And beautiful. But earlier today we did have some street flooding from the rain. These storms swept into San Francisco during the morning commute. Vehicles traveling along scott went through the standing water. This is a recording problem here according to the neighbors. 20 years ago they have done some work on these grades and they have not worked since. I live here and this is my garage. Water gets too high and it floods my garage. So when that happens i clean out the group i mean i clean out the drain. Reporter utility crews were scrambling throughout the city tried to clean up after this wave of storms. They put down these prestaged flood barriers. At this point they say that the preparations paid off. We were very strategic in the lowlying areas and communities. We wanted to take care of all that debris and hopefully it will be paying off. Reporter even with preparation there was only so much water that the city could take. This is south of Golden Gate Park where the road was closed because of the high water on the roadway. And multiple commuters say when the rain comes here the streets get flooded. Passengers on the rideshare vehicles sometimes open the doors in his path without looking for people on motorcycles. Watch out for motorcycle riders. Reporter a lot of the water on this street has already dried up but the Public Utilities commission are working on a number of long term projects to mitigate these problems around the area. Christien kafton for ktvu news. Thank you. We have a chance of rain late tonight. Thats right but the overall activity will be decreased. If we had a system like this that could stall over the area for like 10 hours that is when we will be talking about real problems. I am meteorologist mark tamayo. You can see oakland and all these other areas reporting over 1 inch of rain fell. Here is the radar. You will notice the green, indicating the rain. The white areas showing snow in lake county. Winter storm warnings are in effect over the sierras. And this is from this morning with the rain totals. We show 28 reports of wind damage as well this morning. Also reports of snowfall in the Santa Cruz Mountains this morning. Also some movement going up towards the lake observatory as well with accumulating snow. Snow levels down to around 3000 feet in general. This is the radar right now. Some storms up in the north bay right now. This is near calistoga. They are becoming more scattered now. Lingering rain and snow showers in lake county. And this is developing by san mateo and even San Francisco. San francisco is not completely dry yet. A lot of activity in the Santa Cruz Mountains expected as well. Accumulated snowfall expected in the areas east of morgan hill. Once again, possibility of showers tonight. Overall heading into a break for the friday forecast. More on that forecast coming up in just a little bit. And the slick roads kept the highways busy today. This silver sedan landed on its roof today. This shutdown and on wrap this morning. An ambulance was called to the scene. No word on the condition of the driver or passengers. And a very wet commute across the bay bridge this morning. Steady rain and a lot of wind. And they had sandbags out free for the taking this morning on Sheppard Canyon road. They are getting ready for the water. The utilities says as many as 500 million gallons of water poured over the wastewater facilities at times like this and that is 10 times the amount when it is not raining. Be sure to download our weather app. You can get traffic updates and news updates as well. Remember to download the ktvu app. The gravity of the moment in our history hits you square in the back when you take the oath. The Senate Impeachment trial is officially underway. Charges were delivered. Senator sworn in on this historic day. This is only the third time in history this event has taken place. It comes among new allegations. Greg liggins has more. Reporter a lot happening in the last 24 hours today. This on a day when new information is being used by democrats. And the white house says the trial will prove that the president did nothing wrong. I do. God bless you. Do you solemnly swear that in all things appertaining to the trial of the impeachment of donald john trump, president of the United States, now pending, you will do impartial justice according to the constitution and laws, so help you god . I do. It was a historic date with senators being sworn in. It began when the seven house managers delivered the charges, abuse of power included. Removal from office and disqualification to hold and enjoy any office of honor, trust or profit under the United States. It was transparently partisan performance from beginning to end. There were violations of federal law they say. Ukraine is at the core of this impeachment. The white house says it is overreaching. Both the revelations about mr. Parnas and the witnesses strengthen our push. Reporter parnas gave explosive interviews. Now the president continues to distance himself from parnas. The president was aware of what was going on. He was aware of my movements. I guess they had pictures taken which i do with thousands of people. And daily. But i had just met him. I dont know him at all. I dont know what he is about. Some say this trial will last only two weeks. This is a hoax and Everybody Knows that. It is a complete hoax. The entire thing with ukraine. So you have a perfect phone call. There has been an abandonment of responsibility to uphold the ideals much less the words of the United States constitution by the president of the United States and that now rests on the shoulders of each member of the United States senate. Reporter to say we expect to