still very warm around the bay. A bit of some cooling, and then more cooling into thursday, but still the hotspots could be 95, 96 degrees. But look what happens. One day of multiple change and a significant drop off of numbers. There we go. Bringing the possibilities of scattered showers by saturday. So just amazing today. Triple digits and as we head for the weekend, grabbed a sweater and a jacket. We could need the umbrella for at least a possibility of a few showers as we head toward saturday. Wow. That is quite a turnaround there, mark. Thank you. Six flags Amusement Park released a detailed plan to safely reopen, but you can expect smaller crowds, everyone wearing masks, and even Temperature Checks. For more, we are joined by cook smith who is the director of marketing for six flags and Northern California parks. Kirk, it is good to have you on here. We are used to theme parks being crowded, right . Filled with people. Thats not going to be the case here for the time being. What are you going to do to limit the number of people inside six flags Amusement Parks. I guess you got to have a reservation, right . Exactly alex, thank you. Thank you for having us on and being able to let folks know of how we are approaching our operation in business during this time when we do eventually reopened. The good news is, every day that goes by we get that much closer in the news coming out in the state today about Amusement Parks following in phase three. We are encouraged of course. But youre exactly right, we are, will be deploying a reservation system so our guests will have to go online to our website and actually reserve their dates, just like if they were going to a special event or concert or sporting event. They will select their date. Not only will that allow us to control the capacity to make sure that we are in a covert friendly environment, it allows us to communicate with the guests oneonone. It also will allow us to make sure theres no surprises when guest show up. You had mentioned, alex about guests wearing face masks and we we have six flags theme parks across the country requiring team members wear face masks. And so, we will have the opportunity to use this preservation system to control capacity. Yes, we will pick days and be able to communicate them. What to expect when they arrive on the day they have chosen. And depending on what they are in, getting ready to reopen the google control the capacity from anywhere from 2000 people to 10,000. Okay. So, anyone who is going to show up at a six flags Amusement Park should expect that they are going to have the Temperature Checked before they walk through those gates, right . And theres also going to be something of a Health Screening that happens as well when guests show up . What is that going to look like . Great question. The guests will again make a reservation online. They will declare that they have read our safety policy and know what to expect. Each guest will go through a Temperature Check as part of the entry process. Thermal Temperature Check. They will stand in front of the camera very similar to what im standing in front of right now and will have their temperature read. If they fit the criteria of being allowed to go to the next age, the next stages of walk through a security screener that with a thermal imaging will review what this guest has in their bag, their pocket. An attempt for us to go contactless. You wont be handing your bad to a Security Team member to go through it or walk through a traditional airport type screener, you will go through a thermal imaging screening that will basically tell us that youre good to go, and that you have everything safe in your possession. And obviously, you guys are going to increase the amount of cleaning and sanitizing that is done in some of those touch points and in those common areas all throughout the park and the rights, etc. We have to wrap up, but before i let you go, do you have a target date in mind to reopen parks here in Northern California . We dont, unfortunately we dont at this time. But we are continually working with city, county, state, and federal health officials. Once we get a comfortable feeling and are confident that its safe to do so, we will do so. Its not and if or when scenario it is definitely a when scenario. We just dont have a finite time of when that is. I get it. Sure. Well, absolutely. Keep us posted. Kirk smith, director of marketing for six flags Northern California parks. We appreciate you coming on. Thank you. Thank you, alan. Coming up here on the four, the milkman is apparently making a comeback. We will tell you about the big boost in milk delivery sales during the pandemic. Also, a case of good news and bad news for hockey fans. The nhl announces a plan that will get players back on the ice this summer. However, the sharks season is likely over. Coming up at 5 00, our Sports Department breaks it down for us. Also, allegations of racism. We will show you the viral video that cost this woman her job at a bay areabased investment company. Each week during the month, ktvu is highlighting charitable organizations committed to helping the bay area during the covid19 pandemic as part of the fox 2 giving day drive. Today we recognize a nonprofit supporting the artists that feel San Franciscos creative energy, and joining me lie this afternoon as philip powell, artist and artist curated for fans in neighborhood program. Thank you so much for being here this afternoon. Thank you for having me. I know that the one thing people have not only taken a really financial toll, but also a creative tool as well. Gathering you know, part of exhibitions is to be with other creatives and to talk about ideas. While some people are having some artists are definitely struggling with the shelterinplace, people are also at the same time fighting. Some artists are finding this time right now to find some space, the mental space to really delve into their work.
