Economy. The latest numbers. Nearly 55 thousand confirmed corona coronavirus cases right now in california. More than 2200 people have died. Right here in the bay area there are nearly 8600 cases in 309 people have died. Down south in Los Angeles County the number of cases has now surpassed 25 thousand. As soon as the governors News Conference gets underway, we will take you there live. Today is the first day of relaxed stay at home conditions. Outdoor businesses are now back open. Outdoor activities including golf and skateboarding are allowed as long as collagen is followed. Construction workers and real a state agents can get back to work with social distancing at the new health guidelines. We are excited to see our new members get back to work. But more to support the critical and essential infrastructure that needs to continue. Officials warn the old rules could be put back into place if there is an uptick in new hospitalizations. Potential home buyers can go into houses occupied with real a state agents. Only the agent in two people are allowed inside at one time. They all have to wear personal protective equipment including a mask and social distancing must be maintained. The bay area has not been as hardhead as other regions. Will sell for less than 10 and agents are guardedly optimistic about new sales. It should quickly rebound based on the fact that there are so many buyers that wish to buy. There is concerned with so much unemployment and how much of an effect it will have and how much more it will take of a turn. Agents say there are not many bargains in the bay area. They hoped low rates will balance out the prices here. Businesses will can be back customers across a number of states in the country today but as Jonathan Serrie reports, officials and other places say it is too early to open. Reporter more than one dozen states leftparenthesis South Carolina and missouri will open restaurants and Retail Stores and all but three counties begin the first phase of reopening which requires restaurants to have outside seating and 25 capacity outside. These states have not reached the decrease in new cases recommended by the federal government. Social distancing will be strictly enforced. People have to do it safely. We want to make sure the virus doesnt get a foothold. Federal social distancing guidelines expired last week but some states are working to flatten the curve. Now they facepressure to reopen their economies. Stayathome protests took place in several states but officials warned rushing to reopen could put the country back at square one. You should be very afraid of us. Its killed a lot of people and it will continue to kill more people unless people stay at home. Spector places under stay at home orders places are looking to secure more widespread testing before reopening. Governors and seven Eastern States have agreed to establish a regional supply chain to help fight the virus. That will increase our market power when we are buying and we will buy as a consortium in price as price as a consortium. Washington state and oregon extended their stayathome policies for several more weeks. In atlanta, Jonathan Serrie, ktvu fox 2 news. And east bay testing site is in half. Drivethrough testing at the alameda fairgrounds in pleasanton will burn weekdays from 9 00 a. M. Until 1 00 p. M. It is open to people who live in dublin, pleasanton and livermore and who have covid19 symptoms or are considered vulnerable. In sacramento. Governor newsom. Lets listen in. Quarantine individuals who have contracted the covid19 disease and or has been somehow impacted or associated with those that might be be. We want to update you on the tracing technology we are putting into play in the training that will be advancing. Some of the recruitment we are doing to build a workforce to build an army so that we can meaningfully home order. I want to speak as well today about meaningfully modifying the state home order. We have plans to make adjustments later this week and then we will talk broadly about a series of updates related to our efforts to contain the virus. And moreover, to be sure we are prepared for the next phase as we begin to modify the state home order. Let me begin by focusing on the new partnership that we have advanced with ucs of and ucla. Ucsf and ucla will provide a Virtual Academy or a recruitment effort and training effort for new tracers. These are disease detectives that will be trained to support existing workforce that persists and exists throughout the state of california to begin the process of advancing the tracing regime that will substantially increase our current capacity. I will back up and explain what i mean by that specifically. Currently, every county does some form of tracing. Weve been doing tracing as it relates to disease, Infectious Disease for years and years and decades. As tvs and use of hiv and aids. Going back to tb and measles and other tracing capacity and weve been doing a lot of tracing since the beginning of this pandemic. You may recall that when we started doing this press conferences i would announce the number of people under investigation not just in our icus are hospitals but these are people that came on commercial flights from points of the globe primarily at the time from asia and county Health Officials were tracking and tracking from a Disease Control perspective. All counties have this tracing capacity in place. The question is how do you scale it so we can include covid19. 23 counties currently are actively tracing and all counties have a tracing component. 