million more americans wild unemployment claims last week. treasury secretary steve mnuchin is said people who have their banks direct deposit information already on file with the irs will get direct payments within two weeks as part of the stimulus bill.>> i'm pleased to report that within two weeks the first payments will be direct deposit into taxpayers accounts. as the president said, he authorized me to say that anybody who has social security recipients will not need to file a new tax return and will have that.>> the secretary said there will be a website for people who don't have direct deposit on file, and they can provide information in order to get their payment. on the medical front president trump said today that he has again invoked the defense production act to ensure that manufacturers, including general motors and 3m, have the supplies they need to make more ventilators read also, the president said he tested negative for the coronavirus after a second test that was done today.>> as we have been reporting the global number of coronavirus cases has risen above 1 million. here in the united states, johns hopkins university shows that more than 230,000 confirmed cases and more than 5600 deaths. new york state was by far the most cases with more than 92,000 followed by new jersey at 25,000 and michigan at more than 10,000. california now has more than 10,000 covid-19 cases with 219 people who have died. los angeles county has the most confirmed cases with more than 3500 followed by santa clara county at 956 and san diego county at 849. >> some financial relief is now available for small businesses here in california affected by the coronavirus outbreak. governor newsom said today that there is a relief package that will go beyond a previously signed executive order which extended the sales tax deadline for small businesses to july 1. small businesses with less than $5 million in taxable sales will be able to defer payment of up to $50,000 for one year without fine or penalty.>> in essence it is a bridge loan. the money you've already collected, you will not have to pay the state for 12 months, no penalties, no interest, de facto, alone.>> governor newsom also announced a new job searching website called onward ca.org. it will assist californians who are out of work who have been laid up due to the coronavirus crisis and will help them find employment and other resources. >> that assistance follows the relief today of new jobless claims, a staggering 6.6 million people filed for unemployment and if it's. it's a new record, at the american economy reels from the outbreak, this is on top of the more than 3 million people who filed claims a week earlier.>> today we once again spoke with a laid-off supply chain manager who we met last thursday, outlining her futile attempts to get signed on, online, for unemployment benefits and she says after her story aired and hurt certified letters got to the governor's office, edd called her and got her signed up for unemployment right away.>> it is really difficult, i did talk to the i.t. support person one week ago, they did make comments that they are working on a system. >> her advice was to apply online, use google chrome to do it, as well as refrain from calling or going into an office. the mac there is a lot of modern day, high tech solutions that government could be adding to the edd. >> the director of the east bay economic development alliance says although the state has done many technical upgrades, he remains cautious. >> nobody would be wise to make a prediction that everything will unfold seamlessly when people need certain kinds of services area so this will be a true test of the system and what it can do.>> the federal $350 billion paycheck detection program provides loans to eligible small businesses with 500 or fewer employees that were in existence on or before the february 15 of this year. law firms also former edd directors essay under the program, if the employer keeps employees on the payroll, loans will be forgiven with no payback required. >> employers who are interested and want to keep employees on, keep their businesses open, contact your bank's right away. most of the lending will go directly through your bank's. >> beginning friday business owners can apply online through the small business administration, federally insured banks and credit unions as well as the farm credit system. >> it may be that money will be in the hands of employers in the state as early as 4 to 5 weeks. >> while you wait for that, apply for and implement benefits now, after all, you paid for them. if you're employer gets the paycheck protection plan, regular income will come back in. >> what we hope for is folks will be called back to work quickly therefore they will not need to rely on implement benefits for very long.>> a person standing at a san francisco navigation center has tested positive for the coronavirus. this is the first known case at one of the city's homeless shelters. they were at a navigation center on 13th street. the department of homelessness and supportive housing says the person is in good condition and currently recovering in isolation hotel or the health department is screening all of the residents at that 186 bed navigation center, looking for any symptoms, and also a cleaning crew will be disinfecting that shelter.>> the pandemic has forced another major disruption to the 2020 election. the democratic national committee is postponing its nominating convention in milwaukee. the event will now take place in mid august. the convention can also look very different, the dnc says it is exploring options including adjusting the format, proud size, and schedule.>> we really need to put safety and families first, this is the way to do it. give us some time to think of creative options, and hopefully we will have land of the curve, and be in this pandemic by then.