feeling pretty lucky. how about you? we've got some nice weather to start your weekend. we are going to remain mainly dry. here is some fog where the golden gate bridge is covered in it. we will have that possibility of scattered showers over the north bay and as we get into the late-night hours, it will stretch into the central and south bay. here are the headlines for you. mostly cloudy, patchy fog out there this morning. we will check in on your visibility in just a moment. for the afternoon, mix of sun and clouds. chance of northbay showers before we all see the rain and the overnight showers. i have a timeline of the system, how much we can expect, and your temperatures coming right up. chinese new year celebrations are being canceled or cut back because of the coronavirus. hong kong just declared a virus emergency and will close schools for two weeks. here are the latest casualty totals. 41 deaths and 1300 people have been infected in china. to stop the spread, only authorized vehicles are allowed on the streets of downtown wuhan. australia announced one confirmed case with others pending. there are three coronavirus cases in france and as we told you yesterday, the u.s. reported its second case. reporter anna iliopoulos on the growing outbreak. >> reporter: multiple cases of the coronavirus in the united states. doctors in chicago say they are treating a woman in her 60s who recently traveled to wuhan, china, the suspected epicenter of the outbreak. >> she called ahead to alert her doctor to the illness. rather than presenting to the clinic or an emergency department. this is exactly what any potentially ill returning traveler from wuhan should do. >> reporter: the patient was hospitalized primarily for, quote, infection control. a washington state man is also being treated after a trip to central china and is said to be doing well. health officials admit they are monitoring dozens of other people across more than 20 states. friday also saw confirmation of the first european cases in france. more cases are expected, mostly because of france's open borders. >> plenty of people have layovers on their way back to france, so you can see how difficult it is in our world to close borders. in fact, it's impossible. >> reporter: but the overwhelming majority of cases are in china where more than 1000 are ill and dozens have died. the government there has expanded full or partial travel lockdowns to at least 10 cities. several popular tourist destinations are closed, like the forbidden city in beijing and shanghai, disneyland. a massive scale quarantine is unprecedented and public health officials around the world are watching to see if their efforts pay off. anna iliopoulos, foxnews. >> we checked with health officials in the bay area. alameda county says it has screened fewer than ten people thus far. no one has tested positive. but some test results have not been made available just yet. contra costa health reports testing one person, negative results there. san francisco and santa clara have no cases. alameda county activated its incident command response in coordination with other bay area health departments. >> this is above and beyond our day to day response and we need to coordinate more and pull in some resources. >> health officials say those with flulike symptoms should call their doctors first and the impeachment trial of president trump. his defense team begins opening arguments this morning. attorney jay sekulow indicates the defense strategy might be, less is more. you are taking a live look time now, 7:06. happening today, tens of thousands of people are expected in san francisco for the annual walk for life. it is one of the largest antiabortion rights events on the west coast beach each year. the rally begins at 12:30 and will be followed with a walk down market street. one of the main speakers today is the national director of priests for life, which describes itself as the world's largest catholic pro-life organization. the trump administration says california's requirement that private health insurance cover abortions violates federal law. the white house is threatening to cut off federal funding arguing that california is discriminating against healthcare companies that do not want to provide coverage for abortion services. senator dianne feinstein says the administration is giving texas money for family planning, even though that state blocks medicaid recipients from choosing planned parenthood as their healthcare provider. pro-life groups are hailing president trump's historic appearance at the march for life rally in washington, d.c. he became the first sitting president yesterday to attend the event that has been held each year since the landmark roe versus wade supreme court ruling back in 1973. organizers say that rally is the largest annual human rights demonstration in the world. past presidents addressed the crowd by phone, video, and president trump told the crowd his administration has worked to limit abortion access. we are more than a week away from super bowl liv in miami, but 49ers faithful all fired up to take on the chiefs. coach shanahan said the team had a very solid practice at levi stadium yesterday. this, by the way, will be quarterback jimmy g.'s first time going to the super bowl but his first one as a are seeing a lot of balloons. you can see organizers are getting set up. the event starts at 4:30 but we already have a fan in line. this is robert. you have been a fan your whole life. who are you are a little bit cooler. 47 degrees outside of your door in livermore and san jose at 54. temperatures are up by several degrees over yesterday. up by 12 in napa, 8 in hayward, 7 in novato. here is a view of the fog getting into the visibility issues. open reporting visibility down to a quarter-mile. we took a live picture of the golden gate bridge where you can see the dark gray indicating pretty thick fog. half moon bay, less than 2 miles. santa rosa, a mile there. going into the sacramento central valley this morning, you'll find it as well. fog this morning, temperatures up. most of us in the 50s. we are waiting on that rain. it is going to come late for most of us and does not look like it's going to be much. here is a look at our futurecast model. let me run you through this very responsible for the death of a missing 20-year-old. 21-year-old danilo baratzka is in jail on one count of homicide. police say 20-year-old amir alkhraisat had been found dead and was last seen january 28th. friend told his family that he was planning on eating with him on the day he was last seen. his father says he caught up with baratzka after his son's death. >> i said, okay. are you sure my son is okay? you are the last one that was with my boy. everybody has seen you with him. i hope he is okay. >> i think if you have the name and number of the person last seen with your son, you need to pull them in. >> police say that his son's body was spotted on treasure island. they also accuse police of not taking the case seriously until they publicized the case. police are asking anyone with other information to comport. b.a.r.t. who were attacked on a station platform are upset after losing a lawsuit against transit agencies. several people were attacked by a mob of teens at civil station. earlier this month, the court rejected an appeal in a similar case from another passenger who says the same group attacked her and told her cell phone. the court ruled that b.a.r.t. cannot be held liable to passenger safety and not on a train. time now, 7:17. time to head over to rosemary who is busy, studying on the very latest. >> i am. we have a lot of cloud cover out there levels are expected to be high. here is a look at the temperatures we have outside, starting in the north bay where in this time of year we could easily be in the upper 20s to low 30s. 52 right now in penn grove, 53 in petaluma. we'll take a tour around the area. 51 in moraga, 50 in danville. again, our valley locations, even areas over oakland are reporting some pretty thick fog this morning. if you do have an early morning commute, be prepared. 51 right now in san jose. closer to the coast, you've got 49 degrees at capitola. and along the peninsula, 52 in san mateo, 52 degrees in san carlos and 53 degrees over areas of menlo park. a lot of 50s this morning in san francisco as well. off to a relatively mild start. as we get into the afternoon, temperatures will be in the low to mid-to upper 60s. we have not been in the upper 60s in quite some time. that is going to feel nice for some of us. giving you a look at futurecast, going back to that possibility of rain. notice as we get into the afternoon, light showers, more so over areas of the north bay, lake county, and further north than that. central and south bay, spotty, light shower activity not out of the question, but you can see here it's not going to be a whole lot. and we are not going to have to deal with rain throughout the course of today for most. don't need to cancel any plans. here is a look at midnight where we are seeing a few showers to the north. as we get into the overnight hours, it does begin to shift and we'll have scattered showers as we begin sunday morning before we dry out. as far as rainfall amounts, not a lot. a few one hundredths are a possibility over areas like san jose, five hundredths of an inch, maybe a quarter for santa rosa. 51 degrees in santa rosa. we'll go into the upper 60s for the south bay. 626 expected over southbay and 64 for the inner east bay. if you are going to tahoe this morning, mostly cloudy and 41 degrees at blue canyon. that's a warm start for blue canyon. on