County. The county Health Department says the cdc has transferred the patient, that tested positive for the virus to an unidentified medical facility in that county. Is a the patient was repatriated to the united states, but did not give further details. A dozen school superintendents, in San Mateo County focus their monthly meeting on efforts to prepare for the virus. Some schools including the Sequoia Union High School District say they are disinfecting and cleaning, in common areas as a precaution. We recognize that our School Districts and our families have concerns. They also have great trust in our communication and our protocols. We want to remind everyone that the risk remains low. Officials say their priority for the san mateo schools is to keep students healthy and safe. Questions remain in Solano County where Health Officials announced the First Community transmission case. Downtown vacaville is not far from Travis Air Force base where people were quarantined. Right now, life is going on as usual. We are getting the update from tom vacar. Reporter this means township deli in the center of vacaville was busy at lunch time as folks enjoy the sunshine and warm temperatures. There was no sign of virus panic or anything like it. This is just the normal flu season precautions. I think people are carrying on as normal. We have a bit more sanitizer being used and people are washing their hands. Im not concerned at all. I went to starbucks and the gym. I got a haircut. There are no changes around here. It has not impacted us at this point. I dont see people Walking Around Wearing Masks or gloves. Reporter that did appear to be true throughout the small downtown area. This is verified by the director of the vacaville Downtown Business improvement district. Reporter right now, it is business as usual. My merchants are asking what a potential backup plan is, and the potential workarounds for the spread. Reporter the districts biggest merchant event, the 12 annual, ladies night is on march 12. We have over 500 people that attend. This is one of the most popular events. The merchants wait all year for. As of now, we are selling tickets and things are proceeding. I think things get blown out of proportion. I think that is what is going on here. People are hoping for an understanding of the vacaville case where the person had no travel, nor known contact with an infected person. I dont think anybody really knows what is going on yet. We have not found any remedies yet. I think the federal government and the cdc do a good job. I am confident in their ability to handle that. Now we want to go to Santa Clara County and get the update from county Health Officials. Im sorry to call you to a press conference to address the spread of covid19 in our county. Well talk about that in more detail in a bit. I want to let you know, we do have a large team working on responding to all of the Public Health needs in this county and beyond. Behind me are some of the team members and there are thousands of other people behind them that are working to trace contact for the disease process, and make sure they prevent spread. Their testing people at risk. They are aware of the cause and spread of the disease. I want to introduce a part of the team here. We will name them, and they can wave their hand. We have dr. Christopher brandon. From the cdc, we have charity dean, the Deputy Director of the state of California Department of Public Health. We have dr. Ken miller, the medical director of the county of santa clara emergency services, brian glaspie, the assistant chief of the Santa Clara County fire department. Danielle reid, the director of the county Emergency Management division. We have dr. Jim novak, the chief Business Officer for the office of education and joke with our, the regional Vice President of the hospital counsel of northern and central california. All of them will be available for your questions and answers after we are done. Right now, i would like to announce the leader of our public Health Department, our Public Health officer, and the director of Public Health, that has been spearheading the response in this county, and done a fabulous job. This is dr. Sarah cody. Thank you. , and thank you for joining us this afternoon. Today, we are recording a new case of the Novel Coronavirus in Santa Clara County. This is the third case to be identified in our county. It is different from the other two cases in and a port away. Like the california case recorded two days ago, and our third case did not recently travel overseas, or have any known contact with a recent traveler or infected person. The individual is an adult woman with Chronic Health conditions, he was hospitalized for difficulty breathing. Her physician called us on wednesday night to discuss the case and requested testing for the Novel Coronavirus. Our county of santa clara Public Health received the specimens the next morning and performed the testing. Since receiving the results last night, we have been working to identify the womans contact and understand who she may have exposed while contagious. Before i go on, i want to be candid and let you know, this investigation is just beginning. I will not be able to share a lot more details other than the ones i just have. This case does signal to us that it is time to shift how we respond to the Novel Coronavirus. The Public Health measures that we have taken so far, isolation, quarantine, Contact Tracing and travel restrictions have helped to slow the spread of disease. We will continue to implement them. We will continue to trace close contacts of cases to limit the spread of the virus. Now, we do need to add other Public Health tools to the mix. Now that we have a case that did not recently travel, or come in contact with anyone known to be ill, what does this mean . What we now know is that the virus is here, present, at some level. We dont know to what degree. An important priority for us is to conduct Public Health surveillance to determine the extent of what is happening. Now that the county Public Health laboratory has the ability to run the test, we can evaluate what is happening in our community. Needless to say, we cannot do this work alone. This morning, we did ask our colleagues from the California Public of health, and the cdc for assistance. Their teams have already arrived to the Operation Center. They are here with us today. I cannot thank them enough. I know the last press conference, nancy other cases, i did express the importance of having so many partners and so much support. It is impossible to do this without this kind of broad support. It is necessary. We habits, and we are so grateful. We will continue to work with them and our other partners to respond to cases to trace contacts and understand what is happening in our community. I want you to know that the Operation Center has been activated for five weeks. It will