see a resolution from the majority leader on what the vote might include. Senator schumer says he wants to have that boat on tuesday, as soon as possible. Lets talk more about the interviews from parnas. What does he have . Lets unwrap this a little bit. Parnas has been indicted by the Southern District of new york for campaign finances. Theres a lot of questioning about why he is doing these interviews at this point. On the flipside, a lot of the Text Messages and handwritten notes have come out. A lot of surprising things have come out in the Text Messages including surveillance on the ambassador of ukraine. In terms of witnesses and what we could see, we know that four gop senators are being led by senator susan collins. But it will be up to the senate to determines what will happen. It seems to be a foregone conclusion that the senate will not be voting to remove president trump. But if enough vote in favor of witnesses at the trial, you could have truly damaging testimony. Then you could have a cascading effect. Thats right. And at the end of the day you need 67 senators to vote for removal and there are 53 republicans and 47 democrats. So you need 21 republicans to come over and say we are on your side. That is highly unlikely in my mind. But i think it is more likely that we will see some witnesses and perhaps we will also see more documents. At the clinton impeachment trial we did hear from witnesses but those were in closeddoor depositions before being brought to the senate to look at them. I anticipate Something Like that happening as well. A driver killed and two others were seriously injured. More on that coming up after the break. Plus continuing coverage on the storm today where snow fell at low elevations. There were dangerous driving conditions on highway 17 as well. Snow at low elevations cost at least one car to slide off the road on mt. Umunhum road. It is also clear that there was wet, heavy snowfall coming down at the time. Crews from san jose and calfire rescued the driver in the car. The driver was not injured. The park rangers closed the road afterwards because of that weather. Now lets go live to along the summit. Lets go to jesse gary. Reporter good afternoon you guys. Mother nature throwing us a curveball. This is the back edge of the storm. Its moving out of the area. We do have some blue skies appearing over my left shoulder. Sunshine struggling to come through those clouds. That is a sharp contrast to just about 15 minutes ago where we had moderate rainfall coming down. We also had fogging over the roadway. This is in summit county. Lets show you video that was shot earlier today. Heavy rain from noon onward along highway 17. Rain jackets are needed. We have not had any report of widespread flooding but the chp says they have had Service Calls for collisions. More so than on a normal day. Summit then responded to by ambulance crews. The chp reports 10 collisions here on highway 17 so far. They ask you slow down and keep your cell phones out of your hands. Allow extra space between the vehicles as well. It is very wet. It has been raining even though it is not right now. Now we have fog moving into the area which will be reducing the visibility for the evening commute. Remember to use your low beam lights instead of the brights. The bright lights reflect off of the fog and it is not helpful. I will send it back to you guys up in oakland. Thank you so much. A winter storm warning has been issued for the lake tahoe area. We have freezing rain and snow in the area on interstate 80 and highway 50. Bring your chains with you. They are required on all vehicles except for fourwheeldrive vehicles that do have snow tires. Weve heard of a number of spin outs already. And this is what it looks like now in late county where they received up to 3 inches of snow today. This is video from earlier today on top mountain. And some drivers were caught off guard. You need to drive with caution on the roads because the roads are slick. You could gets snow down to elevations as low as 2000 feet. The snow is beautiful, but it does bring dangerous driving conditions. Lets bring in meteorologist mark tamayo. We are not completely dry just yet. We do have a decreasing trend with this shower activity. This afternoon we had reports of a good thunderstorm near pacifica and San Francisco. This is the radar coverage over the past 12 hours. You can see the snow showers in lake county. Low snow levels. Also snow near tahoe. Quite a bit of snow should follow. This is in lake county again. Levels are dropping below 3000 feet. And these are all the storm reports from this morning. I will click on a few to give you an idea. Again these are from this morning. Snowfall coming down into the Santa Cruz Mountains as well from earlier this morning. Now we have widely scattered showers. Not completely dry just yet. Showers outside of st. Helena right now. Showers as well for redwood city. This looks like it is moving across the bay right now. Lets go back up in these maps. This is the Santa Cruz Mountains. Now this is moving closer to morgan hill. Outside lets look toward San Francisco. We still have clouds. Also the showers we showed you on the radar. Tomorrow morning it will be dry and cool. 30s and 40s expected. Partly cloudy skies and patchy fog expected in San Francisco. Scattered high clouds throughout the day friday. At 8 p. M. Tonight, scattered showers expected. Friday morning, that will break off. Sunshine expected friday in the south bay. Friday does not look bad after the colder start. I have your 5 day forecast coming up for you in a few minutes. And a driver was killed this morning in pacifica. The person was driving north in the southbound