Richmond. Reporter it was one shot and then about 20 shots after that. Reporter a chaotic scene in richmond were a suspect accused of kidnapping and beating a woman was killed after a wild chase from oakland and a barrage of police gunfire. There were cops all the way down this way, the cop car that looked like it had been hit. Reporter the suspect pointed a gun at them. Richmond and Oakland Police opened fire. During the confrontation, bullets tore through cars and Oakland Police cruiser. There must be at least 30, 40, 50 cops within 15, 20 seconds. Reporter when it was over the suspect was dead. It was not known if he was killed by police or combination of both. It began earlier thursday when the suspect kidnapped a woman in solano county, beat her, then dumped her in the oakland hills. They spotted the suspect sherry astro van and began chasing it into richmond. He ended up in an apartment complex at south 37th where his childs mother lived. She is not the victim left on the side of the road. Police say the suspect rammed a police car injuring two officers, one of them suffering a broken leg. They pulled him out of the car, he was limping on the way, there was an ambulance at the same time arriving here at the corner. They lowered him up. Reporter they opened fire, but they did not immediately rush and afterword. There was a lot of warning. They started calling the person by name and saying they had her family with them and were going to send in the dogs. In english and spanish. Reporter she shot this video from her window. They were yelling at him to get out and get on his knees. Reporter getting no response, police sent in a canine to help clear the van. Now the name of the woman left in the hills and relationship to the suspect has not been released. The Police Shooting is under investigation by opd number Richmond Police and the das office. Now to the latest on the coronavirus and californias deadliest day of this outbreak, 95 people died yesterday and now sadly the number of people who have died from the virus in our state is over 1000. And there are now more than 28,000 confirmed cases across california. Now today during his daily briefing, gov. Newsom urged californians to continue social distancing practices and to comply with stayathome orders. He also said he is forming an Advisory Group to help with the States Economic recovery. This will include former governors pete wilson, greg davis, arnolds was not there, and jerry brown. It will be cochaired by philanthropist and former president ial candidate tom stier. We will bring together californians from the public and private sectors and from communities across our state. We will develop a plan that works for all californians with a particular focus on those hardest hit by the pandemic. Let me say, we will have brought together some of the best minds as gavin said, in the state, to develop a recovery plan. It is real good to get you on here and get your perspective, so if we do have states where we are starting to see that downward trajectory of coronavirus cases over the course of a couple of weeks, doesnt make sense to you to start to reopen restaurants, movie theaters, music venues, even larger stadiums . There will be some opening, and it is going to happen. There are states, for example, Southern Nevada with las vegas, pretty much the entire economy is completely shut down. You get states like hawaii, theyre kind of a unique situation, i was a nobody will drive across the border into hawaii. But they also are shut down, so they need to reopen. With that, it is the same thing you keep hearing from the white house, you have to have, you know, universal testing, we have to find out who has antibodies, we have to find out if they have the active virus. Contact tracing needs to be improved tremendously. That is another thing that they will be looking at. Can we quickly identify who they were in contact with and isolate them . All of this is about controlling, containing the spread of the virus and if we can get a handle on that, if we can manage that, with the additional social distancing roles, we can get to a new normal. It wont look the same as it was, and we dont have a vaccine, so that is, that will be the new normal until a vaccine is developed. So once we begin to reopen, some of these businesses, some of these venues, that are larger in terms of their size, what, what are some of the practices, what im asking is what are the rules, how will it feel different when you show up at one of these businesses in the future . If you are looking at a sports venue, for example, you probably going to see some of the things that we saw, before they shut down churches, you saw a lot of times with a marked out certain seats. You are basically looking for that 3 to 6 feet, trying to build some distance between where everybody sits and somebody else. You also going to probably see universal wearing of masks, that will be a little challenging at times because a lot of times when you go to a big venue or sports event, it is not uncommon to get something to eat, to drink, how that will be managed, especially distant areas, that will be a question but you cannot see pakistans like we are used to seeing. You will see, you may see people in the stands but it will be much more spread out. In fact, most big events will be more of an online for suspicion been participation thing. Let me ask you about this notion of false start here. I wondered how concerned you are about this idea that we reopen the