distance learning protocol. health officials in contra costa county declared a state of emergency today because of the coronavirus. >> they announce new cases and say most people who have tested positive were infected by community spread. andre senior here with more on that. and also the school that is set to undergo a deep-cleaning because of one of their students is now in quarantine. >> reporter: on tuesday afternoon, health officials announced nine covid-19 cases. and a tenth person with a presumptive case of the virus. two of which were on the grand princess cruise ship during its trip to mexico in february. two others came into contact with someone known to have the virus. the more troubling results though are from six people in the county who apparently caught the pathogen through an unknown source. resulting in officials announcing new guidelines. people at higher risk of contracting the virus with heart disease, diabetes or chronic lung disease should avoid crowds of 50 people or more. >> we understand that these recommendations may substantially impact our lives and be difficult to implement. we considered them very carefully in consultation with the state and other counties who have taken similar actions. >> reporter: that development coming just as reports surface that a student in richmond tested positive for covid-19 over the weekend and has been placed under quarantine. >> 30% of the school is not here today. the whole class was not here. >> reporter: a district spokesperson told me that the school will undergo a deep cleaning tuesday night. >> i think it's the responsible thing to do. >> reporter: lawmakers have stepped up the board of supervisors, issuing an emergency proclamation that slowed the virus's spread and out of the growing concern that the six people who tested positive from an unknown sers got it from people already in the community. meaning the virus is already spreading beyond what is currently known. >> instead of having these unrelated cases, six of the towns here, it is indicative that it's being transmitted person to person. and you don't know who's going to have it. >> reporter: at this point the health department has not made any recommendations about school closures. a spokesperson for the west contra costa unified school district told me that the school in richmond will undergo that deep cleaning. the school will resume classes tomorrow. happening now, another live look at the coronavirus- stricken grand princess cruise ship. hundreds of people are being screened as they're allowed to get off the ship at the port of oakland. but it's a very slow process. the passengers who are not sick are headed to military bases for 14-day quarantine. we talked with a passenger who said people in her hallway were sick and had to leave the ship yesterday. >> there was a lady across the way. and she left yesterday. but i guess her husband is still in the cabin. but we really don't have any contact with anybody. >> stella torres says she feels healthy and she's spent the past six days confined to her cabin. more live coverage from tom vacar. you've been out at the port all day. how are things going today? >> reporter: well, they seem to be going along rather well. not much excitement or anything like that. but they are going fairly slowly. and before this ship can get the deepest of deep cleanings in maritime history, they have to get those people off of this ship. they will be sent for a two- week quarantine. so that at last, some day soon, they can call their home "home." every day the passenger population of the grand princess cruise ship begined ets. dwindles, as more people leave the ship, and workers swab and test them before moving them onto a bus assignment. the process will now speed up. anyone needing wheelchair, walker, or other assistance devices are now off the ship, leaving only able-bodied passengers who can move about on their own. theresa duncan johnson of augusta, georgia, is excited and gratified that it will soon be her turn. >> there's an end in sight at this point. and up until yesterday, we weren't sure if we were gonna be really going to be here much longer. >> reporter: she'll be transported by military aircraft to a base near her home for a two-week quarantine stay. >> it's gonna be at dobins air force base is ch is in the atlanta area. >> reporter: according to the california office of emergency services, as of last night, 173 americans were disembarked from the ship. of those, 149 were transported to travis air force in fairfield. 24 transported by ambulance. presumably to hospitals. another 232, all canadians, were transported to oakland airport to fly to a canadian military base. two other canadians were transported by ambulance. at mid-afternoon today, the governor announced another 269 people were processed off the ship. but more are likely to come. mary lou wilson of pleasanton is off the ship and will be at travis air force for dinner. >> i have done well. i don't know how i'm gonna do on the next 14 days. but we'll take one day at a time. >> reporter: but she feels terrible for the crew that she leaves behind. >> i can't imagine what the workers are going through. and they are not gonna get to go off. get off. they are gonna be quarantined here on the ship and out in the middle of the ocean. they have to leave the port. as soon as all of us are off. >> reporter: what we have is the situation where the boat continues to be unloaded. and it will continue to be unloaded as long as there were passengers that need to have either hospitalizations, which is not likely