23 counties are actively tracing covid19 patients. Those are positive trying to figure out who they come out in contact with and if they test positive with to do the same and so on and so on. Isolating and quarantining individuals and it was all foundational. It could more quickly modify our stay at home order. This tracing that happening includes a workforce of 3000 people today. 2845 individuals to be exact. It is primarily conducted at the local level and there is 61 local levels and 58 counties and 61 Health Directors or Health Programs in the state of california. Long beach, pasadena and berkeley has their own unique status. I dont want to go down that rabbit whole except to say we are working with 61 different agencies and have to some degree tracing capacity. What we are doing is not working with them and purchase ship with ucsf and in partnership with ucla to have an Online Training academy to increase their workforce capacity. To reduce it to roughly 3000 people and have a capacity to train upwards of 3000 people a week to go to two phases in terms of building an army and workforce. 10thousand would be our first phase goal and 20 thousand our second phase gold on the high end about 20 thousand people into this workforce. First phase 10 thousand, second phase an additional 10 thousand. Building off the existing base of 3000. A virtual Training Academy that will include 12 hours of online instruction and eight hours of inperson instruction led by two of the most outstanding institutions in the u. S. , ucsf and ucla. The first training goes online this wednesday. As i said, this is a 20 hour course, 12 hours online and eight hours in person. The ability to scale this is about 3000 per weak in the first phase goal is 10 thousand into that workforce. Weve been working for weeks now with ucsf and ucla just to get the Training Academy right. To make sure the curriculum and the current protocols will meet the exact needs of our counties. When i say meet the needs of the counties this is important. It is a state led effort where we provide resources. We believe most of the resources will come from the federal government. They trace support as prescribed or comes through fema, reimbursements and or our emergency dollars. We will provide support to the counties but it will be county lead and it is foundational. The counties are the experts and we will provide the countys flexibility. But they will all feed into one database so there is integration and theres capacity for information sharing in real time. The anchor are the two ucs and the workforce that is a surge workforce that comes from existing employees that we can be redeployed at the county level and existing paid state employees that can be redeployed at the state level. Cal hr, our Human Resource team, has already been identifying individuals that we believe at the right kind of background, cultural sensitivity and cultural competency. Different language skills. A health mindset. Weve been scouring that workforce. We believe we have well beyond the capacity that would be interested in this training. If we dont we will supplement that. We are complement with these efforts. All of our agencies are doing the work to identify these individuals. The first cohort starts getting trained this wednesday. All of this is in important. It is good news. It is important because it allows us to move forward with some modifications of our stay at home order. I made a point a few weeks back we needed to improve our testing. Testing and tracing. We tend to use those hand in hand. The testing is taking off. We are r 30 thousand tests a day. Roughly 768 thousand tests that have been conducted and reported in this state, we believe there are substantially more tests being done. The reporting is getting done in the testing is scaling about where we hoped it would be. Weve averaged 25 thousand over the last seven days and over the weekend averaged over 30 thousand tests per day and testing is the backbone of the tracing component requires a workforce and an element of cooperation building on the existing county supports and building capacity will substantially help aid our efforts. Identify individuals tested positive and identify contacts with privacy first always. Then begin the prophesies as required to isolate individuals and potentially quarantining individuals so they dont impact and infect other people. Dr. Angel will talk more about this in a moment. I wanted to tee up the second point. The movement into the second phase. About one week ago today i said we are weeks, if not months away , from moving into a second phase. On friday we are days not weeks away from announcing that movement into the second phase. Today we are announcing our efforts to update our stay at home guidelines and begin the process of moving into phase two. That process will begin later this week. On thursday, the seventh, we will put out the guidelines. If the guidelines are met and modifications made, then people can reopen with those modifications in these particular sectors as early as friday. Again the modifications and adaptations need to be in place before we can move into that second phase. It could begin as early as the end of this week. Here is the phase we are moving into later this week. We mentioned phase two included in earlier and later consideration meaning low risks and moving into a little bit too medium to higher risk as we phase into these four phases. Lower risk is again the frame around us phase two. Lower risk we are defining in the Retail Sector we will be making adjustments this week in the Retail Sector for pickups and for all of the associated logistics and manufacturing related to