Meteorologist Steve Paulsen is monitoring the conditions in the area. Reporter firefighters have been showing up throughout the morning. This is the command base, where they will have a briefing this morning before heading back out to the fire line. One thing we did learn is that one of the Evacuation Centers yesterday was full and now has space at the fieldsburg Community Center. The Sonoma County fairgrounds also a place that you can bring livestock. About 2,000 people remain under the mandatory evacuation orders. There are three main Evacuation Centers, the hillsburg Community Center, the Veterans Memorial building in santa rosa, and the fairgrounds where horses and livestock can be sheltered. Evacuees say they are nervous. So far 49 structures with have burned. Its nature, right . Reporter firefighters have been able to contain about 800 acres. As for those evacuated neighborhoods, the Sheriffs Office has put deputies in those neighborhoods to watch for any suspicious activity or potential looters. We want to give you a closer look at where the fire is right now along with the evacuation orders underway. This map from Sonoma County the bright red dot where the fire is actually burning. Then the brown area is where the evacuation orders are in effect, including all the areas east of highway 101 from north of hillsburg and north through geyserville. If youre looking for an evacuation center, you can go to the Sonoma County fairgrounds in santa rosa, or the santa rosa veterans building, and also the hillsberg Community Center as well. Pg e is acknowledging it had an outage on a high voltage line in the area of the kincaid fire, which may be connected to the fire itself. The problem happened about 9 20 p. M. On wednesday night near where the fire started minutes later. An employee spoke with cal fire at the site the morning before the fire started and pointed out a broken piece of equipment on the tower. The lines had not been deenergized and the utility says it doesnt know if that equipment sparked the kincaid fire. Its another spare the air day, and the smoke from the kincaid fire will spread all across the bay area. We have important advice if you see or smell smoke coming from that big fire. If you smell smoke, youre probably being impacted. If youre impacted, stay indoors with the windows and doors closed if you can. Basic lip basically use common sense. If you have breathing problems, stay indoors and avoid that unhealthy air. I know temperatures are one factor but steve, that cool air was a relief. The big news for the north bay area, its 20 to 30 degrees lower than yesterday. Other locations are mild to warm. We have a little bit of a break today, a north breeze here. 41 in santa rosa and 73 in berkeley. There was an easterly breeze for some but not for everyone. There are some areas where cooler conditions and higher humidity are helping. But the wind speeds are way down in the upper elevations. Other locations, humidity 42 or so. So thats good news for the firefighters. Easterly component here, still north northeast over marin county. Sal is here to talk about the east bay commute. Were a little better now than we were the first few days of the week. We have a backup at the toll plaza extending out through the maze. We have had a little bit of a calmer commute from the other day. As we look here at the commute on the freeways, you can tell the red on the map is not quite as severe as it has been. Looking all over the bay area, traffic is going to be a little slow. Look at these pictures and its clear, traffic moving well. So well keep you updated on whats going on. Right now the commute is doing well even in the valley. Back to the desk. We are following a developing story in san josi, where police are investigating the discovery of a body of an infant at a waste facility. Reporter this is just a devastating discovery, the body of a baby reportedly found at this facility here behind me. San josi police are still on the scene as they work to try and figure out more details surrounding what was found here. They are not confirming much at this point, but we are hearing the body was found overnight in the upper level of the recycling building and police have been here for hours now. Green Waste Services the south bay and this is a large facility where they sort through materials. At this point we dont know details surrounding how the body ended up here. But a reminder now of the safe haven laws, which allows the dropoff of newborns, no questions asked, at designated locations like hospitals and fire stations. Officers here on the scene say they plan to be here for hours as they sort through the details here. We are waiting on new numbers for the kincaid fire, still burning out of control in Sonoma County. As of last night, 16,000 acres had burned and it was only 5 contained. 49 homes have been destroyed and 2,000 people in the area are still evacuated. No word on when they will be allowed back home. Cal fire has been working around the clock on the kincaid fire, 1300 personnel on the front line and many more on the way. The number of firefighters could reach 2,000 by later in the day. Deputies say the problems they are encountering is homeowners trying to return to their properties to see if the home survived. Once you leave an area, you will not be allowed back in. Were doing that for your safety and the safety of the firefighters and First Responders in the area. Deputies are keeping people from returning. Some were allowed to briefly return to their houses and retrieve essential items such as medicine. Some School Districts canceled classes for today go to ktvu. Pg e expects to have power restored to all customers affected by the recent planned outage by sometime tonight. 179,000 pg e customers in 17 counties were without power at one point. Pg e says 100 100 of customers should have power back today. And the fire danger is expected to get worse this weekend, prompting pg e to say there may be another round of power shutoffs. Look at this map. The shaded areas on the map show where the outages are possible. You can see most of the bay area is included. Parts of marin, alameda, contra costa and san mateo counties are included. And the weekend weather could bring the strongest winds and most dangerous weather conditions of the year. Officials say they are closely monitoring the winds, expected to hit Northern California tomorrow night with gusts between 40 and 60 miles an hour, and 70 to 80 miles an hour in isolated areas. If a shutoff happens, it would be the third Public Safety power shutoff this month. The frequency is is annoying. As fire danger remains high, firefighters throughout Northern California will be staffing up in case more fires break out. The bart service is being sued over allowing electric bikes on trails in the Tahoe National forest. Recreation groups claim the Forest Service changed the rules to allow ebikes on nonmotorized trails without first getting public input about it. The Golden Gate