>> the dnc and republic national convention will now go back to back. democrats the week of august 17, the gop event is scheduled to start on the 24th. we are joined this afternoon by a political reporter greg lee. armor vice president joe biden who has the lead over bernie sanders, he had recently called for a delayed convention, how much did his suggestion impact this decision, do you think? >> i think quite a bit. this is your presumptive nominee with that huge lead in terms of delegates. what happens at the convention is it's really an opportunity to unite the party and get everyone on board with what your platform and party platform will look like in the general election. that being the case, joe biden made those comments ever times on several networks over the last couple of days. bernie sanders also expressed some concerns so it think the parties certainly considered some of those things as well as some of the concerns from committee members that said they were not sure what was happening and action needed to be taken. here we are today. be met what does this mean for bernie sanders campaign?>> i think at this point bernie sanders has made it abundantly clear that he intends to focus on the coronavirus pandemic. he has no intention of leaving the race right now, though some within the party are asking him to do that. the bottom line is he can do that because he continues to influence perhaps some of the policies of the democratic party, how far left leaning they are. he has also expressed that he wants to see what happens in the next 27 or so primaries in the states and territories that are remaining. mind you some of those have been delayed until june and there is still concerned about when those might happen. >> and if in fact they will happen at all. let's get back to the conventions. let's talk about some of the issues hardy leaders are considering as they put these plans together for this event in august. you know, while we are still in the mid of this pandemic.>> right, that is something they have to think about. if we are still working on the social distancing, you are talking about thousands of delegates, of sponsors, members of the media, that's a circumstance physically you cannot sustain. the other part of that is talking about the security of something like this. you are talking about hundreds, perhaps thousands of police officers, emts, paramedics that will be on-site, perhaps the national guard. those are all areas that are being heavily taxed right now because of the coronavirus endemic. if we are still in the circumstance we are today, you would hate to see either party take from those resources that are so valuable right now. be met obviously it will depend largely on what the situation is come august when it comes to the coronavirus. as you mentioned, those conventions could in fact look very different. we are used to seeing those jampacked audiences. if we are still up against this pandemic like we are now, there is no way that will happen.>> right, and some of the discussions within the party have been should we have a virtual convention or should we have people vote by proxy, meaning just one delegate representing a state and the state delegation would get together, in california's case, in california then post their votes virtually. i think the other thing we will see from both parties is a shift in tone. we are used to seeing a lot of cheering, speeches and excitement at these things. because of what the country is going through we may see a very businesslike, perhaps a more solemn tone because of the deaths that have already taken place in our country because of the coronavirus. >> the death combined with the economic fallout, nothing to celebrate. greg lee, always appreciate your to a homeschooling system. for more on this website called wide-open school.org, we are joined by ceo jim stier. so obviously we know classes have been canceled for the rest of the academic year here in california, so how will a website like this help students to begin to learn remotely? >> that's a great question, many viewers, particularly parents and teachers know common sense media, we are the trusted resource for all the tech choices that parents make every day. most bay area schools are common sense schools. basically what happened is we are all faced with the reality of stay-at-home, distance learning. almost none of us have ever done that. so we created a website called wide-open school.org. that is a daily schedule, and it's helping parents plan the day for their kids in terms of school and entertainment activities. it is also a huge resource for schools. what we did is we programmed content from pbs, national geographic, con academy, sesame workshop, scholastic, all your favorite places that have quality educational resources, you can find at wide-open school. it gives you choices about movies, tv shows, video games. so it's a resource for distance learning and media.>> and you sort of touched on it a little bit, but as a parent who is home now with kids and working from home, i think one of the biggest challenges is trying to provide some structure or their days. and trying to find time to sit down and read, do some of this will work they brought home with them. how does a website like this help map out the day for them?>> that's a great question, that is exactly what we did. we have a really large audience around the united dates and globally and we said what do we need, because we are parents with kids at home, too. many employees have young kids, and what they said was we need a daily schedule, how do you map it out hour by hour. including the educational content, fun and exercise are that daily schedule is the first thing parents should use. but the other thing is we are literally putting at your fingertips zoom and google hang out for free. so the big companies have made their resources free, so your teachers, alex i don't know if your kids are in school right now, but if they are in school or preschool, you can use this website to communicate directly and you can access a treasure trove of content like sesame street, pbs. you can go by age and stage, if you have a third-grader, second- grader, whatever.