Also anchoring at home this morning with a look at the forecast, good morning rosemary. Good morning. Youre right, the rain is on the way. Its actually moving into areas of the north bay as we speak. We have a look at whats going on outside at this time. We have rain moving in and its not going to go away. A live look over oakland where its a mostly cloudy start. Many locations are still not seeing the rain just yet. We are showing you where its beginning to move in, areas over the bay and the north bay coastline, seeing this all the way down to the inverness area. Santarosa, just the north edge of you, and farther to the east, we have some there. Getting into your bay area saturday and sunday, it will be breezy, cool and cloudy and its going to be rainy. We are looking at anywhere from a half inch to an inch for most urban areas, up to two inches for the wetter locations. There are more than 31 confirmed cases of the coronavirus here in the bay area. Santa clara county has 1100 cases today and 38 people have died. The federal government is telling leaders and recommending people to wear some type of protective material to cover their nose and mouth. They say a significant amount of affected people showed no symptoms and can transmit the virus to others just by talking. Due to the shortage of masks, the public should save those for medical personnel. They can use breathable materials like scarves, shirts and other cloth. Happening today, a celebration honoring Golden Gate Parks 150th anniversary. The shelterinplace orders have made organizers rearrange the event but it will still kick off today. Sara zendehnam has more on how they are pulling it together. Good morning. The original plan was to invite tens of thousands of people to Golden Gate Park today to celebrate the parks anniversary. Of course thats changing and the celebration will be online. Its going to be free, so anyone can hop online at 9 00 this morning and join. The event kicks off at Golden Gate Park at 9 00 and theres a lot going on. You can watch exclusive concerts performed at the park over the years, listen to stories about Hidden Treasures at the park, read books through a virtual book club, learn about the parks history, and check out a photo album. 24million people from all over the world visit Golden Gate Park every year. Its a special place to a lot of people. Its been around through natural disasters, wars, other pandemics, and you can still honor the big birthday in a different way. It wasnt exactly the party we intended to throw. We were hoping to have about 150,000 of us gathered arm in arm at Golden Gate Park but obviously we cant do that right now. If you want to join in, we have all the information you need at ktvu. Com. A nursing home in Contra Costa County is closed public as 27 people at the facility tested positive for the coronavirus. The center is located near the citys Police Station and everyone at the nursing home is being tested now. Some are waiting for results to come back. So far three Staff Members and 24 residents have tested positive, more than half the people who live in the facility. Residents not affected are being kept in separate rooms with separate care givers. Theyre being grouped together with roommates who both tested positive in one area, and in the other area, roommates that both tested negative. The countys Emergency Operations center delivered supplies of masks and other protective equipment to that facility. The staff is receiving new training and being monitored. The Health Department is investigating the cases at other Senior Living facilities in the county but wouldnt name the sites until the investigation has been completed. The San Francisco Police Department is now issuing citations against people who are violating the shelterin place order. Sanfranciscos police chief says the vast majority of businesses and individuals in San Francisco have been following the sweeping shutdown rules, but a handful of people are learning to follow the order the hard way. If we have to go back, were not going to ask twice. We have had to cite a business in the last 24 hours, and we have cited individuals in the last 24 hours. The citations mark a shift in policy for San Francisco police. Officers initially focused on education instead of enforcement during the early days of the lockdown. The now oftenempty streets of San Francisco have created new opportunities for vandals. This video shows a man targeting a Mexican Restaurant in the mission district. He walks by, then throws a metal disc through the front window. Fortunately no one was hurt. Governor newsom says the state is facing a massive testing shortage and a backlog. The governor says Health Officials believe there are far more people infected with the coronavirus than the state and counties have confirmed. During a briefing yesterday, the governor focused on caring for the homeless who may have been exposed to the virus and who could spread it. We are already seeing hundreds and hundreds of individuals now off the streets and sidewalks and into the noncongregate sites, and ill reinforce that, noncongregate sites. What we want to do is relieve the stress in our shelter system so we can separate individuals and ultimately relieve the impact in the medical care delivery system. If left unaddressed, we allow our most vulnerable residents in the state of california to be exposed to this virus. There are 7,000 hotel rooms to house Homeless People with fema picking up 75 of the cost. They are hoping to secure 8,000 more rooms. The big story today is the weather. Temperatures are warmer this morning with all that cloud cover and humidity up. We have 9 degrees warmer over areas of oakland, 7 in santa rosa. With all that cloud cover in place and the breeze, it still feels quite cool. Sfo is reporting an onshore breeze of 7 miles an hour, mt. Diablo with 34. No wind advisory for our area. A little farther south we have an advisory that goes into place for sunday. This is a look at the satellite and radar, areas of the north bay around santa rosa through pet petaluma and to the west. Into the sierra, still mainly dry. That will change, and there is an advisory for travel if youre heading in that direction or have to be up over the passes this weekend, as that storm will continue to shift south along the coastline and bring us another round of rain tomorrow and scattered showers on monday. Thats not the case with Domestic Violence victims. Experts say women and children who are at home with an abuser are more vulnerable than ever. And bay area advocates are responding. Reporter a distressing thought being stuck inside with an abuser because of stay at home orders. Being outside to home is often part of a survival strategy. I would say Domestic Violence is absolutely going up at this time. Reporter 911 dispatch centers have seen spikes, but when crisis