the other hand, truckee, below freezing at about 48. getting into the afternoon today and into tomorrow, temperatures will range in the 40s with a mix of rain and snow. there is no advisory for travel and snow advisories are expected to remain fairly high. thinking about getting out there to do some skiing, you will come across more rain than snow. here is a look at the weekend where we are looking at the weather. we could pass this system and there is no chance for rain until about tuesday. right now, it looks like the north bay. >> all right. well, we'll have to wait for it. it just gong xi fa cai. welcome to mornings on 2. let's get a quick look at the weather. rosemary is watching all of the temperatures for us. >> yeah, you probably noticed coming in this morning, it's not that cold out there this morning, relatively speaking, right? it's the middle of winter, and temperatures are in the 50s for most. mainly dry conditions expected for today unless you live in the north bay. there will be a chance of scattered showers. we have some slick fog out there this morning. that could be the headline if you are driving out. be prepared. i have a look at the visibility, your temperatures, and when the rain is expected to arrive in the bay area coming up in just a little bit. here are today's top stories. the president's legal team is presenting opening arguments in the impeachment trial of president trump. house managers wrapped up three days of statements by accusing president trump of obstructing their investigation into his dealings with ukraine. san francisco will host its 16th annual walk for life. the antiabortion rights event begins with a big rally at civic center plaza. that's at 12:30, followed by the walk, down market street. while, the trump administration is threatening to cut off federal funding, leaving california's requirement that private health insurers covering abortions violates federal law. in china, the city of wuhan is getting a new hospital designed to treat the increasing number of patients with coronavirus. chinese new year celebrations are being canceled because of the spread of the deadly virus. hong kong declared a images. president trump approved $738 billion in national defense spending last month to set up the space force, which will be the sixth branch of the u.s. military. hundreds of thousands of people are protesting american military presence in iraq. a rally was held yesterday in baghdad, calling for the americans to withdraw all of the troops. the protest comes following the u.s. drone strike near baghdad's airport that killed an iranian general and several iraqi militia members. the u.s. defense department says 34 american troops suffered traumatic brain injuries after iran's retaliatory attack on a u.s. base. the pentagon had initially said there were no injuries as a result of that january 8th attack meanwhile, iran's foreign minister this morning says it is not ruling out negotiations with the united states to restore the 2015 nuclear agreement. authorities in turkey say 22 people have been killed and more than 1000 injured after a strong earthquake work the usgs says the 6.7 magnitude earthquake struck in turkey yesterday. that quake was followed by several aftershocks, the strongest being a 5.1. turkish authorities say many people may still be trapped in glass buildings. rescue workers today are continuing the search for people underneath the rubble. authorities in texas are looking into circumstances surrounding a warehouse explosion that killed two people. police say a warehouse used to make plastics in houston exploded early yesterday morning. two employees at the building who arrived early for work were killed in the blast, 20 others were injured. the blast was so strong that it moved homes right off of their foundations. neighbors showed off holes in their homes, shattered windows, and garage doors that were blown out from the impact. >> it knocked all of the patio, that bedroom and that bedroom, a headboard right there was laying and that headboard saved us from the glass coming onto us. >> firefighters say they stabilized the 2000 gallon tank of chemicals that have been leaking. officials say preliminary tests did not show immediate threat to air quality from chemicals used inside of the plant. the remains of three american firefighters who died in a plane crash early this week in australia have been recovered. the three men were from a crew based in california and all three were military veterans. the plane went down after dropping fire retardant on the wildfire in new south wales. the australian wildfires have killed 33 since september. more than 3000 homes have been destroyed and more than 26 million acres of land have burned. rancho cordova will police department is mourning the loss of one of its own who along with his father were killed in a plane crash. a single engine aircraft went down near the black oak golf course shortly after takeoff from the airport yesterday morning. killed were 55-year-old anthony wright jr., a records officer with the police department, and his 80-year-old father, anthony wright sr. a third person was injured but is expected to survive. faa says the plane was a modified version of an american made world war ii era utility aircraft. authorities first received a call about a low-flying airplane and it crashed a short time later. >> we needed to cordon the area off a little bit wider than usual because there are different plane parts all around the area. that could give you some sort of an idea as to just how terrifying this crash was. >> the faa is trying to determine the cause of the crash. wright jr. is a 23 year veteran of the sheriff's office and had joined the rancho cordova police department in 2008. a group of homeowners in castro valley are being built by the city for the cleanup of a homeless encampment. tom baker has more on the dispute involving property lines and land that the homeowners did not apparently realize they actually own. >> reporter: this former homeless encampment is in the sand lorentzen creek ravine. it is well off of the beaten path and well below castro valley 75 home lakewood neighborhood. the homeowners association management firm has sent each homeowner a bill for $300, more than 20 grand in all, to pay for the cleanup. >> the homeowners association was informed, and they just did not take any action. i don't know, maybe they did not want to, or they were just being careless. >> and it's not like it is on our property and we can see somebody camping out here and we can do something, but it is kind of out somewhere. >> reporter: as it turns out, it was on their property, as determined by alameda county. the homeowners assumed the association and management firm knew the precise boundaries. >> you should know exactly where your property line is. he said he did not know, okay? i don't think that's a good excuse. >> reporter: once the management firm was notified by the county to clean up, it says it immediately got the county to evict the tenants last august. five months later, with several cleanup bids in hand, the association's board of director has yet to choose one. some homeowners are not paying and say the expenses should be shared with the management firm and the county. >> that is part of the responsibility for their negligence and stupidity, okay? instead of putting everything on us. >> reporter: out of the hundreds and hundreds and hundreds of items in this abandoned camp, four things caught my attention. a teddy bear, a toy truck, and two automobile baby seats. more proof that this homeless thing we have is way out of hand. >> to me, it is more a societal problem. it is not just in castro valley or the bay area. it's throughout the country. we have lots of homeless people. >> reporter: while we were there, two sheriff's deputies had just finished another of what is now a regular inspection of the ravine. but there is no guarantee that the homeless will not return here or on someone else's private property where that owner becomes cold. >> below freezing for some northbay valley locations at times. not the case going on this morning. we are relatively mild. we do have a lot of fog to start the day. mainly dry, at least for now. we will have showers appear eventually. the northbay will get it first. here's a look at some soupy fog out here this morning. got a crew on the water just outside of ktvu. you can't see san francisco from this vantage point this morning and the golden gate bridge was swallowed up as well. as far as temperatures, 83 degrees in santa rosa, 54 in san francisco, mid-50s to start the day, livermore where we are enjoying sunshine and are cooler. san jose at 54. as we know, the clouds help to insulate us just a bit. temperatures are up by 11 degrees in napa, up by 6 in concord, livermore starting off cooler than most of us. 7 in the south bay as well as half moon bay. the visibility is an issue, especially over northbay valley locations. highway 101, santa rosa reporting mild visibility. we've got fog in our northbay valley locations. half moon bay reporting visibility a little more than a mile. oakland, the airport, a quarter- mile reported there. as you get closer to the central and sacramento valley, you can see that dark shade of gray is covering that area which means i-5 could be treacherous if you have an early morning drive that takes you in that direction. here is a view of which is new in danville, all part of a personal collection years in the making. the super bowl maybe in miami but police in the bay area say they will be on standby to keep the peace during the game. why that isn't