frank somerville. >> and i'm julie haener. that hit-and-run took place in the parking lot in front of the palace of the legion of honor, that's an art museum located near lands end at lincoln park in the northwest corner of san francisco. we get live coverage from ktvu's jana katsuyama. she's in front of the legion of honor with more details, jana? >> reporter: julie and frank, the victim was taken away in an ambulance and we understand he had a severe head injury and a broken collarbone. he was here with his son in the parking lot and tonight you can still see the broken glass on the ground where the thieves smashed the window. right now police are looking for the two suspects in a silver bmw with tinted windows that likely has damage from hitting the man. san francisco police and paramedics found the man on the ground bleeding from the head. the call came in around 4:00 p.m. about a vehicle hitting the victim in the parking lot the front of the legion of honor. >> he looked pretty badly shaken up, so you know, bandaged up and putting him on a stretch board and taking him away like that. >> reporter: san francisco police say the victim had seen two men in hoodies breaking into the black mustang and taking out a camouflage backpack. >> this person had seen two suspects breaking into his vehicle. he attempted to take pictures. the suspects broke into a second vehicle at which point noticed him taking pictures. >> he flipped up on to the top of the windshield before he hit the pavement. by chance, a bus driver on balboa saw them speed by. >> the suspect vehicle drove past the front of the bus. we were able to get video from that bus showing the suspect vehicle flee. >> reporter: police launched a search for the suspects. >> a silver or gray bmw four-door with tinted windows. it's going to have significant damage to the windshield from where the pedestrian struck the windshield. >> reporter: police took photos and dusted the vehicles for fingerprints. harry and his wife stopped at the museum on their way from napa. and after worrying about the injured man they found out they were victims too. >> we realized we'd been broken into. >> reporter: the thieves had stolen the couple's duffel bags, mostly clothes, but also sentimentsal items that can't be replaced. >> this is the third time that my wife's had her car broken into in san francisco. >> reporter: as for the victim who was hit, we understand that he is stable right now in the hospital but with that severe head injury and his son is there with him tonight. now, police are saying that these popular tourist spots are very big targets for thieves. they urge people to not leave valuables in your car. and tonight they are going over both that man's camera as well as surveillance camera footage here in the parking lot to see if they can identify those suspects. >> jana katsuyama in san francisco tonight. jana, thank you. to developing news now in oakland where police say an officer was injured tonight while doing traffic control after a car crashed into a church. it happened at about 8:20 tonight at 98th and walter avenue. witnesses say three people suffered minor injuries after the driver lost control of a car and smashed into grace baptist church. then a short time later, the driver of another car struck a police officer inside a patrol car who was doing traffic control at the scene. fortunately, that officer only suffered minor injuries. now to the east bay where employees are looking far young man suspected of shooting and killing a varsity football player at livermore high school. there is now a memorial at the taco bell restaurant on east stanley boulevard where 16-year-old emmanuel moez by was shot to death about 9:30 last night. the teenager knew his killer and the shooting happened after an argument. classmates and friends say mosby was a kind and descent young man. >> that could have been me, you know? so it's kind of sad to hear and devastating to the town to be honest. he was just such a great person. you don't want to see them leave like that. >> police have identified the suspect as this man, 21-year-old jorge tellez of livermore. they say that he is armed and dangerous. now to oakland and more key testimony in the ghost ship warehouse trial. today defendant derick almena returned to the witness stand and was cross examined by prosecutors. as ktvu's henry lee reports, he testified that police, firefighters, and city officials had made a number of visits to that warehouse and in effect had signed off on the building's safety. >> 16 visits by oakland police, 28 officers in all. five visits by 13 firefighters. eight inspections by cps workers. ghost ship master tenant derick almena says two high ranking oakland firefighters in particular weren't telling the truth when they told the jury they never went inside the warehouse. he testified they're good people and they're lying. of course, they're denying it. >> make no bones about it, we believe that the fire department perjured themselves when they said they never went in. my client has itemized, you know, where law enforcement and officials have gone in approximately 30 times. >> reporter: almena said despite those visits, he never got notices of fire code violations, never got eviction notices. >> they have a responsibility to us, to the people. they're supposed to be there to protect us. they're the ones that, you know, are the wall between us and fire and security. and they didn't do their job. >> reporter: as far as his own responbi asked tenants to buy safety devices like fire extinguishers, but blamed the landlord for refusing to fund renovations. almena denied the stairs to the second floor were unsafe, saying 27 teacher who is came to the warehouse for a holiday party went up them in quote heels and with hot dishes. the da began cross examining almena. the prosecutor, almena, and the defense kept talking over each other. >> it's like a prize fight. you want