now, but certainly quarantined. >> tom, they were estimating it would take three, four days to get all of the passengers off. are we looking at the possibility that all of them will be off by tomorrow afternoon? >> reporter: i think that would be difficult. technically you could say we're probably up to close to 1,000 people. there are 2,400 passengers. so my guess is that they will get many of them off tomorrow. but i would be willing to bet you that it'll take another day to finally get everybody off this ship. and then they have to deal with whatever medical things they have to do with the crew. and then this boat leaves for who knows where. >> tom vacar at the port of oakland tonight, thank you. two people who attended the rsa conference in san francisco last month have tested positive for covid-19. organizers say there is no evidence that the attendees had symptoms during the conference. one of the attendees is a 45- year-old man from connecticut who began experiencing symptoms when he returned home. he was hospitalized and now in a medically-induced coma in guarded condition according to bloomberg. the cyber security conference was held february 24th through the 28th and had more than 36,000 attendees. on wall street today, stocks regained about half of their losses from yesterday's huge dive. the dow is up 1,067 after falling more than 2,000 yesterday. the nasdaq was up 333, s&p up 135. shares in cruise lines and airlines also rebounded after remarks from president trump today. >> working closely with the cruise line industry. very, very closely. they're taking very strong steps in terms of people going on and going off, but they're spending a lot of money. and they're working very hard. and we're going to be helping that industry. likewise with the airline industry, they're taking very, very strong steps toward people coming into our country. >> president trump also said that discussed the administration's plan for a payroll tax break and other help for hourly workers with senate republicans today. the vice president said that major health insurance companies have agreed to cover kroifb testing. >> all of our major health insurance companies have now joined with medicare and medicaid. and agreed to waive all co- pays, cover the cost of all treatment for those who contract the coronavirus. and they've committed to encourage telemedicine. >> the white house says a million tests are currently available at state labs by the end of the week. 4 million more tests will be available on! >> joining us is former fema coordinator, mark nouveau. talking about providing some economic relief for our people and businesses impacted by the coronavirus. your thoughts so far on the government response. >> we heard the epidemiologist from the health and human services. the federal agency that's kind of in chof the operation here. and he said unprecedented. meaning it's never happened in the united states. so how do we judge the operation? i think we can compare it to what happened a month ago on a similar cruise line with a number of passengers. and the outcome of that was 700 people being positive, and 23 dying. we don't see that happening now. what we see is someone, a unified, calm, operation. the passengers are doing a wonderful job. it appears as though it's going very well. >> we'd like to talk to but the passengers. it is interesting to me, they have been stuck on that boat now for a while. now they're sitting in port. they're stuck in their rooms. yet they seem very calm to me. i would have thought that maybe there would be some issues. >> yeah. you know what? i saw something today where one of the gentlemen on the ship said it felt like a pariah. meaning that here i am going on a cruise to hawaii and mexico, i think i'm gonna have a wonderful time. i can't even get back to a port because nobody wants us. so you add to this the trauma of being in your state room for a number of days. somebody's gonna answer the door in a hazmat suit. you can't go anywhere for that period of time. you're gonna face 14 days more on a military base in quarantine. that's enough to kind of drive you a little bit of crazy. but they're very cooperative. they seem to be supportive of the operation. and i think we would know that. because they have communications outside. they're getting a tremendous amount of information from television and news. we know that. so i also read, one of the gentlemen there on the balconies, and he's telling jokes to people to enliven their spirits and get them through a difficult time. unsung heroes are the passengers. >> i can't imagine what it would be like, and not to mention what it's like for the crew members. and we don't know. a big uncertainty, or some uncertainty, as to where that cruise liner is gonna go. >> can you imagine? 