Finally november 26 we are talking about significant rainfall not only here in the bay area but approaching the north coast of california. That is an intense storm and it will produce major wind up there. Heres ring coverage in green and snow coverage. It is a cold day out there so snow levels continue to collapse across portions of northern california. So far today some light to moderate rainfall. Greens and yellows do correspond to somewhere moderate cells. Here we are in the central portion of the bay. Close to San Francisco and oakland looks like we have more rainfall to talk about for this portion of the bay area. Not as muin the way of rainfall just yet but that will be changing. Current numbers, it is chilly out there. Lots of 40s and that will be the case not only for today but wednesday and thursday. Our live camera looking out to sfo. Lots of clouds and rain showers in the area. Possibly impacting air travel as well. Especially for delays. Rainfall expectations about three quarters of an inch to an inch. We could be talking about winds over 50 miles an hour and this up in the have a flash flood wa until 10 pm this evening with rainfall to a half an inch and that could lead to debris flow and mudslides potentially. That is why we have that watch in place. Strong winds until 4 am wednesday. We could have guessed up above 40 miles an hour. In the short term you can see what happened. The rainfall will intensify this evening. This is 7 00 and then 8 00 targeting portions of the south bay. Things could back off a little bit for tonight. He is live in Sonoma County where Flash Flood Watch is underway in the kincaid fire burn area. The big worry is what all of this rain could do to the debris that was left behind the kincaid fire. It was only put out about three weeks ago november 6. It started three weeks prior on october 23. When it did it destroyed about 100 square miles of land and destroyed 120 structures. Many of those were homes as well. Sonoma county officials were concerned that the rain could trigger another potentially dangerous situation. Rainfall sending ash and debris rushing down roadways of the burn area. The county chair said they learned a lot after the tubbs fire and began preparations for the eventuality of rain after the kincaid fire. We have taken some precautions. We have three separate nonprofit entities that we contracted with and we spent about 300,000 so far to replace straw wattles and hate and mulch and do Different Things to make sure the ash in the areas that are burned will stay out of the streams. The most important part is slowing down with the rain and the extra oil on the ground we want people to back off and give each other room. Reporter they only received a handful of calls at the moment so far. They are not sure if those calls have something to do with the rain there have been traffic accidents on the road. There is concern about oil buildup over the road over the dry months. Now with the rain on the road it is mixing without oil and it makes the road very slick. They are asking drivers to give yourself some room when you are out on the highways and roads. They are asking to stay off the roads if you can. Delta air lines catering employees in detroit are part of a lockout at 17 airports across the country including sfo. They are demanding more money and Better Health benefits. A nightmare spot of right down the san marcos past where the winds funnel. The last time it burned was 1990. We were all ramping up as soon as we heard the start location with what we could expect of it coming down into Santa Barbara. It is a 29yearold field bed. There is positive news this afternoon, evacuation orders were lifted for most of the 5500 people forced from their homes yesterday. 1500 people are still under evacuation orders. Crews are looking forward to Rainy Weather that is in the forecast and heres a look at where the fire is burning in the Los Padres National forest. Here is more on the conditions along the fire lines in Santa Barbara county right now. How are things looking . Reporter we have two big storylines to tell you about. 4000 acres that burned right above barbara with no structures going down. That is almost unbelievable to have such an expanse of burning education vegetation and not take out any homes. It is coming a day before a strong rainstorm so it is a double whammy back to back. We are in a spot that had a lot of vegetation yesterday and some fire in the goalie about 2 am this morning we were overrun by flames and embers. We came back to check it out and it is completely gone behind us. This is an area that is right above Santa Barbara and goleta with about 150,000 people below us. Down canyon winds were pushing this fire out of the hills where it started. The cause is unknown and it is right next to the painted cave community. A very Mountain Community that has been established in the hills for quite some time. Some residents stayed up there. They have pumps and hoses and have their own fire Response Teams and volunteer fire department. They said they were going to leave until they saw a ball of flames at their doorstep. With the wind shifting back it stayed out of that immunity and that treasured community above Santa Barbara has been bared. Today has been air attack day. 10 airplanes have been up here. Some of the top dc10s and others dropping fired retardant. We had nine helicopters doing water drops. Strike teams are here doing