to punch your opponent in the nose and make them bleed. my god, they started with the trivial extraneous material like snipping at the prif yal. >> reporter: families of victims aren't impressed with almena. >> he said he felt likeoesn't k. >> reporter: almena will likelyf the week. at the courthouse in oakland, henry lee, ktvu fox 2 news. new at 10:00. in san rafael, the dixie school district has voted to change their name after a critic said the name was a reminder of slavery and the confederacy. trustees voted tonight to rename the dixie school district as the miller creek elementary school district. the vote was 3-1 with one abstention. trustees also voted to change the names of the dixie elementary school to lucas valley elementary. the issue has pitted the community against each other for months now. the change is set to take place before classes resume in august. tonight the oakland city council is considering a plan to close a dead end street into fruitvail. noel gal low says it's linked to a homeless camp on 37th avenue behind the home depot. home depot is threatening to move out because the area has become dangerous for store employees and customers. he wants to close the street for 18 months while police deal with the crime problems. he told ktvu news he expects to have the votes at tonight's meeting to get it passed. the 2017 tubbs fire that roared through santa rosa killed 22 people and disrupted the lives of tens of thousands of other people. now, we are learning the fire also exposed firefighters to potentially serious health risks. ktvu's christien kafton has the preliminary test results from a new study that found elevated levels of chemicals and toxins in their systems. >> reporter: the tubbs fire devastated the north bay in 2017 and san francisco firefighters were right there on the front lines fighting the fire. after those flames faded, 149 of those firefighters submitted blood and urine samples to be analyzed, looking to see if any toxic chemicals built up in their systems. now preliminary results are in. >> it's not just trees and brush that's burning. there are houses burning and within those houses there are lots of toxic chemicals that our firefighters are coming into contact with. >> reporter: the study found firefighters had elevated levels of substances, a carcinogenic and hormone disrupter in fire retardant, and high levels of mercury, a known neurotoxin and carcinogen. the chief says tracking chemical exposures is critical to firefighter safety. >> firefighters are dying with what we call their boots off. instead of dying in an incident at a fire or vehicle accident, they're dying of cancer and other diseases. >> reporter: dr. rachel frosh says the results are preliminary and stresses the samples were taken weeks after the fire had been put out. samples were taken following the camp fire last year. those results are still pending. the plan now is to get samples from firefighters closer to the front lines. the study has suggested results but also raises a lot of additional questions. and so we want to be prepared to go out next time. >> reporter: the san francisco firefighters cancer prevention foundation is working with researchers on that study and sharing the results with fire departments up and down the state and across the country. >> the amount of toxic exposures that they're getting with minimal equipment is extremely serious. >> reporter: a cancer survivor herself, chief nicholson says this battle is personal. >> i love our brothers and sisters in the fire department. i don't want any of them to go through what myself or anyone else has had to go through. >> reporter: san francisco firefighters stand ready to respond to the next massive wild land fire and say at this point there's little they can do to limit exposure to chemicals. the chief stressed firefighters need to clean themselves and their gear carefully after fighting fires, but that's only part of the solution. she's calling on fire safety equipment manufacturers to find different chemicals to use in their fire retardant and safety gear to make it safer for firefighters. in san cleaned it up. it's warming up eventually. it's been kind of cool out there, but things are going to turn around towards the end of the week. one east bay city is considering a ban on natural gas in new buildings. hear from supporters and opponents. ♪ ♪ ♪ ♪ ♪ ♪ new at 10:00, a first berkeley where the city council is considering a ban on natural gas in new construction. ktvu's amber lee live now in berkeley, and amber, supporters of this ban say electricity is more environmentally friendly. >> reporter: that's right, julie. now, if passed, berkeley's proposed ban would be the first of its kind in this country, but it's an idea not embraced by everyone. sims knows his way around a kitchen. he says he's been cooking professionally for 13 years and uses all natural gas powered appliances. >> you can pretty much get the temperature better with gas. i don't know why they would think of doing electric when we've been using gas for so long. >> reporter: but change is being proposed by berkeley city council member kate harrison. she has introduced an ordinance that would prohibit the use of natural gas in new buildings, residential and commercial. >> when you burn carbon, it's not just that it goes into the atmosphere creates greenhouse gases, it affects people's health. >> reporter: the proposed ban would start with new low rise residential buildings and expand to all new buildings over time. harrison says this measure would lay the ground work for berkeley to comply with the state law that says 40% of new buildings would need to be in compliance by 2030. >> we're getting ahead of the curve so we ensure that new buildings which will last for 100 years already meet that tan sdard. >> reporter: supporters passed out signs at tuesday night's city council meeting in advance of a possible vote next week. they