Are glimmers of hope and positivity at the family run this is whose tagline is just like family. Even if it is complete devastation around us, it is like an island, like there is a big tornado in the swirling around us. Reporter at least the residents have died at excel Healthcare Center on high street, at least 36 of the residents and 17 Staff Members are infected. Excel has a history of Violations Including in december, when inspectors at the facility failed to follow a doctors order for oxygen administration. Longterm care advocates say they are almost certainly more cases that Nursing Homes that have yet to be publicized. It is not a surprise. Tip of the iceberg is right. In fact, the reported numbers are likely just a fraction of the real number of cases that are already out there. They say that information can be scattershot, some counties have declined to provide information, instead referring to a state database that does not offer specific numbers. The data that is being collected is selfreported. The facilities have to volunteer the information to stay or to state and county authorities and they dont want to because it is bad for business. The facility say there working with local and state officials in hopes of stabilizing the communities. Reporting live, henry lee, ktvu fox 2 fox 2 news. The issue is still top of mind. Thank you so much. California is close to reaching 40,000 confirmed cases of coronavirus, sadly more than 1500 people have died. The number of deaths is down from yesterdays record, though still tragically high. There were 90 deaths in the last 24 hours, after the record 150 deaths announced just yesterday. Now still, gov. Gavin newsom said that there are signs of improvement. Hospitalizations are flagged over the past 24 hours and icu numbers were up just 1 . With about 1200 people in intensive care beds. Two cases were also steady, just over 3300. Some encouraging signs, but we are not by any stretch of the imagination in a position to say that those six indicators of which we make our determination about the future of our stayathome orders, that any new lights are yet green. He also said that the state will consider local conditions as california moves toward reopening as the pandemic eases. The u. S. Has reached a grim milestone today, more than 50,000 people have died from covid19, and there are more than 890,000 confirmed cases in the u. S. 96,000 people have recovered. So far for many people have been tested. President trump was asked about the 50,000 deaths earlier today. He said if the United States did not take action when it did, the number would have been much larger. Minimal numbers. We are going to be hopefully far below that, if we did not take quick action, you can lose many millions of people so we have been given a lot of credit for a lot of people. Reporter although the confirmed number of coronavirus deaths is said to be over 50,000, experts believe the total is far higher come of this comes as some states begin to gradually reopen. Governors across the country are slowly loosening social distancing protocols, even though the threat is very real. David has more from alexandria, virginia. There are now more than 50,000 fatalities in the United States, and the coronavirus outbreak keeps spreading. But the rate of infection is slowly taking down. Governors are starting to process the reopening of their states despite criticism over the continued risk of infection. In missouri, businesses can start reopening on may 4, but only with permission from local officials. We get to do it county by county, city by city, i think that is a great approach, give regional leaders the flexibility to know what is good for their regions. It is a different story and hotspot like new york, where Officials Say could be as late as september before life returns to normal. New york governor andrew, says the state its funding from the fence before it reopens. And he is taking issue with Senate Majority leader Mitch Mcconnells suggestion that states the clear bankruptcy rather than look to the federal government. You want to send in International Message that the economy is in turmoil . Do that. Reporter meanwhile as overseas economies start reopening, World Leaders are calling for international coronation to make sure the Coronavirus Vaccine is available to everyone. It requires the most Massive Public Health Efforts in history. I know we can do it. I know we can put people first. The first human trials are underway, in china, europe and the United States. Vaccines are not expected to be available until next year. In alexandria, virginia, david spent, fox news. Health officials and local politicians agree that if we are going to open our economy back up, there has to be more testing and they did just that. Tom joins us now with that story. This is the kind of testing that needs to be done, it needs to be ramped up even more. Everywhere. Napa county expanded free drive and covid19 testing on friday, at the county fairgrounds. We need to be able to get a better idea of the prevalence of disease in our county, and we also need to be able to identify contact. Reporter those with symptoms such as fever, cough, or shortness of breath have priority and will be able to schedule a test online. Asymptomatic first responders, those who work in a healthcare facility, or work in a jail, are also eligible for testing. Healthcare worker Rosalina Calderon got tested today so that she never gives or receives an infection. I have my parents still, thank god, and i have a granddaughter, she is amazing and i want to come home to, and i want to know that i am negative. Reporter another key goal is to expand free testing to the farmworkers and their families. We will be taking the test to them as well, so they are out working in the vineyards right now, and working very hard, and we need to make sure that they have the opportunity for testing. The Coalition Wants to keep the testing going as long as it possibly can. So that it can do more but that depends on the amount of supplies they get it of course the funding. Reporting live, tom baker, ktvu fox 2 news. We have heard about businesses closing during the coronavirus pandemic but coming up tonight at 5 30, one bay Area Business is actually restarting after being closed for more than a year. A lot of sunshine, some warm temperatures today, coming up i let you know this warm weather pattern continues in your weekend forecast. Speaking of that warm weather that mark was just mentioning, a warning to those looking to had to local beaches as the temperatures get up. The latest reminder from the city of San Francisco as they want people to avoid large gatherings. Business is forced to close, struggling to pay their employees. Coming up next, a financial analyst joins us to talk about the new round of government funding for small biz is loans. The stock market wrapped up a turbulent week with broad gains today, led by the tech industry. The dow getting 2060 points, the nasdaq was up about 140 points, and the s p ended the day up 39 points. Lets take a look at the oil prices. They rose almost a percent. It had dropped. And west texas intermediate crude even dropped to below zero earlier this week due to the lack of demand. Joining us now to talk about the markets and the latest 484 billiondollar Coronavirus Relief bill, is James Mcbride of the managing director of the right group. Thank you so much for joining us. Lets start with this. I want to start with the latest on the stimulus bill. What is the newest stimulus bill mean for businesses and what does it mean for the employees of those businesses . First of all, it is a significant amount of money. 