>> so let me ask you about this, this is a really important issue, with everyone at home now. we cannot of course forget about the fact that some students do not have internet access at home. how are you going to make sure those students are not left behind? >> thank you for asking, this is really probably the single biggest thing we are working on. common sense media is a largest child advocacy group in the united states. we just argued in the most recent stimulus package, we speaker pelosi very well, mitch mcconnell, the key players. we wanted up to $5 billion for new resources for wiring homes of low-income families, and school buses and libraries. you are absolutely right, in california at least 20% of families have no internet access. by the way, on that, what we did was we programmed comcast and other cable platform so you can get much of this content as well. the real key is that we need to provide, we have a campaign called connect all students. everyone out there should go to common sense.org and join. that is the point of contact for you and everybody else.>> we have to leave it they are jim, it conditions. >> hi there, another round of sunny skies, not too bad this afternoon, with lots of 60s, but we are tracking our next system developing offshore that will be our next source of rainfall that will moving into the weekend. for tomorrow, partly sunny skies, maybe mostly sunny skies with highs warming up into the 60s read it will be breezy with the winds at 15 to 20 miles per hour. nothing but clear skies up and down the bay area coastline . clouds are still well offshore drifting into the pacific, but as we expand the view, the next system is developing this weekend. in fact we pointed out to you we are tracing that cold front. there are two systems, first one on saturday, second on sunday with more rainfall in the bay area. could be heavy at times. as far as the current wind speed, they are around 9 to 14 with 70 miles per hour. sfo at about 21 and half moon bay at 21 miles an hour as well. outside right now lots of clear skies and temperatures in the upper 50s to the 60s, san francisco at 58, livermore at 66, and has a at 66. overnight the cold spot back down into the 30s tomorrow morning, partly cloudy skies, patchy fog to start out the day. as we take this forecast model and put it into motion, friday, mostly sunny skies with few high clouds. then by the weekend, saturday morning and made morning, the first of two systems moving in to northern california. coming up we will talk more about this system and also update your five day forecast with your full forecast coming up in a little bit. a southern california man is behind bars for attempting to drive a train into the u.s. navy hospital ship mercy in los angeles.>> i heard the train like many times before but this time they kept going on and on, something was about to happen.>> federal investigators say that the train engineer from san pedro admits to intentionally running the train full speed past the end of the tracks. smash through a steal barrier in several fences before coming to a stop in a gravel yard about 250 yards away from the ship. thankfully no one was injured and the ship is still functioning as a hospital during the covid-19 crisis.>> that shouldn't in any way change the operations. we still have vehicle access, we can get folks in and out of there and they have been accepting patients. >> fbi agents a the train engineer admits to wanting to ram the mercy saying the ship was there as part of a government takeover plot. this is an emotional and very stressed time for america's first responders. now, a new mental health initiative is aiming to help those first responders as they battle the coronavirus outbreak. lauren blanchard has more from washington. >> our job is to put it all on the line, it's that simple. >> reporter: in new hampshire the franklin police chief has been working with veteran and first responder healthcare as they bring tele-mental health services to those battling the coronavirus. in order to keep them sharp and mentally fit, despite the chaos and grim work. >> the bottom line is to try to keep the first responders, healthcare professionals, on the front lines to keep helping people. >> a navy veteran says it's important they connect those that need help with someone who has also worked in emergency response or the armed forces. with a click and a call or email healthcare can connect those who need to talk shootings. a minivan led officers on a chase through fairfield and vacaville. >> them in his hospitalized in critical condition. we have details on how things unfolded now. >> reporter: this is where the wild chase ended early thursday morning in a unincorporated area of solano honey. a cart the suspect crashed and was shot following a high-speed chase. it all started around 1:30 in the morning. chb tracked a minivan that had been reported stolen out of san francisco traveling eastbound on interstate 80 toward vacaville.