say indoor pollution is caused by natural gas. >> how rapidly our climate is changing and our ecosystems are collapsing. and so we have to make this change. >> reporter: but sims says a ban is unnecessary. >> you know, it's not broken, don't fix it. >> reporter: the berkeley city council is scheduled to discuss the ban and may vote on it july 16th. if passed, the ban would go into effect the 1st of next year, julie? >> amber lee live in berkeley tonight, thank you. in san francisco the fee for getting a bag at checkout could increase from a dime to 25 cents. the board of supervisors, land use, and transportation committee approved the increase last night. the city wants to encourage shoppers to bring their own bags. the legislation requires stores to provide compostable or recyclable bags for produce. the proposal now goes to the full board of supervisors for consideration. members of the public had a chance to sound off about pg&e's latest request for a rate hike. the first public meeting was held in san francisco. pg&e wants to increase rates. the rate hike would add about $10.50 a month to your current pg&e bill which would raise the average bill to just over $170. >> this demonstrates the audacity of this corporation that puts profits over people to come and ask for increases. >> only 14 people spoke at today's hearing, most of them were opposed to the rate hike. seven more public hearings are scheduled statewide, including three here in the bay area. a 50,000 acre cattle ranch is up for sale in the bay area. n3 cattle company spans four counties. it's located south of livermore and east of san jose. the property has steep canyons, creeks, and grasslands. the asking price? $72 million. according to the listing agent, california outdoor properties it is the largest land offering in the state. the owners are fourth generation ranchers. the bay area newsgroup reports the current owners are hoping the buyer won't develop the land. a swarm of small earthquakes rattled the ground underneath mt. hood in oregon. the usgs says more than 30 quakes hit the area over the last two days, with the largest a 2.1, likely too small to feel. the scientists don't think these quakes were caused by volcanic activity. during the last 20 years mt. hood has seen a number of small quake swarms, most recently in 2014. okay, very geologically active area around hood, rainier, bachelor, all those areas hot spots and active in the cascades. temperatures today, they were on the mild side again. little warmer than yesterday by maybe a couple degrees. it was still a cool day by all purposes. 83 in antioch was the warm spot. same with concord, 83. 81 in morgan hill. highs tomorrow will be a little bit warmer but not much. again, these temperatures are lower than you would expect. antioch tomorrow might go 84, 85, something like that. and then we warm up further as we get towards the end of the week. it's not a heat wave, it's going to get us closer to the 90s, the low # 0s, and the hot spots. and the reason for this mild weather is this guy bringing rain to the pacific northwest. very -- that looks like march to me, that pattern. it's close enough to us to see that impact a lot of clouds, fog, sea breeze. that's what we've been seeing and what we'll see again tomorrow but not quite as robust as today. tomorrow a little bit warmer. and then by thursday and friday that low up there starts to move off can we warm up to a more closer to summer pattern. it's going to get warmer the next few days, but not a heat wave. warmest spots in the low 90s at the peak. we'll be back with the specifics. >> bill, thank you. actor rip torn passed away in connecticut. he was 88 years old. the cause of his billionaire tom steyer made it official today. he is entering the 2020 race for the white house. >> my name's tom steyer, i'm running for president. >> steyer announced his campaign in a four-minute video released online. he's positioning himself as an outsider who will rally against corporate interests that he says hold too much power over the u.s. political system. steyer considered a run for president earlier this year only to decide against it and push for impeachment instead. now steyer says he is totally committed to capturing the democratic nomination and defeating president trump. steyer is one of 23 democrats now in the running. he enters the race as another bay area resident is leaving. you'll recall it was yesterday that east bay congressman eric swalwell decided to formally end his campaign. bernie sander's campaign focused on san francisco's housing crisis in a new campaign ad. >> and you share a kitchen with 30 other sros? >> mm-hmm. >> the ad shows sander's wife, jane sanders, touring a cramped single room occupancy building in the chinatown neighborhood. dr. jane sanders also visited an affordable housing development. the sanders campaign says its bill of rights includes guaranteed healthcare, living wages, and the right to fair, affordable housing. the body of an american scientist has been recovered on a greek island one week after she disappeared when she went out for a run. 59-year-old suzanne eaton had been working as a molecular biologist in germany and was attending a conference in crete when friends say that she went out for a run last tuesday. police say they found more body yesterday inside a cave. she leaves behind a husband and two children. her employer confirmed the death in a statement saying easton was an inspiring scientist, loving spouse, and mother and athlete, and a wonderful person. a young girl who was run over by a lifeguard truck on a beach in the san diegoa is said to be recovering tonight. authorities say that 4-year-old was crouched down in the sand in coronado when the truck came around a sand berm and hit her. a fire official says both tires on the drivers side went over the child. the lifeguard stopped and provided aid while she was taken to a hospital. a police