Not decreasing. Counties have self certified to ease more of the stayat home restrictions, this is in rural areas with very few cases. That includes El Dorado County were the governor spoke this afternoon. Those counties can move more quickly through phase two reopening. The governor said the counties are being cooperative, including sutter and yuba counties which he criticized last week for opening too soon, without state approval. I think we are up to 31 consultations, different counties we have been engaged with most have gone very well, some are not where they need to be. And we are going to try to do our best to work through some issues. Counties that meet certain benchmarks dining restaurants, shopping malls, and schools with modifications. The governor also used todays time at another danger that is of course wildfires. He outlined what is being done to protect Public Health and safety during this pandemic. Ktvu tom joins us now with the preparedness plans. Tom. Remake the virus spares no one even firefighters, even if they are in the most remote locations. We are entering a fire season. Mindful of the anxiety coronavirus has brought on californians. It is currently booting up its strength two 6100 permanent firefighters, 26 seasonal firefighters, 3200 inmate firefighters, and 600 Fire Prevention volunteers. This year already looks to be far different from last years wet and mild fire season. From january to may 10th last year from january to may 10th, this year we had 1135 wildfires. Why california continues to fight the viral pandemic. It must also be ready to fight wildfires while protecting the firefighters, from the virus. This is being done by training in smaller groups, with more spacing between firefighters. At real fires, base camp temps will be much further apart to ensure distancing as well. Try to do our best to sip press the spread at the same time weve got to mitigate, and suppress these fires. The priority, use more people aircraft, fire engines, and equipment, to nip fires in the bud. Keeping firefighters small and they would be required to spend 5 billion on safety and wildfire mitigation. To ensure that happens, the governors increasing the state budget to launch a 106 person wildfires safety division. That division will 24 seven oversee the efforts of all three of our largest investor owned utilities. Does Public Safety power shut off they say after consultation with utilities, shutoffs should last only half as long. More than ever, cal fire needs and expects individuals to help themselves and each other with dispensable space. Neighbors helping neighbors to be prepared for this fire season the governor announced hundreds of millions of dollars to set up Emergency Response to all hazards. Pots are getting hotter, the drives are getting dry the weights are getting wetter. There is a new reality. So tomorrow the governor will release the overall budget to accomplish this, and many many other things. The question is, will we really have the money . Tom, ktvu, fox 2 news. That is the big question. All right tom, thank you. Elon musk has apparently ended the automaker was given approval to resume full operations next week, under new safety guidelines. There was a small protest earlier today outside of the fremont facility, about two dozen demonstrators showed support for tesla demanding the state reopen. Tesla has been defying Health Guidelines, restarting production on monday. The county says discussions with tesla about their safety plan had been good. Talk about the ongoing feud. Technology policy reporter at the washington post, and author of the technology 202 news letter. Its good to have you on your part does this mean that elon musks strong arm tactics worked, or do you think the county was maybe close to working out a solution here . It seems like the county is buckling under the tactics. We have seen from musk in readings in recent days. Send workers back on monday and ramped up production, Strong Political allies like President Trump, he made serious threats to move some of these jobs to nevada, or texas. I think what we are seeing today is a real victory for tesla, in the county saying that they will be able to resume operations early next week. And we havent seen any action yet. From the police, to prevent them from doing elon musk packing up a whole operation and moving out of the state. I think they took it pretty seriously when he was saying that you can come and arrest me, i will be on the line, we heard the county officials saying that cooler heads needed to prevail. We saw that there were politicians from some of those states that musk was talking about moving to. Saying that they would welcome those jobs, and reaching out to musk. So certainly creating a lot of pressure seeing that other states from texas were welcoming musk there. I think that puts a lot of pressure on the local officials to comply with what musk wanted. Any sort of consequences at all for defying the county Health Guidelines over the days i think that remains to be seen, so far it seems like tesla is getting off pretty easy in this one. But, you know, we could see the county get more aggressive before early next week, i think you know theres a lot of questions about what this means for teslas Public Health perception. I think there are a lot of americans who are rallying behind musk right now. There are also a lot of people who are really concerned about the Public Safety implications of this. So now that musk has made such a big stand Public Officials will be looking very closely to see the company is complying with the standards they said they would force as they bring people back to work. Its a really good. , he has been such an outspoken critic of the whole time of the stayathome orders, and the social distancing measures, that have been in place during the pandemic. It does raise the question of whether or not he might alienate, some would be car buyers out there. Is a really polarizing position to take. Its so different from what we have seen in the bay area. And, when you think about with the clientele is, who are typically buying teslas, i think its a risky move to come out in this way as he has earning calls on twitter. And with this campaign basically, and recent days to get trump to reopen the plant. So, i think that its really controversial, and it remains to be seen how this may impact the companys perception. A full operations seem that they will resume some. Next