A patient died in the afternoon at the Regional Medical center. Meanwhile, there are now 8 deaths in Santa Clara County. Doctors say the person who died was in their 70s and had a preexisting issue. As of right now Officials Say there are no plans to mobilize the National Guard under federal authority. Every state has a different way to deal with disasters. The National Guard is qualified to act under the control of the governor so if you were to federalize them you would lose that ability. You would also lose the fact that we can operate as Law Enforcement capacity to assist state and local Law Enforcement. If you were to federalize the National Guard you would lose that ability. Good morning, things are much different. Has greatly increased. When we talked we talked about the level of worry, at the time you thought maybe we were close to the peak, what has changed for you . We still see in every single country where there has been in outbreak it has gone up and it has gone down. There are certain conditions such as physical closeness, certain personal behavior, certain temperature and humidity conditions. We have not seen any generalized spread in the bay area or spread in california but what we have is we have o we need to do more, are we doing too much, do we need a in place . We dont want to go the way of italy with all of those fatalities. Absolutely not, we need to tackle this based on the local epidemiology with local measures based on a number of cases, we need to use our testing resources strategically, Health Department interesting testing, commercial labs have testing available, we really have to move away from the sledgehammer approach to a strategic approach based on where cases are and where we need to do interventions, like nursing homes, protect the vulnerable, isolate cases, but there is no indication for thina statewide shutdown. So you think this is too much . Completely too much right now. We have the ability to control the epidemic as they have in taiwan, in singapore, in japan, where there are no national shutdowns. Remember all of these epidemics have been highly localized to one city or one area. There has been no generalized spread, even in italy, it is all in the north. There are very few case in rome or naples. People really need to rethink what we are doing and take a look at the epidemiology. To be fair when we talk about cases like singapore they were able to track those people down who were infected into a quarantine very quickly. So, why do you think that what you are saying is in direct conflict with what the governor is hearing for medical professionals . There has been actually other medical epidemiologists who have raised this issue, that we can. , we can take a different approach, we dont need to shut down the economy, we can get people back to work and back to school if we take a localized approach based on the local epidemiology of infection. Look at the bay area, there are 550 cases in a population of 8 million people. That is actually a very low reported case to population rate rate. When new cases occur they can be isolated, we can do contact tracing, we can put in place interventions without during a shutdown. I think the Governors Office needs to reconsider its approach, it needs to have a order that expires in five days, it needs to reassess what we are doing. Obviously we know that a shutdown has a huge impact on the economy, a huge impact on peoples wallets. For people who want to go back to work it is important. From strictly a health perspective, if the shelter helps, is there any downside with just being extra careful so we dont overwhelm the Health System . I find that to be a fallacious argument in an abundance of caution we need to turn americas engine off. I think it is complete overreaction. I think we can do interventions based on the local eb damage he. There an increased number of cases in new york city so further social distancing and stay at might make sense at this time but it does not make sense for the entire state of new york or the entire country. We need to reverse what we are doing and think about things locally. Given what we are doing, lets say that what you want to happen does not happen, where are we in terms, as you look at coronavirus and how it will interact that we will see this peak, i talked to a mother in italy who is in rome who is like every night at the dinner table my kids say, have we hit the peak . I think that will be a conversation here in the u. S. , are we almost done with this pandemic . I think people feel like it is so far off. How far off do you think we are . We saw the epidemic peak in china in about 1619 days, so about three weeks. So when the cases start to increase, when they start to double, it looks like it is about three weeks before we hit a peak, but every epidemic has gone up, every epidemic has gone down, many have never taken off. We have not seen epidemic rates in santa clara, in San Francisco, in alameda, we actually have a low number of cases, yes, there are new cases and there will be more cases, people in nursing homes, people in businesses, but there is no generalized transmission. My recommendation is to be thoughtful, to rethink what we are doing, to assess and have a localized approach. Do you think by summer we could have some semblance of the life we used to know . I think towards the end of april we will be changing what we are doing if not even sooner than that. There is a favorable conditions in terms of weather