News about the coronavirus. We talked with the cdc today, and they confirm that there is a new case here in Northern California. At this point, theyre not releasing how the person contracted the virus, or where the person is, here in Northern California. They said that he expects that the cdc will release more information tonight or tomorrow. Just over an hour ago, President Trump spoke to the country about the virus, and he named Vice President mike pence to head up the White House Coronavirus task force. The president said that steps taken by the United States are keeping the risk of infection low for americans. Weve stopped nonu. S. Citizens from coming into america from china. That was done very early on. Were screening people, and we have been at a very high level. Screening people coming into the country from infected areas. We have quarantined those infected, and those at risk. There are a now 15 confirmed coronavirus cases in the United States, involving travel, or close contact with travelers. 45 other people with the disease were evacuated to the United States. Either from china or japan. President trump said he will spend what is appropriate on the effort. Senate democrats are asking for 8. 5 billion to prepare. Thats more than three times the amount that has been requested by the white house. At least 39 countries are now reporting the virus, though the large majority of people infected are still in china. However, Health Officials said for the first time, the number of new cases is higher than the number in the chinese mainland. The World Health Organization called disease clusters in italy, and south korea, and iran quote deeply concerning. Why should we be more afraid of the coronavirus, say than perhaps the average flu . By the real numbers, you should be more wary of the average flu, because it affects millions of more people. But the coronavirus, like other viruses that pop up from time to time are new invaders, and the body is not used to them. It doesnt mean everybody is going to be made sick by them, which is why you dont have everybody gets the disease. But the reality of the situation is, it is a new invader, it has more devastating impacts on those people who do get sick, especially if their immune system is already compromised, and thats plenty of people who already have immunocompromised problems. While their campus is closed, more than 20 students got an inside look at the east bay municipality districts, Water Treatment plant in orinda today. The back and forth over the sudden firing of oaklands police chief, Anne Kirkpatrick flaired up again. As weve been reporting, Anne Kirkpatrick believes her refusal to give special treatment played a role in her firing. Ktvu has tried to speak with janelle harris, but she has refused. Reporter questions have been swirling over numerous disputes involving the fired chief and this commissioner. She declined to speak with us again today. Theres been no love lost between Anne Kirkpatrick and the Oakland Police commission, which fired her last week. Janelle harris has had had a fractured relationship with kirkpatrick. That personality dispute is a really minor part of the situation that led to kirkpatricks firing. I think its a mistake to make too big of a deal about it. Reporter harris got into a dust up with the police chief back in october. Harris accused Police Deputy virginia gleason of avoiding her questions and lying during a presentation about diversity. What youre doing right now is disgraceful. Its shameful, and you should be ashamed of yourself. Reporter chief kirkpatrick literally jumped to her employees defense. Im not going to have that you is speak to our staff in that manner. She doesnt get to talk to me like that, okay . Im the vice chair of this commission and she or you do not get to talk to me like that. I think she does deserve an apology from those who called her out. She will not get one from me, and neither will you. Reporter siegel says harris was rough, but fair. And that kirkpatrick was too sensitive. I think you have the right within limits to be candid, and if necessary, critical of city staff. Reporter at that same meeting, harris, expressed frustration over the citys towing policy. I myself have been a victim of towing. Under suspicious circumstances with opd. I asked the tow lady, i asked the records lady, what is your policy on towing . And she did not know. Reporter after her firing, kirkpatrick told ktvu that harris asked in 2018 to have her tow tickets reimbursed by the chief wouldnt do it. Instead, she wrote up a report and sent it to the city. This week, harris sent a receipt that says she proved she paid the tow fees. Did she ask for reimbursement or refund . She told me she did not. I believe her. Reporter in a third incident, harris was confronted by San Francisco police after she showed up to her sons school, and got into an argument with staff over trying to pick him up early. Kirkpatrick heard about the incident and notified the commission. That becomes another issue for the chief, and it gets blown way out of proportion. It used to be gilbert street, which runs between brannen and bryant streets, and right across from the hall of justice. The board of supervisors approved the name change last year. Adachis widow and the current public defender attended todays unveiling. May jeffs legacy live on through you. Thank you much. Adachi was first elected in 2002 and worked there until his death last year at the age of 59. Residents and