retail. Let me be more precise about what i mean by retail. As early by the end of this week you will have the capacity as a retailer with the modifications in the guidelines we set fourth on thursday to begin to reopen for pickup. Othing, bookstores, music, toys, Sporting Good stores, florists with mothers day coming up. Other sectors or rather other businesses within that Retail Sector and the support and accessory support on logistics and manufacturing within and around those sectors will be allowed to move forward into this phase two. We are also allowing considerations of additional criteria. The ability for containment plans and protection plans to be put into place in regions and throughout the state of california where he recognized their different conditions. We believe different criteria should be put into place. We are announcing today the capacity for these other counties and regions to move further into phase two. Plans need to be locally certified and with plans locally certified by criteria that includes the capacity on testing, the capacity and tracing. The capacity on physical distancing distancing, and sanitation. The capacity to protect the most vulnerable in their community. Seniors and congregate facilities. Those incarcerated or homeless or other individuals. If those criteria can be self assessed and self certified by the local Health Official in concurrence with the county supervisors it could be self certified and tested to and concerns with the local Health Official and county supervisor. We will allow Additional Movement through phase two. That , and let me be specific, the prospects of restaurants, hospitality more broadly in opening an account modification. Not into phase three yet but well interface through. Primarily in the restaurant space and other specific capacities. Again they have to be done in the thoughtful and judicious way and the health first focus and indicators have to be maintained in dr. Angel will talk about with those indicators look like. Stable and in and hospitalizations and icu over 14 days and testing and tracking capacity. One thing i know very well. Many of these counties and regions have done a ton of work in the space. They are ready to go. I have Great Expectations that you will see a lot of these communities with local certification in place. All of those will be made public. All of those have to be done through a process that goes to the California Department of Public Health where that adaptation and testament at the local level certification of all those conditions and criteria from health frame are going to be met. Once that is done we need active monitoring, surveillance, and to make sure the disease is not spreading. If it is one of the criterias trigger to be modified the changes. We want folks to know we need to toggle back and forth on the basis of whats happening in those communities in real time. Trust me. I know this can sound very confusing. Before i bring up dr. Angel, who will make it much more simple, and as of slideshow to reinforce that. We are entering into the next phase this week. The end of the week with modificationsstart operating across the spectrum. We will allow regional variation but only after Self Certification of particular criteria that will allow even further implementation of our phase two. Its a positive sign and its happened only for one such reason. The data says it can happen. But we recognize as we begin to modify behaviors modify and possible Community Spread may occur. If that is the case and we dont have the capacity controls that spread to trace and track the spread and isolate individuals that may have been in contact with covid19. We will have to make modifications of the new. This is a sober announcement. Its done on the basis of Health Directors and local communities pending our effort here at the state and i want to thank everyone for their collaborative spirit and hard work. We put these modifications into play. One final point and i will put it over to dr. Angel. We are not telling locals that feel it is too soon or too fast to modify. We believe those local communities that have separate timelines should be afforded the capacity to advance those timelines. So let me unpack that. For example. The bay area and Northern California they have guidelines where they are a little more strict than these guidelines. If they choose not to come into compliance with the state guidelines they have that right. Others because conditions are very different in the bay area and other parts of the state and more rural parts of the state as an example, they may want to go even further. Again we will look for them that right with those conditions and modifications that meet the health needs of the entire state. None of us are isolated. Query may be more so in terms of our proximity to others but none of us are immune or isolated from people traveling within and out of these communities back and forth and we have to manage this from a broader perspective. Not just a small perspective but we do, nonetheless, recognize the variations and diversity across the state. Thus, the ability to grow stronger or to modify and begin to loosen up even more. So, if that hasnt confused you. The good news, i hope to in miliary that concern. We will have dr. Angel more succinctly put this into perspective. With the slideshow to back that up and of course we will answer questions for additional clarification. This is an optimistic day as we see a little ray of sunshine on the horizon. Adaptation, modification, 1st and foremost but as you see with the report card the doctor and her Health Report card that