investigation is now underway. another step toward healthcare for all. in the next half hour, california's plan to extend health care to some undocumented immigrants. and late word that the warriors are parting ways with yet another player from their championship season. joe fonzi has the team's decision later in sports. up next, growing frustration over a trash heap in front of some san jose condos. why residents say they hope the person responsible gets help too. >> i see a lot of unhealthiness, trash, flies, ancal matter. >> this is going to a whole other level where we've watched him for over a year. >> reporter: the trash pileup has doubled in size over two weeks a growing eyesore. >> i see a lot of unhealthiness, trash, flies, and fecal matter. >> reporter: those who live in the community told us they reached out to the city without success. >> i sent multiple emails to the city. but nothing gets done about it. >> reporter: so we went to city officials to find out what can be done for the residents here. no one was available to speak with us on camera when we stopped by the housing department, the office we were told is responsible for the cleanup. jeff scott reached out later by phone and told me they were aware ofeaned up the same area n april and may. they say it was the third time they've had to do s >> one time they had a hazmat crew out here and took the stuff away. but he comes back. >> reporter: all this trash, that's one thing. but they want to separate the clean up of the trash from the need to help the homeless. >> he obviously belongs someplace other than the street. >> reporter: the city told me they have tried to help him in that way as well as by sending their outreach team to offer the homeless man assistance, but he's turned them down each time. they say they'll try again. after we started looking into this, late this evening a city of san jose work truck showed up. what did they tell you? >> they are going to be doing the clean up in the next couple of days, within this week for sure. >> reporter: a move many in this area have been waiting for and hope that help is on the way for the homeless man behind it all sometime soon. i'm andre senior, ktvu fox 2 news. in sacramento, hundreds packed a senate committee hearing on assembly bill 1482 also known as the rent cap bill. the bill would restrict rent increases and force landlords to give a specific reason before evicting someone. both supporters and critic of the bill addressed the state senate today. opponents argue that the rent control -- that rent control only makes the housing shortage worse because it discourages the production of new rental . san francisco broke ground on a project for families and seniors who used to be homeless. as rob roth reports, it's one of several affordable housing projects in the works. >> reporter: it's perhaps san francisco's most persistent problem, the sky high cost of housing a big reason for not only homelessness, but for forcing many families to consider leaving, among them this longtime north beach resident and father of two. >> every day you're thinking should we move out of the city? so we can afford more to do for our children. but we love this place and we want to stay here. >> reporter: city leaders broke ground ceremoniously on a new affordable housing project tuesday. it's two projects in one, eventually providing 178 new units on broadway near the waterfront. the rents will start at about $750 a month and will provide space for families, seniors, and formerly homeless seniors. >> we are going to have truly mixed income of diverse communities living in these 178 units. >> reporter: this is the seventh major affordable housing project in various stages of construction since last july. combined they will provide more than 900 units. and perhaps they can be a safety net preventing some from joining the thousands of homeless people on the streets. >> sort of a combination of preventing people from entering into homelessness and housing people currently speciousing homelessness. >> when they move into those units, when they're looking out their windows, when they're cooking dinner on their new stove, can you think about how it might feel? >> contr it? >> now. >> the nurses work at good samaritan hospital and regional medical center in san jose. they say they've set picket line to draw attention to staffing levels, high turnover rates, and other workplace issues. the picketing came as union leaders began contract negotiations with hospital management. >> it's important for us to retain and recruit, but we want to get back to the issue it's important to give good patient care. along with this contract is we're asking for better rests and meal breaks. >> the hospital says it has every intention to reach a contract agreement and avoid a strike. the district of columbia is suing the hotel chain marriott international. it alleges mandatory resort fees tacked on to bills are misleading and illegal. it says at least 189 marriott hotels worldwide charge the fee which range from $9 to $95 a day. the suit seek as require marriott to advertise the resort fees up front. marriott says it does not comment on pending litigation. uber rolled out a new service today. it is called uber comfort. it features bigger cars with more leg room. riders can also request their temperature preference and ask for quiet mode if they want the driver to skip the small talk. uber says the comfort service costs 20% to 40% more than a standard uberx ride but less than the higher end uber black. a lot of buzz tonight surrounding a budding relationship between a rap mo gull and the cannabis company. coming up, why jay z is joining their team. and a few of the oakland estuary with a mix of sun and clouds overhead. our chief meteorologist bill martin will tell us when we might break normal pattern. mal pattern. of savings and service. whoa. travis in it made it. it's amazing. oh is that travis's app?
