If youre driving from marin to the east bay. Lets start there. You can see that the traffic here is moderately heavy. No major issues driving through there. Traffic continues to be okay if you are driving on westbound bay bridge. You can see the commute here is backed up for about a 20minute delay. 880 north and southbound in front of oakland. Is not too slow. Right now, it probably will get that way a little bit. But you can see traffic is all right on the san mateo bridge. Its better than we saw it last time. We look at the east bay commute. Southbound 880 at whipple, there was a crash. And another crash on bailey road. We had one there yesterday. This also involving motorcycle traffic. Backed up into antioch this morning, driving over to concord. 7 03. Lets go back to the desk. New this morning. A San Jose Police officer is recovering. It happened late last night, when the officer stopped the suspicious car near almaden avenue. Police say the person inside the car bit the officers arm. The scuffle ensued. And the driver drove away. Ending up dragging the officer some 30 feet. The officer was dragged to the hospital. Time now, 7 03. A Bay Area Transit Agency says there are fewer people cheating on paying tolls here in the bay area. Thats according to a new report. Ktvus Sara Zendehnam is at the bay bridge toll plaza. And youre hearing there is a new law after ktvu conducted an investigation. Reporter thats right. Good morning. Ktvu first reported on that dealer plate loophole in 2013. And found out that the bay area was losing actually 11 million a year in uncollected goals. That comes out to 1 million a month. Today, that number is down to 250,000. Because of a new law that says they cant have dealer plates or placards. There was no way to track or find them. Now, every newly purchased car comes with a temporary license plate. The number is linked to the drivers address. So they can be tracked now. While there is a 75 drop in toll evaders, there are still some getting through without paying. Whether it be on purpose or on accident. All of the other reasons why we might not be able to read a license plate, you know, obscured by a bicycle rack or a license plate frame, whatever. All those other reasons have remained pretty much constant. So this has been a big improvement. There have been some bumps in the road to get to this point. And its prompting some changes from the dmv to. Improve license plates. They are working on response size. Better identifying information that the plates are from california. A clear design to identify the expiration date. And better adhesive so plates dont pop up in the wind. The dmv plans to better implement those changes by november. Sara zendehnam, ktvu 2 news. We have an update about a shooting in el cerrito including an offduty officer yesterday. The officer is saying that he shot in selfdefense. The shooting happened 10 00 sunday night near mosier lane. Police say the officer shot 44yearold thomas whalen, after whalen attacked him with a rock. Whalen survived and is now in the hospital. The officer has been identified as roderick sudenheim. He is now on paid administrative leave. New Surveillance Video at sundays smash and grab robbery. Well show it to you now and say the Police Identified the men in dark sweatshirts as the robbers. Police say they escaped in a black sedan. There was chaos in the mall, as people ran for cover, thinking the sounds of smashing glass were actually gunfire. At this point, no arrests have been made. In santa clara, a woman riding in a lyft car was killed. A man critically hurt. In a crash that involved the suspected drunk driver, who police say was driving a stolen car. It happened early sunday morning. Police say 32yearold cladio perez ran a red light at lawrence expressway at cabrillo avenue. And slammed into a lyft car. A few minutes later, police say they tried to stop perez in a parking lot. Because they thought the car was stolen. The moment he leaves that parking area, hes already significantly further away from our officers. So it was actually only a matter of seconds, three or four officers fed over the radio. The woman who died was 28yearold carol major. The other passenger, a 26yearold sunnyvale man, is . Critical condition. The ride share driver is expected to be okay. Perez is facing charges of murder. Happening today, a caravan of uber and lyft drivers will protest in San Francisco, outside ubers headquarters. Theyre demanding to be classified as employees. Ktvus Cristina Rendon is in San Francisco. And the caravan is crossing the state. Thats exactly right. Good morning to you, gasia. This is an ongoing battle for uber and lyft drivers. They have protested many times before. But this is the very first time they are using something essential to their work. That is their cars. This is a motorcade. And they did leave los angeles yesterday. Roughly 200 uber and lyft drivers plan to protest outside of uber headquarters at noon today. They say they will plan to take over a portion here. The drivers are demanding that state Assembly Bill 5 be passed. Its a bill that creates a pathway for drivers to unionize and would classify them as employees. And would also give them basic protections. And paid six days. In just last morntle, we spoke month, we spoke to one of those drivers. Heres what she had to say. Ive been driving about three years. The pay isnt enough. Not just paying taxes on the money we put in our bank account. Were paying taxes on the money that uber and lyft do. Uber and lyft have been fighting the passage of that bill, saying they will keep working with drivers on the quality. And critics of Assembly Bill 5 say most drivers appreciate the flexibility to create their own hours. Many have second jobs. But this motorcade is going strong. They say they are stopping in San Francisco and oakland today. Actually, they stopped in fresno yesterday. Meeting with united farm workers to draw inspiration from that deco. They say todays protest is part of, i guess you could say paying that homage in 1956. When those workers went all the way to sacramento. After todays noon protest here in San Francisco, theyre going to be going across the bay, driving to oakland. They will be making their way to sacramento by tomorrow, where they will rally on the steps of the states capital, pushing for ab5 and pushing to create a union. Were live in San Francisco. Cristina rendon, ktvu fox 2 news. Time 7 09. Youtube says it wont negotiate with the youtubers union. The union is regulated of creators and influencers at utube. The union wants more openness from youtube. We talked to Ryan Eldredge from the organization nerds on call about how youtube