19 of the 21 initially tested positive were crew members. so you gotta figure they're certainly -- most of the crew are probably from foreign lands. that's typical for cruise ships. not close to their families. they're gonna have to figure out how do i get through this after another 14 days of quarantine. probably on a boat out in the oigz somewhere. i know they're planning what to do with those folk. but boy, the mental a blart platform. bart platform. >> the verdict came in at the end of the first day of deliberations. >> reporter: nia wilson's family broke into sobs as the verdicts were read. the jury of eight women and four men only spent a few hours in deliberations, on the first day they met to discuss the case. the jury convicted john cowell of first degree murder with the special circumstance of lying in wait for fatally stabbing nia wilson at the bart station in oakland july, 2018. cowell was also convicted of attempted murder for trying to kill her sister, letifah. both were stabbed in the neck in an attack caught on surveillance video. lateand another sister took the stand. letifah and another sister took the stand during the trial. the prosecutors said cowell was all an act and he wanted to look crazy. >> they see exactly what we saw. and that's good. we still have to heal but we're trying to make it down. >> he's not crazy. >> he said it himself. he knew what he did. so you're not crazy. so they should see that tomorrow. >> reporter: tomorrow is when the sanity phase of the trial begins. the same jury will be hearing evidence to determine whether cowell was sane or not at the time of the crime. if they find him sane, they could face life in prison without parole. cowell show node visible reaction in court today. his attorney declined to comment as did the district attorney's office. the case was still ongoing with the same jury tomorrow. now to politics and another big night in the democratic race for the presidential nomination. six states holding primaries. polls have closed in four states and results are starting to trickle in. >> we're ginned by greg lee with a look at the numbers. >> a crucial night for joe biden and bernie sanders as they go head-to-head. more than a third those delegates in michigan. the ap and fox news have called missouri and mississippi for joe biden. and now the latest poll calling michigan for joe biden. 62% reporting. 41% for sanders. some context to this. this is where sanders shocked a lot of people in 2016. hillary clinton had led in the polls only to sanders win it. it reinvigorated his campaign after a number of super tuesday losses. he needed to do the same thing here. they both have spend a lot of time and money here. this will certainly be a disappointment for the sanders campaign. in mississippi, here's how the numbers look after it was called for biden. 82% for him resounding. 14% reporting. we expected to biden to do well here, bolstered by the momentum and continued support of the african american vote. exit poefls showing eight in ten black voters tonight voted for biden in the state of mississippi. missouri now going to joe biden. biden winning there this is a place where sanders lost by just 1,500 votes in 2016 he want expected to maybe do well or draw close. not terribly surprising it's going to joe biden. here's a look at the delegate map so far. biden getting a huge boost after winning ten states on super tuesday. sanders, a big win in california but exactly how many delegates he gets still being determined. still some big prizes in florida, illinois and ohio taking place next week. it is important to note that it's good to win. but the margin of victory is important as we look to break down some of these delegates. >> getting the black vote, big for biden. with bernie sanders, is it eventually coming out thatted by sen gonna take the nomination? do you think sanders will fall in line and urge his supporters to back biden? >> i think it's gonna be interesting. because the ideologies are so different. you've got this progressive wing and then you've got the moderates, kind of the establishment with joe biden. but we've seen kamala harris, cory booker, klobuchar, buttigieg all get behind biden. sanders' base is so on fire for him and they do such a good job of inspiring voters at the grassroots level, it's really unknown what they'll do. i think that is a long and hard decision he will have to make. and still wants to debate on sunday against biden. >> all right. i know you'll be following it for us. thank you. today is one of those readings. lots of 70s toward santa rosa, fairfield 78. livermore 73. even san francisco in the lower 70s. the showers, the main action has been out toward central and southern california. san luis ofos bis poe and santa barbara. some of these drifting closer to monterey bay. san jose and the airport, over the past few showers. we still have a chance of an isolated shower for this evening. mainly south of san francisco. for the most part, we just have the clouds drifting in. from the south. current numbers still mild out there, talking about some 60s and still some 70s. there is our your mission. 1 san jose police are investigating the city's seventh homicide of the year. report was a man shot just before 10:00 this morning on a valero gas station near highway 101. the man was transported to a hospital where he died. he is the second person to be shot and killed in san jose in the last month. a motive still isn't known and no suspects have been arrested or identified. the santa clara county district attorney's office today cleared the three police officers who shot and killed the gunman at the he gilroy garlic festival last year. the da's report includes pictures of the gunman's ak47, ammunition and the goat where he used bolt cutters to bypass security. three officers shot him within a minute of the start of the attack. the da's report called the actions of the officers, quote, "unquestionably lawful and justified." today marked a major milestone for tesla. the electric car company has made its one millionth car. elon musk tweeted out his congratulations to the team. the company said it had to overcome production issues to reach that goal. and even tesla executives were not sure it was possible. the one millionth car is a new model y, a smaller suv some is reporting a third death from coronavirus. the victim was in their 