and humidity, if you look at the actual weather humidity belt of worthy outbreaks have happened in china, coryell, in italy, they are all in this narrow band of Cool Temperatures in the 40s and moderate humidity like they have in new york right now. It is unlikely that we will see continuation of these outbreaks as the weather continues to warm and becomes drier in some areas. I certainly hope you are right. There is a lot of work so people are tracking carefully the numbers of cases, the distribution of cases, by age, by physical geography, it is also a new Clinical Trial going on in terms of new antiviral agents, but, the most activity is on preparedness. How do you feel about chloroquine . I think we definitely need to wait for the data. We recently reviewed a report looking at chloroquine, there are concerns about how the study was actually analyzed. One cannot draw any conclusions from that study. While medications work in a test to we really need to test those in humans to see if they have any problem with it. But there are other antivirals that i am optimistic about that are in Clinical Trials that have shown to be potentially effective. We appreciate your insight. The Health Department is switching is policy from containment to easing the pain of the sick. Doctors are being told to skip testing patients unless it will change how they are treated. The report says the interpretation is to only test patients who may need hospitalization. That message is partly due to the lack of resources and tests nationwide. We are dry this afternoon, this morning we are seeing some light showers over the south bay as well as portions of the central bay. Lets take a look at the Golden Gate Bridge, temperatures ranging from the upper 30s to upper 40s around the bay area this morning. Here is a look at the radar, you can see the moisture in the south bay working into the east bay as well as portions of the peninsula. It has to do with this system that is bringing it our way. Over night it began to work its way into the bay area. You can see widespread over the east bay, those darker shades of green indicating rain. San jose, fremont, white, scattered showers over your area. The very light shade of green may not actually be hitting the ground but those darker shades of green you will definitely see some of that. We could see some rain also in the north bay. We are calling for that possibility. A few scattered showers this morning then the afternoon looks drive. This next system will work towards the coast and sunday afternoon, lasting into tuesday and wednesday we could have more rain in the area. As we get into the afternoon we do have some popup moisture going on in the way of scattered showers, maybe even in isolated thunderstorm. Sunday morning we start out dry but the second part of the day we have widespread rain coming in. Again, more rain to come tuesday and wednesday. We could get a quarter inch to a half inch of rain in many of our bay area spots. Right now we have cool conditions, upper 30s in santa rosa, upper 40s in hayward, Half Moon Bay checking in at 48 degrees. A few spots are expected to get to 70 degrees, santa rosa, you are included in that. A chance of showers through the Morning Hours today. We are dry this afternoon. A map listing the number of cases county to county in the bay area santa clara still on top at 200. San mateo is exactly 100 cases. Counties reporting the biggest spikes are alameda and marin that went up 13 cases. Alameda has 48 and marin with 38. Well, i am working from home but our photographer joseph cousins is at the food bank of contra costa and solano and let us inside the concord warehouse. They are one of Many Food Bank in california that will get help from the california National Guard. Volunteers say guard members voant awont arrive for wont arrive for another few days. Governor called on thes in aal guard for a short tee employment to stabilize the immediate need of food banks. There are fewer volunteers who can help and greater need to get food out to those in need. So about 500 guard members will replace volunteers and help out. The deployment started friday in sacramento county. Personnel and equipment were sent to a Food Bank Distribution warehouse. Now even though the role is to help with food banks, since the National Guard is not mobilized under federal authority they can enforce law. They could be out there with Law Enforcement and generally they are with civilian Law Enforcement when they do it. They be used in any number of capacities the government might see fit. Reporter this is not first time the california National Guard is helping during the pandemic a couple weeks ago, they delivered test kits to the grand princess cruise ship before docking in oakland. New york National Guard has been delivering food to those in need. New rochelle. Thats a suburb outside new york city with a one mile containment zone to slow the spread of the virus. Other states like colorado, tennessee, florida and rhode island have called for military help with testing people. More than 2000 guard members have been called up by governors and that number will go up by the end of the weekend and will continue to increase from there. Food bank need donations. So if you are in a position to help, just consider donating to one of your local food banks. Sara zendehnam. The corona virus claimed 11 lives in the bayar yeah. Bay area. Meanwhile there are now 8 deaths in Santa Clara County. The latest to die were two