sitting well with some people when mornings on 2 comes back. well a new gallery opened today at the blackhawk museum in danville with an exhibit called into china, for the start of the chinese new year. i got a sneak peek at the gallery and why the exhibits are so personal. >> reporter: there is a story being told inside of this new exhibit in danville's blackhawk museum, and it's a bit of a love story. >> this represents his love for china, his dedication to the country. >> reporter: elizabeth is the curator of the into china art gallery, attributing the art and history of china that features an imperial dragon, terra-cotta warriors, and a scaled model of the forbidden city that is 19 feet long and took 15 years to build. each piece has a story, but so does the exhibit and the museum itself. this was ken baring's vision, the billionaire philanthropist who once owned the seahawks and built the elite gated communities of blackhawk. >> my father was very passionate about certain things in life. he wanted children especially to experience this type of, in china or whether the old western automobiles, to just learn and be fascinated. >> reporter: every piece in this gallery is here because he brought it here. >> he was so in love with it that he went all the way to the border to vietnam to acquire that. >> reporter: his family says every time he took a trip, the exhibit grew. >> he funded 100% of everything. it was millions of dollars. >> reporter: and the five years it took to create the gallery was personal. >> every day i saw him except when he traveled. he would come here. >> reporter: this space is filled with pieces meant to impress with their size and detail, from the throne made of wood and gold, to the 28 pieces that make up the dreamland exhibit. >> we have to go by boat from one village to the other one. so that's why this is dreamland. >> reporter: for him, this is part of his life's story. >> he started his life not wealthy and he acquired knowledge throughout his life. so, his museum represents, i think, his path of life. >> reporter: and as they get ready to open the doors, there is sadness that he won't be able to see it. >> he would be very proud. my father passed away six months ago. his dream was to have these galleries open and just have people enjoy them. that is our mission. >> reporter: but in here they say, somehow it feels like his story continues. >> i think he is still alive here. you know? very much alive. >> the into china gallery opens today at 10:00 a.m. at the blackhawk museum. they have lots of dancers and music, also visitors speaking. it's going to be a fun event when they get it all going. and really, it was spectacular to walk through it and look at that. we've put a link to it on our time in nfl history, the officiating crew for the super bowl will be comprised mostly of minorities. five black officials have been named on merit as part of the seven-member group. super bowl liv will mark the very first time in the 100 year history of the nfl that five black officials will work together in the same game. the league has 123 on-field officials, 36 are african- american, two are native american or alaskan natives and one is a latino. the league also has one female official. in miami, the field is getting a fresh coat of paint. hard rock stadium posted this video of the grounds crew painting the end zones with the team logos and in 49ers gold and chiefs read. security is also a top priority as we get ready for super bowl liv. the coast guard announced safety measures put in place beginning today, including a 24 hour security zone of the bay, just a few miles from the stadium. >> really on the security and law enforcement side, related to illicit trafficking, boating under the influence, and basically, the tenants of boating safety, related to safe operation of vessels. >> they say the main goal is to make sure boaters are safe since they are expecting to see an increase in boat traffic for super bowl weekend. san francisco police say they are ready to respond to any overly rowdy celebrations at the conclusion or during the super bowl. that isn't sitting too well with folks in the mission district. they are complaining about the police show of force after the 49ers victory last weekend in that nfc title game over the vikings. officials in riot dry conditions right now. we do have a system that will bring light showers to the north bay, and eventually, we are all expected to get a little bit of rain, although it looks to be in the overnight hours. here is a look at futurecast for you. i'm going to stop it in the afternoon where in northern california, lake county down through the north bay, we have light showers around 5:00 or so. central or south bay, may squeeze out a few sprinkles but that really looks like about it. we go into the evening hours and are still mostly cloudy but mainly dry. here's a look at the afternoon hours. this wave is just now pushing through the bay area. starting tomorrow morning, 7:00 a.m. on ktvu, mostly cloudy, a few scattered showers. we have snow expected for the sierra although snow levels are expected to be high, perhaps above 7000 feet. we are not looking at a whole lot of snow unless it is going to be at the higher elevations, if you are going to be skiing this weekend, it is going to be raining. here is a look at sunday afternoon by lunchtime. already dry with partly to mostly cloudy skies for the remaining part of the afternoon. as far as rainfall amounts, not much. a where we are just dipping below freezing. truckee even colder than that at 27. blue canyon, not so bad. temperatures remain in the upper 40s for today, low 40s for tomorrow, mostly cloudy today, rain chose schools for two more weeks. now here are the latest total. we have had 41 deaths because of the coronavirus and nearly 1300 people have been affected. this is all in china. to stop the spread authorized vehicles are allowed in the streets of downtown wuhan and. australia announced one confirmed case and others are pending. three are three cases in france and as we told you yesterday, the u.s. has reported its second case. reporter has more on the growing international outbreak. >> reporter: multiple cases of the coronavirus here in the united states. doctors in chicago say they are treating a woman in her 60s who recently traveled to wuhan china. the suspected epicenter of the outbreak. >> she called ahead to alert her doctor to her illness. rather than just presenting to a clinic or emergency department. this is exand thely what any potentially ill returning traveler from wuhan should do. >> reporter: the patient remains hospitalized primarily for "infection control according to the city's health commissioner. a washington state man is also being treated after a trip to central china and is said to be doing well. health officials admit they are monitoring dozens of people across more than 20 states. friday also saw confirmation of the first european cases in france. more cases are expected mostly because of france's open borders. >> plenty of people have layovers on the way back to france. so you can see how difficult it is in our world to close borders. in fact, it's impossible. >> reporter: but the overwhelming majority of cases are still in china where more than 1,000 are ill and dozens have died. the government there has expanded full or partial travel lock downs to at least 10 cities. several popular tourist destinations are closed like the 8:15 a man who tried to hit a livermore police officers with his car is being charged with attempted murder. investigators say 38-year-old matthew kelly drove his kia soul at two police officer conducting a field sobriety test on another driver near airway boulevard about 3:30 wednesday morning. officers opened fire and hit kelly in the leg. we have learned kelly had been on be probation for a previous misdemeanor of resisting arrest. . san francisco police have a man in custody they believe may be responsible for the death of a missing 20-year-old. 21-year-old danilo barraza is in jail. 20-year-old amir alkhraisat was found dead last seen january 8th. friends told alkhraisat's family he was planning to eat with barraza. his father caught up with him after his son's disappearance. >> i said okay. you sure my son is okay? because you are the last one with my boy. and everybody see you with him. i hope he is okay. >> i think if you have the name and number of someone last seen with your son you need to pull them in. . >> his parents say police told them their son's burned body was discovered on treasure island. they are accusing police of of not taking the case seriously enough until they publicized it. police are asking anyone with any information to come forward. bart passengers attacked on a station platform are upset after losing a lawsuit against transit agency. several people were attacked by a mob of teens at coliseum station in 2017. a civil jury this week ruled against the passengers who says the group attacked him and his family. earlier this month, the court rejebed an appeal from the similar case from another passenger who also says the same group that attacked her and stole cole cell phone. bart can't be held liable for passenger safety if they are on the platform and not on a bart train. . >> it was a horrible incident and i am sure it was extremely terrifying to be on the train and platform, but at end of the day, it was not our fault it happened. >> these cases involving one party being responsible for the creme nall acts of a third party are extremely difficult cases in general. >> bart says employees followed the procedures in now, the defense