we are putting out today and why we are in a position to make this announcement. Dr. Angel . Thank you, governor. It is a pleasure to join you again to talk about this very positive opportunity we have moving forward here. This is the data telling us that we can but it is only a reflection of all the hard work all of us here in california have done. All the people who have stayed home and worked in our essential workforce to make sure we can stay home safely, thats where we are where we are today. I want a reminder about our specific goals as we move forward through this process. Until california is protected. Until we have immunity and is it safe trust to move without modifications. We will keep four things in mind. First of all, no matter what we do we want to maintain and ensure our ability to care for the sick within our hospitals. Making sure our Delivery System is essential. As we move forward, as the governor said, as we move out of our homes we increase the risk of people getting sick. When people get sick we want to protect them. We are very focused on making sure we prevent infection. We are clear we need to build the capacity to make sure we are continuing to the health and wellbeing of alland the other interruptions. One of the reasons we are so pleased to be able to talk about moving forward and opening some areas of our sector, with modifications, because the data tells us so. The report card the governor referred to i will share it with you now. These are based upon the key indicators that we have always discussed in our roadmap. There are specific metrics that are important as we talk about moving from stage onestage two. Those key areas. We will talk about how the progress is in each of them where we can come to this point to make these exciting announcements to make changes as soon asent inventory, making sure we have a healthcare Surge Capacity. We have Contact Tracing capacity and Public Health guidance in place. With all of those indicators we are on track. So how . With respect to stabilization of hospitalizations. This is a graph we showed you and how it affects our state at large and we look at the number of hospitalizations of people who have covid19 and across the top over the past 14 days the trend in the total number hospitalized with covid19 and the second leader line shows the trend in icus in covid19. Flat line and it isats cautious optimism. Regardless it has been stable and that supports making those decisions. There are other things we need to take into consideration. With respect to personal protective equipment, ppe. An incredibly important as we move into this next stage. On hand 18. 2 million surgical masks, 15 million adam klotz. We are distributing rapidly to locations where they are needed and we have ordered and anticipated hundreds of millions of surgical masks and n95 masks. We are progressing well. With Surge Capacity we have four claims of facility is ready to take patients, outside of our traditional care Delivery System and thats a total of 2072 additional beds that can accept patients if we need to use that space. 10thousand plus ventilators throughout the state that are not in u and 94 thousand applications received today from folks ready, applying to join the California Health court. An additional workforce we can use to help support Additional Needs if needed. Our Surge Capacity is in a really good place. We are growing our testing capacity. We have met our goal of 25 thousand tests per day and we have 86 new testing sites the state wide focused on rural and urban underserved areas to make sure we can address testing needs. They are rolling out and should be out soon and this gives us optimism as we move toward the end of this week we will have testing necessary for this early stage. We continue to grow. Our Testing Facilities across the state we know is vital and important and we will continue to focus on this. As i have just shared with you we are in a good place to Start Talking about this move. Let me talk and reiterate. Specifically we have been focused on stage one. As you know stage one is our essential workforce and during this time we make sure the workforce is safe and secure and we will be anticipating moving into stage two. We will do so in a way thats measured and thoughtful. In order to do that we start moving into stage two this friday we believed. It will only include specific industries. To reiterate which industries this very first part of stage two will include. Extended retail with Curbside Pickup and associated manufacturing and supply chains for that retail. What does that mean . Of the retail places like bookstores, florists, sporting e are ailable and open for Curbside Pickup along with all indivi and we have the opportunity to go back to work this is with modifications and we make sure the workers in the south are safe and it means there are modifications that include physical distancing and making sure the unique circumstances will be addressed. Guidance is coming out this thursday to provide Additional Information and assist industries making those changes to make sure all of us are safe as we move into this early next stage. What is not included in this early next stage. In this very opening we wont go to office team offices. We wont go to see the dining at restaurants. We are opening shopping malls at this time. We will start with those sectors i just mentioned. The sectors will be a part of stage ii and you can look forward to us sharing guidance and announcements and when it will be safe to open them. We are following the data and moving very carefully. We will move as rapidly and