>> we responded to assist and possibly deploying spike strips to bring that pursuit to termination. the suspect vehicle exited at alamo drive in vacaville and we became involved in the pursuit in our city. >> they chased the driver to a residential area, exited their vehicles and at least one officer opened fire. but the suspect sped away leading police and a chb several miles to an unincorporated area of solano county. >> the suspect vehicle began disabled when he crashed into a drainage ditch. the suspect fled on foot southbound into an open field. there was another officer involved shooting. the suspect was hate at that time by gunfire. >> the suspect suffered multiple gunshot wounds and was transported to the hospital. the person's name has not been released, only described as an adult male in his 40s or 50s. body came and as cam video will be we are joined by a doctor and an internal medical specialist at marin health. thank you for being here. i understand you started working at a covid-19 clinic, can you describe what's going on in that clinic? >> hi, thanks for having me on. first of all i'd like to say that i am so impressed by our leadership, along with so many other countless individuals and physicians who have come together to build this care clinic. we are triaging patients all the way from normal visits via telehealth to triaging via telehealth for coronavirus symptoms. and trying to figure out in a sense whether they are eligible to be evaluated in an adult acute care clinic. this is the first defense for the hospital where we can both test patients as well as assess if they need to be sent to the hospital or we can follow them through for acute care. >> from those you are talking with, are you finding an increase of the number of patients who you do believe have covid-19?>> yes, we are seeing an increase. i do believe that the surge is starting but i also do believe that our community has come together and we are doing our best to try to do grease the burden on the hospital and really direct patients to the care they need. >> and describe the severity of the symptoms, if you are encountering more people you believe have the coronavirus, are you seeing their symptoms also increased in severity?>> i think that is a tough question because each individual varies. sometimes we see mild cases, and sometimes we see patients that we need to monitor even closer. for that reason we have things like a portable chest x-ray at the adult acute care clinic so we can keep a closer eye on patients and also follow-up with them. this includes severe colds, coughs, fever, and even chest pain and shortness of breath. >> does this clinic operate 24/7? >> seven days a week from 9 am to 7 pm. it is through physician referral. >> i've got to ask you, obviously this is a heavy burden for all of you medical professionals to carry right now. how is the staff doing?>> thank you for asking, that's a touching question. our staff, i am so impressed by them. we have volunteers left and right, all physicians are covering each other for different specialties, people are stepping in, giving their cell phones out saying call me anytime if you have questions. it really is a team effort, and i am happy to be a physician here at marin health. >> thank you so much for talking with us, thank you for what you do, and stay safe.>> taking a look at the global picture with more than 1 million confirmed cases of covid-19 worldwide. the u.s. has the most cases in the world according to johns hopkins at more than 236,000, italy is next with 115,000 cases. more than 208,000 people have now recovered from the virus. in the uk, british officials are being criticized for the lack of covid-19 testing. this comes as hospitals all around the world are facing shortage of supplies and staff. benjamin hall has more now from london. >> reporter: the uk is seeing a rapid increase in new cases and fatalities were nearly 3000 people dying from the virus. the british prime minister has faced criticism for the delayed lockdown and lack of testing, in particular, for medical workers. many of whom have self isolated after fear of having the virus. >> the first priority has to be the patients for whom the result of a test could be the difference in treatment that is the difference between life and death. >> government officials say they plan to ramp up testing in the coming days. widespread testing has benefit it in germany, who is choosing to test people with mild symptoms. in contrast to france and spain have largely limited testing to the very sick with both countries experiencing a large number of fatalities. >> i'm convinced we will avail together, in unity, with solidarity for each other. >> meanwhile hospitals worldwide are trying to keep up with the surge of patients, neighboring countries are pitching and by sending supplies and medical equipment. this as medical workers use everything from masks to scuba gear as a way to protect themselves. >> it's perfect to have an alternative if there might be a shortage in the real masks they are using. >> countries including italy and germany are extending lockdowns in the hopes of flattening the curve. in london, benjamin hall, fox news. up next, of quick cash infusion for small businesses and their employees trying to stay afloat during the outbreak it up next i will talk live with the head of a san francisco nonprofit that is offering financial help to entrepreneurs. and in bay area weather, another sunny day out there, nothing changes for tomorrow, but for the weekend we are tracking two systems. we will business owners and their employees who have been hit hard the coronavirus outbreak for more on this we are joined by lee phillips, the ceo of saver life. it's really good to have you on to explain how this program works. break this down for us, how much money are you giving out here, and who qualifies for it? >> thanks so much for having me on. we are working with wells fargo and a couple of other community commoners to provide assistance to small business owners and employees during this time. there are a couple of components to this program. the first, we will be giving out $500 in emergency savings funds to eligible is this owners and their employees. we think it's important to support both businesses and employees at this time. we are also working with a partner, neighborhood tries to will provide emergency financial crisis coaching, one- on-one to help those business owners and employees make a financial plan to help them get through this time. so we are working with another nonprofit in the bay area, opportunity fund, who is a small business lender. they will be working with us to identify small businesses we know have been particularly hard hit and we will reach out to them over the next week or so to let them know they've been selected to join the program.