team for president trump is presenting its opening arguments in his senate impeachment trial. you are taking a live look right now from what is happening inside senate chambers. one to have 30,000 fans here at jack london square to celebrate the upcoming season. it will be a great event. >> reporter: people who come what can they expect? >> free food and food trucks. and we have the players signings and we have several panel. myself, belly dean and david forest and bob melvin. a great way toint act with players and everyone associated with the club. >> reporter: people have come up to you wanting to take pictures. what's that like? >> it's great. the fans are the best in all of sports. they love their team. they are so excited about the upcoming season. and it is just a emily dry day. rain will be coming in and the overnight hour. here is a view of your pacific northwest and northern california. we have rain and a rain snow mix out there. you may notice it is warmer out there this morning, the morning system will provide snow to the sierras, but snow levels are high, if you are traveling for skiing this weekend, it is dry today and went tomorrow. most of it will be rain rather than snow, here's a look at what we expect over the next 24 hours, or so, here's a look into tonight, where we have the lake county and the north bay. scattered showers are expected as we get into the later part of the afternoon in the early part of the evening. essential and south bay you can see are going to remain dry, and then as we get into the late-night hours, we are talking the overnight hours. at 3 am, you will have more rain and it will shift through at four, five or 6:00 or so. we will have mostly cloudy skies and then we will dry out for the afternoon. we don't have a lot of rain associated with that as you can see for yourself. a quarter inch or less is expected over the north bay. we have areas perhaps it down through the south bay at su 107 inch expected. a low-impact system is coming our way, but we will take it. we will have temperatures again, in the 50s. 56 in oakland, 54 at franzen -- at san francisco. and the north bay we could easily be in the 20s and 30s this time of year. 52 degrees for pope valley. it take a look at the rainfall amounts. this is for the bay area, we could use more. oakland and san jose have around 8 inches recorded. it will be relatively mild, we have been disgusting -- we have been discussing 50s for quite some time. 67 in morgan hill. stevensville is a little bit and muggy. heading to tahoe, we are partly cloudy. we are right about freezing or just above it in some areas into the afternoon, upper 40s today. low 40s tomorrow. rain and snow is in the forecast. for us at home, temperatures sunday and monday into tuesday will have our next transfer rain primarily for the north bay on tuesday. >> we will watch out for it. the city of san jose is highlighting the growing culinary scene. restaurant we continues and we have a guest later in studio with a taste of what we have to offer. it looks awesome. the niners will be heading to miami tomorrow, how the team prepares for a week of practice, ahead of the dry weather for most of today. as we get into the afternoon we will have scattered showers and the forecast for the north bay. as we get into the overnight hours, the chance for rain increases for all of us. mostly cloudy outside, we are dealing with patchy and dense fog and the north bay along the coastline. temperatures are in the 50s, the afternoon highs are not bad. we will have showers arrive in the north bay again for the rest of the wet weather coming in late tonight. details on the system, a look at your temperatures and what you can expect in your extended forecast, coming up. authorities around the world remain on high alert, and the coronavirus continues to spread. 41 people have been killed, and the united states is setting up charter flights that will evacuate american citizens and diplomats of from wuhan, china, where the virus originated. a boeing 67 can seat 300 people and will have a medical crew on board. evacuees will have to pay for the flight. the trump administration has been negotiating with china's foreign ministry to approve the operation. the u.s. will also temporarily shut down the wuhan airport. a drugmakers are hustling to read a vaccine for the virus, biotech companies the dharna is working to develop the vaccination for respiratory viruses, officials say they believe a vaccine can be developed quickly because chinese scientists were able to rapidly sequence the virus genome. a man who allegedly tried to hit a livermore police officer with the car is being charged with attempted murder, 38-year-old matthew kelly drove his kia soul at two officers administering a roadside sobriety test. we learned that kelly has been on probation for a previous misdemeanor of resisting arrest. san francisco police have a man in custody who they believe may be responsible for the death of a missing 20-year-old. 21-year-old panella barraza is in jail, on account of homicide. 20-year-old on the air has been found dead. he was last seen on january 8. friends say that the family says he was planning on eating in oakland the day that he was last seen. his father says that he caught up with him after his son's disappearance. >> i said okay, you are shunned my son is okay? you were the last one with my boy, i hope he is okay. >> i think you have the name and number as someone who is lashing with his son, you need to pull them in. >> parents a police told them that their son's body was burned and discovered on treasure island. they also accuse police of not taking the case seriously until it was published. police are asking anyone that might have any information to come forward. authorities say hundreds of military close of the laces have been found in a home. the homes were evacuated for 24 hours on thursday after police found the devices. they were checking on a 71-year- old man who died of natural causes. the bomb squad at travis air force base removed the materials, authorities say only a handful of fuses and flares were real. the matteo county sheriff's office will return items that were stolen and a series of car and home break-ins. authorities have arrested eight people suspected of trying to fence the items. authorities launched an investigation called operation shattered glass. they made the arrest and seized $2 million in stolen property like computers, cameras, and the investigation linked burglaries in san mateo county to a group in san francisco. they were all accused of buying and reselling those stolen goods. oakland police are showing off what they seized into busts, officers arrested three people, and confiscated body armor and weapons and rounds of ammunition. their investigation is still active so they say they cannot provide more information about what exactly had happened. frustrated homeowners are refusing to pay for the cleanup of the homeless encampment in their property line. the homeowners say the neighborhood association management firm in the county should bear the cost. homeowners say that no one ever told them that the ravine was part of their property. the homeless encampment cleanup cost $20,000. each house recently received a $300 bill. >> it is not like it is on our property and we can see someone camping out here and do something about it. it is out somewhere. >> it is part of the responsibility, for their negligence and stupidity. they can't put everything on us. >> the neighborhood association says they were notified about the cleanup, and sheriff deputies inspect the area to make sure that's no more people are camping there. tributes pour in for a powerful democrat who helped draft the affordable care act. the east bay congressman pete stark died yesterday at the age of 88. as a lawmaker he had helped create the corporate health insurance. it allows people to continue receiving health care coverage for a period of time after leaving a job. the house speaker, nancy pelosi called stark a master legislator who gave a voice to the voiceless, eric swallow took over his seat in 2012. he tweeted out that stark's knowledge of policy particularly healthcare and his opposition to unnecessary wars demonstrated eight deep care in his spirit. the fan fest is getting started, and fans are expected to pack the square for the popular event. they get a chance to meet players, coaches, and we are joined live, from fan fest 2020. it has gotten busier out there, alyssa? but the fans are so excited, what we are doing is a welcome walk. i want to show you the players walking down water street at jacqueline square. they are it is a really fun way to kick off the day. it is something that the oakland area does every year. obviously, the fans let it. why do the players and coaches want to come out? why is it so exciting to a puff pastry shell, inside is a creamy egg base. you can have it on the lighter side, or you can have it with darker caramelization. >> what are you creating here? >> we have this puff pastry here. i push this with my thumb up against the tart form. i do this a lot. it is pretty automatic. then we have the shelf, and the custard base which is a family recipe, a family secret. i cannot share it with you. then we fill. and it goes into a very hot oven. >> do you glaze it with sugar? >> yes, it comes out of the oven like this. traditionally it takes powdered sugar and cinnamon. >> very nice. >> then we serve. >> nice and easy. tell us where your pastry shop is. >> it is on santa clara street in downtown san jose. >> if you want to find a pastry shop, has business perked up? >> yes. we