safely as we can through stage two. Regional variation i know has been a really, really important topic. Ive been on the phone and contact every single day with our local Health Authorities. Understanding of local and conditions. Getting guidance. We are learning from one another constantly over this process. We are excited to share with you a process which counties can request or a test for a variation during stage two. Counties can move more quickly through stage ii but only if they have met certain state readiness criteria. We will show that later on in the day the indicators that weve talked about earlier, really they are those things that as a state and in conversations local counties understand are important are in place an order to make sure we move into this next stage in a way that minimizes risk. Counties will create and submit these readiness plans. Those will be made publicly Available Online for all of us to review, see and understand. We can understand how the counties are moving to a different rate at stage two. Making sure the risk is minimized for all of the residents. I just want to go into Contact Tracing again. This is one of our key tools as we think about moving into stage two. As people move more we increase the risk for people to get sick. If people get sick we want to identify those individuals early and make sure their contacts are identified. In doing that we can create a way to minimize the spread of covid19 if it enters our communities and allows us to continue safely with continued movement due to staging. Contact tracing is incredibly important. Brick speak specifically about where weve gone. Developing this important infrastructure we are identifying up to 10 thousand individuals who will be contact tracers and available throughout the state. When we hit 10 thousand we go for another 10 thousand more and we are directing existing state staff. We dont have to bring in a new workforce because we have a lot of people available to do this. Staff will be assigned to local Health Authorities in the model is designed to be scalable. We can start in one place and quickly building up so they have the resources they need if theres a number of cases where the county needs additional contact tracers to make sure they are able to Contact People about covid19. The training will be done during virtual Training Academy. It will be available for individuals but not otherwise available. This is a service to our state across any county and will be available to make sure it protects their community. Finally, a daily management platform. Available to all local Public Health departments without charge. It will have a heavy emphasis on health. Those are the questions we are asking about. Thats information important in this context. Its not a broad database of all of an individuals information. The information needed to protect and it is absolutely confidentially managed. The Data Platform itself will support the case investigations in the Contact Tracing itself and interoperable which is incredibly important so information can move seamlessly with our disease surveillance system. It will support system of checks via chat, email, phone, automation and making it easy for individuals to share information for those in the county helping supporting them either isolating or quarantining and whether or not they might have covid19 themselves or whether or not its being managed closely to make sure they are safe and healthy. That is the update and wanted to share with you about this very next step. It is a thrill to be here to be talking about all of this positive moving forward. Thank you. The doctor will be available to answer questions and we will be putting out these guidelines in a very public way. That should also answer more detailed questions. I want to reinforce a couple of points dr. Angel made that need to be reinforced. Ppe is foundational. We talked about testing beginning to increase on a consistent basis. The 80 plus new sites weve been able to lockdown. Most of them are in place. We are working on the exact location within regions throughout the state of california. Supply chains beginning to loosen up a little bit. That 25 thousand average, that last phase we want to get a substantially higher number of daily tests. We averaged over 30 thousand. We had 152 tests per 105 thousand californians. Thats about 61 thousand or so tests per day. Our goal is to get from 60 to 80 thousand and i want to make it clear we recognize we have a lot more work to do in the testing space and we talked about the importance of tracking and we are working with leading experts. Its a wonderful thing we can say that. Most of them are in the state of california and since the state has been doing outstanding work in the scale is advanced for this Virtual Academy and through a workforce that we currently have that we believe can adequately we deployed. The ability to do so will happen in real time building of the existing 2500 and 45 individuals. Again we can move more broadly into the second phase. The ppe is foundational. 45. 3million n95 masks have been distributed. That is in like that in many, many months. The good news is product is coming in at scale on the procedurals mask in the surgical masks, from one contract over 10 million of the masks have common over the course of the last week or so. That is why we have already distributed some 14. 