economy, but then all of a sudden we see a big surge in cases, and then you kind of have to shut things down once again. Is that a real concern for you . That is a big concern. I have been talking to a number of my clients and we have been talking about, you know, the reopening and planning for the reopening, and one of the things we look at is the false start which is the big fear that we open, and there certainly a huge resurgence, a cluster outbreak, and not only does that force us back into closing, doing exactly what we did before, but now, you truly have shaken public confidence. It is not just come you know, we have a problem or we are managing it, the question they will have is do we really know what we are doing . Because to open it and have another outbreak, that kind of brings and questions in peoples mind, is it really safe . And then the next time you open, people might be reticent to really take advantage of it because they are saying should i or shouldnt i because the last time they did this. It is probably just as big as the actual outbreak itself. Rebuilding that trust is certainly not going to be easy. That is a great point. Thank you for your insight. You can see gray skies, San Francisco right now 57 degrees, santa rosa upper 50s, oakland, livermore, below 60s in san jose and the warmer spots, 66 at this time. Here is a look at how much cooler we are this afternoon. We are notably cooler in concord, down by 10 degrees. In the north bay, down by seven and along the, looks like right along the coast line, Half Moon Bay a smidge warmer than yesterday. The cloud cover will continue to pour in. If we get in a little bit closer you can see if you scattered showers, the possibility over areas of the north bay, the Richmond San Raphael berridge, and stretching over to the east bay, if you light sprinkles in and around richmond and hercules and all of our small communities there. Research so shows people are particularly vulnerable here. Your diabetic, does that worry you . Yes, definitely. I am a type i diabetic and one of my biggest worries is trying to prevent type ii diabetes from happening with the lockdown because with us being lockdown we not able to go to the gym, not able to do the activities to be preventative. So my main thing lately has been to basically push for, you know, no new cases for type ii diabetes to happen. Type i, we obviously have our routine, we know what to do at this stage. Talk a bit about how that routine has changed, given this outbreak. Well, with this, it is basically, it has been tricky because when youre out in public, its like i would go to a restaurant and i would be able to test myself, or, you know, even go to my insulin pen. I would not do that now, there is the way because of the fact that it is just, you have so much going on around you where it is just like, it is like would you even do that in the restroom at this point . No. Even out in public, even after this is done and over with so it is basically a new normal for diabetics of being even more cautious of what we are doing when we are testing, when we have been exposed to needle out. It is just, it has changed everything for us. Now talk more about your concerns when it comes to potential new cases of type ii diabetes. It is basically, like, it is like whenever youre not taking care of your health, when you are on lockdown, he gets very tricky, you cant go to the gym, you are eating certain foods and it is just the fact, fitness is basically, i am huge on fitness, so fitness for me has been a blessing. It has kept my numbers level, and has been very helpful but when it comes to the type ii, we have to find ways to either be eating cleaner, eating less carbs, you know, basically taking care of our bodies and not just come you know, just eating whatever we want because we are on lockdown. We need to basically find creative ways of doing fitness, if it is taking an Early Morning walk, putting your mask on, doing an Early Morning walk, that is the way to do it. Even if it is 30 minutes because that is the preventative part about this because i just dont want to come out of this and have more type ii diabetics. Exactly, that would obviously compound the situation. For those who have other sort of diseases like i mentioned, what is your advice to people who are in fact compromise . Especially given that we may be heading into a direction of easing some of the restrictions . Well, i know we are easing some of these restrictions, but it is one of those things where we all have to keep our mindset, kind of like a little bit behind just a little bit, because we want to be cautious because when you have, like, Compromise Health or an auto immune disease, you always have to step back and observe everything so it is a moment of observing thanks things. First and going to sit back and watch things and just be on this cautious part of it because we are still not out of this yet. Im not trying to be negative but we are still not out of this even when we do get released from lockdown, it is still a new norm for all of us and we have to be very cautious about what we are doing and still be very preventative and i think everybody needs, when the lockdown comes out, it is just going to be eyeopening about food choices and exercising and things that we need to do to be preventative and keep our bodies lean and mean and clean. I want to be able to get back to the position where we can test everybody and i anticipate being able to do that relatively soon. This