south bay today, mid-upper 60s expected. if you're going out, to tahoe, it is a dry day today. temperatures are above freezing and getting into the afternoon, we'll have temperatures in the upper 40s for today. low 40s for tomorrow. with the warmer system, so levels are expected to be high. if you will be skiing out there, be prepared for rain in the forecast, with snow levels at 7000 feet and chinese new year, the parade coming up in a couple of weeks and the 49ers. >> and we just came from the holidays where we tend to wear red as well. >> it's a lucky holiday. you can't go wrong. >> i'm feeling pretty lucky. how about you? we've got some nice weather to start your weekend. we are going to remain mainly dry. here is some fog where the golden gate bridge is covered in it. we will have that possibility of scattered showers over the north bay and as we get into the late-night hours, it will stretch into the central and south bay. here are the headlines for you. mostly cloudy, patchy fog out there this morning. we will check in on your visibility in just a moment. for the afternoon, mix of sun and clouds. chance of northbay showers before we all see the rain and the overnight showers. i have a timeline of the system, how much we can expect, and your temperatures coming right up. chinese new year celebrations are being canceled or cut back because of the coronavirus. hong kong just declared a virus emergency and will close schools for two weeks. here are the latest casualty totals. 41 deaths and 1300 people have been infected in china. to stop the spread, only authorized vehicles are allowed on the streets of downtown wuhan. australia announced one confirmed case with others pending. there are three coronavirus cases in france and as we told you yesterday, the u.s. reported its second case. reporter anna iliopoulos on the growing outbreak. >> reporter: multiple cases of the coronavirus in the united states. doctors in chicago say they are treating a woman in her 60s who recently traveled to wuhan, china, the suspected epicenter of the outbreak. >> she called ahead to alert her doctor to the illness. rather than presenting to the clinic or an emergency department. this is exactly what any potentially ill returning traveler from wuhan should do. >> reporter: the patient was hospitalized primarily for, quote, infection control. a washington state man is also being treated after a trip to central china and is said to be doing well. health officials admit they are monitoring dozens of other people across more than 20 states. friday also saw confirmation of the first european cases in france. more cases are expected, mostly because of france's open borders. >> plenty of people have layovers on their way back to france, so you can see how difficult it is in our world to close borders. in fact, it's impossible. >> reporter: but the overwhelming majority of cases are in china where more than 1000 are ill and dozens have died. the government there has expanded full or partial travel lockdowns to at least 10 cities. several popular tourist destinations are closed, like the forbidden city in beijing and shanghai, disneyland. a massive scale quarantine is unprecedented and public health officials around the world are watching to see if their efforts pay off. anna iliopoulos, foxnews. >> we checked with health officials in the bay area. alameda county says it has screened fewer than ten people thus far. no one has tested positive. but some test results have not been made available just yet. contra costa health reports testing one person, negative results there. san francisco and santa clara have no cases. alameda county activated its incident command response in coordination with other bay area health departments. >> this is above and beyond our day to day response and we need to coordinate more and pull in some resources. >> health officials say those with flulike symptoms should call their doctors first and world's largest catholic pro-life organization. the trump administration says california's requirement that private health insurance cover abortions violates federal law. the white house is threatening to cut off federal funding arguing that california is discriminating against healthcare companies that do not want to provide coverage for abortion services. senator dianne feinstein says the administration is giving texas money for family planning, even though that state blocks medicaid recipients from choosing planned parenthood as their healthcare provider. pro-life groups are hailing president trump's historic appearance at the march for life rally in washington, d.c. he became the first sitting president yesterday to attend the event that has been held each year since the landmark roe versus wade supreme court ruling back in 1973. organizers say that rally is the largest annual human rights demonstration in the world. past presidents addressed the crowd by phone, video, and president trump told the crowd his administration has worked to limit abortion access. we are more than a week away from super bowl liv in miami, but 49ers faithful all fired up to take on the chiefs. coach shanahan said the team had a very solid practice at levi stadium yesterday. this, by the way, will be quarterback jimmy g.'s first time going to the super bowl but his first one as a responsible for the death of a missing 20-year-old. 21-year-old danilo baratzka is in jail on one count of homicide. police say 20-year-old amir alkhraisat had been found dead and was last seen january 28th. friend told his family that he was planning on eating with him on the day he was last seen. his father says he caught up with baratzka after his son's death. >> i said, okay. are you sure my son is okay? you are the last one that was with my boy. everybody has seen you with him. i hope he is okay. >> i think if you have the name and number of the person last seen with your son, you need to pull them in. >> police say that his son's body was spotted on treasure island. they also accuse police of not taking the case seriously until they publicized the case. police are asking anyone with other information to comport. b.a.r.t. who were attacked on a station platform are upset after losing a lawsuit against transit agencies. several people were attacked by a mob of teens at civil station. earlier this month, the court rejected an appeal in a similar case from another passenger who says the same group attacked her and told her cell phone. the court ruled that b.a.r.t. levels are expected to be high. here is a look at the temperatures we have outside, starting in the north bay where in this time of year we could easily be in the upper 20s to low 30s. 52 right now in penn grove, 53 in petaluma. we'll take a tour around the area. 51 in moraga, 50 in danville. again, our valley locations, even areas over oakland are reporting some pretty thick fog this morning. if you do have an early morning commute, be prepared. 51 right now in san jose. closer to the coast, you've got 49 degrees at capitola. and along the peninsula, 52 in san mateo, 52 degrees in san carlos and 53 degrees over areas of menlo park. a lot of 50s this morning in san francisco as well. off to a relatively mild start. as we get into the afternoon, temperatures will be in the low to mid-to upper 60s. we have not been in the upper 60s in quite some time. that is going to feel nice for some of us. giving you a look at futurecast, going back to that possibility of rain. notice as we get into the afternoon, light showers, more so over areas of the north bay, lake county, and further north than that. central and south bay, spotty, light shower activity not out of the question, but you can see here it's not going to be a whole lot. and we are not going to have to deal with rain throughout the course of today for most. don't need to cancel any plans. here is a look at midnight where we are seeing a few showers to the north. as we get into the overnight hours, it does begin to shift and we'll have scattered showers as we begin sunday morning before we dry out. as far as rainfall amounts, not a lot. a few one hundredths are a possibility over areas like san jose, five hundredths of an inch, maybe a quarter for santa rosa. 51 degrees in santa rosa. we'll go into the upper 60s for the south bay. 626 expected over southbay and 64 for the inner east bay. if you are going to tahoe this morning, mostly cloudy and 41 degrees at blue canyon. that's a warm start for blue canyon. on the other hand, truckee, below freezing at about 48. getting into the afternoon today and into tomorrow, temperatures will range in the 40s with a mix of rain and snow. there is no advisory for travel and snow advisories are expected to remain fairly high. thinking about getting out there to do some skiing, you will come across more rain than snow. here is a look at the weekend where we are that cold out there this morning, relatively speaking, right? it's the middle of winter, and temperatures are in the 50s for most. mainly dry conditions expected for today unless you live in the north bay. there will be a chance of scattered showers. we have some slick fog out there this morning. that could be the headline if you are driving out. be prepared. i have a look at the visibility, your temperatures, and when the rain is expected to arrive in the bay area coming up in just a little bit. here are today's top stories. the president's legal team is presenting opening arguments in the impeachment trial of president trump. house managers wrapped up three days of statements by accusing president trump of obstructing their investigation into his dealings with ukraine. san francisco