Firefighters think that to get a break from the weather as they battle the mass of kincade fire fire. Forecast were strong overnight wind turned out to be not as bad as expected. Cal fire says that maybe ground crews made progress against the flames. The latest report shows flames have burned 119 square miles by late last night. The fire was 15 contained. More than 4800 firefighters from across the western a u. S. Are battling the kincade fire. Lets go back to the breaking news in santa rosa. We have new information from firefighters about an Early Morning house fire that started about 3 20 am on mission boulevard. Allie rasmus was there pretty quick after that. Good morning. Reporter good morning. That fire started around 3 20 am. We are in the middle of mission boulevard and the Rincon Valley neighborhood of santa rosa. Behind me you see what is left of the fire trucks. At one point there were six engines and a ladder truck out here. A huge response from firefighters. For what turned out to be a garage house fire. It started in the garage. The battalion chief out here explained they had extra resources on hand because of the high risk fire conditions and the weather conditions. They were concerned because of the kincade fire and the wind that they needed extra staffing. They had extra trucks and firefighters on standby during the overnight hours. This is not related to the kincade fire at all. This is a house fire and the power was out when the fire started. Let show you some of the pictures. The heavy firefighter presence and the Fast Response and the heavy response by firefighters with the six engines and ladder truck highlights the facts that they wanted to make sure a fire like this it did not get out of control. They were on this fire quickly and they had extra staffing and resources in place because of the high fire danger conditions. Lets see what the battalion chief had to say. We supplemented our assignment tonight due to the forecasted wind and the amount of fire we had showing when we got on the scene. We wanted to make sure that anything that cropped up in the city and this time of year, that we hit it with a hammer and knock it out as quick as we can to make sure that the citizens dont suffer any ill effects of fire spreading to other structures. Reporter the people who live in this home were not home on the fire broke out. There is no power to the area so were not sure if the people here may be evacuated. No people were hurt. Unfortunate though firefighters say there was a family dog left ear and that dog did die and the fire. We were talking to the neighbors who are out here and taking a look at the fire. One neighbor said when he saw flames this morning he panicked for a minute i wondered whether it was the kincade fire or some other fire that spread to the area but he said he had his bag packed and ready to go. The car in the driveway is turned around so there facing outward to make a quick getaway. Luckily though he quickly realized firefighters were here. This was the garage house fire and not a wildfire. He said people here are on alert and there is a sense of urgency and vigilance about the high fire danger and the conditions here. Allie rasmus, ktvu fox 2 news. Good advice for anybody. Not much in the Santa Cruz Mountains but one of the caldecott and the oakland hills, that is 30 miles per hour. I did see around los vaqueros reservoir 28. Half moon bay, 2235 and in the marin county hills you see 20 25. Oakland, north at 30. Oakland south is above the oakland zoo, 27. Mount diablo, 40. There are some good gusts for a few. Mostly confined to Higher Elevations. You can see the officer direction which is funneling itself toward parts of the san mateo coast and Higher Elevations as well. 30s, 40s and 50s on the temperatures. The breeze is Holding Temperatures up. If not, its pretty cold. Theres a good gust as well in the direction that is offshore. Were not done with that yet. Low humidity. Higher elevations at the surface. Not as bad but you can see theres an easterly or northerly component still in place. Thats where the red flag warning continues. Everything is driven out to sea. It will be quieter this afternoon and this evening. Things will calm down. 60s and 70s. Quieter for most. 4 36 am. We are going to look at Solano County and take a look at interstate 80 heading out to the macarthur maze. Right now from the vallejo area to hercules it does look pretty good. 680 is also doing well and there are no major issues heading south, its west but a lot of people think of its south. West out to the macarthur maze and getting out to the bay bridge. Westbound into San Francisco. There are also no major issues on any of the bay area bridges right now so were off to a good start. Evacuations for the kincade fire still in place for parts of sonoma and lake county. Take a look at this map of the affected areas. The red portion you see there is where the fire is burning. The purple shows you where there are mandatory evacuation orders including healdsburg and windsor. The blue zone indicates places where people were told they can go back home. But they have also been told there is an evacuation warning in effect and they should stay ready to evacuate again fast if necessary. The Fire Evacuation warnings on the kincade fire have now expanded to parts of lake county. Tom vacar takes us to middletown, the scene of the devastating lake fire in 2015. Reporter if the folks in Sonoma County are weary and nervous of fault wildfires, than the folks of lake countys middletown area are shellshocked. Five years in a row and it just doesnt want to stop. Reporter this time the kincade fire appears to put its sights on middletown. Very disheartening. Very disheartening. When will it end . When will it stop . Reporter officials are so concerned the cold and the big guns, is 747 supertanker and the only slightly smaller dc10 tanker plus an array of other large jets and prop tankers as well as many helicopters that make run after run at the fire that makes its run on middletown. Ive been concerned because of everything thats been burned so far. Ive been concerned for the past two years. The area catching on fire and coming this way because it did not burn over there. Now we have it. Its really stressful. Pts. Here we go