men one in 70s and the other in his 8. And Contra Costa County is reporting first death. Doctors say the person who died was in their 70s and was in the hospital. Person had preexisting medical conditions and recently traveled to europe. This death underscores the urgent need for all contra costa residents to follow stay at home order. Man tan social distancing and also the state order shall youd by Governor Newsom. It will take sometime before Safety Measures start to kick in. The county expects the number of cases to continue to rise. Doctors say covid19 is especially dangerous against older adults and people with certain medical conditions such as heart and lung disease, diabetes and weak immune systems. California says so far, more than 23,000 coronavirus tests have been administered here in the state. Result for half the tests have come back and the rest are pending. They are being analyzed by 22 public, commercial, and private labs across the state. People who would like to sign up for covered California Health insurance get more time to do that a special Enrollment Period is extended to the end of june. Individuals making 50,000 a year or less are eligible for subsidized Health Insurance. People earning less than 17,000 qualify for medical. Testing for coronavirus is free. All right. Time is 9 07. San francisco got 50. Livermore 45. San jose at 51. Lets get into some of the rain. Thats falling over areas of monterey and areas of the south bay. And Santa Cruz Mountains and morgan hill. As we get close are, its stretching into areas of the east bay. This is areas over the diablorange. So high elevation stuff. We have the possibility of scattered showers over fremont and san jose, over towards areas 580, livermore, and into tracy. Some of the darker shades of green indicating we have got some stuff actually hitting the ground. May have a few sprinkles falling over the bay as well. Has to do with the circulation around this low. You can kind of see how it is pushing that moisture up and around. And so maybe even the north bay will get a slight chance at few sprinkles for the first part of the day. And we will continue to have the partly cloudy skies mild conditions, and along with that possibility of a slight chance especially for the second part. 64 sap franthe afternoon. 66 in oakland. What we are doing is starting from monday, we are actually batching cocktails, and housemaid breads and we will do a delivery window, and my two Business Partners and i are going to deliver them to people within the bay air well, marin San Francisco. Soh you g you can see read from Storm Tracker 2 areas over monterey seeing a good a rain to santa cruz, Santa Cruz Mountains. Early morning, it shifted into the south bay and over areas of the diablo range and now to about 580 right around livermore. Squeezing a little bit closer fremont may have a few scattered showers towards dublin and pleasanton and livermalong the peninsula, a fe sprinkles possibility. Maybe over the bay. And it has to do with the low. Right over the bay area. And the circulation that upper level flow is bringing that moisture in from the south. So heres what we have. At least in the Morning Hours. We will continue to see this kind of circulate around. Darker shades of green meaning not necessarily hitting the ground but darker shades indicater of the light rainfall over the bay area at this time. We have a Second System. This is the one that will work et cetera way towards the coast. And bring us a wet weather sunday night and looks like tuesday and wednesday. Another possibility. And heres the futurecast. We have been showing it this morning, but its doing a poor job of picking up on the current batch moisture. Into the afternoon we remain a little unstable. Sunday morning, we start out dry. And in the north bay, smart trains are not running on weekends anymore. While ridership is down smart says they will be in service on weekdays as many people rely on them to go to Grocery Stores and go to doctors appointments. Soonest Weekend Service could resume is saturday, april 11th. The bay area bridges are temporarily going cash free. In an effort to slow the spread of the coronavirus. Caltrans says starting today theres no toll takers. People without fast track are expected to drive past the toll plaza without stopping to pay. And drivers are going to get a bill in the mail later. Based on the license plate number captured by the bridges camera system. All tough do is approach the bridge, safely, reduce your speed to the posted 25 miles per hour, chp will enforce that. And safely go through the toll plaza. For are fast track users nothing changes at all. President trump is order the ban on nonessential travel from the u. S. To mexico or canada and that starts at end of the month. California National Guard is deployed to help food banks during the statewide stay at home order. Sara zendehnam is in compliance staying at home and reports from there. Reporter good morning. As you can imagine during this time, there are fewer volunteers and greater need for food. So instead of putting the burden on food banks that are stretched thin, the National Guard is stepping in to help. The food bank of contra costa and solano let us inside the concord warehouse. They are one of Many Food Banks in california that will get help from the california National Guard. Volunteers say guard members wont arrive for another few days. But they are grateful for the help. Governor newsom called on the