continue to be. As colleagues from across county government are involved, many of them are here today. We do need to begin implementing additional measures to prevent the spread of Novel Coronavirus, or slow it down as much as possible. These are the measures that we are recommending for individuals and communities. For individuals, the recommendations are relatively straightforward, and effective, and important. First, keep your hands clean. This is one of the most important steps you can take to avoid getting sick and spreading germs to others. Always cover your cough and stay how many were sick. Today, start working on not touching your face. One main way that viruses spread is when you touch your own mouth, nose, or eyes. Finally, start thinking about family preparedness, and what you might need to do if you need to stay home for a week or two. For the communities, you need to prepare for the possibility of further spread of the virus. Here are some examples of measures that can limit the spread by reducing exposure in the community settings. Schools should plan for absenteeism, and explore options for learning at home and enhance cleaning of surfaces. Businesses, wherever possible, can replace in person meetings with video or telephone conferences, and increase satellite options and increase absentee policy and increase cleaning of surfaces. I do understand, this entire situation may feel overwhelming. It is difficult to think about the possible disruption to our everyday lives, especially when we are still uncertain about what this may look like. We do need everyone to start thinking about what actions they can take now, so we can be prepared for the possibility of further spread of the virus in our communities. You are listening, live, to public Health Officials in Santa Clara County, talking about a new case of coronavirus of unknown source. It is causing concern. This is a woman who had not traveled overseas. At the same time, the woman had not had contact with anyone who is known to have the coronavirus. Just like the other cases we are seeing out to the north, in which a woman was also infected, she never traveled to any infected areas, and did not have contact with anyone that was sick. There same precautions being taken here. They want to know who this woman has been in contact with, how she couldve been exposed to the virus, and if anyone else out there might have it. One thing to note, they do say this woman, who is now hospitalized with coronavirus, has Chronic Health problems. She came in with difficulty breathing. They did conduct the test and got the results last night. It did confirm that she has the coronavirus. As the Health Officials were stating, the virus is here and present at some level. This comes one day after we learned information about a similar patient in Solano County. A woman was believed to be the first case of this Community Transmission right here in the united states. She had not traveled overseas or had any known contact with anyone who had coronavirus. There are concerns here this afternoon. From our reaction to the latest case, we are joined by an Infectious Disease expert at uc berkeley. You did hear the update from Santa Clara County. There is a lot of concern. We have two cases of unknown origin in different parts of the bay area. What does this suggest to you about how the coronavirus has taken hold in the community . First, let me congratulate the people to get the diagnosis. Secondly, i think people in santa clara and california can be reassured that santa clara has a superb Health Department. They clearly have the support of the state and the cdc. They are as capable as anyone of dealing with this. Fundamentally, as an epidemiologist, what this tells you is that the virus is here. It is here in the community. We hope it is still at a low level. What it does mean, this was referred to, we need to Start Testing a lot more people, particularly those that come in with respiratory infections. They do have the capability of doing that with the test being available in california. We did here today, they mentioned all of the precautions that have been taken thus far. There isolated people, quarantining people, but she also said that while that has helped to slow the spread of the virus, now might be the time to do things a bit differently. People at home might be wondering, we are quarantining people an isolated people, the people are contracting the virus. The problem is, we do know the only possible source of an infection are people coming from a particular country, you could build a strategy based on that. Once the virus is here, and i think that is certainly the case, that fundamentally, the virus came into the country and many other countries before the world new very much or could respond appropriately. It has probably been circulating for a while. We had not been testing very many people. I think the virus has been here for at least a month or two. That is why we need to ramp up testing. Once the virus is in the community, just like influenza or other viruses, we have to do more work than simply isolating people with the infection, or quarantining people who might be intimating it. There are other steps we need to take. We did hear from an official in Santa Clara County, they are talking about moving on to do what they describe as Public Health surveillance. You try to get a sense of how much of a foothold the virus has in the community. With that being said, lets talk about how the testing will look. We did hear about the case in Solano County, there were delays for that woman on the part of the cdc, and having her tested for the coronavirus. How will the criteria change moving forward in terms of who will get tested for the virus . I am not sure exactly what the California Department of Public Health are recommending in that regard. I think the first thing to say, the Healthcare Providers will have a heightened sense of concern and consider this diagnosis in people with an appropriate clinical syndrome. They will order the test. Hopefully it can be done locally, and quickly, versus sending the specimens to atlanta. That will help with the patients in whom they suspect the virus. There is a plan to routinely test specimens from patients suspected of having influenza. That way samples are submitted, but are not to be negative for influenza. That is a form of surveillance, if you will. It is nothing that the doctor or the nurse ordered. We will begin testing, routinely, and people that are being tested for the flu. They will do that in a variety of places, as a form of surveillance to detect infected individuals. The more complicated question is, can we do anything to detect people that are asymptomatic . That is a very complicated question. Would have to leave the conversation there. We do appreciate you coming in to offer insight. He is a specialist from uc berkeley, school of Public Health.