determines which channels make money. Ultimately, they want to be able to post a video and run ads on it, regardless of how many viewers or followers they have. That way, they get equal share. Essentially right now, youtube decides, this video is appropriate. This video is able to make money. So we will allow it to run ads on the channel. Youtube says it is addressing the unions concerns. But it wont negotiate the unions full list of demands. Happening today. House Speaker Nancy Pelosi and congresswoman Jackie Speier will host a town hall on gun violence. Theyre working with the national group, moms demand action and the california state surgeon general. The event is on lincoln high school. It starts at 5 30 tonight. School year is under way. Family members and friends gather to honor the life of a young mother, killed 10 years ago by a driver who was being chased by police. [ singing ] 10 years ago, 25yearold markita bosley was driving her baby to see his father, when she was hit and killed by a driver. Police were chasing that driver because he had been driving erratically and would not pull over. The baby is now 11 years old. And survived, but has permanent brain damage and physical disability. He was a good person. Great person to everybody. And hes my hero. Hes my motivator. Hes everything. The driver who hit and killed markita bosley is in prison. The Oakland Police department changed its Police Pursuit policies after this particar crash. Now, only a suspect wanted for a Violent Crime can be chased by police, especially if the pursuit could endanger the public. Released from the hospital. Saturday night, an Unmarked Police car was rushing to a burglary call when it jumped a curb and hit a bus shelter and hit a plain clothed Police Officer already at the scene. Also injured one of two car burglary suspects. The officer was released from the hospital yesterday. Police say the second suspect who was not injured is 32yearold f. He faces several charges including burglary and resisting arrest. A frightening shootout at at panthorran mall. The shooting near the malls food court involved two rival gangs. Four teenagers have been arrested for the shooting that occurred back on july 2nd. The two people who were hurt, also teenagers, have recovered from their wounds. And in San Francisco, Police Arrested two people in connection with this, a brazen, broad daylight shooting on Market Street that was caught on camera. 18yearold Laron Simpson, and 21yearold Elijah Ernest, were arrested in oakland. Police say Security Camera and cell phone video showed them firing shots towards a crowd, a week ago. During the busy evening commute. It happened after a fight nearby. An update on the mass shooting at the gilroy garlic festival. Two patients are still in the hospital. One is in fair condition. The other isnt releasing any information. Sally Medical Center received seven patients from the garlic festival shooting. All were wounded by gunfire. A community in the south bay is split over a project to help the homeless in san jose. Last night, city leaders held a meeting with more than 150 people. The project is to turn the city owned lot on Fourth Street and younger avenue into a four story Apartment Building, to lease it out to Homeless People, aged 55 and older. Project is close to an elementary school. And the community worries it will attract crime. But city leaders say homelessness in san jose is growing at an alarming rate. What it is, its not a shelter. Its not a food bank. It is apartment. We need them so desperately. We grew by 2,000 in the city. Yet we only opened up a couple hundred units of supportive housing. I know that its the right thing to do. But to put this facility in the location that theyre proposing, i dont think its a wise choice. Now, that location was specifically selected because half of san joses homeless are in downtown. In that particular district. The project still in the early stages. It still has to be approved by the planning commission. But if its approved, the earliest it could break ground would be sometime next year. Popular hiking trail in the south bay is partially reopened after a family Mountain Lion was spotted in the area. A mother Mountain Lion and her cubs were spotted. Prompting rangers to close it. Rangers say eight miles of trails as well as the farm itself are now back open. But back country trails remain temporarily closed to give the Mountain Lion some room. The rangers urge all park visitors to stay alert and stay out of all closed areas. A big project. This is a joint project between cal fire, caltrans and Santa Clara County fire officials. Over the next four months, theyll be clearing out brush, grass and dead trees from los gatos to summit road. Officials say drivers on highway 17, you could see some delays while the crews are out there working, monday through friday, from 9 00 a. M. To 5 00 p. M. And a similar project has been going on in the east bay between lafayette and orinda for the past several weeks. We have a commute that is pretty typical for a tuesday, which is to say its crowded. Well start in the east bay. And a lot of people are trying to access bridges right now. This is a look at the richmond bridge. Its moderate. Its not the heaviest ive seen. There are no crashes reported on this stretch. I want to mention that traffic on 80 westbound. A 40minute drive from the carquinez bridge to the macarthur maze. When you get here, you add 20. 880 still looks decent from the coliseum, driving up to downtown. 580 is getting a little slower this. Is the san mateo bridge. And dunbarton bridge are just moderately heavy. And i want to mention, the traffic in the Silicon Valley has been a little slow. I also want to mention that next time, well take an extended look at highway 4. Highway 4 for the second straight day in a row has had problems from antioch to concord. Right now, california campus students may have to leave the campus to take medical m marijuana. Health officials are calling it the worst Measles Outbreak in near three 30 years. According to the cdc, the cases reported last week, brings this years total to 214. One of the cases was of a teenager from new zealand who visited disney and universal studios. Health officials are looking for anyone who may have been in contact with the teen and showing symptoms. This may be one of the most difficult times for female College Students. More than half of sexual assaults take place between august and november. Its a period they call the red zone. The rain abuse and Incest National network says College Women between the ages of 18 and 24 are three times more likely than women in general to experience sexual violence.