week, the Sheriffs Office issued a misdemeanor citation, to a church in North Richmond for an unlawful gathering. Authorities say about 40 people gathered for an Easter Sunday service at all Nations Church of god, none of them Wearing Masks or practicing social distancing. Joining us now to talk more about this issue is our legal analyst, michael cardozo. It is very good to have you on here, so already we have several churches in Southern California who have sued the state, basically, over the stay athome orders that band religious gatherings. What do you think of the argument that they are making, that they are being, the congregants at least are being denied their fundamental right to freedom of religion, freedom of speech, and freedom to assemble. I dont think it is a very good argument, alex. We are not, the state is not denying them freedom of religion, it has been denying them the right to congregate and that is much different. With the state has to do is a balancing act. We have Public Safety on one side, we have freedom of religion on the other side. This does not take away the right to worship. It takes away the right to worship in a congregation of 10 or more people. And especially when you hear theyre not Wearing Masks come of they are not staying far enough apart, they are absolutely wrong, when they bring these challenges against the state, theyre going to lose this. Doesnt factor in at all the fact that california is continuing to ban religious gatherings here but there are some other states here in the u. S. That have carved out exemptions. Does that mean anything here in terms of a loss like this . No, it doesnt. Keep in mind that each state is individual. Each state can make their own rules, and this type of situation. We are dealing with covid19. If one things let me draw an analogy. There is a church, it is a fire hazard, and the pastor says, look, we want to congregate in that church, we want to worship in that church and the state comes forward and says no, you cant, it is a fire hazard, people could die there, same thing here. You bring them in, people could die by spreading the virus, not only spreading it to the people in the church, but the people outside when they go back into the community, so again using that analogy, if you have a dangerous situation in a church, and the city, states, they say you cannot congregate in that building, it is not denying them the right to congregate, in general, but in that particular building, it is the same thing here. People should not want to do this. Yeah, and obviously a lot of other businesses are changing the way that they operate. A lot of Churches Holding their Services Online as well. Is there anything to this argument here, again, this is being made by the folks running this lawsuit what they are saying look, Church Services should be deemed as essential services because they are important to the Spiritual Health of the congregants . Do you think if they try to argue that this is an essential service, is that going to get them anywhere . Reporter i dont think it will get them anywhere. Is it an essential service in that regard . No, it is not. Because when you bring that number of people together with a chance of spreading the covid 19, it is taking too much of a chance and it is not just the congregants that go into that church, it is about when they leave that church and go out into the community and the state is not singling out religious gatherings, it is telling us all of us, it is telling everybody, dont do it, so the churches are not being singled out, in this particular instance. And like i say, what they are denying them is the right to come together in large gatherings because it is too dangerous. And when i read about some of the things that people are doing, it is amazing to me the type of things that some are putting out there and it does make me question, is this about money because certainly those preachers could go out into the community and shepherd come attend to those who need it by going into their homes and talking to them there are gathering in smaller groups. That is the way i think they should approach it. So it is sad to see that this type of fight for this disagreement is going on at this time and by the time the courts get around to settling it, hopefully this covid19 is behind us and we had a vaccine because we will still be fighting then and it should not happen. We should be healing by that time. You make a key point that the state is not, it is not shutting churches down, just saying that they cant hold Large Services with large groups of people. The teachers say besides the opportunity to see the students, they also wanted to bring some happiness to them during the stayathome order. What has the reception been like for these online concerts and these kind of virtual ways of celebrating the park . It has been extraordinary. You can take Virtual Tours of many different places in the parks, we have programs for kids, we have podcast, we have got webcams, videos, all kinds of amazing, historic information, there is a portal on the website for anyone to contribute their own memory or thoughts about Golden Gate Park, and, you know, the park has, it has been there for us and it is there for us now it has been here for us to a variety of both good times and bad, this is not the first pandemic, even. It has supported us through to earthquakes, the aids crisis, and it is here for us once again. Im glad to see that so many people are taking advantage of this.