all that work on the front lines. They have made significant progress and they are hoping with the rain it will douse it and make a significant difference in the overnight hours. It will be cold and wet and the rain hit this area at 2 am. That is the latest from the scene. It is so hard to believe. We are dealing with wildfires here in california while we have massive rainstorm moving into our area. John, you talked about those people forced from their homes as the fire exploded last night how did the evacuations go overall . Did most people leave when told to do so . Reporter yes, a lot of people in the mountain communities made their moves very quickly. They have an equine effect team for the horses and trailers. They did not have a lot of warning. It was well established were some ranches and Mountain Community homes are. Those who wanted to stay hunker down and those that could get out but out right away. Those down below fearing the fire continue to move with the down canyon winds got out as well. Orders cannot efficiently and clearly. With all due respect we have had several fires over the last few years so people know how to pack up and run and they did just that. We have heard no complaints about the alerts, the reverse 911 and all the messages. Everyone said they got what they needed to get and got out. We mentioned that about 1500 people are still under evacuation orders. Are you getting a sense that once this rain moves in and perhaps by tomorrow those folks will be allowed back to their homes . Reporter absolutely. They will be able to come back. This would be the lower elevations. Where the drama will be and as we saw in the thomas fire in Santa Barbara and ventura counties in montecito is that right after a fire with a strong rain we will get mud and rocks coming off these hills and it could block several roads for many days if a lot of this debris comes off these hills. That is what we are seeing here. These are very big sheer heels. 3000 feet. If all of this starts coming down onto the highway and roads below or in the drainages it could really be a mess for some time to clean up and that is the big worry. The intensity of the rain coming through and what it will do to the slopes. Just another thing to worry about for folks in that area. We appreciate the update. Health officials in minnesota said they have more evidence than a chemical compound that is to blame for vaping related lung illnesses. The Minnesota Department of health analyzed blackmarket vaping products and said they contain vitamin e acetate. The compound is used as a thickener. The cdc said 2300 people have gotten sick from vaping since march. Many of them teenagers and at least 47 people have died. Lets talk more about this with the cardiovascular thoracic surgeon from sutter health. This research sort of echoes from what we have seen of other work being done to pinpoint exactly what is causing people to get sick. What is it about this compound that is so dangerous . That is a great question. This evidence is the most compelling evidence we have so far is they put a tube down in the lungs and it went right to the affected area. Of the 29 patients 100 at vitamin e acetate. What is causing it . We still dont know. It is like a Chemical Reaction that is a burn occurring in the lung. This is the most compelling evidence we have so far. In this study the focus seemed to be on the blackmarket vaping liquids. Does that mean that someone who goes to a reputable business and vice buys a vaping product doesnt have to worry . One of the key findings from the cdc to manufacturers is to stop using vitamin e acetate. If you are going to vape definitely avoid the black market or the popup shops around the corner, those are rest less regulated. We were talking about this compound being common and it is found in a lot of products. This is something to do when it is heated. And the harmful effect. We dont want people to panic. If you look at suntan lotion or Food Additives you will see vitamin e. It is harmless when applied topically to your skin or orally. When people add it to their vaping products when it is lit, that is causing the problem. Now that the research seems to be focusing on vitamin e acetate as the potential culprit for people getting sick, does that help in terms of treating people coming into the hospital with vaping related illnesses . That is a great question but not really. We now what is causing it at the best treatment is prevention. It is like a burn. We know what it is but we cant go in and reverse the vitamin e burn occurring in the lungs. The only treatment is to avoid the inhalation. What about Companies Like juul . Lets say they dont use this product. Do they have an argument to say our product is safe . The cdc is careful to say that they found ida many acetate in all the products and all the specimens but it is not to say that is the only cause. Other things could be causing it as well. People have been using e cigarettes for 10 years or so. Why all of a sudden are people getting sick . Is this a compound just recently being added to vaping liquids . We think there has been some additive and that combination with the vaping mechanism, is what is calming causing the change. To think that compound was in the vaping products years before . Why all of a sudden . We dont know. It is possible the vaping epidemic that has taken off and there are so many more people doing it that we are seeing it.