NationalRecreation Area is considering a similar plan but its letting the public make comments on it until the end of the month. New rules will affect dog walking in park land across San Francisco, san mateo and ocean beach. The rules also expand officials to have the power to cite and fine dog owners, even impound their pets. They claim the changes didnt require a Public Comment process but hundreds of dog owners have sent in comments anyway against the rules. The Oakland Unified School district is responding after six protesters were arrested at a School Board Meeting wednesday night. Protesters jumped over and pushed through a barricade set up for safety because of similar protests in recent meeting. Parents are protesting planned closures and mergers of schools scheduled for next year. What happened last night is troubling and is not reflective of who we are as a community. They continue to violate the law, cause us to have to stop the meeting and relocate it. Police say the six people who were arrested were cited and released on charges of disturbing the peace and disrupting a School Board Meeting. Sal, is everybody behaving on the roads . We have a couple problems popping up here, southbound 101 a new crash after the Robin Williams tunnel. This is a wide shot of whats going on here, southbound 101. You can tell coming out of the tunnel, all that slow traffic, then when you get to the bridge its clear. So theres something going on right there at the tunnel, reported as an injury crash. If youre driving in southern marin, youll see slow traffic coming down south as you get to the tunnel. Northbound 280 near ocean, they are clearing an accident there. If you can get on the freeway after ocean, thats better for you. East bay, slow on highway 4 but the rest of the freeways look good. 880 a little slow through union city. San mateo bridge, moderately heavy, then the bay bridge toll plaza a 10 to 15 minute delay to get on to the span. Steve . Thank you. What a difference a day makes, 75 yesterday morning, 47 right now. While the humidity and Higher Elevations are in the teens, its much higher for others. Theres 74 with santa rosa now. That was in the teens yesterday. Some areas are on the mild side. 71 for berkeley. Again, its all because of that easterly breeze. This is lightening up over the bay and in the east bay hills and marin county hills. The direction is northeast or north, equaling warm temps. Im having a hard time buying into some of these but every projection shows temperatures near this. 85 in the city for today, and its been a warm stretch since this time last week. The high in San Francisco has been going up, and looks like a quiet day today for the most part compared to yesterday. Then the next system drops and well see it pick up again late saturday or early sunday as the system dies into nevada. This is a stronger wind event. We had gusts of 70 miles an hour yesterday and thats a possibility again as we head to sunday morning. I think the wind at the valley floor will be stronger than the last event. We are expecting 45 in the east bay hills. 80s and 90s on the temps today, cooling off tomorrow. Then overnight into sunday, high fire danger and temperature in fact 70s and 80s. We just heard from cal fire the fire grew overnight, and we have new numbers to put with that information. Its grown to at least 21900 acres, more than doubled in size from this time yesterday. The fire is still 5 contained and the number of buildings destroyed stands at 49. That includes homes and cabins and other outbuildings, and we are working to learn how many and what kind of buildings have been damaged, as many are evacuated from their Sonoma County homes and worried about their houses. Cal fire Officials Say the kincade fire is now 21,900 acres in size. Again, its more than double what it was this time yesterday, containment at 5 . Police are investigating a suspected serial shoplifter. Video shows a woman entering the kohls store on wednesday, grabbing clothing and putting it over her arm. Police are observing the woman and take her down within just seconds. Two detectives have been staking out the store following recent thefts. This arrest was good Old Fashioned police work, hard working detectives looking at patterns of thefts. Investigators believe is woman is also responsible for a string of similar robberies in the east bay. New reports suggest the Justice Departments investigation into the russia investigation has turned into a criminal probe. The investigation into the origin of special counsel Robert Muellers probe into russian interference in the 2016 election as President Trump is already facing scrutiny about a potential abuse of power. Members of congress are holding closeddoor hearings that republicans want to be made public. Theres a right way to do it and a wrong way to do it, and this is a dangerous way to do it. There will be a time, soon i hope, where the hearings will be public. But at this moment, i think its wise to move forward in this atmosphere. Democrats say the criminal nature of the investigation into the russia investigation raised concerns the Justice Department has lost its political independence. The president denied all wrong doing. Chuck schumer is proposing a plan to swap gas powered cars with electric ones, giving car buyers thousands of dollars for trading in gas cars for American Made electric or hybrid cars. The senator didnt say how the plan would be financed. The Trump Administration called for eliminating federal credits for electric cars. We are along red winery road near geyserville, and this is part of the area where the fire swept through yesterday. Now the sun is up with the clouds and haze still in the area, you can see where this went through, all thats left a burned up car in the driveway and some appliances here. No one has been reported missing or injured because of this fire which started at 9 30 p. M. On wednesday, and there are signs of life here. We have seen a house cat come through the debris of this home, and appeared to be just fine, possibly looking for food, maybe returning to its home. It will be a while before people can come home. The evacuation orders are still in effect for this area for about 2,000 People Living near geyserville, and the kincade fire started in this area around 9 30 p. M. On wednesday. Within hours, people in the area were forced to flee their homes. 49 structured have been destroyed within hours of the fire starting. I was thinking well come back like last time. I didnt think it was going to come down the hill. Reporter some people are still waiting to find out if their homes are standing and others sadly have confirmed their homes did not survive the fire. Evacuation orders are still in effect for about 2,000 people in the area. Right now along red winery road and the neighborhood west of the mountains, the fire already came through. The latest information we have is that the fire is still active on the other side of the ridge just east of us here.