90s and lived in an assisted living facility in sacramento county. also today the governor of new york ordered a one-mile containment area in the suburb of new york called new rochelle. across the country, health officials are reporting more than 950 cases now of the coronavirus. >> hundreds of people have now disembarked from the grand princess cruise ship in oakland. about 150 california residents have been taken to travis air force for quarantine. at least 21 people on board have tested positive for the steps being taken by the city to try to keep people healthy. >> reporter: the effort to stop or slow the spread of covid-19 may impact the golden state warriors. despite the inconvenience, the supervisor says it would be in the best interests of the public health to cancel upcoming warriors games. >> i am now going to start urging the city leadership tow issue emergency orders. this has been in san jose, it is being done all across america. >> reporter: the warriors issued a statement friday saying they plan to continuing with their schedule but have dedicated staff members cleaning around the arena. paying special attention to high-traffic areas, wiping down door handles and making sure every seat is sanitized before every game. and the team has posted signs advising anyone with symptoms to avoid coming in. the supervisor says he's spoken with the warriors' front office and understands their being involved with canceling large games and evens but it may be un-avoidable. >> i visiting the bayshore navigation center where hand-washing is encouraged and extra hand sanitizing stations have been made available to protect some of the city's most potentially vulnerable pass out if they are needed. as for the spread of coronavirus in the city of san francisco, the latest data shows that there are 14 confirmed cases here in the city so far with zero talthsities. fatalities. the free 150th anniversary celebration for golden gate park that was planned for next month is now being rescheduled because of the coronavirus. the celebration was planned for saturday, april 4th. the city's health department is requiring the postponement or cancellation now of nonessential group events at city-owned facilities until at least march 20th. santa clara county's ban on gatherings of more than 1,000 people takes effect tomorrow. as jesse gary respect, that's creating some problems for south bay sports teams. the team's last appearance on home ice, a losing proposition. and that could continue in a financial way after santa clara county supervisor ordered no gatherings of more than 1,000 people. >> we're all susceptible to this virus. but we need to do history. u.s. troops now withdrawing from afghanistan after nearly two decades of fighting. it's part of a peace agreement signed last month with the taliban. but there are already signs the deal may be coming apart. >> the taliban need to keep their part of the bargain. and they are continuing attacks. they're occurring at isolated checkpoint bus they're occurring. and they're not consistent with a movement toward a neshted settlement. >> reporter: america's top commander in afghanistan telling the house armed services committee the withdrawal won't be easy. in the midst of new taliban attacks, a new political crisis erupted this week with 2 rival governments claiming to lead afghanistan. raising questions from skeptical lawmakers about the unity of the afghan security forces. >> the afghan national defense and security forces was incapable of standing up on its own. any time under the next couple years. yet under the plan, we will completely withdraw including support services and contractors within 14 months. >> reporter: the u.s. is now pushing for the u.n. to endorse the deal. diplomats and experts say they have serious concerns about a possible erosion of women's rights if the taliban goes back into power. >> this is not just morally wrong. this is dangerous. >> reporter: under the agreement, the u.s. has 135 days to completely withdraw. around 8,600 warning people that they should not donate blood if they've recently traveled to high-risk countries battling the coronavirus. or if they have been in close contact with someone infected. >> we're actually encouraging donors to come out. >> reporter: just one of the precautions medical director jonathan hughes says are in place. >> staff wear gloves. we disinfect the donor areas after each clebz. and we encourage donors that are feeling well not to come to our centers. >> reporter: they've lost 500 blood, plasma and platelet donations after local blood drives have been canceled and because people are afraid to be around others. >> 500 patients could be potentially impacted. >> they called and said they needed it bad. so i decided just to come down. >> reporter: rachel prescott donates blood as often as a person can. every two months. >> now is the time to respond. if folks are sick now. >> reporter: she did because she received. somehow rachel survived a car crash nine years ago. she was in a coma for five weeks. when she woke up, she decided it was time to give back. >> i live to give. >> reporter: they see up to 800 donors across the sacramento region per day. today the platelet and plasma section is empty. aside from julio perez. he donates platelets to honor loved ones he lost to cancer. >> i'm still here living. and i get to appreciate and enjoy every day that i have. coronavirus, swine flu, west nile, all that stuff. i just have to keep pushing forward. >> reporter: donors say they're living their lives, not in fear. >> mark is in for bill