>> could a small business owner who is watching this right now for instance, and would like to take part in this program, they can apply as well? >> right now the program is limited to businesses that are funded through an opportunity fund loan. so that's the group we will be starting with, reaching out to them in the next few weeks.>> so, $500, and help quick are these business owners and employees going to get that infusion of money, and how big a difference do you think he can make here in the short term? >> i think anything will make a big difference to people right now. people are suffering from both a very sudden and often complete loss of income. at the same time many families are struggling with increasing expenses. people are going to the store trying to stock up on three weeks of supplies, so it's a double header for people right now. losing their income and also having to spend those monies that they have on hand to get ready to survive the crisis. we are able to turn those funds around within a couple of days, so it's a really simple process for the business owners to connect to their employees and we will get those funds into people's hands as soon as we can.>> to clarify here, these payments will go to both business owners and also employees, would that include employees who have been laid off over the past week or two? >> exactly, we will reach out to employers who work in the sectors who are the most hard- hit. we are looking at restaurants, hair salons, child care writers, landscapers, anyone who has really suffered and has a huge loss of income as a result of this crisis. we think it's important to support both business owners and their employees at this time who are a huge part of our workforce. >> i know this is a pilot program here, but if you see a huge demand, which i guess there is probably no doubt you will, are there plans in the works to try to expand this and help out even more small business owners? >> absolutely. we are continuing to raise money to support this effort and we are hoping we can add more small businesses appeared we have funding for 1000 individuals right now, so a small business owners, entrepreneurs, sole proprietors and their employees, but as we identify more funding we will be definitely adding to that to help as many people as we can. >> the need is so great out there right now, i don't have to tell you. we appreciate what you are doing, thanks so much for coming on.>> now another check on your forecast. it will be dry, but somewhat weather is on the way. >> that is basically the forecast headline, another dry day tomorrow but as we head into the weekend we are tracking more rain clouds. in fact two systems will be approaching the bay area for saturday and again into sunday with rainfall heavy at times. for tomorrow, partly sunny skies, temperatures in the 60s. the winds to pick up again from 15 to 25 miles an hour. showing you the headline, rainfall making a come back this weekend, we can be talking about amounts from half an inch to 1 1/2 inches, and definitely a cooler pattern in the low to mid 50s. the satellite shows clear skies up and down the bay area coastline. we will basically keep clear skies for tonight. we could have some patches regroup into tomorrow morning. here's the next system, the first of two moving into northern california and the bay area. in the meantime we are talking about the springtime winds, fairfield gusting at 21, oakland at 17. some more be a little cooler in a few spots for tomorrow. here is what the forecast model things, 8:00 tomorrow morning, just a few clouds may be, maybe thickening up later in the day. saturday morning, we bring in green tenses, it slides across the heart of the bay area saturday afternoon. it may be a bit of a break later saturday night and then the next system comes on board on sunday. as far as forecast highs for tomorrow, partly sunny skies with temperatures in the upper 50s to the 60s musso another dry day for tomorrow. then the pattern changes quickly as we head toward the weekend. by saturday we bring in the first rain cloud, often on rain and wind with the possibility of a wind advisory for portions of the bay area. the possibility of some thunderstorms, and it looks like we several homes in a central san jose neighborhood near seventh and julian streets. >> reporter: 11:20 last night san jose firefighters arrived at the scene of a fire to see this, a wall of flames along the fence dividing two residential properties in this central san jose neighborhood. >> there was potentially two homes involved, and there was a large rv in the back on fire that spread to the two homes. >> one man was hurt and treated for smoke inhalation and at least 16 people who lived in these two homes were displaced. firefighters don't know how the fire started but they have a good idea about where. >> it looks like it started in the rv. that's where the significant fire was.>> firefighters remained at the scene overnight to look out for any hotspots while the red cross helps people displaced by the fire. a coyote that is believed to attack a five-year-old girl in the east bay has been shot and killed by the east bay regional park police. she was attacked yesterday afternoon in dublin hills regional park heard she was with her family when a pack of coyotes approached her. one of the coyotes jumped on her and bit her in the neck. she was taken to children's hospital with non-life- threatening injuries. police spotted the coyote this morning and killed it. it is being tested to see if the dna can be linked to the attack and also to see if it had rabies or another