will host its 16th annual walk for life. the antiabortion rights event begins with a big rally at civic center plaza. that's at 12:30, followed by the walk, down market street. while, the trump administration is threatening to cut off federal funding, leaving california's requirement that private health insurers covering abortions violates federal law. in china, the city of wuhan is getting a new hospital designed to treat the increasing number of patients with coronavirus. chinese new year celebrations are being canceled because of the spread of the deadly virus. hong kong declared a virus emergency and will close schools for two more weeks. so far there have been 41 deaths and 13 people have been affected in china. to stop the spread, only authorized vehicles are allowed on the streets of downtown wuhan. australia has confirmed one case and others are pending. the white house is receiving some pushback after receiving the new logo for the u.s. space force. president trump released an image on twitter. there it is. some were quick to point out the similarity between the new logo and the insignia from the star trek franchise. george takei tweeted out side- by-side images. president trump approved $738 billion in national defense spending last month to set up the space force, which will be the sixth branch of the u.s. military. hundreds of thousands of people are protesting american military presence in iraq. a rally was held yesterday in baghdad, calling for the americans to withdraw all of the troops. the protest comes following the u.s. drone strike near baghdad's airport that killed an iranian general and several iraqi militia members. the u.s. defense department says 34 american troops suffered traumatic brain injuries after iran's retaliatory attack on a u.s. base. the pentagon had initially said there were no injuries as a result of that january 8th attack meanwhile, iran's foreign minister this morning says it is not ruling out negotiations with the united states to restore the 2015 nuclear agreement. authorities in turkey say 22 people have been killed and more than 1000 injured after a strong earthquake work the usgs says the 6.7 magnitude earthquake struck in turkey yesterday. that quake was followed by several aftershocks, the strongest being a 5.1. turkish authorities say many people may still be trapped in glass buildings. rescue workers today are continuing the search for people underneath the rubble. authorities in texas are looking into circumstances surrounding a warehouse explosion that killed two people. police say a warehouse used to make plastics in houston exploded early yesterday morning. two employees at the building who arrived early for work were killed in the blast, 20 others were injured. the blast was so strong that it moved homes right off of their foundations. neighbors showed off holes in their homes, shattered windows, and garage doors that were blown out from the impact. >> it knocked all of the patio, that bedroom and that bedroom, a headboard right there was laying and that headboard saved us from the glass coming onto us. >> firefighters say they stabilized the 2000 gallon tank of chemicals that have been leaking. officials say preliminary tests did not show immediate threat to air quality from chemicals used inside of the plant. the remains of three american firefighters who died in a plane crash early this week in australia have been recovered. the three men were from a crew based in california and all three were military veterans. the plane went down after dropping fire retardant on the wildfire in new south wales. the australian wildfires have killed 33 since september. more than 3000 homes have been destroyed and more than 26 million acres of land have burned. rancho cordova will police department is mourning the loss of one of its own who along with his father were killed in a plane crash. a single engine aircraft went down near the black oak golf course shortly after takeoff from the airport yesterday morning. killed were 55-year-old anthony wright jr., a records officer with the police department, and his 80-year-old father, anthony wright sr. a third person was injured but is expected to survive. faa says the plane was a modified version of an american made world war ii era utility aircraft. authorities first received a call about a low-flying airplane and it crashed a short time later. >> we needed to cordon the area off a little bit wider than usual because there are different plane parts all around the area. that could give you some sort of an idea as to just how terrifying this crash was. >> the faa is trying to determine the cause of the crash. wright jr. is a 23 year veteran of the sheriff's office and had joined the rancho cordova police department in 2008. a group of homeowners in castro valley are being built by the city for the cleanup of a homeless encampment. tom baker has more on the dispute involving property lines and land that the homeowners did not apparently realize they actually own. >> reporter: this former homeless encampment is in the sand lorentzen creek ravine. it is well off of the beaten path and well below castro valley 75 home lakewood neighborhood. the homeowners association management firm has sent each homeowner a bill for $300, more than 20 grand in all, to pay for the cleanup. >> the homeowners association was informed, and they just did not take any action. i don't know, maybe they did not want to, or they were just being careless. >> and it's not like it is on our property and we can see somebody camping out here and we can do something, but it is kind of out somewhere. >> reporter: as it turns out, it was on their property, as determined by alameda county. the homeowners assumed the association and management firm knew the precise boundaries. >> you should know exactly where your property line is. he said he did not know, okay? i don't think that's a good excuse. >> reporter: once the management firm was notified by the county to clean up, it says it immediately got the county to evict the tenants last august. five months later, with several cleanup bids in hand, the association's board of director has yet to choose one. some homeowners are not paying and say the expenses should be shared with the management firm and the county. >> that is part of the responsibility for their negligence and stupidity, okay? instead of putting everything on us. >> reporter: out of the hundreds and hundreds and hundreds of items in this abandoned camp, four things caught my attention. a teddy bear, a toy truck, and two automobile baby seats. more proof that this homeless thing we have is way out of hand. >> to me, it is more a societal problem. it is not just in castro valley or the bay area. it's throughout the country. we have lots of homeless people. >> reporter: while we were there, two sheriff's deputies had just finished another of what is now a regular inspection of the ravine. but there is no guarantee that the homeless will not return here or on someone else's private property where that owner becomes we will have showers appear eventually. the northbay will get it first. here's a look at some soupy fog out here this morning. got a crew on the water just outside of ktvu. you can't see san francisco from this vantage point this morning and the golden gate bridge was swallowed up as well. as far as temperatures, 83 degrees in santa rosa, 54 in san francisco, mid-50s to start the day, livermore where we are enjoying sunshine and are cooler. san jose at 54. as we know, the clouds help to insulate us just a bit. temperatures are up by 11 degrees in napa, up by 6 in concord, livermore starting off cooler than most of us. 7 in the south bay as well as half moon bay. the visibility is an issue, especially over northbay valley locations. highway 101, santa rosa reporting mild visibility. we've got fog in our northbay valley locations. half moon bay reporting visibility a little more than a mile. oakland, the airport, a quarter- mile reported there. as you get closer to the central and sacramento valley, you can see that dark shade of gray is covering that area which means i-5 could be treacherous if you have an early morning drive that takes you in that direction. here is a view of storm tracker 2. you can see radar is fairly quiet. we are looking at the possibility of scattered showers for the northbay into the afternoon and into the early evening hours. for the central and south bay, may squeeze out drizzle but we will be mostly cloudy and mainly dry. in the overnight hours on sunday, we are looking at that rain moving through. and by sunday morning, we already begin to dry out and for the afternoon, partly cloudy and dry conditions for your sunday afternoon. when i come back, better details on the timeline, as well as how much rainfall i expect to get. we will have which is new in danville, all part of a personal collection years in the making. the super bowl maybe in miami but police in the bay area say they will be on standby to keep the peace during the game. why that isn't sitting well with some people when mornings on 2 comes back. well a new gallery opened today at the blackhawk museum in danville with an exhibit called into china, for the start of the chinese new year. i got a sneak peek at the gallery and why the exhibits are so personal. >> reporter: there is a story being told inside of this new exhibit in danville's blackhawk museum, and it's a bit of a love story. >> this represents his love for china, his dedication to the country. >> reporter: elizabeth is the curator of the into china art gallery, attributing the art and history of china that