lines go quiet, thats also alarming. Its harder for people to make calls right now. Its harder to have confident confidentiality right now. The violence is up but the outreach may not reflect that. The expectation right now is that a victim has to live at the scene of the crime. Reporter and so do children, because school is often where abuse is reported. We are hearing, he can check my internet. Reporter counselors are offering Safety Strategies for those who feel trapped. People feeling powerless about their ability to find work right now, all those things exacerbate violence in a home, in a family. Reporter a safe chat is offered for when a phone call is risky. Sanfrancisco has a text line for reaching out, especially now that most face to face programs are shelved. We work so hard to get them stabilized, we definitely dont want to see them sliding backwards. Reporter some survivors find refuge in transitional housing but are afraid they will lose it if they cant pay for it. We are hearing concerns that they cant make the rent. Reporter for most victims, life in a pandemic is too unstable to make a major change. But the work continues, keeping families sheltered and safe and fed. Experts say those suffers deserve our care and concern. Support that friend or neighbor or the person in your Apartment Building who seems really upset in the laundry room. Reporter and they need to know, help has not stopped. Although abusers exploit isolation and fear, coronavirus didnt make it any easier. Covid19 is not an excuse to be violent. There are renewed concerns about the conditions of a San Francisco jail and the possibility there could be a coronavirus outbreak there. Its jail number 4 in San Francisco, on the seventh floor of San Franciscos hall of justice. It is the countys oldest facility. 25 of the population there have been released. Remaining inmates have been spread out to implement social distancing. Motions have been filed to get clients released pretrial. Theres no physical way that jail with its capacity could go down to a distance where enough people can keep the sixfoot distance. So far no inmates have tested positive at the jail. Some city lawmakers are already pushing to close the facility and now want it shut down within six months. There is no plan for added capacity at any other facilities right now. To the north bay, a procession for an officer killed by covid19. Detective mary lou armors motorcade made its way down the streets yesterday, the first Police Officer to die in the line of duty from the coronavirus. She was only 43 years of age, and a 20year veteran of the santa rosa Police Department. Seven other officers have tested positive for the virus. As we all continue to shelter in place and take a look outside, its important to remember that we still need the rain and snow in the mountains, just in terms of overall for the season because we were dry. Youre right, 40 to 50 of average. As we roll through april, we are very lucky and fortunate to be getting this type of storm. We are looking at a good amount of bay area rain for the weekend as well as much needed snow. This will be a good snow maker as we are going to be unseasonably cool for this time of year. This is a look at the rain over northern california, getting into the north bay as expected right along highway 1 and areas of the Coastal Range. Then highway 101, looks like santa rosa, petaluma beginning to see the light sprinkles as well. This is a look at the center of the storm, off the coastline there just between oregon and california. Its going to continue to shift south, so well not only get a wave today, but well get a second tomorrow, and it will keep unsettled weather in the forecast for the next few days. A look at the futurecast, getting into 10 00 or so, the scattered showers continue to move a little farther south and east. Now were into the lunch hour, where its more widespread and moving into the south bay. 2 00 in the afternoon, its widespread from the north bay, central bay and into the south bay. So we have a lot of rain coming in for the first part of the day. Getting into the afternoon and evening hours, it breaks away to scattered showers. If you want to get out and get that exercise, maybe walk around the block, Late Afternoon or early evening could be the better opportunity if you want to avoid the rain. This is a look at sunday morning, where the rain continues as we get into the afternoon, breaking away after that. Morning rain and afternoon scattered showers, then mostly cloudy for the weekend. Looks like well get breaks in the evening hours. As far as the rainfall amounts for today, anywhere from a quarter to a half inch expected in most areas. Going through late sunday into early monday, you can see we are expecting anywhere from an inch to perhaps inch and a half for some of the wetter spots, maybe two for areas over the hills, and two to three feet of new snow in the sierra. We have 53 degrees in oakland and this afternoon will be cool, upper 50s and low 60s. A little breeze out there as well, especially in the hills. The extended forecast shows you temperatures are not going to warm for the next several days. Monday and tuesday well get more of a sunny break and the possibility of thunderstorms coming our way as the unsettled weather is going to last. Erics restaurant has been a fixture for 29 years and its only open for takeout because of the shelterinplace orders but the owner is cooking for those who cant leave their homes. 15 meals have been delivered each day starting a few weeks ago, and now its up to 45. I ring the bell and leave the food here then go far from their door. I wait for them to open the door. They say, hi, kim, thank you. Im so happy. Im very happy. That is truly a family affair. The owners daughter helps find those in need by connecting with them through social media. Neighbors are also volunteering to deliver the food and they plan to continue this act of kindness after the shelterin place order is lifted. The food truck event in San Francisco has created a campaign to help feed grocery workers while off the grid is on hold due to the coronavirus. This campaign is called grocery employee meal fund. Off the grid food trucks put together their multiday packages provide five meals for employees and their families. Donations gathered yesterday helped provide 900 meals. A lot of these guys are also struggling with the shelterin place orders. Today they get to make some money and feed the community and feed the employees at safeway. The coronavirus outbreak stopped the graduation celebrations for the newest group of Police Officers in San Francisco. Yesterday a ceremony for the 268th class had no friends or family allowed in attendance. Today it is clear that your job is more than a profession, but a vocation. You graduated at the precise timing that the world deeply needs you.