lanes just after 3 a. M. After crashing into an suv. The driver of the charger was killed. Thank you for joining us today, alyssa, as we are in this election year. Why did your company decide to make this offer . Thank you for having me here today, alex. It is wonderful to be here. The reason we wanted to do this is because we believe protecting our democracy and protecting elections in particular is very important. We are on a mission to build a better internet. We think protecting the elections is a very important part of it. What sort of Cyber Security services are you offering to campaigns . We are providing services that help them protect their websites and internal infrastructure. Everything from unauthorized access to phishing. Our view is that they should not be vulnerable at all. There are some relatively easy things that can be done to protect themselves. We encourage them all to take advantage. We want to make sure that the smaller campaigns you dont have the big resources can have the same type of access to these benefits just like the larger resources do. Which campaigns qualify for the free help you are offering . We are doing this in partnership with a nonprofit who has approval from the federal election commission. So , really primarily federal candidates and senate candidates, congressional as well. As you look at the situation going towards the election in 2020, weve often heard that russia continues to be a major threat in terms of trying to interfere with our election and trying to potentially hack into campaigns. What are some of the other threats out there that you are concerned about . We see a lot of things. One of the concerns is if a website goes down. A lot of traffic can do that. Those are destructive to political candidates. You can imagine something major happening and they want to accept donations so that can become problematic. It does not have to be foreign attacks. I see what you mean, just so that they can keep their systems up and running. So far, you put this offer on the table and so how many campaigns have taken you up on it . We Just Announced yesterday but we are not novice in election states and weve been Offering Free Services since 2017. Even in this election cycle before the offering we had 18 president ial campaigns on us over the course of that time period. How are you financially speaking able to offer these services for free . This, to us, is something that is core to the mission of the company. For us it is not really about the cost. It is more about the importance of protection. It is coming from a duty standpoint. We appreciate you coming on to talk about this, alyssa. Thank you so much, head of Public Policy at cloud flair in San Francisco. Thank you. The senate today handed mr. Trump a major policy victory about the trade deal. It did pass within overwhelming vote. It will rewrite the rules of trade with canada and mexico and it replaces a 25yearold trade agreement or nafta. It offers protection for farmers and manufacturers and seeks for more cars to be produced here in the country. It also talked about trade and copyright rules. It is technology and bringing it all into the 23rd century, technology and trade policy. Some say it did not address climate change. They were critical. People losing their mobile homes. But they will still have a place to live in south bay. More on that coming up after the break. And a tour highlighting the homeless crisis in oakland with governor gavin newsom. All right lets talk football. We are one day closer to the championship game. 49ers fever is ramping up. Yes they are. Sunday cannot get here soon enough, joe. I feel the build, do you . The packers are not yet in town. The 49ers were on the practice field. It was a very wet day today. They were staying loose. There was one obvious sign that this is not just any week. That is the crowd of reporters around the locker of jimmy garoppolo. The 49ers feel like they been involved in playoff caliber games for the last two months. And they are now trying to do their best to treat this week like it is business as usual. Theres nothing different. You need to prepare. You need to go out and execute. It sounds boring and rudimentary but that is what it comes down to. The stakes are high and there is a lot on the line. We treat it like it is another week. The routine does not change. Our preparation does not change. We go about our business. We are having fun doing it. You can be confident. But this is a Good Football Team coming in here and we realize that. The biggest crowd at levi stadium was in attendance on saturday. The game on sunday is sold out. The packers did practice indoors today at green bay because outside it was only 11 degrees. Thank you so much, joe. It is interesting how the 49ers use the great history of the franchise to kind of inspire this latest group. You had a lot of great veterans talking to the players. How much of a difference do you think that makes . It does not make a difference in terms of what is happening on the field. But it does make a difference with the players in the locker room getting a sense of the history seeing those photographs. But none of that helped when they did not have good people in charge making personnel decisions and those kinds of things. But they do get a sense of the history here. And the guys talked about that this week. They are proud to be part of that resurrection and rebuilding of the history as well. It is finally happening now and we waited a while for that. Thank you, joe. You can watch the championship right here this sunday at 3 40 p. M. And you can watch the point after. And then we have a special prime time edition of the news as well.