features an imperial dragon, terra-cotta warriors, and a scaled model of the forbidden city that is 19 feet long and took 15 years to build. each piece has a story, but so does the exhibit and the museum itself. this was ken baring's vision, the billionaire philanthropist who once owned the seahawks and built the elite gated communities of blackhawk. >> my father was very passionate about certain things in life. he wanted children especially to experience this type of, in china or whether the old western automobiles, to just learn and be fascinated. >> reporter: every piece in this gallery is here because he brought it here. >> he was so in love with it that he went all the way to the border to vietnam to acquire that. >> reporter: his family says every time he took a trip, the exhibit grew. >> he funded 100% of everything. it was millions of dollars. >> reporter: and the five years it took to create the gallery was personal. >> every day i saw him except when he traveled. he would come here. >> reporter: this space is filled with pieces meant to impress with their size and detail, from the throne made of wood and gold, to the 28 pieces that make up the dreamland exhibit. >> we have to go by boat from one village to the other one. so that's why this is dreamland. >> reporter: for him, this is part of his life's story. >> he started his life not wealthy and he acquired knowledge throughout his life. so, his museum represents, i think, his path of life. >> reporter: and as they get ready to open the doors, there is sadness that he won't be able to see it. >> he would be very proud. my father passed away six months ago. his dream was to have these galleries open and just have people enjoy them. that is our mission. >> reporter: but in here they say, time in nfl history, the officiating crew for the super bowl will be comprised mostly of minorities. five black officials have been named on merit as part of the seven-member group. super bowl liv will mark the very first time in the 100 year history of the nfl that five black officials will work together in the same game. the league has 123 on-field officials, 36 are african- american, two are hours. here is a look at futurecast for you. i'm going to stop it in the afternoon where in northern california, lake county down through the north bay, we have light showers around 5:00 or so. central or south bay, may squeeze out a few sprinkles but that really looks like about it. we go into the evening hours and are still mostly cloudy but mainly dry. here's a look at the afternoon hours. this wave is just now pushing through the bay area. starting tomorrow morning, 7:00 a.m. on ktvu, mostly cloudy, a few scattered showers. we have snow expected for the sierra although snow levels are expected to be high, perhaps above 7000 feet. we are not looking at a whole lot of snow unless it is going to be at the higher elevations, if you are going to be skiing this weekend, it is going to be raining. here is a look at sunday afternoon by lunchtime. already dry with partly to mostly cloudy skies for the remaining part of the afternoon. as far as rainfall amounts, not much. a quarter inch or so for the north bay, less than that for the central and south bay. here's a look at where we stand for the season. we could use more. anywhere from 45% for 50% in some spots, to near where we are just dipping below freezing. truckee even colder than that at 27. blue canyon, not so bad. temperatures remain in the upper 40s for today, low 40s for tomorrow, mostly cloudy today, rain authorized vehicles are allowed in the streets of downtown wuhan and. australia announced one confirmed case and others are pending. three are three cases in france and as we told you yesterday, the u.s. has reported its second case. reporter has more on the growing international outbreak. >> reporter: multiple cases of the coronavirus here in the united states. doctors in chicago say they are treating a woman in her 60s who recently traveled to wuhan china. the suspected epicenter of the outbreak. >> she called ahead to alert her doctor to her illness. rather than just presenting to a 8:15 a man who tried to hit a livermore police officers with his car is being charged with attempted murder. investigators say 38-year-old matthew kelly drove his kia soul at two police officer conducting a field sobriety test on another driver near airway boulevard about 3:30 wednesday morning. officers opened fire and hit kelly in the leg. we have learned kelly had been on be probation for a previous misdemeanor of resisting arrest. . san francisco police have a man in custody they believe may be responsible for the death of a missing 20-year-old. 21-year-old danilo barraza is in jail. 20-year-old amir alkhraisat was found dead last seen january 8th. friends told alkhraisat's family he was planning to eat with barraza. his father caught up with him after his son's disappearance. >> i said okay. you sure my son is okay? because you are the last one with my boy. and everybody see you with him. i hope he is okay. >> i think if you have the name and number of someone last seen with your son you need to pull them in. . >> his parents say police told them their son's burned body was discovered on treasure island. they are accusing police of of not taking the case seriously enough until they publicized it. police are asking anyone with any information to come forward. bart passengers attacked on a station platform are upset after losing a lawsuit against transit agency. several people were attacked by a mob of teens at coliseum station in 2017. a civil jury this week ruled against the passengers who says the group attacked him and his family. earlier this month, the court rejebed an appeal from the similar case from another passenger who also says the same group that attacked her and stole cole cell phone. bart can't be held liable for passenger safety if they are on the platform and not on a bart train. . >> it was a horrible incident and i am sure it was extremely terrifying to be on the train and platform, but at end of the day, it was not our fault it see he rouse geno. the remains of three american firefighters who died in a crash in australia have been recovered. they were from a crew based in california and all three were military veterans. the million acres of land have burned. authorities in stockton say hundreds of military explosive devices were found at a home where replicas. 20 homes were evacuated for nearly 24 hours on thursday after year, you have to work hard. you have to work hard like a rat. the rat is also intelligent, and getting along well with people. the metal rat has a mission to get it done. >> we talk about how busy you are this time of year. you talk to community groups in different people, ratings all over the bay area. this is something that you have learned from your father and a tradition that is passed down. do you find that it is not just the chinese community that is interested in what you're saying, and how the year of the rat relates to their particular sign? a lot of people are curious and like to hear what the possibility might be? >> yes, they are all very interested. they want to get ready for the new year, for example, people born in the year of the horses, this is the year of changes. we get into the later part of the afternoon in the early part of the evening. essential and south bay you can see are going to remain dry, and then as we get into the late-night hours, we are talking the overnight hours. at 3 am, you will have more rain and it will shift through at four, five or 6:00 or so. we will have mostly cloudy skies and then we will dry out for the afternoon. we don't have a lot of rain associated with that as you can see for yourself. a quarter inch or less is expected over the north bay. we have areas perhaps it down through the south bay at su 107 inch expected. a low-impact system is coming our way, but we will take it. we will have temperatures again, in the 50s. 56 in oakland, 54 at franzen -- at san francisco. and the north bay we could easily be in the 20s and 30s this time of year. 52 degrees for pope valley. it take a look at the rainfall amounts. this is for the bay area, we could use more. oakland and san jose have around 8 inches recorded. it will dry weather for most of today. as we get into the afternoon we will have scattered showers and the forecast for the north bay. as we get into the overnight hours, the chance for rain increases for all of us. mostly cloudy outside, we are dealing with patchy and dense fog and the north bay along the coastline. temperatures are in the 50s, the afternoon highs are not bad. we will have showers arrive in the north bay again for the rest of the wet weather coming in late tonight. details on the system, a look at your temperatures and what you can expect in your extended forecast, coming up. authorities around the world remain on high alert, and the coronavirus continues to spread. 41 people have been killed, and the united states is setting up charter flights that will evacuate american citizens and diplomats of from wuhan, china, where the virus originated. a boeing 67 can seat 300 people and will have a medical crew on board. evacuees will have to pay for the flight. the trump administration has been negotiating with china's foreign ministry to approve the operation. the u.s. will also temporarily shut down the wuhan airport. a drugmakers are hustling to read a vaccine for the virus, biotech companies the dharna is working to develop the vaccination for respiratory viruses, officials say they believe a vaccine can be developed quickly because chinese scientists were able to rapidly sequence the virus genome. a man who allegedly tried to hit a livermore police officer with the car is being charged with attempted murder, 38-year-old matthew kelly drove his kia soul at two officers administering a roadside sobriety test. we learned that kelly has been on probation for a previous misdemeanor of resisting arrest. san francisco police have a man in custody who they believe may be responsible for the death of a missing 20-year-old. 21-year-old panella barraza is in jail, on account of homicide. 