again. Its getting to be a real pain. This will be my fourth time evacuating. Reporter all the while the windspeed has stepped up making the firefight much harder. You just waiting for it to move over the ridge. My family is ready to evacuate. The car is packed and our plan is we know who is going in which car with the dog and im the last one to leave. Reporter during the last half decade, many have left. Permanently. Its almost like it displaces, is designed for fire. Its almost like its meant to burn. What pg e has done now by doing this power thing, its almost like martial law where they control everything in your life. We have to watch this fire line behind us. Keep a generator running for the family. Try to get fuel. Its almost like a fulltime job. Its sad to see california go through this because its devastating the state. Tom vacar, ktvu fox 2 news. Governor newsom will visit the north bay today to see the areas affected by wildfires and the Public Safety power shuttle. The governor will first visit a food bank and Resource Center in santa rosa at 10 30 am. This afternoon he will meet people in American Canyon who have been affected by pg es Public Safety power shuttle. The governor was in Southern California yesterday meeting with firefighters and people affected by the getty fire. Pg e customers who lost power earlier this month will be compensated. 738,000 customers were affected during the october 9 shut off. Pg e ceo announced last night customers will receive a credit on their bill. Utilitys website was frequently unavailable to customers seeking information and additional call centers were overwhelmed and the company is acknowledging their communications issues. They will begin process of crediting customers for this disruption. This is significant because utilities in the past have never credited customers for these disruptions. The credit is only for the october 9 outage. Pg e says residential customers will get 100, Small Business customers will get 250 as the governor requested. No word on reimbursement for the outage this week. The power shutoffs are hurting all kinds of Business Operations including especially the food industry. In Half Moon Bay businesses say most of their profit comes from tourist. At the new Leaf Community market, the refrigerators and freezers are bare. They will probably stay that way for a few more days. The local bakery has a generator for their power but Half Moon BayOfficials Say these power shutoffs are really taking a financial toll. It is a tourist community and a lot of our local businesses rely on the income from our tourists and its just been really frustrating for them. Last night San Mateo County caught a break. Pg e canceled the fourth power shut off of the month because the weather conditions were better. I can imagine, we had to throw out everything in our refrigerator. Multiply that out. The strong wind expected overnight did not happen and the National Weather service has canceled its wind advisory. That gives thousands of firefighters a chance to gain some ground on the fire thats already burned 119 square miles and destroyed 189 buildings including 86 homes. This morning, the fire is 15 contained. Cal fire will give us an update on those numbers after the sun comes up this morning and they can get a chance to take an overview of the fire zone. Some bank of america customers are reporting a possible system outage. Yesterday Bank Customers said they could not get into the banks mobile app and they were finding atms did not work. Also we have heard some customers cards are being declined and they cannot pay their bills. So far there is no word from bank of america about those problems. Today a federal judge in San Francisco will hear arguments on the religious refusal role. The role announced by the Trump Administration this year would allow businesses to refuse to provide care on religious or moral grounds. The state of california, San Francisco and Santa Clara County claim the role it would allow anyone connected to the two healthcare to refuse health to patients. That would include ambulance drivers and janitors. It would deny federal health, welfare and education funds to state and local governments that dont comply. The states that it could lose more than 77 billion a year in federal funding. The San Jose CityCouncil Voted to open two overnight warming shelters for at least six months. That means an extra 60 beds in, for the more than 6000 Homeless People in san jose. Those centers will be open at the Community Center and library at the roosevelt unity center as well. They will be open friday through the end of april. Barts new general manager will continue his rider listening tour today. Bob powers will be at the concord station this morning at 8 am and at 3 00 this afternoon he will be at the 19th street station in oakland. Since taking the job he has been soliciting comments in person and via twitter town halls. The ncaa has agreed to allow athletes, college athletes, to make money off of their names, images and likeness. The ncaa board of governors voted to allow athletes at all three divisions of College Sports to start making money while keeping their amateur status in the rules mac will take effect almost immediately. The ncaa wants to have them in place no later than january. Last month governor gavin newsom signed the fair pay to play act. Takes effect in 2023 and lets athletes in california make money from their likeness. Also they will be allowed to hire an agent to represent them in business deals. And Oakland School has extra money in its budget next to the golden state warriors. Former warriors star made a surprise visit yesterday to the Monarch Academy on 101st street. He was caring a check for 40,000 from the Warriors Community foundation. That grant money will not go toward funding several projects to improve the overall classroom experience for the students. This is really cool because we get to give away money from the Warriors Community foundation. 40,000 the community in need of it and the community that will be able to help and really build bridges for young people. The latest donation at Monarch Academy is just part of a larger 1. 7 million award from the Warriors Community foundation. That money will go to 48 local nonprofit groups.