week. That is cats aggressive , and author of the technology 202 news letter. Really appreciate your time and your insight. Thank you. Best chance will be through the morning hours. Into the weekend it could get rusty, well talk about the stronger system a new study found the coronavirus patients who smoke have nearly double the chance of experiencing more severe symptoms. Researchers looked at 19 different studies from the united states, china, and south korea that included more than 11,000 patients per they found that people who currently smoke, or previously smoked saw the disease progress significantly more often than nonsmokers. Joining us this afternoon to talk more about the research of dr. John is a clinical professor at berkeley Public Health. Thank you so much for being here. At first glance, what do you make of these findings . They are not surprising at all, i would have been shocked if smoking didnt make covid worse. I think this is just confirmation ecigarette use may make people sicker. It damages the airways considerably. We have known that for decades. We also know that as far the virus that causes covid is primarily although not exclusively a respiratory pathogen. Its a bug that attacks the airways and the lungs. So, smokers who have already insulted their lungs, are going to be much more susceptible to severe disease, to get infected with covid. What does this tell us about how covid19 actually attacks the lungs . It doesnt tell us anything about how the virus attacks our lungs. What it is telling us is that smokers have already chronically damaged their lungs. So, when covid goes down into the airways and gets into the lung tissue itself. It is already in an area that is damaged and predisposed to getting infected. We have known that smokers for ages, are much more predisposed to all kinds of different pathogens that cause pneumonia. So, it would be shocking if covid wasnt one of those. What the study did, was it looked at a lot of papers, a lot of the study said looked at people who are very sick with covid. And it turns out that the additional portion number of these folks are smokers. And its smoking that is making them much more sick. Is the take away here is that if you have healthier lungs, the disease could actually be less harmful . You got it, that is the take away. The more likely you are going to be able to withd the insult of having an infection from this virus. This particular study, this is my final question. It didnt look at a smokers chances of getting covid19. But, just but on the other hand, once they have it, how it may in fact progress in the body. That is a very good. The study did show that once you had covid, you are likely to have a much more poor outcome, there is nothing really to suggest that a smoker per say is more likely to get the virus. Its just that if the smoker gets the virus, they are much more likely to get seriously ill. It will be much more severe symptoms. It says in part, if our employees want to continue to do so forever, we will make pen the head of the Silicon Valley Leadership Group says other companies are expected to do the same thing. Joining us not to talk more about this from twitter, and what this could mean for future bay area Tech Companies. A tech offers collaboration what you think, facebook and google and even Smaller Companies follow suit here . And sort of the decision on employees and say if you can work from home, you can do so as long as you want. Absolutely, i dont think its just a function of whether getting back in the office is going to make you more productive or not. Not sure it does. I think most people are seeing incredible production and, facebook, and everybody else, as we are remote anyway. The whole concept of people having to go into a commute, and go into an office and then be in an in hon unhealthy environment because it is compressed. I think for the foreseeable future we are going to see productivity and not necessarily be stuck at home. How are Tech Companies like twitter, facebook, google, how are they going to have to reconfigure their operations, in the future to allow more employees to work is it sort of already set up that way . I think the problem is we saw a lot of it is we saw the conference call, security related issues, people actually getting into content. Might be very sensitive, competitive, could be earning working at home, or the controller. The product, or engineering, you cant afford to be doing screen sharing, where people actually looking at the content. There is a tremendous amount of emphasis right now, by these large organizations, with sensitive information, that typically have to sit inside the corporate walls. You know, the cloud was provided the ability to be remote, it doesnt necessarily protect us, when we are working on a vpn. You are expected to be in home and whatnot. Its going to be paramount, its going to be even more the discussion number one, and number two how you put those tools in front of people, so that they are more productive. Not being in the same room like we have all often been used to doing. These are the real elements that are challenging people. Remember, 24 of the work forces the mort it. They were doing this in many cases before. Its important to. Out, not every employee of these Tech Companies is going to be able to continue to work remotely. You know, what percentage of employees do you imagine that a company lets say like twitter, are going to be able to keep on working from home, as long as they would like. There is a few answers to that question, it depends on where your home is, a lot of people in new york. 600 square foot place with the job dog and the child doesnt make the remote experience better. I think there is a whole collaboration. Being able to work with your team. And be on the same page. My sort of thinking is that the off changes in the sense that maybe going into the office. I think that the cohabitation of places like regis, where we were. Are not going to be within the same Health Guidelines because you have multiple companies in there. And you are not adhering to the same issues, spacing issues, people you dont know. I think Companies Like the salesforce are going to have the ability to come in and work in an office. Think the mandate. Its going to be a function of productivity. If the job isnt getting done, then maybe you are calling somebody tech ter jackson is the ceo of company jewel collaboration platform.