484 billion, the largest chunk of that, there to 20 billion is for the payroll protection program. This is a terrific program that is heading directly at workers. The idea is to ensure their income for eight weeks. Another 75 billion is for hospitals and another 25 billion is for testing. So it is a very Aggressive Program by congress and there really focusing on workers, which is impressive. And that is going to be more, congress is already talking about the phase 4 stimulus where there focused on state and local governments, and really, ramping up on the infrastructure side for things like road projects and expanding broadband. Very aggressive by congress, very exciting. A lot of those Small Businesses, they say they do not get a piece of the pie earlier so this might help them out now. Lets do this, next wave of stainless payments, the ones that go directly to the residents of the United States, getting ready to be sent out over the next few days, two groups are set to get money here, who are those groups and why . The good news is about 80 million citizens have received these payments, total of 159 the good news is about 80 million citizens have received these payments, total of 159 billion the good news is about 80 million citizens have received these payments, total of 159 billion. That is the good news. The bad news is about 62 Million People are still waiting for their stimulus checks, that 1200 per family member, 500 per each child. The difference seems to be that those, the 80 million that have received their checks, had a direct deposit relationship with the treasury on their tax payments, the others did not. That is the major issue here, so a lot of people are able to go to the website and have that information there but a lot of people didnt so they will be getting this paper checks perhaps over the next few days. I want to step back to the paycheck protection program, do you foresee, i think you mentioned this, there might be another similar thing happening in the future because this first program, i think 13 days, the first wave for the ppp program, just a week or so ago, what do you think is going to happen after this next payment comes out . I think the congressional leaders, i think that they are all in on providing liquidity for this market. I think it is attributed to congress and to the white house. They get it. What we are in is in a recession that has been reduced by this virus and the problem is liquidity and theyre coming and with massive amounts of liquidity, to keep the economy running. If you think of the economy as an engine, liquidity is the oral for that engine and i think you have to tip your has to congress and the white house, they are not holding back, and they are doing exactly, in my opinion, the right thing. You have to figure the market has definitely reacted to the news of what they are doing, so lets talk about the markets and what you saw, so we have several weeks of this up and down, mostly down, what is your interpretation of what we saw today . Will hopefully we hit the bottom. We did a sellout that was almost unimaginable from about february 19 to march 23. The market went from alltime highs to a bear market, and about 20 days. 20 trading days. It was the steepest drop ever. That was the bad news, good news is since march 23 the market has come back. As of the close of business today, the Dow Jones Industrial average has gained back over 5000 points, so we are back up 50 from that march 23 low. And what that means, i think, is that they are looking down the road and it is seeing a better future. It is not going to be tomorrow or the next day but maybe six months, maybe the economy will be better. And the worst is behind us. I think that that is what they are telling us, and it is good to know or good to be on the other side, so to speak. They were doing well before this so hopefully the foundation remains there and we can just repair the process quicker rather than a long, drawnout process. Managing director of the mcbride group, thank you so much for joining us and your insight into this important topic. We move now to the weather. It is beautiful around the bay area, and city leaders in san fran the skull have taken notice. Christien kafton joins us now with more on the warning for people to continue following social distancing rules. As you said, nice weather today in San Francisco, beautiful weather expected over the weekend, a lot of folks of cabin fever, itching to get outside. City leaders say that is great, just be sure to maintain your distance. Ray city known as fog, theres plenty of sunshine around San Francisco. Mayor london breed says she understands that she won the battle is not over yet, and San Franciscos need to maintain social distance. You will be a beautiful weekend in San Francisco and i want to really take this opportunity to caution people about wanting to get back to things that are more familiar. Many san franciscans are working from home, or not working entirely and took advantage of the nice weather to get outside for exercise or just to enjoy the sunny day. They clarified once again that masks are necessary for anyone going inside a public place or waiting in line with others but are not mandated for those out for a walk r xercise r family picnic. The mayor and police chief reminding people to leave enforcement of those mask rules to the police. We will be out of the parks promoting this educational information and reminding people to keep a distance of 6 feet and where your face coverings. The city has been touting an example of how to flatten the curve and now is not the time to relax, indicating Public Health orders may be extended in the interest of safety. People are asking about this, with a Public Health order get extended . The likelihood of that will happen is very likely. And what that means is, you know, another few weeks or even a month of asking you all to comply and to remain at home, and to continue to follow the social distancing orders that we put forth. Again, this would be the perfect weather for some kind of get together with the leaders here in san fran the skull say that this is not the time, they still say the best way to protect San Francisco and the bay area is to put off those big gatherings and if you must, schedule a virtual visit with your friends. Live in San Francisco, christien kafton, ktvu fox 2 fox 2 news.