2 million procedure mask and the emperor was static up until last week. Work product coming in and more going out as quickly as possible. Fundamentally the masks and ppe become foundational. We want to protect our woers a sure they have access to this critical ppe effective sanitation requirements. Again, these deeper guidelines will be required to move further in our announcement today. That is part of the criteria. I know many locals have done and modifications we see through a prison of Public Health and confrontation with county boards of supervisors. A second then remained public those variances to the state wide state home order that will remind you. Those that have more stricter guidelines, we are not preempting their guidelines. We will still allow them to move forward. Capacity is important. People ask why do you have these empty facilities that you have built . We are pleased that they are empty. We put them in anticipation of a search that did not materialize because of the stay at home order. Because of millions of californians being thoughtful about their own help and physical distancing that allowed that curve not to ever rise to some of those models. It has been flat and continues to see modest declines. They put us in the position we are in today. It is essential as we modify that we continue to be very sober about how we conduct business. As a business person myself and someone who started many businesses before i got into politics. Just because youre open doesnt mean customers show up. You dont open economy with customers willing to feel confident and safe knowing their health needs have been met and in terms of making that announcement mean anything. For a lot of folks is nice i can open up. With these modifications are not sure anyone will show up even if i open up. Obviously, there are so many constraints and we are not nacve about that and thats why we want to continue to make additional modifications and loosen things up more to address those legitimate Business Concerns that are self evident in all of our announcements. Good news on the ppe. Good news on progress in tracing and setting up this new academy and capacity to scale. Really good news on testing continues to march into the right direction. Regionalization now top of mind and now progress into phase two of our efforts. I hope people receive this warmly today but i recognize for some it is simply not good enough. I recognize that deeply. That was exampled over the course of days and weeks where people are expressing themselves more firmly in expressing themselves in terms of their own anxieties and fears about their own personal Financial Health and the concerns about their community. The state and nation in the world we build together as we work through this pandemic. Know that your voices are being heard and they are being respected. Some are more pointed than others but i understand where they are comes from and all i ask is that we conduct ourselves to the extent we can safely. And do so in a way that protects your personal health and the health of others you may come in contact with. Some businesses are not waiting for these announcements and there may be unfortunate consequences. I do not say that to be punitive. I know the alcohol Beverage Control here in the state has investigated 81 businesses that opened up as bars, some restaurants bars and adr shot r i know there is a deep desire to do that. There is no reason to do that without the expectation in the public Health Officials and agencies will do what we can to continue to get people to do the right thing and abide by the stay at home orders. One thing is clear the overwhelming majority are doing the right thing. Im confident we will as we hold the line and cannot go back to old routines too quickly without the modifications and that adaptations that are required. In the spirit of collaborationm i want to thank the leadership in orange county. In particular in and around laguna beach and san clemente beach. We were able to work with the locals and law enforcement. They put together an outstanding plan to begin to reopen the beaches and we not only plotted that but we enthusiastically embraced it as a consequence with those modifications and their reopen strategy locally driven. That is the spirit of the moment in the spirit of the time. A sense of cooperation recognizing the frustration that we all have in recognizing that we are all in this together and could go a lot farther together and we look forward to making similar announcements in the next days and the good news is the public open spaces are opening back up for plans in place now to deal with all of the concerns around physical distancing and social distancing. We have the same collaborative spirit without counties overwhelmingly. The Health Directors have been extraordinary. And of course our team i could not be more complementary out. Dr. Angel just briefly before he opened it to question, stabilizing line on hospitalizations. Thats our numbers that we monitor because they should be monitored consistently but they are lagging imitators. With the community will do with tracing and tracking will give us a realtime picture of whats going on. That would be the area of our focus focus. The good news is that tragically, we lost 39 lives but 39 is a far cry from where i began last week with numbers that were substantially high. A loss of a loved one and 39 nonetheless in a more optimistic number two lead and where we are seeing it in the high 90s and the 100th. We saw the spread of 1321 individuals testing positive for covid19 and thats within the margin of error and kind of where we have seen over the course of the last few weeks and hospitalizations declined by 1 and we saw icu patients increase by less than 1 . We are seeing stabilization and hospitalizations. Including those people under investigation, those