businesses in the Castro District in San Francisco say an influx of homeless is impacting their neighborhood. Ktvus christian captain is at market, and that area in particular is a troubled spot. Reporter were in Jane Warner Plaza here in the Castro District, and neighbors have been voicing their concerns, theyre worried its going to be intimidating visitors, and possibly hurting business. Neighbors say Jane Warner Plaza has become a magnet for homeless, and that its starting to impact the Castro District at large. The thing thats most distressing is the obvious psychological problems and when people are acting out. Reporter neighbors worry its already intimidating tourists living in the area. They say that some tourists get off the famous muni f line, and seeing themselves surrounded by homesless simply turn around, rather than stick around. Businesses say theyve also noticed the increase in homelessness, and its affect on their bottom line. Its not good for business. The tourists, they dont come to the neighborhood like they used to, because they dont feel safe. Reporter Martin Mendoza wants to see a solution that helps businesses, residents, visitors, and the homeless, but so far the situation isnt getting any better. Actually, the last three years has been worse and worse and worse. Reporter the castro, upper Market Community benefit rate is working to support businesses. An even has an Outreach Program called castro cares, but the district says it needs more support. We dont have access to beds. The city needs to do that, and so we want to be able to use castro cares to repair people. The district says theyd like to see more police, and discourage people from sleeping in the park during the day, to make the area more welcoming to everyone. All right, christian, thank you. A new Court Ruling Says the Trump Administration is allowed to withhold federal funding to socalled sanctuary cities and states. The administration withheld Law Enforcement grants from cities and states that refused to give access to jails and advanced notice before the release of undocumented immigrants. The Second Circuit said the federal government can impose conditions on those funds. Legal experts say this decision has no effect on california. The reason why is that three prior federal Appellate Courts have all said the policy that was upheld in new york today was unconstitutional. Until those rulings are changed, or reversed by the supreme court, that will remain the law here. Basically, the decision covers only the Second Circuit court. California is in the ninth circuit. This case began when new york city, andseveral other states sued the department of justice. Volunteers are working to restore a park that was badly damaged by the kincaid fire. The east side of the park is still closed. Today about 60 people help to clean up the trails, and get rid of brush and debris from the fires. Its really the Community Coming together, and cleaning up, and protecting our backyard. And theres folks here from rodney strong vineyards, folks here from landmark. Were just all here working together to make our community a little better. The event was organized by Sonoma County tourism. The kincaid fire last october, destroyed 374 homes and businesses. All right, lets check the weather. Unseasonal, warm weather around the bay area. This whole month has been so dry. I keep checking the calendar. And you keep seeing things blooming now. Theres pollen on cars. The pine pollens are really starting to proliferate. I was talking to mark tomorrow. I cant remember a time, weve had dry periods, january was dry a few years back, but a dry period this long, february, but then on top of that, youve got these warm, high temperatures. Youve got temperatures in the 70s and 80s. 81 yesterday in santa rosa. No, i cant really remember a time like this, where it was this prolonged. Ive been doing this about 40 years. So that says something. Were going to continue in this forecast until we get to sunday, then things switch around a little bit. The temperatures are going to start to cool off a bit. With the cooling, well open the door slightly for some type of fluctuation in the jet stream, which will hopefully send that thing further south, down to our latitude. So well see how that goes, but in the meantime, look at right now. 75 in fairfield. Ive had to look at my calendar, or my iphone, is it february . To me, this feels like late march, early april, quite frankly. And ive noticed some things too, out and about. At the end of summer, we still had some water coming off of the hills. I noticed this year, we did have that. Those vernal pools have dried up. Thats unusual for february to see the ground, to see the groundwater sort of not there. Especially after a big rain like we had last year. As you look outside, yeah, that looks like, it is actually, i was telling somebody else too, it feels, even though you can say, its spring like. This is nicer than spring. These temperatures without the fog, this is like a fall weather pattern, and even nicer. So enjoy it while it lasts. Things are going to change. It looks like sunday, temperatures really plummet. Drop out. So forget 70s, were back into the low 60s, maybe even 50s, and that would open the door for the potential for some rain in march, which we so desperately need. Just looking at the latest maps and models. Were just about 50 of rainfall average for this Central California area. Every citys different. For the average, about 50 of average.