20-year-old on the air has been found dead. he was last seen on january 8. friends say that the family says he was planning on eating in oakland the day that he was last seen. his father says that he caught up with him after his son's disappearance. >> i said okay, you are shunned my son is okay? you were the last one with my boy, i hope he is okay. >> i think you have the name and number as someone who is lashing with his son, you need to pull them in. >> parents a police told them that their son's body was burned and discovered on treasure island. they also accuse police of not taking the case seriously until it was published. police are asking anyone that might have any information to come forward. authorities say hundreds of military close of the laces have been found in a home. the homes were evacuated for 24 hours on thursday after police found the devices. they were checking on a 71-year- old man who died of natural causes. the bomb squad at travis air force base removed the materials, authorities say only a handful of fuses and flares were real. the matteo county sheriff's office will return items that were stolen and a series of car and home break-ins. authorities have arrested eight people suspected of trying to fence the items. authorities launched an investigation called operation shattered glass. they made the arrest and seized $2 million in stolen property like computers, cameras, and the investigation linked burglaries in san mateo county to a group in san francisco. they were all accused of buying and reselling those stolen goods. oakland police are showing off what they seized into busts, officers arrested three people, and confiscated body armor and weapons and rounds of ammunition. their investigation is still active so they say they cannot provide more information about what exactly had happened. frustrated homeowners are refusing to pay for the cleanup of the homeless encampment in their property line. the homeowners say the neighborhood association management firm in the county should bear the cost. homeowners say that no one ever told them that the ravine was part of their property. the homeless encampment cleanup cost $20,000. each house recently received a $300 bill. >> it is not like it is on our property and we can see someone camping out here and do something about it. it is out somewhere. >> it is part of the responsibility, for their negligence and stupidity. they can't put everything on us. >> the neighborhood association says they were notified about the cleanup, and sheriff deputies inspect the area to make sure that's no more people are camping there. tributes pour in for a powerful democrat who helped draft the affordable care act. the east bay congressman pete stark died yesterday at the age of 88. as a lawmaker he had helped create the corporate health insurance. it allows people to continue receiving health care coverage for a period of time after leaving a job. the house speaker, nancy pelosi called stark a master legislator who gave a voice to the voiceless, eric swallow took over his seat in 2012. he tweeted out that stark's knowledge of policy particularly healthcare and his opposition to unnecessary wars demonstrated eight deep care in his spirit. the fan fest is getting started, and fans are expected to pack the square for the popular event. they get a chance to meet players, coaches, and we are joined live, from fan fest 2020. it has gotten busier out there, alyssa? but the fans are so excited, what we are doing is a welcome walk. i want to show you the players walking down water street at jacqueline square. they are children who are joining the event. >> being connected is important to us in the community. last year we started this event. local children softball players have an opportunity to walk alongside professional players. this is a free event that goes from 10:00 to 3:00. you can get player autographs, and photo opportunities. we have a great kids area, and opportunities. we have free food trucks, it is a really fun way to kick off the day. it is something that the oakland area does every year. obviously, the fans let it. why do the players and coaches want to come out? why is it so exciting to that it was exciting to see the welcome walk kicked off. we had a stumper, the mascot, he was getting people's hugs. it is the start of lunar new year, there were line dancers that came as well. the highway 101, you can find patchy dense fog. half moon bay has improved. we are still less than a mile reported at the airport. a dark shade of gray, that is also improving. we are giving you a view of storm tracker two. you can see the radar, it is quiet for now. getting into the second part of the afternoon, the northbay and lake county will have the best opportunity, for the rest of us it will be right, this means what? >> wine cellar. >> i would assume that there is great portuguese wine. >> 600 different kinds of portuguese wine, 100 ports and madera's. >> you grew up in portugal? line is woven into the fabric of the community a little bit? >> yes. it is very good. it is part of the food. >> tell us about your restaurant. >> we opened in 2015. we opened in little portugal, on the east side of san jose where i was born. i went to literary school and i spent three years in portugal learning about cuisine, and i met david. we decided to, back here. and we opened a restaurant. >> all right, it is a right and little portugal? >> yes. >> you have a pastry shop that is new? >> yes, we opened in november. downtown between first and second. >> busy, i would imagine? it judging from your creations? in restaurant week, what happens in san jose? >> restaurant week, it is good. it is good food. it is the same dishes that we have in our carts and in the restaurant. >> it is a chance to come out and check out all the restaurant, right? >> yes. >> we are creating a little bit, we have a giant squid, this octopus. you guys actually baked. right? >> yes, normally the octopus. we have garlic and then in the dishes, we put the spinach down. after we put the roasted potatoes. >> what do they call calamari in portugal? >> volvo. we drench it in olive oil. >> you watch that down with portuguese wine perhaps? >> of course. of course. >> maybe a little bay leaf. is this something, if someone comes and for restaurant week, they would have this as a specialty? >> this is the main course of the restaurant. >> it looks great. >> it is on our usual menu. >> it looks great. michelin rated. how excited are you about that? in 2017? >> it is amazing, a very humbling thing that happened to us. it has given us a lot of exposure, and a little pressure to, i bet? >> it is motivation. >> talk about the puff pastries and what you are grading here. >> these are a custard tart with a puff pastry shell, inside is a creamy egg base. you can have it on the lighter side, or you can have it with darker caramelization. >> what are you creating here? >> we have this puff pastry here. i push this with my thumb up against the tart form. i do this a lot. it is pretty automatic. then we have the shelf, and the custard base which is a family recipe, a family secret. i cannot share it with you. then we fill. and it goes into a very hot oven. >> do you glaze it with sugar? >> yes, it comes out of the oven like this. traditionally it takes powdered sugar and cinnamon. >> very nice. >> then we serve. >> nice and easy. tell us where your pastry shop is. >> it is on santa clara street in downtown san jose. >> if you want to find a pastry shop, has business perked up? >> yes. we usually get our neighbors and local people. ever since restaurant week started, we have new faces coming and which is exciting for us. >> okay, we just need a little wine. are you ready? come on. i 9:00 we will already be partly sunny and drying out. your son afternoon is going to be a dry one. rainfall amounts are low- impact, as you just saw a moment ago. anywhere from a quarter inch or less expected for the bay area. we really could use more. we are not going to see it. at least not in the next few days. temperatures outside under mostly cloudy skies, 50s and about a, 54 in san francisco. for the south bay 54 to start your day. take a look at walnut creek, upper 50s. relatively mild for your morning. here is a look at some of the rainfall amounts. we are anywhere from 54 percent average to 70 percent of average over the north bay. again. we welcome any chance for rain that we can get. mostly cloudy skies. scattered showers over the north bay. low to mid 60s for the south bay today, mid-upper 60s expected. if you're going out, to tahoe, it is a dry day today. temperatures are above freezing and getting into the afternoon, we'll have temperatures in the upper 40s for today. low 40s for tomorrow. with the warmer system, so levels are expected to be high. if you will be skiing out there, be prepared for rain in the forecast, with snow levels at 7000 feet and above. your extended forecast for us at home, we will cool it off into sunday and monday. the next transfer rain is tuesday. we need to see stronger storms come through here. >> you need to get over