p uis we saw was on the p uis numbers drop. All the green lights for the announcement were teed up today and holding fairly steady. Thats why i want to applaud all of you for Holding Steady on the stay at home orders and if we can continue through this very difficult process where there is plenty of headwind. I get it. A lot of white water and stress and push and pull locally, regionally and state wide and even federally. We get through this and get through it stronger and we went into it. I do not think deeper my bones i know that but we have to do it together. We have to do it through the prism of Public Health. I want to thank all of you for allowing us to make this announcement today. Youve taken this Public Health call the heart and on the good work that allows us to be in this position. And briefly i want to mention some good work that is being done in continues to be done on the issue of unemployment insurance. On the issues related ton has been disd since march 15th 2 hour pandemic unemployment assistance. I know its not happening fast enough or the level of people that deserve and demand but it is substantial progress. The process i know has been stubborn and frustrating for many individuals and we were able to get minimum checks plus 767 on an average for each week out for individuals and more is forthcoming forthcoming. Call volume is intense but they get through some 4. 1 million planes to date which is encouraging but again discouraging if you are not one of them that has received the check. We hear you and we know that the process and protocols are improving improving. And through the next few weeks we think that will be streamlined further. In terms of broader updates i just wanted to mention again as i began our clothes before questions and our hope is we will be making more and more updates in real time. We hope these counties are doing what they can to present the evidence for these modifications and present them quickly. We make those very public and give you updates on the work being done in those communities large and small. We are definitely now at a point at this hinge moment in this pandemic were many had hoped we had be in many hoped we would be sooner but we are where we are and i feel some confidence if we are thoughtful about the next phase that we can get through it by protecting the most vulnerable in meeting the health needs of 40 million californians. Again, i am not nace. If conditions radically change in these Public Health indicators change we will have to ratchet up our stay at home orders and lets hope we dont have to do that again based on incredible work. But that we are happy to answer questions. Governor we hope you are doing well. A couple of quick questions. One is your modification of the retail restrictions. Does that apply statewide . We want to get clarified on that. And what kind of trigger points will there be for from a coron in preparation perspective and for those counties that dont comply. Let me say first it is statewide. Again, it is a state wide order where the state can go together for those communities and for those that cant they can come into clients early as thursday when they read the new guidelines and as long as those guidelines are adopted. Meaning you have to have the adaptation in place and meet the guidelines. But the guidelines will be put forth on thursday and we anticipate as early as friday. I think we tend to focus on exceptions and not focus on the overwhelming majority. The overwhelming majority are doing the right things. And i mentioned this last week. There was one county where i specifically said this. I think it was thursday or friday. I was very impressed with the modifications they were promoting. The protection for seniors. The modifications of social distancing. That is the spirit. A lot of that work is being done in we will work with them. I am confident in our capacity to go together. The work that the abc did. Its not a shot across the bow or a way of expressing animus and angst. Its just an expression of fact that there are many mechanisms to enforce. Those with licenses. One way to enforce is through a state licensing process but its a very strong number and a handful and they get tons of attention that they are de minimis in terms of the aggregate total numbers. We will try to address those. Local folks are primarily the local point of contact as far as enforcement. Again, i think we are in a place where people want to Work Together and people are deeply anxious and that has been the expression over the last few months and i deeply respect and appreciate and you just have to be thoughtful about how we we expect ourselves. Governor, i did not hear you say anything about parks or open spaces. Where does that fall as far as allowing parking on trails closed and how does that fit into this and the other question would be you mentioned the 23 counties are actively tracing. Can you give more detail on where that is happening in which counties are already doing that if they are in Population Centers et cetera. All counties have tracing capacity at the 23 counties are specifically tracing for covid 19. I will ask dr. Angel to come up here in a moment to talk about where those counties are and feeling a little bit more about the specific protocols they have in place. I appreciate the question. Roughly 30 hundred tracers are trained and in place and so we build off something that exists in confidence in our capacity to deliver on his tracing estimates. Santa clara county supervisors consider a proposal to increase the number of people working from home after the covid19 pandemic.