california National Guard for whats being called a short deployment of about 500 guard members to help stabilize the immediate need of food banks. The deployment started friday in sacramento county. Personnel and equipment were sent to a Food Bank Distribution warehouse. We spoke to one volunteer at the food bank of contra costa and solano about why she came out for help today. So, i think like all of us were in our homes, by ourselves, and we wanted to do something to help people. And so this was the great opportunity to get out and so, be able to help other people somehow and sort food and get it out to people. Who are in need. Reporter pour more than 2,000 guard members have been called up by governors across the country. Officials say that number will go up by the end of the weekend. And continue to increase from there. The california National Guard stepped in a couple weeks ago to deliver test kits to the grand princess cruise ship before it docked. New york National Guard is delia 1 mile containment zone to slow the spread of coronavirus. Colorado, tennessee, florida and rhode island have also called for military help with testing people. More states are issuing stay at home orders over the next few days. You got connecticut, illinois, new jersey and new york planning to tell residents to not leave their homes unless its for essential travel. Local Law Enforcement are enforcing stay at home orders and cracking down on businesses that are still opened, but not deemed essential. Reporter San Jose Police brass say as of thursday, 55 businesses have been contacted for noncomplains. From restaurants to auto repair shops. Flee markets to furniture stores. Gun shops to video gaming stores. Chief garcia says the Educational Outreach becomes Something Else next week. Our current plan is to move from an educational stance to an enforcement stance on any business that has been contacted, warned, and then reopened. We are looking to begin that enforcement next week. We have several remedies to include criminal citation, business license sanctions, and health code violations. Reporter the officers say they are finding receptive ears to what is a difficult message and job, making sure all but essential businesses are effectively shuttered. If we see a violation, we will be able to educate them as well. And then we will move on from there. Doctors say a controversial decision by the Los Angeles County Health Department could mean there wont be an accurate count of how many people are infected. The Los Angeles Times reporting that the Health Department is switching the policy from containment to easing the pain of the sick and limiting the number of deaths. Doctors are being advised to skip testing patients unless that test is going to change how they could be treated. According to the times, that interpretation means they will test patients who might need hospitalization. And this message is partly due to the lack of resources and tests nationwide. John muir health is closing 3 urgen care centers. Administrators say they are facing a surge in patients. The closures lay lou them to move doctors and other staff to the larger Urgent Care Centers in berkeley, pleasanton, brentwood and john mere hels says they are equipped to handle patient was respiratory issues. Bay Area Health Care workers say hospital are underprepared for the crush of patients they expect in the coming days. Nurses at hospitals say they are told to save and reuse their nonreusable masks. You can see all the cloud cover there on the icon for san jose. Heres a look at that batch of moisture that moved in early this morning. Monterey has seen quite a bit of rain. In the last 12 hours or so. And now into the santa cruz pointmount ibs. Area of the south bay. Looking closely we have a circulation going on off our coastline. And thats helping to pull in that moisture. Heres a look at where we are seeing rain. Primarily over the diablo range. So in the hills, but livermore, along 580, we have got the darker shade of green there indicating sun is hitting the ground. Fremont, san jose, peninsula, maybe, maybe a few sprinkles over there near the bay and San Francisco. And again, theres the low. And you can see how the upper level flow brings that moisture wraps it around. And maybe the north bay see a sprinkle or two out of this. For the most part, we are going to remain dry for your afternoon. And heres a look at lunchtime. And heres look at the second part of the day. Not completely dry. Especially over the south bay and the farther south you go. You will have that possibility of isolated showers. Maybe even a thunderstorm with the unstable air in place. But, the main part of the day and for main part of the bay area, we will remain mainly dry. And heres a look at what to expect for tomorrow morning. Starting dry. And things change. That continues at least for the first part of the day. By the afternoon mainly dry conditions and we are looking at partly cloudy skies and mild temperatures. This is the next system that moves in and brig brings another chance for rain sunday, monday, tuesday time frame but if you look at where these are located its easy to see why care areas like monterey and south bay ar favored for most of the rainfall right now, and as we get into tuesday, wednesday as well. All the way into wednesday, about midnight, into thursday morning, quarter inch, half inch, maybe an inch of rainfall over the bay area. Heres a look at rainfall amounts for the season so far.
