The khalfani Restaurant Association drafted a plan to guide restaurants when they are given the goahead, to reopen. It has restaurants cleaning more often and has the elimination of buffets and salad bars. Plus, a requirement for service to wear masks. The Restaurant Association is hoping restaurants will be able to keep as many tables as possible and avoid requiring customers to have their temperatures taken. The association plans to surrender plan to the governor tomorrow. A restaurant in napa has already resumed inhouse dining. Fu may bistro defied orders and reopened for business. The owner says he needs to make ends meet for himself and his three dozen employees. Dickeys barbecue wanted to start serving customers again, but abandoned the idea. The owner got a warning from the Public Health department after he placed his chairs and tables outside. They put a lien on my house in the restaurant that i know the bank is going to collect on. I could wind up losing my house over this. Bose hotdogs is also operating in defiance of the state and county order. And a nearby art gallery is also open to customers. Now to San Francisco and a crisis with in a crisis. Since the start of the year the number of tents on the streets of the tenderloin has tripled as the homeless problem is amplified by the coronavirus pandemic. Ktvus amber lee joins us now with the new plan from city hall. Reporter the city says it came up with a plan with the help of Community Groups and nonprofits that a team went into the tenderloin to assess the needs of Homeless People and residents. With city hall as the backdrop, tents set up by Homeless People lined the streets of the tenderloin. By the citys own estimate, there are now more than 300 tents and a 285 increase since january. Very, very tight. People are edgy, people need space. Reporter mayor london breed rolled out a block by block plan wednesday that would include giving Homeless People space. Painted lindmark where a tent can be set up with six feet of social distancing on the street between the Asian Art Museum and the main library. It would transform that area into a sanctioned encampment for 50 tenths with services to promote hygiene. There will be meals and Restroom Services available on site. In many ways is almost like an outer homeless shelter. Reporter the head of San Franciscos healthy streets Operation Center is overseeing the plan. He tells me the city is looking at other lots in the neighborhood to use as encampment sites. They wont be as organized, they will just get people off of the sidewalks and provide them alternative places to camp. Reporter the city is being sued by tenderloin residents, merchants, uc Hastings School of law to force it to clean the streets, house the homeless and stop drug use and sales. The owner of the tenderloin midcity market is not part of the lawsuit, but once the city to take action. They are becoming aggressive. They want money, they want to sit outside. Reporter some Homeless People say they welcome the citys plan to improve safety. You know there is tension. Reporter the city has put in six manifold devices attached to fire hydrants to offer Drinking Water in say police are cracking down on drug dealing. The Governor Also Announced today that there are penalties for late payments. The property taxes will be waived through may 6th of next year. The governors executive order is intended to benefit those who are suffering financial problems since the pandemic hit. The order extends the waiver of a 10 penalty and other fees tied to property tax payments for homes, Office Buildings and other residential and commercial properties. California is expecting to receive a 247 million refund on n95 masks from china that were delayed. The company failed to meet the april 30th deadline for federal certification. The company now has until may 31st to get certification and they have to refund the rest of the states upfront payment if they fail to meet the deadline. The state signed a nearly 1 billion contract with a chinese electric carmaker that switched over to making the masks. Antibody tests packed up and shipped to thousands of east bay homes. The major study underway as researchers try to learn how far the coronavirus has spread. Oaklands former police chief files a legal claim, alleging wrongful termination and retaliation. Former Oakland Police chief and kirkpatrick has filed a complaint against the city allowing wrongful termination. Ktvus christina run down tells us about the accusation against the city and independent Police Commission that fired her. Reporter less than three months after former Oakland Police chief Ann Kirkpatrick was ousted, without cause by an independent Police Commission, she has filed a complaint against the city of oakland, claiming she was retaliated against and wrongfully terminated. You feel very strongly about her case but you cant file a whistleblower for blowing the whistle. Reporter kirkpatrick made at least seven reports to the city of inappropriate and unlawful conduct by the Police Commission dating back to march 2018. Among them, the complaint alleges the Police Commission tried to unlawfully interfere with daytoday operations [ inaudible ] reporter they fired her because she refused to go along with efforts to exceed the authority. The Mayors Office did nothing about kirkpatricks reports and the mistreatment and inappropriate behavior by the Police Commission continued. If a member of the Oakland Police department treated a member of the public the way this department has treated the chief and command staff that officer would be reprimanded or fired immediately. Reporter the Police Commission is responsible for looking at the policies and procedures of the Police Department but also has the power to fire the chief. In this case they fired kirkpatrick without cause, with mayor libby shafts approval. There was no cause for which to fire the chief. She was doing a terrific job. She was respected and liked by the department, by the citizens of oakland and she was making serious, Real Progress and really running the most progressive department in the country. Reporter the chair of the Police Commission says she was unable to comment today. We reached out to the Mayors Office and they referred us to the City Attorneys office. The City Attorney has yet to respond to our request for comment but we know the city has 45 days to respond to the complaint. If they rejected kirkpatrick and then file a lawsuit. In San Francisco police are looking for witnesses in a homicide case where the victim died a month after he was attacked. 62yearold wayne while was arrested last friday on suspicion of homicide and elder abuse. He is accused of assaulting the victim, 67yearold bouillon beaver, on six street. It happened on march 29th. The medical Examiners Office determined his death, 32 days later, was because of the assault. In san jose two people were arrested during Cinco De Mayo celebrations yesterday. One was a misdemeanor, the other was a felony. At least 10 citations were also issued and three vehicles were towed. The san jose Police Department honored its fallen officers today in a virtual ceremony. Every first wednesday in may the police force comes together to honor its officers who died over the years protecting the community. That this was the first time the service was held virtually. Two more coronavirus testing sites are open in santa clara county. The county is aiming to test 4000 people a day by next week. People began showing up for appointments today at james Like High School in san jose and Christopher High School in gilroy. For now the sites are prioritizing healthcare workers, First Responders and anyone with symptoms of the coronavirus. California has launched a new site to help people get access to coronavirus testing. It has been added to californias coronavirus website. It is an interactive map where you can enter your zip code to find a testing site within 30 to 60 minutes of your home. Uc Berkeley Research team is launching an ambitious antibody study this week. As ktvus Jana Katsuyama reports , invitations to participate are being sent to tens of thousands of homes in the east bay. Reporter these boxes wont be a typical front door delivery. They are part of a new uc berkeley antibody study that could hold the key to unlocking how much the new coronavirus has spread in the bay area. The inhome collection kits include all of the materials that someone needs to collect saliva, as well as an oral and nasal swab. Reporter a uc berkeley professor of epidemiology and biostatistics is one of the codirectors. She says in phase one they are reaching out to thousands of bay area households with a questionnaire in english and spanish. We are asking all about current symptoms, past symptoms and going back as far as december. We are asking about travel histories. Reporter invitations to participate were mailed out this week. Eva harris, the studys other codirector and professor of infectious diseases, says the data will be collected through a representative sampling. We essentially sent 307 7000 mailers to every single home of 11 cities. 11 cities on the map are all in the east bay, stretching from hercules to oakland. Reporter the teams is about 5000 to 6000 of the respondents will be randomly selected to avoid any bias for phase two. That subgroup will be tested for the new coronavirus and antibodies through saliva, swab and blood samples. Like this . Its really straightforward and doesnt hurt at all. Reporter officer harris says samples will be collected once every six weeks. The studies timing could also provide critical insights by showing the impact on the spread of the Coronavirus Infection of the next 10 months as california slowly lifts stay athome orders.
