Its only been open for six weeks but people who live near the Navigation Center say its already become a magnet for tents and drug user. Now there is an effort to block additional shelters throughout the city. Amber lee is live along San Franciscos waterfront. Reporter a neighbor to this new Navigation Center tells me he supports the new measure, limiting the number of Navigation Centers and where they should be located. He tells me this new center has attracted more Homeless People into the area. This controversial waterfront Navigation Center along San Franciscos embarcadero has been up and running since december 20th. A neighbor said he just learned that someone died at this Navigation Center. He showed us this Critical Incident report, it reads there was a person in the restroom deceased. It goes on to say my First Response was to administer narcan as a precaution, there was no reaction. Lee says these are photos of the homeless encampments that have popped up in the neighborhood because of the Navigation Center. Some of the tents are from people who are in the center and they want to sleep outside. Former San Francisco mayoral candidate is a coauthor of the bill that will limit Navigation Centers in the city. Its not based on the need. Navigation centers should be located where there are the largest number of Homeless People. Advocates for housing say the homeless crisis is a citywide problem. I think its really ugly. I think its at best misguided. Everyone needs to deal with it. If they are upset and its a problem, good, i hope it motivates them to do more. This man tells me his drug use led to four years of homelessness. It would make sense to keep it around the homeless area, if you put them in every neighborhood it will disperse the people throughout the city. Greenberg says his goal is to get the measure on the november ballot. To qualify he needs 8900 signatures by july 21. Amber, thank you. We have new information from bart police about a violent attack on a train. This afternoon bart released pictures of the suspect and tonight chp officers have him under arrest. Hes accused of beating a passenger with a chain following an argument during the commute on tuesday. It happened near the lake merritt station on a train headed for daly city. The passenger was treated for nonlifethreatening injuries. Overall, barts new police chief says crime is down. The chief took over last month as chief of police and has increased the presence of officers on trains. Today he said crime is down 18 when compared to january 2019. Bart also reports a big drop in cell phone deaths. In january of last year they were 74 thefts, in january of this year there were 46. The chief says increased Police Presence is paying off. John lee cowell released a profanity laced outburst today as he took the stand for the second day in his own order trial. Henry lee tells us that cowells cursing got him thrown out of court. In a rare break from the president , william barr today criticized the president for publicly commenting on Justice Department cases and their prosecutors. Barr has been facing mounting scrutiny on how his department handled the sentencing of roger stone. Earlier this week the doj overruled a sentencing recommendation from their own prosecutors and took the extraordinary step of lowering the amount of jail time he will seek. He blasted the recommendation as horrible and unfair. During an interview with abc news, barr said the president s tweets about the doj can be disruptive. We have all the respects for Law Enforcement but in terms of the tools being used, there is a great debate. He agrees that the moms eviction was necessarily heavy handed. It happened at mission and 23rd around 4 30, the men find the wheel is identified as 62year old stephen kiernan, police say that his prius hit a man on a crosswalk and then went onto a sidewalk where it hit two other pedestrians. The driver initially took off after the collisions but returned about five minutes later. Authorities are now examining footage from surveillance cameras. We want to gather as much information so we can present this case to the District Attorneys Office. Two of the passengers were critically injured, the other was treated at the scene. Police initially suspected that the suspect was paired by drugs or alcohol but now they say neither appears to be a factor. Federal Officials Say that almost 10 of california is now facing Drought Conditions after weeks of abnormally dry weather. Heres the latest drought monitoring map released today. You are looking at video of water, but the map shows that nearly half of the state is considered abnormally dry. The tan area is classified as moderate drought, and the snowpack which accounts for one third of the water supply is now only at about 59 of average. Bill martin joins us now. So how long will these dry conditions last . It looks like it will last right through the month of february. With rainfall amounts basically being zero in most locations. So we lose that water in the bank, or we are going to come and that puts us way behind where we want to be. This is the time of year where its hard to catch up. When you get into february, march and april, numbers are up there, so we are going to have to get at least one or two atmospheric rivers to bring us back to where we need to be. And those are big events. But thats where we are, with rainfall and snowfall. We will see, march could be very wet, but thats where we stand now. They also seized drugs and guns in connection to the killings. A 14yearold and 11yearold were inside a van in the School Parking lot at 1 30 in the morning when two gunmen fired at that van. Police in berkeley are looking for a missing woman who was visiting from north carolina. The 77yearold sophia brooks was reported missing from North Berkeley early this morning. Police say shes considered at risk because shes been having memory loss, she is five foot six, with gray hair and brown eyes, she was last seen wearing a Brown Leather jacket, she may be driving at 2011 chevrolet h hr station wagon. Some of the more than 700 inmates on death row at san quentin may have a chance to transfer to other prisons. The transfers could save the state money because of increased security cost. The state hasnt executed anyone since 2006 and Governor Newsom propose the moratorium when he took office saying it will last as long as hes in office. A man from el dorado and he has been 14 years behind bars for a murder that he did not commit was released today. 54yearold ricky davis was exonerated today after prosecutors found new dna evidence.
